PART 1 GENERAL

1.01 DESCRIPTION OF WORK

A. This Section covers the furnishing, installing, testing and maintaining an irrigation
system, complete in all respects, including but not limited to; piping, tubing, fittings,
water meters, bubblers, spray heads, sprinkler heads, emitters, controllers,
specialized valving, central control system and all other appurtenances necessary for
an operating system.

B. Layout of the system, application patterns, operating pressures, discharge pressures,


flow rates, spray radius, valve sizes, zonal control schedules, peak flow diagram,
wiring, marking, pressure gages and filtration shall be as indicated on the Contract
Drawings and as specified herein.

C. Maintenance of irrigation system shall include all works necessary to adequately


operate and keep all irrigation equipment, valves, pipelines and appurtenances in a
proper operating condition, all to the satisfaction of the Royal Commission.

D. The Contractor shall prepare a Maintenance Procedures Manual that establishes


technical requirements, scope of services, procedures and schedules for maintaining
the landscape irrigation systems and plant materials installed under this Contract in
an efficient and systematic manner.

E. The Contractor shall furnish all tools, labor, equipment, material and other incidentals
required to complete the Work in accordance with the Contract requirements.

1.04 REFERENCES

A. The referred codes and standards are intended to provide an acceptable level of
quality for materials, products and workmanship. In case of conflict between these
standards and the text of this Specification, the Specification text shall govern.

B. The latest revision of the referred codes and standards shall be used wherever
applicable. In case of conflict, the Contractor shall propose equipment, materials and

1.05 DEFINITIONS

A. air release valve: A valve to release air or gas which tends to accumulate at high
points on pipelines.

B. air valve: Any valve to discharge air when pipes are being filled or to admit air when
they are being emptied.

C. anchorage: Thrust or anchor-blocks, usually of concrete, placed along the pressured


pipeline to prevent or reduce stress due to water pressure.

D. application rate: The rate at which water is applied to the soil by the sprinklers in
pattern.

E. arc of coverage: The portion or degrees of a circle wetted by a single sprinkler


head. A 90 arc represents a quarter circle, 120 arc is a third of a circle, and 180 a
half circle.

F. automatic control valve: A valve in a sprinkler/drip system which is activated by an


automatic controller by way of control lines.

G. automatic pump: A pump provided with a flow switch which starts and stops the
pump automatically depending on the water level in a suction sump, tank, or other
water storage.

H. backflow preventer: A mechanical device installed at the beginning of the system to


prevent a reverse water flow and contamination of the potable water supply.
Reduced pressure backflow preventers, pressure vacuum breakers, and double
check valves are the most common types used in the irrigation system.

I. ball valve: A form of shut-off device, having a ball which can be turned to move its
port or ports relative to the body seat ports to control the flow of fluid.

J. bubbler: A device to apply water either as a small stream of water or as a spray to a


localized area around individual plants.

K. butterfly valve: A circular disc fitted inside a pipe and hinged at two pivots on a
diameter axis.

L. centrifugal pump: A rotodynamic pump with an impeller of primarily radial design.

M. check valve: A device that prevents a reverse water flow in pipes and sprinkler
heads. Commonly used in sprinkler heads to prevent low head drainage.

N. controller: An electric timing device that operates each zone for a predetermined
time and frequency. It is an automatic timing device that sends an electric signal for
automatic valves to open or close according to a set irrigation schedule.

O. coupler: A device, either self-sealed or mechanically sealed, that connects the ends
of two lengths of pipe or pipe to a hose.

P. coverage: The extent of covering by sprinkler heads with respect to proper head
spacing.

Q. deadleg: A length of pipe ending at a fitting through which water flows only when
fitting is opened.

R. deflector: That part of a sprinkler head on which water impinges and which is
designed to distribute the water in a specified fashion.

S. discharge: The volume of fluid per unit of time flowing along a pipe, or the output
rate of a device or equipment such as a pump.

T. discharge valve: A valve in a pipeline for increasing or reducing the flow.

U. drip irrigation: Any type of irrigation system that applies water to the soil very slowly
and is the most efficient irrigation technology in terms of both water and energy use.
Also known as trickle irrigation.

V. emitter/dripper: A device fitted to an irrigation lateral and intended to emit water in


the form of drops or continuous flow.

W. filter: A device made of or containing a porous material used to collect particles from
a liquid passing through.

X. flexible joint: A joint capable of allowing relative movement between the component
parts (e.g. socket and spigot joints with an elastomeric sealing element or a clamped
joint, for example a bolted coupling).

Y. flow control valve: A valve which fluctuates, such that the present demand remains
constant regardless of supply.

Z. foot valve: A non-return valve placed at the foot of a column of pipes, such as the
suction line of a pump.

AA. gate valve: Valve that closes or regulates the flow in a pipeline by a plate sliding at
right angles to the flow.

BB. globe valve: A water valve in the form of a circular metal disc, which is moved by a
threaded spindle.

CC. head: The potential energy of water due to its height above a given level.

DD. head spray: The maximum height of a spray above the irrigation head nozzle, when
operating at nominal working pressure.

EE. hose bib: Valve configured to be mounted on a wall, in a valve box, etc. having
threads to accommodate the connection of a water hose.

FF. hydraulic valve: A valve activated by the water pressure.

GG. hydrostatic test: A pressure test conducted using water or other approved liquid as
the test medium.

HH. infiltration rate: The rate at which water is absorbed, or seeps into, or through the
interstices of a soil.

II. inlet: Upstream end of a conduit or pipe.

JJ. irrigation piping network: A piping network, carrying water for irrigation purpose
from downstream of an isolation valve located on a branch of a water distribution
piping network, to the point of use. It consists of mains and branches. Irrigation piping
network may be a part of an independent irrigation system having no connection with
potable water distribution systems. In this case, water used for irrigation may or may
not be potable water.

KK. irrigation: Intentional application of water for purposes of sustained plant growth and
optimized production.

LL. irrigation system: Physical components (pumps, pipelines, valves, nozzles, ditches,
gates, siphon tubes, turnout structures) and management used to apply irrigation
water by an irrigation method. It consists of irrigation piping network, valves,
cross-connection controls and all appurtenances carrying or supplying water for
irrigation to the point of use.

MM. landscaping: Enhancement of land by means of planting and minor construction


works.

NN. lateral: Piping between the control valve and the sprinkler head.

OO. main: The main of any system of continuous piping is the principal artery of the
system to which branches may be connected.

PP. micro irrigation system: Low pressure and low volume, wherein water is applied to
the soil surface as drops or smaller streams through emitters. Preferred term is drip
irrigation.

QQ. non-return valve: Valve that prevents reversal of flow (backflow preventer).

RR. nozzle: That part of the irrigation head through which the water spray is discharged.

SS. operating pressure: The pressure at which a device or irrigation system is designed
to operate.

TT. pop-up sprinkler head: A sprinkler head that retracts below ground level when it is
not operating.

UU. pressure: The force exerted over a surface divided by its area. In irrigation, pressure
usually describes the amount of energy available to move water through a pipe,
sprinkler or emitter.

VV. pressure rating (PR): The estimated maximum pressure that the medium in the pipe
can exert continuously with a high degree of certainty that failure of the pipe will not
occur.

WW. pressure sustaining valve: Valve that maintains a predetermined pressure


upstream of its position in a pipeline.

XX. quick coupler valve: A device attached to the system mainline which is activated by
inserting a key attached to a sprinkler head or hose. Used for supplemental water.

YY. radius of throw: Distance from the sprinkler head to the furthest point of water
application and is used only for heads with circular wetting patterns.

ZZ. riser: An upright piece of pipe with male nominal pipe threads on each end, usually
affixed to a lateral or sub-main used to support nozzles, heads, emitters, backflow
preventers, and valves.

AAA. run time: Length of time to operate an irrigation system or an individual zone.

BBB. sleeve: A piece of pipe installed under paved areas to accommodate irrigation
system pipe and wiring and used for ease of replacing equipment.

CCC. solenoid: Electromagnet that is connected to a controller and facilitates the opening
and closing of automatic control valves.

DDD. solvent welded: A chemical substance used to dissolve the outer surface of PVC
pipe and the inside of fittings, blending them as one.

EEE. spray irrigation: Application of water by a small spray or mist to the soil surface,
where travel through the air becomes instrumental in the distribution of water (In
some countries sprinkler irrigation is called spray irrigation).

FFF. sprinkler: Type of irrigation using mechanical devices with nozzles (sprinklers) to
distribute the water by converting water pressure to a high velocity discharge stream
or streams.

GGG. sprinkler head: A device sealing an aperture in a pipe of a sprinkler installation that
discharges water automatically in a predetermined pattern over a specified area.

HHH. station: A position in the controller that activates a certain zone.

III. stop valve: A valve to stop or start the flow of water, usually in a pipe.

JJJ. strainer: A perforated pipe, cylinder, or similar tube. It allows the passage of water
but not large particles.

KKK. surge: A sudden increase of pressure in a pipeline resulting from closing a valve at
its lower end. The magnitude and frequency is dependent on the velocity of flow,
size, length and material of the pipe.

LLL. surge pipe: A stand pipe with an open top to release surge pressure.

MMM.swing joint: Threaded connection of pipe and fittings between the pipe and sprinkler
which allows movement to be taken up in the threads rather than as a shear force on
the pipe. Also used to raise or lower sprinklers to a final grade without plumbing
changes.

NNN. thrust block: Normally, concrete poured in place at changes in direction of water
flow in piping systems to prevent movement of the pipe.

OOO. trace element: Chemical element required only in minute amounts by living
organisms for normal growth.

PPP. valve: A device used to control the flow of water. Isolation valves are used to shut-off
water for repairs. Control valves turn on and off the water to the individual circuits of
sprinklers or drip emitters. Check valves allow the water to flow in only one direction.
Master valves are located at the water source and turn on and off the water for the

entire irrigation system when not in use.

QQQ. water hammer: A shock wave created by a fast-closing valve. It is also called
hydraulic shock. It is a phenomenon which occurs when the velocity of water flowing
in pipelines is rapidly changed, usually by a rapid or sudden gate or valve closure,
starting or stopping of a pump, or sudden release of air. The resulting pressure
waves pass through the water at high velocities and can produce very high
momentary positive and/or negative pressures.

RRR. working pressure: The maximum pressure which a piping system can sustain in
continuous use under given service conditions without pressure surge.

SSS. zone: A section of an irrigation system served by a single control valve. Zones are
comprised of similar sprinkler types and plant material types with similar water
requirements and types.

1.06 SUBMITTALS

A. The Contractor shall submit to the Royal Commission, under the provisions of
SECTION 01330, the following items for review and approval before commencing
Work:

1. Materials and Equipment Schedule

a) Within 30 days after the award of the Contract and before delivery or
installation of any materials or equipment, a complete schedule of
materials and equipment shall be submitted.

b) The schedule shall include catalog cuts, diagrams, drawings, and such
other data as may be required to demonstrate compliance with the
specifications.

c) Four copies of complete list of irrigation system materials proposed for


installation shall be submitted.
1) The materials list shall include the item number, size and
description of the material, the manufacturer and model number,
and trade name as applicable.
2) Paint and protective coatings shall be represented by sample
labels containing name or title of material, manufacturer's stock
number, manufacturer's name and contents by volume, for major
pigment and vehicle constituents as well as thinning and
application instructions.
3) In the event of substitution for the specified items, in addition to
the above, 4 copies of supportive data shall be submitted in the
form of catalog sheets, cuts, manufacturer's specifications or
brochures giving complete and detailed information of each item
listed for substitution.

