GVEC Improvement Rebate Program

Energy costs continue to rise and environmental concerns are a part of our daily lives. GVEC
recognizes this need and is introducing the GVEC Improvement Rebate Program. Along with existing
energy efficiency education programs such as online energy tools, no cost energy audits and other
energy awareness programs, GVEC is now offering rebate incentives to further promote energy
conservation and efficiency.
With several rebate programs to choose from there are many opportunities to save. Choosing
the right program and one that will benefit you the most can be challenging. Be sure to consult with a
qualified contractor or a GVEC Member Services Advisor to determine which rebate program would
have the most impact. Rebates are eligible only if completed by a listed GVEC contractor. For a

Cooling/Heating Systems:
Rebates For:
15 SEER ‐ $500.00/UNIT
16 SEER ‐ $600.00/UNIT
17 SEER ‐ $700.00/UNIT
QUALIFICATIONS:
• ALL UNITS SHALL BE AN ALL ELECTRIC HEAT PUMP SYSTEM
• Programmable thermostat shall be installed if not already existing.
• Auxiliary heating shall be controlled thru outdoor temperature sensor and set at the systems
balance point preventing unnecessary operation of auxiliary heating.
• Air distribution system (supply, return, plenum, and cabinet closet) shall be sealed or repaired
according to manufacturer’s recommended installation practices and current code
requirements.
• Unit shall be a NEW matching system certified by AHRI. Both condensing unit and air
handler/evaporator coil shall be replaced.
• APPLICABLE TO EQUIPMENT INSTALLED IN NEW OR EXISTING HOMES OWNED BY GVEC
MEMBERS AND LOCATED WITHIN THE GVEC SERVICE AREA.
• Manual J cooling load calculation to be completed showing the sensible load based on San
Antonio design conditions. Equipment sensible not to exceed 15% of the calculated sensible
load.
• Shall be installed by a contractor with a current “TACL” license.
• Manufactures installation practices and procedures shall be followed
• State and local codes shall be followed.
• Rebate excludes window units. SEE APPLIANCE REBATE PROGRAM FOR WINDOW UNITS.
ADDITIONAL ELIGIBILITY REQUIREMENTS:
• GVEC reserves the right to make changes to the program without notice.
• Equipment is eligible if installation is completed by a GVEC listed contractor. Please check out
our website at www.gvec.org for a complete list of rebates and contractors.
• In no way does GVEC assume responsibility for the work completed by a GVEC listed contractor.
• Applications shall be received 30 days after completion of project. Project shall be completed
after January 1, 2010 to be eligible for Rebates.
• Attach a dated invoice from the contractor (including above criteria) with your application.
• Submission of applications does not guarantee a rebate.
• Please allow 6 weeks after receipt of all documents to receive rebate.
• GVEC reserves the right to verify all projects in order to meet minimum program guidelines. The
member may lose the rebate if GVEC cannot verify the information provided on the application form.

Attic Insulation
Rebates Of:
$0.20/sq. ft. of installed insulation

QUALIFICATIONS:
• Final insulation level minimum shall be R‐38 to qualify.
• (PRIOR TO UPGRADE) INSULATION SHALL BE R‐19 OR LESS.
• Garages and other non‐conditioned areas DO NOT qualify.
• Invoice shall include: insulation manufacturer, type, footage of conditioned area, starting and
final R‐Value.
• APPLICABLE ONLY TO GVEC MEMBERS AND EXISTING HOMES WITHIN SERVICE AREA (NO
NEW CONSTRUCTION).
• All material shall be new.
• Manufacture’s installation practices and procedures shall be followed.

GVEC recommends that the attic have 1 sq. ft. of net free area of inlet ventilation
and outlet ventilation for every 300 sq. ft. of attic area.
• Funding for the program is limited.
• Improvements are only eligible if completed by a GVEC listed contractor. Please
check out our website at www.gvec.org for a complete list of rebates and contractors.

Wall Insulation

Rebates Of:
$0.20/sq. ft. of installed insulation

QUALIFICATIONS:
• Rebate is based on the sq. ft. of installed insulation. (Calculated by gross wall area less window
and door area, etc.)
• FINAL INSULATION SHALL BE AT LEAST R‐13.
• WALL CAVITY TO BE VOID OF ANY INSULATION PRIOR TO UPGRADE IN ORDER TO QUALIFY.
• Garages and other non‐conditioned areas do not qualify.
• Shall be installed between conditioned and unconditioned areas to qualify.
• Invoice shall include: insulation manufacturer, type, square feet, and added R‐Value.
• APPLICABLE ONLY TO GVEC MEMBERS AND EXISTING HOMES WITH IN SERVICE AREA (NO

Energy Efficient Windows:
Rebates Of:
$1.00/sq. ft. of window opening

QUALIFICATIONS:
• Rebate only for replacement of existing windows.
• WINDOW RATING SHALL HAVE A MINIMUM U‐FACTOR OF < .50.
• Windows shall have a solar heat gain co‐efficient (SHGC) < .35.
• Windows in Garages and other non‐conditioned areas do not qualify.
• Invoice shall include: window manufacturer, model, size, U‐Factor and solar heat gain co‐
efficient (SHGC).