2. Shop Drawings

a) Within 30 days after the date of award of the Contract, Shop Drawings

indicating the detailed and accurate construction of every element of the


work shall be submitted, including but not limited to the following:
1) Detailed plans of the system layout, complete with pipe sizes and
lengths, fittings, locations, types, sizes and spacing of bubblers,
sprays, sprinklers, emitters, coverage areas, including backflow
preventers and other valves, Field Control Module (FCM), Remote
Control Valve (RCV) assembly, and Remote Terminal Units
(RTU), etc.
2) Working pressures, application rates.
3) Schematic wiring diagrams for the irrigation control system.
4) Complete system hydraulic calculations and peak flow chart.
5) Controller operating schedules for initial planting installation and
mature landscape plantings.
6) Location of sleeves under the pavement.

b) Any changes to the Contract Drawings proposed by the Contractor shall


be immediately submitted for approval to the Royal Commission.

c) Approval of the schedules and drawings shall not relieve the Contractor
of responsibility for the satisfactory performance of the equipment.

d) Only one submittal, including all piping, equipment, controls, layout and
wiring diagrams and any necessary appurtenances shall be made.
Partial submittals shall not be accepted.

3. Material Samples

a) The required samples for irrigation system components shall be


submitted together in one package submittal. Separate submittals will
not be acceptable.

b) The material samples shall comprise, but not be limited to the following:
1) Plastic pipe, conduit and flexible emitter distribution hose, and
emitter outlet tubing, 600 mm length of each size and type.
2) One of each valve box lid with "Irrigation Water" inscriptions in
Arabic and English.
3) Control wire, 600 mm length of each color, with schedule of color
description.
4) Sealing packet for waterproof control wire splices.
5) Plastic fittings, one of each material type and configuration.
6) Remote control valves complete with solenoid valve assembly
and pressure regulator valve for each size and type.
7) Spray pop-ups and rotors, one of each type proposed.
8) Drip emitters, one of each type proposed.
9) Dripper line, 1 linear meter length of each type to be used.
10) Bubblers, one of each type proposed.

11) Backflow preventer for each size and type.


12) Irrigation filters, one for each type to be used.
13) Water meter assembly with box and cover.
14) Sleeves, one of each type proposed.
15) Flush valve, one for each type to be used.
16) Gate valves, one for each type and size to be used.
17) Samples of paint and protective coatings for review of color and
texture only.
(a) A list of material and application for each coat of each finish
sample shall be provided.
(b) Three samples of each color and material, with texture to
simulate actual conditions shall be provided on
300 x 300 mm hardboard.
(c) Each sample shall be resubmitted, as requested, until the
required sheen, color and texture is achieved.

4. Manufacturer's Certifications

a) The manufacturer's test certificates and certificate of compliance stating


that the materials used and construction of components fittings, valves,
pumps, motors, irrigators, piping specialties and accessories conform to
all requirements of this Specification.

5. Manufacturers Recommendations

a) The Contractor shall submit, as part of the Shop Drawings, the


manufacturer's recommendations for each material or procedure,
including recommended spare parts to be utilized.

b) Manufacturer recommended specification for transporting, handling,


storage, retrieval and placement for installation of materials.

c) The Contractor shall have a copy of the manufacturer's instructions


available on site at all times while work is in progress, and shall follow
these instructions unless otherwise authorized to deviate by the Royal
Commission.

6. Peak Flow Diagram

a) As part of the Shop Drawings specified herein, the Contractor shall


submit 2 peak flow diagrams (one for initial installation of plant materials
and one for maximum design flows), which as a minimum shall include
the following;
1) Controller station identification of valve operation.
2) Total system flow (demand) in L/min or m3/hr.
3) Total flow (demand) for each zone of system in L/min or m3/hr.

7. Installation and Testing Plans

a) Detailed installation and testing plans including all proposed materials,


temporary piping, valving, connections, flow rates, equipment, methods
of metering and measuring, schematic diagrams, layout of test sections,
and methods of flushing and disposal.

8. Test Report

a) Equipment and materials shop and field test reports indicating and
interpreting test results for compliance with performance requirements.
9. Inspection and Testing Agency
a) Name, address and credentials of the proposed independent inspection
and testing agency, along with the qualifications of key laboratory
personnel responsible for the inspection and testing services.

B. The following documents shall be submitted during or after the execution of Work:

1. Manuals

a) Prior to the final inspection of the irrigation system, the Contractor shall
furnish manuals to the Royal Commission containing complete
drawings, diagrams and spare parts lists of all equipment installed
showing components and catalog numbers. In addition, each manual
shall contain the following:
1) Index sheet indicating the Contractor's name, address, and
telephone number.
2) Copies of equipment warranties and certificates.
3) List of equipment with names, addresses, and telephone numbers
of local manufacturer's representatives.
4) The manufacturers catalogs and spare parts numbers of all
permanent works together with a recommended spares list.
5) Complete operating and maintenance instructions in sufficient
detail to permit operating personnel to understand, operate and
maintain all equipment installed, including trouble shooting
procedures.
6) Complete information on computer, hardware, software,
programming, manufactures hand book, models etc., to be utilized
in the central control system.
7) Paint and protective coatings, which shall be represented by
sample labels, containing name or title of materials,
manufacturer's stock number, manufacturer's name and contents
by volume, for major pigment and vehicle constituents as well as
thinning and application instructions.

2. Record Drawings

a) The record drawings shall be prepared no later than 20 days after the
completion of the corresponding part of the work, accurately reflecting

the executed works and installation details.

b) Upon completion of the whole of the works, the completed record


drawings shall be submitted to the Royal Commission for approval
before the substantial Completion Certificate is issued.

c) Record drawings shall give the exact location, with respect to the road
section, other pipelines and other permanent features, of all standard
and special pipes, fittings, valves, irrigators and all other items
incorporated in the work, including diameters, pressure class or rating,
the actual pressures as measured on the highest and lowest irrigators
commanded by each pressure regulating valve and route of the control
wiring and the source of electric power supply.

3. Controller Charts

a) Controller charts shall be prepared after the approval of the as-built


drawings.

b) The Contractor shall provide controller charts for each controller or


remote terminal unit (RTU), which show the area covered by the RTU.

c) The chart shall be a reduction of the actual as-built drawing, reduced to


the size of the RTU enclosure door and shall be readable after
reduction.

d) The chart shall be a black-line print with different color used to indicate
the zone controlled by each station. The zone number shown on the
controller chart shall match the number on the actual control valve
identification tag.

e) When completed and approved, the colored chart shall be hermetically


sealed between 2 pieces of plastic, each piece being a minimum of
0.50 mm (20 mils) thick.

f) The chart must be completed, approved and installed prior to inspection


of the irrigation system for Initial Acceptance.

g) The chart shall be affixed to the inside of the RTU enclosure door using
approved mastic or fastening system.

4. Controller or RTU Operating Program

a) The Contractor shall work out in detail a complete operating program for
the controller or RTU, including station operation duration and
sequencing, based on the criteria provided in the approved Shop
Drawings and in consultation with Royal Commission.

C. Quality control documents shall be submitted either before, during or after the work,
as applicable, and shall include:

a) Documented experience of Contractors site supervisor and other key


personnel.

b) Records and reports of Contractors Internal Quality Control.

c) Records and reports of Contractors Field Quality Control.

1.07 QUALITY CONTROL

A. General

1. The Contractor shall be responsible for the quality of work and shall develop
and propose programs and methods of construction and testing to achieve the
specified quality to the approval of the Royal Commission in accordance with
SECTION 01450.

B. Inspection and Testing

1. The Contractor shall schedule and perform all testing and inspections required.
Costs of all testing, retesting and inspections shall be borne by the Contractor.

2. All products may be subject to inspection by the Royal Commission at the


place of manufacture in accordance with the provisions of the referenced
standards as supplemented by the requirements herein.

3. The Royal Commission will have unrestricted entry to the fabrication shops
and shall be given access to all areas where manufacturing is in process in
order to make all inspections necessary to confirm compliance with the
specifications.

4. The Royal Commission reserves the right to inspect all materials and
workmanship at its discretion and may reject improper, inferior, or defective
materials and workmanship at any stage of production. All defective materials
shall be repaired or replaced as required by the Royal Commission. Rejected
material shall promptly be removed from the site.

5. The Royal Commission reserves the right to require additional tests on


selected products and the Contractor shall defray all costs. These tests, when
required, shall be carried out by an independent testing organization approved
by the Royal Commission, in accordance with the latest applicable standards.

6. If at any time during installation and testing, weather or any other factor causes
the degradation of the pipe foundation, pipe and fitting installation, bedding or
backfill, all affected materials shall be removed and re-installed in accordance
with this Specification, or as directed by Royal Commission.

C. Internal Quality Control

1. The Contractor shall establish and maintain an internal quality control system,
which shall include but not be limited to:

a) Checking suppliers test certificates and certificates of compliance to


confirm compliance with the specification and referenced standards prior
to first delivery.

b) Checking suppliers delivery tickets of each delivery for completeness

and compliance with the supply order and Specification.

c) Checking markings and labels and condition of pipes, components, and


other irrigation equipment of each delivery, particularly to ensure that:
1) Pipes, components and irrigation equipment are undamaged.
2) Protective coatings and linings of pipes and fittings are
undamaged.
3) Jointing components and containers of lubricants are undamaged,
not deteriorated, and labeled service life is still valid.

d) Checking if equipment and tools are in serviceable condition, at least


every week.

e) Checking the correct storage of pipes, components, and other irrigation


equipment, at least every week.

f) Checking pits and trenches to ensure that excavation is to the correct


depth to guard against mechanical damage due to traffic or any other
activity prior to any pipe bedding and pipe laying operation.

g) As the work proceeds and prior to any backfilling operation, checking


lines and levels of pipes, irregularities at joints, the correct fitting of
valves together with any other equipment and accessories specified,
including the correct installation of thrust blocks, where required.

h) Checking all pipe-work to ensure that it has been securely fixed prior to
any backfilling operation.

i) Checking that valve boxes are properly aligned, that suitable operating
keys are provided, and in case of deep valves, that adequate extension
spindles are installed prior to handing over.

D. Quality Assurance

1. General

a) Sampling, testing and checking procedures shall be recorded on a daily


basis, including corrective actions taken by the Contractor, if necessary.

b) Reports and records shall be available for assessment to the Royal


Commission no later than 3 days after testing and checking.

c) Reports and records shall be established and maintained in a manner to


ensure traceability.

d) Arrangements shall be made in Contractors work schedule and time


allowed for checking and testing, as indicated.

2. Layout of the Work

a) The Contractor shall be responsible for the accuracy of all layout work
and shall retain and pay for the services of a licensed surveyor to set the

lines and grades for all construction.

b) The Contractor shall, at no additional cost to the Royal Commission,


make necessary adjustment to the layout required to achieve full
coverage of the irrigated areas without overthrow on roadways,
sidewalks and buildings and to protect trees from close high spray
velocity.

3. Personnel Qualifications

a) The Contractor shall assign a qualified representative on-site during all


operations, in accordance with SECTION 01450.

b) The Contractor shall employ adequate number of skilled workmen,


thoroughly trained and experienced in the necessary crafts, and
completely familiar with the specified requirements and the methods
required for proper performance of the work of this Section.

c) Contractors site supervisor shall have knowledge of referenced


standards and at least 5 years of documented experience in works
related to this Section and shall have successfully completed works
similar in material, design, and extent to that indicated for the Project.

d) Installers shall be familiar with the material and installation procedures


indicated and shall be duly skilled and trained.

1.08 HEALTH AND SAFETY CONSIDERATIONS

A. All works undertaken in relation to this Specification are to be completed in full


accordance with the respective health and safety requirements established by the
following:

1. Kingdom of Saudi Arabia

a) Legislation, Regulation, Standards and Codes.

2. Royal Commission Regulations

a) Standards, Contractual Conditions, and Health and Safety Systems.

3. Contractor

a) Health and Safety Standards and Systems as accepted by the Royal


Commission.

B. In the absence of any of the above, best accepted industry practice shall be
employed throughout.

1.09 SITE VISITS

A. On-site observation will be performed by the Royal Commission at the following

times and at random visits, when an observer may be on the site.

1. Pre-work Conference; to be conducted prior to any irrigation work under this


Contract.

2. Observation of trenches.

3. Observation of flushing.

4. Observation of pressure tests.

5. Final observation of the complete installation testing including automatic


control operation.

1.10 JOB CONDITIONS

A. Protection of Existing Utilities and Structures

1. The Contractor shall take every precaution to locate, protect and support all
existing utility lines, overhead or underground, and all other property and
surface structures during construction, unless their removal is shown on the
plans or directed by the Royal Commission.

2. Temporary support, adequate protection, and maintenance of all underground


and surface structures, drains, sewers, and other obstructions encountered in
the progress of the work shall be provided in accordance with the
specifications or applicable regulations.

3. The Contractor shall preserve all protective covers, warning tapes, position
markers, etc., pertaining to existing underground utilities during excavation and
shall restore them in position during the backfilling.

4. The Contractor shall relocate the existing utilities and structures, which
interfere with the work.

5. The Contractor shall identify and describe unexpected variations in subsoil


conditions or discovery of uncharted utility lines or other facilities.

6. The Contractor shall repair any damage to the existing utility lines or other
facilities and restore them as nearly as practical to their original condition to
the satisfaction of the Royal Commission and defray all associated costs.

7. The Contractor shall remove subsurface obstructions encountered during


excavation for installation of the irrigation system at his expense. This shall
include removal of abandoned utility piping, wires, structures, rock boulders,
etc., which may not be visible from surface investigations before construction,
but will interfere with new installations. If such obstructions are encountered
they shall be removed from the area of new facility and backfilled with a
suitable material.

B. Public Safety and Accessibility

1. The Contractor shall maintain access to adjacent areas for vehicular and

pedestrian traffic and shall employ flagmen, barricades, warning signs, and
warning lights to protect the general public from any hazards associated with
the open trenches.

2. Supports, covers, trench crossing means, services connections etc., shall be


provided as necessary to maintain uninterrupted functioning within the existing
residences, industries and other buildings, to the satisfaction of the Royal
Commission.

C. Protection of Streams and Roadways

1. The Contractor shall not discharge excess concrete or other material into a
drainage pipe, catch basin, ditch, stream, river, pond, or lake.

2. The Contractor shall not discharge or allow concrete or other material to spill
onto any roadway or appurtenances either during placement or while in transit.

3. The Contractor shall be responsible for cleanup of all waste/excess concrete


and other materials and shall remove spills immediately or otherwise repair
streets as directed by the Royal Commission.

4. Trench dewatering, or other activities where liquids need to be disposed, and


all sewer outfalls into Royal Commission drains and ditches, shall conform to
the Royal Commission requirements, and shall require Royal Commission
approval.

D. Protection of Vegetation

1. All existing vegetation such as trees, shrubs and grasses on or adjacent to the
work site which are not to be removed and which do not unreasonably interfere
with the work shall be preserved and protected.

E. Environmental Requirements

1. The Contractor shall comply with any applicable portion of local environmental
regulations pertaining to irrigation of the landscaped areas on building sites.

2. Site work such as trenching and backfilling shall not be performed during wet
or muddy conditions.

F. Coordination

1. The Contractor shall be responsible for the proper coordination of all phases of
work under this Contract.

2. The Contractor shall coordinate the work and equipment as specified herein
with work to be performed and equipment to be furnished under other sections
of the specifications in order to assure a complete and satisfactory installation.

3. The Contractor shall examine Drawings and Specifications for all Contracts to
determine the nature of proposed construction and shall perform work to
conform to construction called for in such a manner as not to interfere or delay
work of other Contractors.

4. During the maintenance operations, due to extensive interface with the other
parties which may impact maintenance activities, effective coordination of the
maintenance work with others is critical for satisfactorily conducting required
activities.

5. The Contractor shall be responsible for coordinating all required maintenance


actions with all other entities interfacing or in any way affecting this work.

G. Housekeeping

1. Good housekeeping shall be strictly observed. Materials and equipment being


used shall be arranged so as not to cause obstruction to traffic or to the public.

H. Dust Control

1. Dust shall be controlled within populated areas of the construction operations


to the satisfaction of the Royal Commission by thoroughly moistening all
surfaces as required to prevent dust being a nuisance to the public and to
personnel working on the site or along the transport routes.

2. Sprinkling shall be kept to a minimum and shall not produce runoff from the
site. Flushing of streets shall not be permitted.

I. Corrosion Protection

1. All buried and submerged metallic pipes shall be considered to be installed in


a very corrosive environment. Therefore, the Contractor shall take all
measures to prevent corrosion such as cathodic protection systems and
coatings strictly in accordance with the Contract Drawings and Specifications.

J. Site Cleanup

1. The work site shall at all times be kept neat, clean and free of waste material
or rubbish.

2. Any surplus equipment and material not required for further performance of the
work shall be promptly removed from the work site.

3. Upon completion of the work, all equipment, temporary structures, rubbish and
unused materials shall be removed from the work site.

1.11 CENTRAL IRRIGATION CONTROL SYSTEM

A. Salient Features

1. The Central Irrigation control system shall comprise of; development, supply,
installation, commissioning and testing of a fully workable system for the whole
project area under the Scope of Work and for the monitoring center, including
but not limited to the following:

a) Site Remote Terminal Units (RTU).

b) Communication real time (Radio Communication Single Frequency).

c) Field Interface Unit (FIU), computers, printers and accessories.

d) Allow operator to change process set points for any controller locally or
from central computer and remotely from other controller.

e) Allow program change from local controller for the same as well as other
controllers with proper access codes.

f) Allow monitoring of different parameters listed under system description.

g) Remote Control and Monitoring from remote computers over LAN/WAN.

h) Allow operator to start, stop and control field equipment from the field
and central control station.

i) Monitor operator entered system changes, log, display, print them


separately in central control station.

B. General Requirements

1. Manufacturers Services

a) The Irrigation Central Control system installation, testing and


commissioning shall take place under the manufacturers
technical/certified representative supervision.

b) The special hardware, software, test equipment, accessories, and


training for the designated Royal Commission personnel shall be
provided by the system manufacturers representatives.

c) The training shall be provided to a level that the Royal Commission


personnel are able to independently handle, manage and operate the
system at the completion of the training.

2. Standards

a) All control system works execution shall be in accordance with the best
international control system installation practices and latest applicable
standards giving special attention to security of the system operation,
user friendly and continuous trouble free operation.

b) All electrical networks and connections shall be in accordance with the


latest applicable IEC or North American standards.

c) All system components shall be capable of withstanding the climatic and


environmental conditions of the Kingdom of Saudi Arabia.

3. Training

a) All training shall be provided to the designated Royal Commission


personnel for the operation of the system.

4. Commissioning

a) The Contractor shall arrange the services of the manufacturers


recommended technical representative during the period of testing and
commissioning.

5. Frequency for Radio Communication

a) The Contractor shall submit the required documentation for frequency


approval. He shall coordinate with the respective authorities in order to
achieve the approval of the frequency.

b) The frequency range shall not be limited to a certain bandwidth and


shall have the full range of VHF or UHF with 12.5 kHz Channel spacing.

6. Technical Support

a) The manufacturer shall provide the services through a qualified


technical representative who is familiar with such types of systems and
has worked on such projects for a period not less than 5 years.

b) The manufacturer shall provide the services of computer and software


experts during the installation and commissioning and during the
maintenance period.

c) The local agent of the manufacturer shall provide the services of a


control system specialist as specified before.

d) The manufacturer's certified technical representative shall provide


services to attend pre-installation meetings, testing, tuning, installation
and commissioning of various equipment.

7. Proven Experience

a) The Contractor shall have a proven experience in the execution of such


projects with large references of similar type of applications, including
Irrigation, Engineering, Communication, and Hardware and Software.

b) The Contractor shall submit at least 5 references of similar projects


including application and communication in similar environmental
conditions.

1.12 MAINTENANCE PROCEDURES MANUAL

A. The Contractor shall develop detailed and professionally recommended programs,


procedures, technical data, and implementation schedules covering all aspects of
plant material and irrigation system maintenance.

B. The Maintenance Procedures Manual shall be complete in all aspects and submitted
to the Royal Commission for review and approval not less than 90 days prior to the
scheduled completion of construction activities.

C. The Royal Commissions approval of the manual shall be obtained prior to

proceeding with the maintenance requirements therein. However, delayed approval


for the purpose of revisions, additions, corrections or other modifications to the
manual shall not relieve the Contractor of his responsibilities to maintain plants
materials in a healthy condition and the irrigation system in a satisfactory working
condition.

D. Approval of the Maintenance Procedures Manual shall be a prerequisite for issuance


of the Certificate of Initial Acceptance of the Contract work and the beginning of the
Warranty and Maintenance period.

E. The Contractor shall be prepared, staffed and fully equipped to implement the
maintenance programs and requirements upon approval of the Maintenance
Procedures Manual.

F. Following the approval of the Manual, the Contractor may propose or recommend
revisions and additions which result from on site experience and application of the
maintenance procedures. Upon approval, the Contractor shall modify the Manual as
necessary and shall promptly implement such revisions for all programs, schedules
and procedures.

G. The manual shall have separate sections for Plant Material and Irrigation Systems
Maintenance. Each section shall have 2 primary divisions covering:

1. General Maintenance Procedures

a) This division shall establish guidance, criteria and procedures for the
efficient and systematic implementation of the maintenance program
and shall include, but not be limited to:
1) Description of the Project, its location, types of materials or
systems to be maintained and special conditions or notable
factors that influence the materials or systems longevity.
2) Brief, but inclusive, scope of required maintenance work.
3) Operation and maintenance organization chart, including names,
titles and detailed responsibilities, necessary to satisfactorily
accomplish the maintenance scope of work activities.
4) Records of all maintenance, repair and operation activities
throughout the maintenance period, showing the date, location
and type of work performed, all repair and replacement works,
activities and equipment relevant to the operation and
maintenance work.
5) Filing system for all maintenance documents, correspondence,
shop and vendor equipment drawings, etc.
6) Work control and reporting procedures.