Window Solar Screens or/& Film:
Rebates Of:
$0.50/sq. ft. of window

QUALIFICATIONS:
• Rebate will apply to solar screens OR films on windows.
• Screens or Films on windows in Garages and other non‐conditioned areas do not qualify.
• Screen or film shall cover entire glass surface area for each fenestration.
• Minimum of 70% reduction of solar heat gain for solar screens and minimum .40 solar heat gain
co‐efficient (SHGC) for films.
• Invoice shall include: manufacture’s data on reflectivity or heat gain co‐efficient, product
identifiers, and performance rating specifications.

Duct System Replacement:

Rebates Of:
20% of the cost, up to $500.00
QUALIFICATIONS:
• Duct material shall be insulated with R‐8.
• ONLY DUCTS IN UNCONDITIONED SPACE WILL QUALIFY (Any discrepancies of unconditioned
or conditioned area to be determined by GVEC).
• Invoice shall include: R value of material used.
• Dampers shall be installed in order to control room by room airflow.
• Adjustable louvered ceiling grills should not be a substitution for dampers.
• Contractor must hold a current certification showing proof of training in Blower Door, Duct
Blaster or National Comfort Institute (NCI) HVAC air diagnostics and balancing testing. Duct air
flow leakage testing results must show total preliminary duct leakage in CFM, final duct leakage
in CFM and nominal system tonnage.
• Duct system shall be sealed and tested to have ≤ 7 % CFM of air leakage based on the nominal
systems tonnage of 400 CFM per ton.
• Duct system shall be sealed and designed according to manufacturer’s recommended
installation practices and procedures, current state and local code requirements and ACCA
Manual D.

Rebates Of:
$0.10/sq. ft.

QUALIFICATIONS:
• Rebate is based on the amount of treated attic area NOT to exceed the square footage of
conditioned area.
• Acceptable materials include radiant barrier paint applied coatings ONLY.
• Paintable coatings shall be designed for buildings as radiant barriers and installed on the
underside of roof decks.
• Products will require a minimum ASTM emittence rating of .30
• Attach an itemized and dated invoice from the contractor (include radiant barrier
manufacturer, type and conditioned square feet) along with your application form.

Energy Star® Appliances:
Rebates Of:
10% of cost of appliance, up to $100/appliance

QUALIFICATIONS:
• Rebate is based on the purchase price of appliance prior to sales tax.
• Rebates do not apply to installation costs or other fees.
• Rebate only applies to Energy Star® rated appliances.
• Rebate available for replacement appliances and new home construction.
• Qualifying appliances include: Window Units, Refrigerator, Freezer, Clothes Washer, and
Dishwasher.
• All appliances shall be new, purchased by a GVEC member and installed in the GVEC service
area.
• Please check out our website at www.gvec.org for a complete list of rebates.
• Applications shall be received 30 days after completion of project. Invoice must be dated after
January 1, 2010 to be eligible for Rebates.

$100.00/Electric Water Heaters Energy Factor (EF) .94

QUALIFICATIONS:
• Rebate is based on the Energy Factor (EF) of .94 or greater.
• Rebate available for replacement units and new home construction.
• All water heaters shall be new and installed in the GVEC service area.
• Invoice shall include: Model number, serial number and EF rating as listed in GAMA.
• All exposed pipes shall be insulated on unit.
• Manufacture’s installation procedures shall be followed.

Heat Pump Water Heaters:
Rebates Of:
$300.00/Heat pump water heater

QUALIFICATIONS:
• Rebate available for replacement units and new home construction.
• Design and location are key to the performance of a heat pump water heating unit.
• Be sure to consult with a GVEC Member Services Advisor prior to installation.
• Heat pump water heater units are to be installed according to manufactures guidelines and
recommendations.
• All Heat pump water heaters shall be UL listed.
• All water heaters shall be new and installed in the GVEC service area.
• Invoice shall include: Co‐efficient of performance, model and serial number.
• All exposed pipes shall be insulated.

Heat Pump Rebate Application
USE FOR HEAT PUMP UNITS ONLY

A rebate is available to encourage GVEC members to install energy efficient heat pumps with a 15 SEER or greater.
Please direct any questions to 1‐800‐223‐GVEC or visit GVEC website at www.gvec.org for complete details.
• Application must be completed and submitted within 30 days of installation of the unit.
• Unit must be installed after January 1, 2010.
• Applications are subject to verification. If the verification cannot be completed, the rebate will not be paid.
• The unit must be placed in service in the GVEC service territory. Removed equipment cannot be reused in the GVEC service
territory.
• The rebate recipient must be a GVEC customer. Please allow 6 weeks after receipt of all documentation to receive rebate.
• Program may be discontinued by GVEC at any time.
• The Heat Pump rebate is based on the AHRI published efficiency ratio.