2. Specific Services, Technical Requirements and Schedules

a) This division shall establish the detailed programs, procedures,


materials, technical data, manufacturers recommendations, and
schedules for the implementation of all maintenance tasks and shall
include, but not be limited to:

1) Plant Materials Maintenance


(a) It shall include a detailed description and scheduling of all
maintenance procedures to be implemented including, but
not limited to, those listed in par. 3.14 on a species by
species basis and detailing specific deviations from
standard procedures when warranted by site or use specific
circumstances.
2) Irrigation System Maintenance
(a) It shall detail all irrigation operations and maintenance tasks
including, but not limited to, those listed in par. 3.15 on an
area by area basis. Specific requirements based on
components of differing systems shall be addressed.
3) Manufacturers Recommendations
(a) It shall incorporate the manufacturers' maintenance
recommendations for products, materials and
consumables, including mixing and application rates and
procedures, cleaning and replacement of parts, and general
observations, checking, testing and care of such parts,
products and materials.
4) Personnel Utilization
(a) The specific maintenance function and the frequency of that
function being performed by each individual assigned to
maintenance activities shall be clearly identified, recorded
and included as a part of the required progress reporting.
(b) The identification and recording of each individuals
assignments shall be keyed to the irrigation and plant
material tasks and procedures referred to above.
5) Maps
(a) Project maps shall be drafted and colored for each of the
above Sections with the plant material, irrigation system
and personnel utilization programs graphically depicted in
such a way as to assist the management and
implementation of the maintenance program.
6) Forms
(a) Forms for reporting field observations, conditions, work
requirements, material applications and replacements,
emergency work and all other aspects of Plant Materials
and Irrigation Systems maintenance shall be developed to
properly record and document work carried out under this
Specification and shall be included in the appropriate
manual sections.

H. All procedures, schedules, services, requirements and activities to be performed as


maintenance shall be to the level of detail, clarity and completeness as required by
the Royal Commission.

1.13 DELIVERY, HANDLING AND STORAGE

A. The Contractor shall deliver, handle and store equipment and material units in
accordance with SECTIONS 01650 and 01660, as well as the following
requirements:
1. Packing and Shipping
a) All products shall be handled with extreme care to ensure delivery to the
site in sound and undamaged condition, including no injury to the pipe
coating or lining.

b) Moving of pipes and materials shall be held to a minimum to reduce the


possibility of damage.

c) Handling equipment such as lifting beams, reinforced canvas slings,


protective padding, struts, cradles, and other devices shall be utilized to
handle products without damaging hardware or lining and coating.

d) Whether moved by hands, or other acceptable method, material shall


not be thrown, dropped, dragged, bumped, or allowed to impact on
objects that cause damage.

e) All products shall be shipped in manufacturers original protective


packaging and appropriately labeled containers and crates constructed
to prevent damage to items.

f) All products shall be inspected at time of delivery for damage and for
compliance with the specifications.

g) Pipes shall be delivered with factory-applied end caps. End caps shall
be maintained through shipping, storage, and handling to prevent pipe-
end damage and to avoid entrance of dirt, debris, and moisture.
2. Storage and Protection
a) All products shall be handled and stored as recommended by the
manufacturer to prevent damage and deterioration.

b) Full consideration shall be given to safety aspects when locating,


planning and constructing stacking areas and while stacking pipes.

c) All site storage areas shall be shaded.

d) All pipes, flanges, fittings and specialties shall be stored off floor or
grade to protect them from moisture and dirt, taking into consideration
the structural capacity of the supporting floor.

e) PVC pipes shall be stacked on a flat surface free from sharp projections,
stones, or other protuberances likely to deform them.

f) PVC pipes shall not be exposed to direct sunlight during storage,


transportation, handling and installation.

g) PVC pipes shall be transported to the jobsite in special pile rack type

containerized units to facilitate loading, unloading, onsite storage,


retrieval and protection of piping from sunlight and ultraviolet (UV)
radiation.

h) Precast concrete units shall be delivered to the Project site in such


quantities and at such times to ensure continuity of installation. Units
shall be stored at the Project site in such a manner as to prevent
cracking, distorting, warping, staining, or other physical damage, and the
markings are clearly visible.

i) Valves shall be protected against damage to threaded ends and flanged


faces. End protectors shall not be removed unless necessary for
inspection and then reinstalled for storage.

j) Where individual pipes are to be stacked, they shall be arranged


alternatively, so that pipes are evenly supported and the sockets and
spigots are not loaded and excessive loads are not carried by pipes
lower in the stack.

k) Pipes of different sizes or wall thicknesses shall be stored separately, or


where this is not possible, those with larger diameters and thicker walls
shall be at the bottom.

l) Rubber gaskets and similar material shall be stored in their original


containers and kept away from oil, grease, direct sunlight, sources of
ozone such as fluorescent light and electric motors, excessive heat and
areas where temperatures exceed 60C.

m) All products shall be protected against damage and the ambient


conditions both during transport, site storage and immediately up to the
time the products are installed and thereafter until acceptance by the
Royal Commission.

n) The period of storage prior to installation shall be minimized and records


shall be kept of the production date of the pipes.

o) For pipes older than 24 months, the Royal Commission may require
information on the pipes storage during the period. The Royal
Commission reserves the right to reject pipes older than 24 months or to
require re-testing and re-certification by the pipe manufacturer.

PART 2 PRODUCTS

2.01 GENERAL

A. All goods and products covered by these Specifications shall be procured, when
available, from an in-Kingdom manufacturer. Procurement of all goods and products
manufactured out-of-Kingdom must be approved by the Royal Commission.

B. No material shall be purchased until submitted materials list and attachments have
been approved, in writing, by the Royal Commission.

C. All irrigation equipment, fittings and accessories shall be suitably rated to comply with
the system working and test pressures for the individual equipment, fitting and
accessories.

D. All materials and products shall be new, sound and uniform in quality, size, shape,
color and texture, free from cracks, warps or other defects and shall be capable of
operating under the full range of site environmental conditions.

E. Unless otherwise indicated or approved by the Royal Commission, material and


components for like functions shall be used continuously through the entire section
with all parts for assembly and installation, from the same source, same
manufacturer, or as recommended by the manufacturer.

F. All pipe, pipe fitting material, irrigation equipment and components shall be
compatible with each other and shall be designed and manufactured for the intended
use.

G. Should any equipment prove unsatisfactory or not in compliance with the


Specifications and Drawings, such equipment shall be corrected, repaired or
replaced at no extra cost to the Royal Commission. Subsequent tests shall be carried
out until the equipment is proved to fulfill specified requirements to the satisfaction of
the Royal Commission.

H. All jointing material shall be of material, composition and size that will not damage
the pipe and shall be suitable for use at the design pressure for the pipeline.

I. Fittings shall be molded or formed to correspond in all respects with the properties of
the pipe of the corresponding size; required tees, bends, elbows, clean-outs,
reducers, traps and other configurations required.

J. Proprietary products proposed by the Contractor shall be subject to approval by the


Royal Commission. No material shall be used in permanent work without the prior
approval of the Royal Commission.

2.02 PIPEWORK

A. General

1. Individual types of pipe, hose, and fittings supplied are to be of the same
manufacturer unless otherwise approved.

2. All pipes shall be free of blisters, internal striations, cracks, or any other
defects or imperfections.

3. The pipes shall be continuously and permanently marked with the


manufacturer's name, material type, size, schedule or class, and other quality
control identifications.

B. Piping Material

1. Piping for irrigation lines shall be Ductile Iron, unplasticized Poly Vinyl Chloride
(uPVC), Poly Vinyl Chloride (PVC), High Density Polyethylene (HDPE), or
Fiber Reinforced Plastic (FRP), as indicated on the Contract Drawings.

2. Piping for lines less than 75 mm located downstream of irrigation control


valves shall be Poly Vinyl Chloride (PVC), unplasticized Poly Vinyl (uPVC) or
High Density Polyethylene (HDPE).

3. Tubing for use with drip emitters shall be of Flexible Poly Vinyl Chloride
material.

C. Ductile Iron Pipes

1. Ductile iron pipes, when indicated, shall conform to the requirements of


AWWA C151, working pressure 1034 kPa (150 psi), cement lined, exterior
bituminous coated.

2. Fittings shall be ductile iron in accordance with AWWA C110.

D. Unplasticized Plastic Poly Vinyl Chloride (uPVC) Pipes

1. All uPVC pipes shall conform to the requirements of SASO 14, Class V.

2. All couplings and fittings for uPVC pipe shall be manufactured from materials
conforming to ASTM D1784, Class 12454, designated as PVC 1120 in
ASTM D1785.

E. Poly Vinyl Chloride (PVC) Plastic Pipes

1. All pipe, couplings and fittings shall be manufactured from materials


conforming to ASTM D1784, Class 12454, designated as PVC 1120 in
ASTM D1785.

2. Joints and Fittings for Pipes Less Than 100 mm Diameter

a) Joints may be threaded in conformance with ASTM D2464,


Schedule 80, socket type as per ASTM D2466 or D2467, solvent
cemented or elastomeric gasket in conformance with ASTM D3139.

b) Joints shall meet the requirements for 1034 kPa (150 psi) working
pressure, and 1379 kPa (200 psi) hydrostatic test pressure, unless
otherwise shown or specified.

3. Joints and Fittings for Pipes 100 through 300 mm Diameter

a) Joints shall conform to requirements of AWWA C900, Class 150,


cast-iron (CI) pipe dimensions only, elastomeric gasket joint only.

4. Fittings and Specials for Pipe Less Than 100 mm Diameter

a) Fittings and specials shall be of the same material as, and compatible
with the pipe used.

b) They may be Schedule 80, threaded in accordance with ASTM D2464,


socket-type in conformance with ASTM D2466 or D2467, solvent
cemented, or elastomeric gasket as per ASTM D3139 bell and socket
fittings with built-in stops with pipe ends tapered to fit the coupling.

5. Fittings and Specials for Pipes 100 through 300 mm Diameter

a) Fittings and specials shall be of the same materials as the pipe and shall
be in accordance with AWWA C900, bell end in accordance with
AWWA C110, 1034 kPa (150 psi) pressure rating except that profile of
bell may have special dimensions as required by the pipe
manufacturers.

6. Solvent Cement shall be in accordance with ASTM D2564.

F. High Density Polyethylene Pipe (HDPE)

1. All pipes shall be manufactured of materials conforming to the requirements of


DIN 8074.

G. Fiber Reinforced Plastic Pipe (FRP)

1. All Fiber Reinforced Plastic Pipes (FRP) and their associated accessories shall
be as specified in SECTION 02086.

H. Flexible Tubing for Irrigation Drip Lines

1. Unless shown otherwise, tubes shall be 12.7 mm ID with wall thickness of


2.28 mm, or 19 mm ID with wall thickness of 3.8 mm, compounded of non-rigid
vinyl chloride polymer and copolymer compounds. Extrusion materials shall
conform to ASTM D2287.

2. Tubes shall be integrally resistant to algae and ultraviolet deterioration.

3. Polyethylene tubing, when used as drip lateral, shall be extruded from virgin
low density polyethylene resin, free of splits and kinks and resistant to stress
cracking and rolling.

4. Drip lateral fittings shall be of sturdy and durable construction with minimum
flow resistance. Couplings shall be of compression type. Connections of lateral
manifold shall be achieved using compression fittings or insert barbs with
external retaining clamps or collars.

I. Emitter Distribution Tubing

1. Distribution tubing utilized to distribute flow from single outlet directly to


selected areas of root zones shall be either non-rigid vinyl chloride polymer
and copolymer or polyethylene.

J. Stakes

1. Stakes for flexible pipe shall be poly vinyl chloride or polypropylene, minimum
length 300 mm, to secure flexible pipe at proper location in planting area or
bed.

2.03 APPLICATION DEVICES

A. General

1. Application devices shall be as specified herein. As applicable for a particular


device, rates of application, operating pressure, type of flow-distributing head
(full, half or quarter circle), with the radius of coverage, or single or multi-outlet
emitter shall be as shown on the Contract Drawings.

B. Sprinklers

1. Rotor Pop-Up Sprinkler

a) The sprinkler shall be gear-driven, closed case rotary type equipped


with a patent gear drive reversing mechanism.

b) The sprinkler shall be designed for installation, either flush with the
ground surface, or slightly below the ground surface.

c) The sprinkler shall be available with multi-nozzles, capable of covering a


radius of between 5 and 14 m at a pressure of between 200 and
500 kPa with a discharge rate of between 0.9 and 14.8 gpm. Flow rate
and radius of coverage shall be adjustable by interchanging the nozzles.

d) The sprinkler shall have radius adjustment capabilities by means of a


stainless-steel nozzle retainer/radius adjustment screw.

e) The sprinkler shall be available in both full-circle and adjustable


part-circle configurations. The adjustable part circle unit shall be
minutely adjustable from 40 to 360. The adjustable unit shall be
capable of being adjusted in all phases i.e., before installation, after
installation while static, and while in operation.

f) The sprinkler shall have such features that will enable the user to stop
the water flow through an individual sprinkler head while remainder of
the system is in operation.

g) The sprinkler shall have a constant rotation speed irrespective of the


nozzle installed. It shall have a minimum of 100 mm pop-up stroke to
bring the rotating nozzle turret into a clean environment.

h) The sprinkler shall have a thick rubber cover firmly attached to the top of
the sprinkler riser. It shall be equipped with an integral drain check
valve, to be self-closing, to prevent low head drainage.

i) The sprinkler shall have at least 40 mm exposed surface diameter after


installation and 19 mm ( in.) Female National Pipe Thread (FNPT)
inlet.

j) The sprinkler shall be serviceable after installation in the field by


unscrewing the body cap, removing the riser assembly, and extracting
the inlet filter screen.

k) The body of the sprinkler shall be constructed of non-corrodible, impact


resistant, heavy duty acrylonitrile butadiene styrene (ABS) material or
equivalent. It shall have a heavy duty stainless steel spring for positive
retraction of the stainless steel riser when operating pressure is
removed. The sprinkler shall have a stainless steel riser.

l) Precipitation rates of full and part circle heads shall be approximately


the same when valved together.

2. Spray Pop-Up Sprinkler

a) The spray pop-up sprinkler shall be designed for installation flush with
the ground surface and shall be compatible with various types of
adjustable, fixed and special female threaded nozzles.

b) The sprinkler shall be capable of covering a 2 to 5 m radius at equipped


pressure of 200 kPa discharging from 0.24 to 4.82 gpm for the full
circle.

c) The sprinkler shall be available with a 100, 150, or 300 mm (4, 6, or


12 in.) pop-up stroke, depending on the body specified, to bring the
nozzle into a clean environment and shall have adjustable flow rate and
radius of coverage by an easily accessible screw.

d) The sprinkler shall have a standard pressure regulating device as an


integral part of the pop-up riser. This regulator will prevent fogging or
misting of the nozzle spray pattern by maintaining a constant pressure,
regardless of the nozzle installed.

e) The body of the sprinkler shall be constructed of corrosion and


UV-resistant, heavy duty acrylonitrile butadiene styrene (ABS) material
or equivalent. The riser of the sprinkler shall be constructed of abrasion
and UV-resistant acrylonitrile butadiene styrene (ABS) material and shall
be adjustable for pattern alignment. The riser shall be compatible with
female threaded nozzles and shall have a stainless steel spring for
positive retraction when operating pressure is removed.

f) The sprinkler shall have a pressure activated, multi-function, UV stable


supported wiper seal that will clean debris from the pop-up stem while it
retracts. This seal will prevent the sprinkler from getting jammed in the
up position and be capable of sealing the sprinkler riser stem to the
sprinkler cap under normal operating pressures. The seal shall be

removable from the cap for easy service and shall be replaceable.

g) The sprinkler shall have a factory-installed, removable flush cap with a


pull-up tab that will prevent debris from entering the sprinkler during
installation and allow the system to be flushed before nozzles
installation. The flush cap shall have a directional flushing action that
allows the water to escape only in one direction. The flush cap shall
open as the stem extends and completely close when the stem is in the
retracted position.

h) The sprinkler shall have a 12 mm ( in.) Female National Pipe Thread


(FNPT) bottom inlet. In addition, the 150 mm (6 in.) and 300 mm (12 in.)
sprinklers shall be equipped with a standard 12 mm ( in.) FNPT side
inlet.

i) Precipitation rates of full and part circle heads shall be approximately


equal when valved together in the same zone.

C. Bubblers

1. Bubbler shall be self-pressure compensating type capable of providing a


consistent and fixed discharge rate of 0.25, 0.50, 1.0 or 2 gpm at a pressure of
200 kPa.

2. The body of the bubbler shall be constructed of hard, durable, high impact,
corrosion and heat resistant plastic.

3. The discharge rate and the operating pressure shall be as indicated on the
Contract Drawings.

4. The pressure compensating bubbler shall be of permanently assembled


design, consisting of an integral rubber device that automatically modulates
pressure and discharges the specified flow at varying operating pressure
conditions, within the range of 100 to 500 kPa.

5. The bubbler shall have an inlet screen to protect the nozzle against clogging.

6. The Bubbler shall have a 12 mm ( in.) Female National Pipe Thread (FNPT)
inlet for connection to a 12 mm male threaded riser or standard female threads
that are compatible with the threaded riser on pop-up spray heads.

D. Emitters

1. Single Outlet Emitters for Scattered Shrubs and Ground Cover

a) The emitter body shall be constructed of durable, heat resistant,


UV-resistant plastic suitable for direct burial or exposed applications.

b) The emitters shall have an independent pressure compensating


mechanism with dual regulation having ethylene propylene diene
terpolymers (EPDM) diaphragm and a turbulent flow labyrinth path. The
diaphragm shall be highly inert, resistant to chemicals.

c) The emitters shall have a uniform flow rate at a pressure range of 50 to

400 kPa and shall have no flow emission spike at start up low pressure
of 50 kPa.

d) The emitters shall have a compensating non-leakage mechanism (CNL)


to prevent water draining out of the emitter at low pressures.

e) Each emitter shall be designed for clog-free operations using water


filtered through a minimum 75 micron mesh screen.

f) The emitters shall be continuously self-flushing during operation and at


the start and end of each irrigation cycle.

g) The emitter shall have a barbed inlet and a barbed outlet in order to
tightly hold the distribution tubing. The barbed fittings shall not be
dislodged from the tubing in the pressure range of half the minimum
operating pressure to 3 times the emitter design operating pressure.

h) The inlet barb shall be color coded for easy identification of different flow
rates.

i) The emitters shall be available with 2, 4 and 8 L/hr flow rates.

2. Integrated Drip Lines for Dense Shrubs and Ground Covers

a) The drip line shall consist of an ultra violet resistant low density linear
polyethylene tube with internal pressure compensating, continuously self
cleaning integral flat drippers welded to the inside of wall of the tube at
the specified spacing as an integral part of the tubing assembly.

b) The drippers shall be constructed of plastic with a hard plastic


diaphragm retainer and a self-cleaning ethylene propylene diene
terpolymers (EPDM) diaphragm extending the full length of the dripper.
It shall have an inlet filter raised from the wall of the tubing. It shall have
the ability to independently regulate discharge rates with a constant flow
at an inlet pressure of 50 to 500 kPa (7 to 70 psi).

c) The tubes shall have a 16 or 17 mm outside diameter, unless indicated


otherwise.

d) The dripper discharge shall be 1.5, 2.3, 3.5 L/hr, utilizing a combination
turbulent flow/reduced pressure compensation cell mechanism and an
ethylene propylene diene terpolymers (EPDM) diaphragm to maintain
uniform discharge rates. It shall also be continuously self-cleaning
during operation.

e) The dripper flow versus pressure shall be tested by an independent


agency, approved by the Royal Commission.

f) The dripper flow shall not be affected by temperature up to 60C and


shall not have a spike at start up.

g) The filtration requirement of the dripper shall be a maximum of


80 to 120 mesh.

3. Single Outlet Emitters for Normal Trees and Palm Trees

a) The emitter body shall be constructed of durable, heat resistant and


UV-resistant plastic single outlet and it shall be available with a flow of
24 L/hr.

b) The emitter shall have an independent pressure compensation


mechanism with dual regulation having an ethylene propylene diene
terpolymers (EPDM) diaphragm and a turbulent flow labyrinth path.

c) The emitters shall be continuously self-flushing during operation and


under pressure.

d) Each emitter shall be designed for clog-free operations using water


filtered through a minimum 75 micron mesh screen.

e) The flow of the emitter shall not be affected at a pressure range of 50 to


400 kPa. The emitter shall have no emission spike at start up low
pressure of 50 kPa.

f) The emitter shall have a built-in anti-siphon mechanism to prevent


suction of external impurities. The emitter shall be equipped with a
removable dust cap.

2.04 VALVES AND ACCESSORIES

A. General

1. Valves shall be as specified herein. As applicable for a particular valve,


operating pressure, pressure setting and size shall be as specified on the
Contract Drawings.

2. Unless indicated otherwise, valve sizes 50 mm and smaller shall have screwed
ends and those 65 mm and larger shall have flanged ends.

3. The construction of valves shall allow for complete servicing without removing
the valve body from the line.

B. Remote Control Electric Solenoid Valves

1. Slow closing, electronically actuated, diaphragm operated solenoid valves,


globe pattern except the 75 mm which is capable of being installed in either a
globe or angle pattern, shall be of the type, manufacture and size as shown on
the Contract Drawings.

2. Valves shall be electrically operated, actuated by a solenoid utilizing AC


current, 24 V, 60 Hz and rated at not more than 8.5 VA with an in-rush
maximum of 1 amp. The solenoid coil shall be sealed in an "Epoxy" material so
that it is completely waterproof.

3. The solenoid shall be an encapsulated glass reinforced nylon, 1-piece unit with
a captive plunger and shall be mounted directly on the valve bonnet. All parts
and tubing downstream of the entrance shall be of larger size to permit

passage of foreign particles.

4. The valves body and bonnet shall be molded of non-corrosive,


glass-reinforced nylon, rated at an operating pressure of 1516 kPa (220 psi).
The body of the valve shall have brass inserts with through holes, which will
accept the bonnet stainless steel bolts.

5. The diaphragm shall be of molded construction, reinforced with nylon fabric. A


heavy-duty removable seat shall be available to protect and support the
diaphragm.

6. The valve shall be equipped with an internal filter with a self-cleaning metering
rod, so that only clean water can enter the solenoid chamber. A filter cleaning
system, that continuously cleans the filter when the valve is operating, shall be
available.

7. A flow adjustment non-rising plastic stem with cross handle shall be provided
that limits the travel of the valve plug from full closed to full open, allowing
manual closure or flow regulation. A manual control shall be provided for
operation with or without the control wiring installed. It shall have an accurate
set pressure regulator, to keep the downstream pressure constant. The
regulator shall be of the top dial model, clearly indicating the pressure values.

8. The valve shall be equipped with a manual internal bleed only, giving the
capability to release the upper chamber water to the down stream piping,
allowing the valve to open. No external bleed shall be available.

9. Construction of the valves shall be such that all operating parts are accessible
and removable from the top by removing the bonnet without having to
disconnect the valve body from the pipeline.

C. Gate Valves

1. Gate valves shall be designed for a working pressure of not less than
1034 kPa (150 psi) and water operating temperature of 45C.

2. Valve shall be the same size as the incoming line size with a clear waterway
equal to the full nominal diameter of the valve, and shall be opened by turning
counterclockwise.

3. The operating nut or wheel shall have an arrow cast in the valve indicating the
direction of opening.

4. Valves smaller than 75 mm shall be all bronze or brass, with screwed end
connections.

5. Valves 75 mm and larger shall be of cast iron or ductile iron body, bronze
mounted, with flanged end connections, conforming to AWWA C500.

D. Backflow Prevention Valve

1. Backflow Prevention Valve shall conform to AWWA C511 and shall be of the
reduced pressure principle type.

2. Valve shall be suitable for supply pressure up to 1034 kPa (150 psi) and shall
be the same size as of the incoming line size.

3. The complete assembly shall consist of 2 independently acting spring-loaded


check valves together with an automatically operated pressure differential
release valve, located between the 2 check valves. The first check valve shall
reduce the supply pressure to a predetermined amount, so that the pressure
between the checks is less than the supply pressure. If leakage occurs in
either check valve, the differential release valve shall discharge to atmosphere
to maintain the pressure between the checks at less than the supply pressure.

4. The operation shall be completely automatic and shall not induce water
hammer.

5. Resilient seated, tightly closing shut-off valves, fitted with properly located test
cocks to facilitate field testing, shall be provided at each end of the unit.

6. Valve shall be a standard commercially available unit. All internal parts shall be
accessible for examination, repair and replacement and shall be removable
without removing the backflow preventer from the pipeline.

7. The main valve body, cover and trim shall be bronze, and the relief valve shall
be bronze with stainless steel trim.

8. A Certificate of Manufacturers Certification in accord with AWWA C511 shall


be submitted for approval for each device installed.

E. Check Valves

1. Check valves shall be used to check the return flow of water from the
secondary lines into primary lines, when the watering of the zone is stopped.

2. Check valves shall be designed for a minimum working pressure of 1034 kPa
unless otherwise indicated on the Contract Drawings.

3. Size of the valve, working pressure, manufacturer's name, initials, or


trademark shall be cast on the body of each valve.

4. Double check valves shall be provided where shown on the Contract


Drawings.

a) Valves for 50 mm diameter, and smaller, shall be horizontal swing


check, Y-pattern type with a bronze body ASTM B62, alloy 836 and trim.
Valve shall have bronze or brass disc, threaded inlet and outlet.

b) Valves larger than 50 mm diameter shall be horizontal swing check type,


non-slam design for 100 mm and above, having cast or ductile iron
body, ductile iron to conform to ASTM A536 and cast iron to
ASTM A126, Class B, with bronze or brass trim. Valve shall have
bronze or brass disc, and flanged inlet and outlet.

F. PVC Ball Valves

1. Poly vinyl chloride (PVC) ball valves shall be designed for a working pressure

not less than the working pressure of class or grade of poly vinyl chloride
(PVC), unplasticized poly vinyl chloride (uPVC) or polyethylene (PE) pipe with
which they are used.

2. Ball valves shall have durable PVC body and stem with
impact resistant acrylonitrile butadiene styrene (ABS) handle, rapid on/off
control, tight shut-off and self-adjusting seals and shall have an operating
rating of 1034 kPa (150 psi).

3. Valves shall be the same size as the incoming line size with a clear waterway
equal to the full nominal diameter of the valve and shall be opened by turning
counter clockwise 90.

4. Open and shut positions must be ascertainable from the outside. The final
positions, open and shut, must be limited by a stop.

5. Operating direction of all valves shall be marked in a clearly visible manner in


accordance with ASTM D1785.

G. Air Release Valves

1. Vacuum and air release valves shall conform to the requirements of


AWWA C512 and will be installed as shown on the Contract Drawings, to
perform three functions:

a) Exhaust air from pipe-work automatically when it is being filled with


water, the air being released at a sufficiently high rate to prevent
restriction of water inflow rate.

b) Ventilate pipe-work automatically when it is being emptied of water, the


air inflow being sufficiently high to prevent the development of negative
pressures in the pipelines.

c) Release air accumulating in pipe-work automatically during normal


working conditions.

2. Vacuum and air release valves shall be of the size shown on the Contract
Drawings. The valves shall automatically release air when the lines are being
filled with water and shall admit air into the lines when water is being
withdrawn in excess of the inflow and it shall be able to release the air when
the system is under operation.

3. Valve casing and cover shall be made of glass filled nylon up to 50 mm (2 in.)
size and of ductile iron above 50 mm (2 in.) size; ductile iron to conform to
ASTM A536, Grade 60-40-18.

4. The valves shall be equipped with screw down isolation valves to permit
inspection and maintenance without opening the secondary isolation valve.

5. The seat rings shall be made of tin bronze in accordance with ASTM B30,
copper alloy 908 or similar. The valve spindle shall be of stainless steel.

6. Automatic air release valves shall be double orifice valves with both small and
large orifices and screw down isolating valves to permit inspection of the

valves without shutting off the main.

7. The valves shall be suitable for a system working pressure of 1.75 MPa.

8. For pipeline size 200 mm diameter, and below, only air release valves shall be
installed. For pipeline size above 200 mm diameter, a combination of air
release and vacuum valves shall be installed.

9. All vacuum and air release valves shall be threaded up to 50 mm (2 in.) size
and shall be provided with flanged end connections for the sizes above 50 mm
(2 In.).

H. Pressure Reducing Valves

1. Pressure reducing valves shall automatically reduce a higher inlet pressure to


a steady lower downstream pressure regardless of changing flow rate or
varying inlet pressure.

2. Pressure reducing valves shall prevent slamming or water hammer through


effective cushioning devices and shall incorporate an orifice/strainer block and
a plugged outlet on the downstream end for measuring the reduced pressure.

3. Valves shall be suitable for the operating pressure on the inlet side and with
outlet pressure set for as indicated on the Contract Drawings.

4. The valves shall be of the hydraulically operated, pilot controlled, globe or


angle type, and could be actuated either by diaphragm or piston. The pilot
control shall be the diaphragm operated, adjustable, spring loaded type,
designed to permit flow when controlling pressure exceeds the spring setting.

5. Valve bodies shall be bronze or cast iron with bronze trim. Valve stem shall be
AISI 316L stainless steel. Valve discs and diaphragms shall be synthetic
rubber. Valve seats shall be bronze. Pilot controls shall be bronze with
AISI 316L stainless steel working parts.

6. Ends shall be as indicated on the Contract Drawings.

I. Automatic Flush Valves

1. Automatic flush valves shall be installed at the end of each lateral zone in
which the drip emitters are installed, and having a flow equal to or less than
15 gpm and shall be used for temporary, automatic flushing of irrigation lateral
lines during pressurization of the system.

2. The valves shall be designed to remain in the closed position at high pressure
until line pressure drops below 55 to 69 kPa (8 to 10 psi).

3. The valves shall also be designed for easy disassembly for servicing.

4. The valves shall be constructed entirely of non-corrosive plastic with silicon


diaphragm. No springs shall be employed in the operation of the valves.

5. Valve installation shall be in accordance with the details shown on the Contract
Drawings.

J. Pressure Regulator for Drip Solenoid Valves

1. Drip solenoid valve shall be equipped with an accurate set pressure regulator,
to keep the downstream pressure constant after setting it.

2. The regulator shall be of the top dial model clearly indicating pressure values.

3. The regulator shall regulate the flow at a pressure range of 140 to 700 kPa
(20 to 100 psi).

K. Quick Coupling Valves

1. Valves shall be of low pressure loss type and shall be sized and installed as
shown on the Contract Drawings.

2. Valves shall have female threads. Valve body shall be made of brass material
and shall be the 2 section type with removable upper body.

3. Valve shall be supplied with spring loaded locking cover made of thermoplastic
rubber. The cover spring shall be of stainless steel material.

4. Valve shall be operated by insertion of a compatible hollow coupler key.

5. The valve shall be operated by a 90 turn in clockwise direction with reverse


turn for closure and shall be capable of 360 swivel action.

L. Hose Bib

1. Solid brass construction, inverted configuration with 18 mm male MIPT inlet


and 18 mm standard male hose threaded outlet, with loose key.

M. Valve Boxes

1. General

a) All remote control valves, manual control valves, isolation valves and
water meters shall be installed in boxes.

b) The valve boxes shall provide protection for the valves and shall be of
adequate size to allow access to the valve for operation, maintenance
and repair, including enough space to allow removal of the valve and
access to the connectors on each side of the valve.

c) All boxes shall be designed for traffic services when exposed to traffic
and shall have bolted down/lockable covers of sufficient strength to
withstand all expected and foreseeable loads.

d) The box covers shall be identified with the molded mark IRRIGATION
in both Arabic and English, as shown on the Contract Drawings.

e) All boxes shall be of watertight, dust-tight and corrosion resistant


construction.

f) The valve boxes shall be provided with length and side extensions to
bring the valve box level with the finished ground level, unless otherwise
indicated.

2. Material

a) Cast iron, fiber reinforced plastic, concrete with cast iron trim, HDPE,
polyolefin plastic with ultraviolet additives, PVC or acrylonitrile butadiene
styrene (ABS), as shown on the Contract Drawings.
1) Cast iron boxes, when used, shall have screw or slide type
adjustment, flared base and shall be coated with minimum 4 mm
epoxy compound on exterior and interior surfaces.
2) The inside surfaces of fiber reinforced plastic valve boxes shall be
hard, durable, free of tackiness and free of bulges, dents, ridges
or other defects that result in an appreciable variation of inside
dimensions of the boxes.
3) PVC valve boxes shall be high impact resistant, acid resistant,
high heat resistant, self-extinguishing, hard, durable, and low
coefficient of expansion plastic material.
4) Acrylonitrile butadiene styrene (ABS) valve boxes and covers
shall be self-draining and shall be used in non-traffic areas.
5) Polyolefin plastic valve boxes shall be light in weight, non-
conductive, non-sparking with reduced side angles and increased
breaking strength.

3. Color

a) The color of the plastic boxes shall be green and those of cast iron shall
be gray, unless otherwise shown on the Contract Drawings.

4. Dimensions

a) The dimensions of the boxes shall be as shown on the Contract


Drawings.

2.05 STRAINER

A. General

1. Strainer equipment shall be utilized for all 'dripper/emitter' irrigation systems


utilizing treated sanitary effluent as the source of supply.

2. Choice of mesh size shall be consistent with physical operating requirements


of the 'dripper/emitter' utilized in the system.

3. The selection of mesh size of the strainer screen element should be


approximately half the size of the opening to be protected.

B. Y Strainer

1. 'Y' Strainers shall be of brass, bronze, polyvinyl chloride (PVC) or glass-filled


nylon construction.

2. Each strainer shall be rated for 110% of design flow volume.

3. Screen element shall be fabricated of stainless steel in either perforated or


wire mesh screen form.

2.06 PRESSURE GAGES

A. Pressure gages shall be in accordance with ASME B40.100 and shall incorporate the
following features, unless indicated otherwise:

1. 50 mm minimum diameter (O.D.), brass case, glycerin or silicone filled, stem


mount, 0 to 900 kPa pressure range, 270 graduated scale, adjustable pointer,
'red' hand set pointer, white dial face and black numerals.

B. Gages shall be installed in such a manner as to be accessible and easily readable.


The gages shall be connected by brass fittings with shutoff cocks.

C. All working parts of the pressure gages shall be corrosion resistant.

2.07 MANHOLES

A. Materials for construction of manholes shall be as required below:

1. Cement mortar shall be in accordance with ASTM C270 Type S.

2. Portland/Pozzolan blended cement shall be Class C25b as specified in


SECTION 03310.

B. Manhole covers and frames shall conform to the applicable requirements of


SECTION 02082.

C. Step irons shall be as specified on the Contract Drawings and shall be free of sharp
edges, burrs or projections and be designed such that a foot cannot slide off the end.

2.08 RISERS

A. Risers for rotary gear driven sprinklers and pop-up spray sprinkler heads shall be of
the double swing joint type. The flexible sprinkler connection shall be an articulated
swing joint assembly that connects to a lateral pipe and permits accurate positioning
of the sprinkler heads to variable grade levels.

B. The swing joint shall allow stable positioning of the sprinkler to grade during
installation and allow flexibility in 3 dimensions to reposition the sprinkler head.

C. The swing joint shall be suitable for 1034 kPa (150 psi) pressure rating and shall be

manufactured from durable, UV stable, corrosion resistant polyethylene, threaded


Class V uPVC or Schedule 40 PVC, as indicated on the Contract Drawings.

D. The connections shall be any combination of tapered 12 mm ( in.) or 19 mm ( in.)


Male National Pipe Thread (NPT), as specified.

E. The horizontal nipples connected directly into the side outlet of the main shall be at
least 100 mm in length.

F. Risers for other application devices shall be in accordance with the pipe
specifications as specified herein.

2.09 WATER METERS

A. Water meters for irrigation shall be furnished as specified in SECTION 15120.

2.10 MARKING TAPE

A. Marking tape shall be of the type specifically manufactured for marking and locating
underground utilities and shall be of plastic material with integral wires, metal foil
backing, or other means to enable detection by a metal detector.

B. The tape shall not be less than 100 mm wide and shall have the phrase "Irrigation
Line Below," in Arabic and English, stamped in black letters on green background
and repeated at maximum intervals of 1 m.

C. The metallic core of the tape shall be encased in a protective plastic jacket or
provided with other means to protect it from corrosion.

2.11 MARKER POSTS

A. Marker posts with indicator plates shall be provided for main lines as detailed on the
Contract Drawings.

B. Marker posts shall be provided generally not less than 200 m apart, and at all
changes in direction of main lines, adjacent to all line and outlet valves (except
solenoid valves) from the main transmission lines and at all dead ends.

2.12 FILTERS

A. Filters shall be of grooved disc design providing both surface and depth filtration in a
compact design, thus leading to bigger filtration area and giving extra protection to
the system.

B. The filtration rate of the filter shall be compatible with the irrigation system flow and
pressure and the filter shall be rated for pressure not less than 1034 kPa (150 psi).

C. The entire filter shall be constructed of non-corrosive UV resistant plastic or plastic


composites.

D. The body cover and internal components shall be constructed of non-corrosive glass
reinforced nylon or equivalent. A ball valve shall be located at the end to flush the
debris held between the body and the filter element.

E. The grooved discs shall be made of highly chemical resistant polypropylene with
gaskets of ethylene propylene diene terpolymers (EPDM) and Nitrile rubber or
equivalent material.

F. The filters could have the capability to be assembled on a filter battery with automatic
backwash system controlled by a pressure differential switch. The manifold of the
battery shall be epoxy coated steel.

G. Filtration shall not be less than 120 mesh, unless otherwise indicated on the Contract
Drawings.

2.13 THRUST BLOCKS

A. Main line piping shall have thrust blocks sized and placed as shown on the Contract
Drawings.

B. The concrete for thrust blocks shall be Class C30b in accordance with
SECTION 03310.

C. Thrust blocks shall be installed at tees, elbows, 45 crosses, reducers, plugs, caps,
and valves.

2.14 IRRIGATION REGULAR CONTROL SYSTEM

A. General

1. The irrigation program Controller shall be modular automatic or manual


irrigation, solid state electronic computer controllers housed in a weather-proof
lockable cabinet either wall mounted or mounted on lockable pedestal, as
shown on the Contract Drawings. The controller cabinet and pedestal and
hinged door shall be corrosion resistant stainless steel master-keyed locks.

B. Salient Features and Characteristics of Controller

1. The controller shall be of a modular design with a standard 8-station capacity.


There shall be an insertable add-on 4 station and 8 station modules that
enable the controller to be customized from 8 stations up to 48 stations in 4 or
8 station increments.

2. The controller shall have three independent programs (A, B, C) with 8 start
times per program and one program (D) that can run concurrently with the
other programs. Watering time shall be available from 1 minute to 2 hours in
1-minute increment per station in programs A, B and C and from 1 minute to
12 hours in program D.

3. The controller shall have 4 weekly schedule options to choose from: 7-day
calendar, 31-day calendar, odd days programming and even days
programming.

4. The controller shall also have a 365 days calendar clock to accommodate true
odd even watering. All programming shall be accomplished by the use of a
programming dial and selection buttons with user feed back by LCD display.

5. The controller shall have an electrical power input of 127 V nominal 5%,
60 Hz, complete with surge protector and transformer output 24 V AC, 1.5 A,
Station output 24 V AC, 0.56 A.

6. The controller shall have a seasonal adjust feature that allows for station run
times to be changed from 10 to 150% in 10% increments to compensate for
weather changes.

7. Program backup shall be provided by a non-volatile memory circuit that will


hold the program, time and date indefinitely.

8. The controller shall have a cycle and soak scheduling capability that allows a
cycle to be programmed for up to 60 minutes and a soak period up to
60 minutes.

9. The controller shall be equipped with a programmable pump circuit that can
activate the pump start relay by zone.

10. The controller shall have programmable delay between valve stations. Delays
between stations shall be programmable up to a maximum of 10 hours.

11. The controller shall be compatible with a long-range, multi-site remote control
unit having signals strong enough to pass through obstructions such as
buildings, walls or trees and communicate with the controller.

12. The controller shall have a diagnostic feature which provides a Fault
message on the LCD screen, skips shorted stations and continues the
irrigation cycle while a rapid station test routine procedure enables the
controller to diagnose and trouble shoot field wiring, solenoid and controller
problems.

2.15 IRRIGATION CENTRAL CONTROL SYSTEM

A. Central Control System

1. General Description

a) The irrigation central control system shall control and monitor the entire
Irrigation System.

b) The central computer station shall be located in a place as specified by


the Royal Commission.

c) The central computer shall communicate in real time 2-way


communication with the field Remote Terminal Units (RTU) on site via
radio communication through a Field Interface Unit (FIU).

d) If the computer goes down, the Field Interface Unit shall carry the last
updates from all sites in order to provide these data to the central

computer when it is on-line again.

e) The equipment without radio communication capability will not be


accepted.

f) A backup computer shall be available in case of computer failure.

g) The computer control software shall be capable of interfacing with other


programs and shall operate in the more powerful Windows or other
equivalent operating environments.

h) All hardware and software shall be compatible with each other without
the use of any external encoders or decoders.

i) The system control shall be implemented by intelligent controllers


(RTU).

j) The RTU shall have the capability to communicate on a


bi-directional real time basis with systems above it (RTU-To-Central),
parallel to it (RTU-To-RTU) and below it (RTU-To-Slave RTU). This shall
include full control and monitoring capabilities.

k) Each RTU shall have the capability to operate as a field Interface Unit
(FIU) to all other RTU in the filed where it can be directly connected to a
computer to act as a central station.

l) RTU shall be able to initiate communication with the central station


without the need for an interrogation request from the central station.

m) The Central Control Software shall allow system graphics to be


developed, imported, modified and viewed.

n) The process and changes shall be simulated and viewed as graphical


color change.

o) The central control system shall be able to:


1) Control, monitor and record irrigation valves, pumps and flow
sensors and other accessories.
2) The central system shall be responsible for monitoring the
equipment under the Contract Scope of Work and shall override
local control with manual commands locally from Remote
Terminal Unit keyboard.
3) Central Station shall be able to download and upload programs
directly from and to RTU. These programs shall reside in the RTU
memory. User shall be able to modify these programs locally from
the RTU, remotely from another RTU or from central station, with
proper access codes and permissions.

B. Materials Specifications

1. Remote Terminal Units (RTU)

a) All RTU controllers shall be field programmable.

b) The RTU Controllers shall be intelligent device, Modular and


Expendable units (in terms of inputs and outputs) and they shall be
capable of processing local control.

c) The RTU shall be able to control and monitor the pumps, valves and
flow sensors connected to it.

d) The RTU shall be smart and have the intelligence to accumulate data
and make decision locally, without waiting for the central station or the
FIU commands.

e) All input/output modules shall be plug-in type for easier installation and
maintenance. All elements used shall be solid state type where no
Jumpers or DIP switches are allowed.

f) The RTU shall have a Compatible Keyboard running a single,


comprehensive standard application development and a diagnostic
program shall be used for programming the Remote Terminal Units
locally or remotely.

g) The RTU shall be able to communicate with the central station as well
as other RTUs and Slave RTU.

h) The RTU shall be able to store and forward Data, to act as a repeater
for other RTUs in case of obstacles.

i) All communication between central station, RTU and slave RTU shall be
through Radio communication using single frequency to cover the
required range without the use of any intermediate type of
communication.

j) The communication protocol between the RTU and the Central Control
Station and other RTU shall be a solid communication protocol-allowing
real time, 2-way communication.

k) The RTU shall be supplied with required number of Input/Output points


and shall include the following minimum configuration:
1) Mother Board.
2) Input/Output (I/O) modules or Boards (Including Digital Inputs,
Digital Outputs, Analog Inputs, Analog Outputs).
3) Central processing Unit (CPU Module) with multiple
communication ports.
4) Power supply module.
5) Radio modem.

l) All the RTU components shall be manufactured by a single


manufacturer.

m) The RTU shall be installed in a GRP weatherproof enclosure equivalent


to IP55 standards.

n) The processor module (CPU) shall be real time process controller and
shall support the Data transfer with I/O modules, system memory
allocation, and communication port protocol.

o) The CPU shall have Terminal port to receive commands from the
programming keyboard, and radio communication port for sending and
receiving data via 2-way single frequency radio and shall have a third
port that allows to connect the RTU to a computer in order to work as an
FIU hence operate as a central control station.

p) The RTU shall be capable of operating over an ambient temperature


range of - 30 to 60C with relative humidity up to 95%.

q) The RTUs shall carry the irrigation programs with the following minimum
capabilities and requirements per irrigation main line:
1) Control Irrigation System based on time.
2) Control Irrigation based on water quantity.
3) Control Irrigation based on fertilizer quantity.
4) Initiate alarms based on high flow, low flow, no flow, and main line
leak.
5) Control backwash of filters based on pressure differential switch.
6) Flexible programming to change valve set combinations.
7) Changing irrigation Schedule automatically based on the weather
conditions.
8) Possibility to create programs based on conditions.
9) Start/Stop main line manually or automatically.
10) Getting pump on/off status and trip status.
11) Start and Stop valves, main valves and pumps and connected
devices manually or automatically based on conditions.
12) Control irrigation based on different outputs, inputs and program
conditions.

2. Central Control Station

a) The central control station shall be able to satisfy the system


requirements and it shall be user friendly.

b) The central computer shall communicate with the field RTU by means of
a Field Interface Unit (FIU).

c) The Central Control and Monitoring Program shall use a strong and
proven communication protocol to exchange Data with the FIU.

d) The Field Interface Unit shall use reliable, flexible and transparent
communication protocol to communicate with the field RTU.

e) The RTU communication protocol shall include, but not be limited to:
1) Bi-directional communication and data transfer.
2) Master-Slave reporting, two communication layers.

3. Main Central Computer

a) The Main Central computer shall utilize the latest available computer in
terms of speed, RAM, Hard drive, video capabilities, fax/modem, sound
blaster, monitor, color printer and other associated accessories.

b) The Main Central computer shall be compatible with the Irrigation


Central Control (ICC) Program ready to use and produced by the same
manufacturer of the FIU and RTU.

c) The Software control package shall permit the creation of custom


display windows that may be opened and moved to ease the system
management task. Screen, Graphs and alarm summaries shall also be
viewed in windows.

d) The ICC package shall have the capability of file sharing to exchange
data with other programs to allow preparation of custom reports, data
bases and graphs.

e) The Irrigation Central Control Software shall be capable of handling


multiple projects.

4. Field Interface Unit (FIU)

a) The Field Interface Unit shall be of the same manufacturer as the field
RTU and shall be used to achieve the following tasks:
1) Interface the central computer with field RTU.

b) The Field Interface Unit shall be intelligent and smart, and shall reflect

2.16 ELECTRICAL ACCESSORIES

A. Conduits

1. Conduits shall be in accordance with SECTION 16130.

2. Conduits shall be high impact resistant, acid resistant, high heat resistant,
made of a PVC compound with low coefficient of expansion.

3. The size of the conduits shall be as shown on the Contract Drawings.

B. Cables

1. Power Cables

a) Power cables shall be in accordance with SECTION 16120.

2. Low Voltage Cables

a) Low voltage cables shall be solid copper, PVC insulated in accordance


with UL 493, rated 600 V AC. The insulating jacket shall be suitable for
direct burial in the earth.

b) The size of the control wire and common grounding wire shall be as
recommended by the control valve manufacturer, however, the size of
the control wire shall not be less than 2.5 mm2 (14 AWG).

c) The color of the control wire and common wires shall be different and
shall be as shown on the Contract Drawings.

C. Wire Connectors

1. Wire connectors shall be crimp-type, insulated and sealed, waterproof and


compatible with the control wiring, unless indicated otherwise.

2. The wire connectors shall be Underwriter Laboratory (UL) listed or equivalent.

PART 3 EXECUTION

3.01 WORKMANSHIP

A. All construction and installation work shall be done in a thorough and workmanlike
manner in accordance with the Contract Drawings and Specifications and shall be
subject to acceptance by the Royal Commission.

B. All works shall be performed in conformity with the best trade practices and the
printed instructions of the applicable manufacturers; by skilled workers equipped to
produce satisfactory results; in a safe, substantial manner to avoid undue stresses, to
avoid interference with work of other trades, to present a neat, orderly appearance;
and to facilitate operation, service, maintenance and repair.

C. Deviations from the Contract Drawings and Specifications shall not be allowed
except upon written approval of the Royal Commission.

3.02 INSPECTION

A. Material Inspection

1. The Contractor shall carefully inspect all products for damage immediately
before installation. Any product found to be damaged or not in accordance with
the specifications shall immediately be repaired or removed from the site and
replaced such that the execution and Contract Schedule are not impaired.

2. Any defective item discovered after the installation shall be removed and
replaced with a sound item in a satisfactory manner at no additional expense
to the Royal Commission.

3. Repairs shall not be undertaken without Royal Commissions review of the


Contractor's proposed action.

4. Any primer, solvent cement, or adhesive found to be beyond the stamped


expiration date shall be discarded. Gelled or thickened solvent cement or
leaking or opened containers shall also be discarded.

B. Site Inspection

1. The Contractor shall check that the position and levels of existing drains and
services have been established and that the trench lines do not encroach on
routes of other services and obstructions.

2. The Contractor shall investigate if there is any risk of unplanned extraneous


water entering drains and sewers and investigate to determine the extent of
this risk and provide adequate protection.

3. The Contractor shall verify that the field measurements are as indicated on the
Contract Drawings.

4. The Contractor shall check the depth, width and pitch of the excavated
trenches prior to proceeding with installations.

3.03 INSTALLATION

A. General

1. All devices, equipment, and materials not definitely specified or noted, that are
required for complete installations, shall be manufactured for the purpose
intended and shall be installed in conformance with good accepted practice for
the conditions encountered.

2. All equipment necessary and required for the proper construction of irrigation
system shall be available on the Project, in first-class working condition and
approved by the Royal Commission before construction is permitted to start.

3. During installation, precautions shall be taken to protect the products from


mechanical damage and the effects of sunlight and heat, until the backfilling
operations have been completed. All site storage areas shall be shaded.

4. Only approved materials will be allowed on the jobsite. Any other material shall
be immediately removed from the jobsite at the Contractor's expense unless
otherwise approved by the Royal Commission.

5. The Contractor shall stake the irrigation system before the construction begins
and shall provide and fix clear, stable markers and reference points to lay the
irrigation system as accurately as possible to lines and grades established by
the Contract Drawings and Specifications, with fittings, valves, and
appurtenances shown on the approved drawings, including bolts, nuts,
gaskets, and joining materials.

6. Alterations and changes in the layout may be expected in order to conform to


the ground conditions and to obtain full and adequate coverage of water. It is
understood that corrective measures in the system may become necessary,
but no changes or alterations in the system as planned shall be made without
the prior authorization of the Royal Commission.

7. Pipe shall not be laid in water or when trench conditions are otherwise
unsuitable for the work. Water shall be kept out of the trench until the material
in the joints has hardened or until caulking or jointing is completed.

8. Before laying, the pipes shall be carefully examined for damage, and tested for
soundness in accordance with the manufacturers instructions. Damaged
coating or lining shall be made good or the material discarded as directed by
the Royal Commission.

9. Dirt and foreign matter shall be removed before lowering and the construction
debris shall be cleared from the inside of the pipe before jointing.

10. Pipes shall be laid on an even formation, true to grade, and in line with sockets
(where applicable) facing up the gradient. Bedding shall be scooped out locally
to allow proper jointing and for the barrel of each pipe to bear evenly on solid
ground over its full length.

11. When work is not in progress, open ends of pipe, fittings, and valves shall be
securely closed so that no substance will enter the pipes or fittings. Pipe ends

left for future connections shall be valved, plugged or capped, and anchored,
as shown or as directed.

12. Pipes shall not be lowered into trench until the pipe bed has been brought to
correct grade and approved. Pipe that has the grade or joint disturbed after
laying shall be taken up and re-laid.

13. All excavated material shall be piled in a manner that will not endanger the
work and that will avoid obstructing sidewalks and driveways. Any material not
used for backfill shall be removed from the site. Gutters shall be kept clean or
otherwise satisfactory provisions made for street drainage.

14. Excavation for pipe laying operations shall be conducted in a manner to cause
the least interruption to traffic. Where traffic must cross open trenches, the
Contractor shall provide suitable bridges at street intersections and driveways.
Appropriate traffic-control devices shall be provided to regulate, warn, and
guide traffic at the work site.

15. During excavation, material suitable for backfilling shall be piled in an orderly
manner at sufficient distance from the bank of the trench to avoid overloading
and to prevent slides or cave-ins.

16. All excavated materials not required or suitable for backfilling shall be removed
and disposed of as directed by the Royal Commission.

17. Temporary piping, valves, meters, gages and equipment required for the
hydrostatic testing shall be installed in accordance with the approved Working
Drawings.

18. All products shall be installed strictly in accordance with the manufacturers
instructions and Contract Drawings.

B. Structure Excavation and Backfilling

1. Structure excavation, trenching, bedding, backfilling, compaction and grading


shall be performed in accordance with the requirements of SECTIONS 02310
and 02315.

C. Underground Piping and Valves

1. Underground piping and valves shall be in accordance with SECTION 02085.

D. Cast-In-Place Concrete

1. Cast-in-place concrete shall be placed in accordance with SECTION 03310.

E. Concrete Reinforcement

1. Concrete reinforcement shall be in accordance with SECTION 03205.

F. Installation of Meters

1. Meters shall be installed on all irrigation system with the necessary shut off
valves and shall be installed at locations, and in a manner providing ready

access for operation and maintenance.

G. Installation of Reduced Pressure Backflow Prevention Device

1. Reduced pressure backflow prevention devices shall be installed on all potable


water sourced irrigation systems.

2. Pipe connections from main line to backflow preventer shall be of ductile iron
material.

3. Connection of ductile iron to main line shall be accomplished by use of pipe


coupling or flanged connection, a minimum of 450 mm from outside edge of
riser elbow.

4. Riser elbows shall be suitably anchored by thrust block as shown on the


Contract Drawing.

H. Installation of Pipework

1. Ductile Iron Pipes

a) Ductile iron pipes shall be installed in accordance with


ANSI/AWWA C600.

b) Mechanical joints shall be provided in accordance with


ANSI/AWWA C111.

c) Flanged joints shall be provided in accordance with ANSI/AWWA C115.

2. Plastic Pipes

a) Installation of pipes and fittings shall be in accordance with


ASTM D2774 and the manufacturers recommendations.

b) Pipes with threaded joints shall be snaked in the trench to allow for
thermal construction and expansion and to reduce strain on
connections.

c) Solvent welded socket type joints shall conform to ASTM D2855.

d) Elastomeric gaskets shall conform to ASTM F477.

e) PVC male adapters with specified threaded joint compounds to make


connections between plastic pipes and valves shall be used and
tightened with light wrench pressure.

I. Installation of Fiber Reinforced Plastic Pipes (FRP)

1. Fiber Reinforced Plastic Pipes (FRP) shall be installed as specified in


SECTION 02086.

J. Installation of Conduits

1. PVC conduits shall be installed in accordance with SECTION 16130.

K. Installation of Emitters/Drip Lines

1. Emitters

a) Emitters shall be installed and adjusted according to manufacturer's


instructions, approved drawings, and these Specifications.

b) Emitters shall be appropriately spaced along and attached to the flexible


distribution hose (soft lines).

c) Barb connectors on the emitters shall be securely inserted into holes,


cut into the soft line wall by a tool specifically made for this purpose.

d) The Contractor shall check each emitter attachment to confirm proper


and secure attachment.

e) Plastic emitter box and outlet distribution tubing for each emitter shall be
installed as detailed on the Contract Drawings.

2. Drip Lines

a) Drip lines shall be installed in accordance with the manufacturers


instructions and as specified herein.

b) Drip lines shall be carefully uncoiled and laid in position without kinking.
Any kinked section shall be cut from the line and subsequently rejoined
with a line joiner section.

c) Drip lines shall be snaked as required for maximum coverage without


the use of compression fittings. Sharp bends shall be avoided where
there is a likelihood of causing kinks in the line.

d) Drip lines shall be laid on the ground surface for a minimum of 48 hours
prior to the installation of irrigation emitters or stakes.

e) After this minimum period, the drip lines shall be realigned and secured
to the ground with stakes at 5 m intervals.

L. Installation of Sprinklers and Quick Coupling Valves

1. Sprinkler heads and quick coupling valves shall be installed in accordance with
the manufacturers instructions and as indicated on the Contract Drawings.

M. Installation and Programming of the Control System

1. Installation

a) An irrigation controller shall be installed at locations approved by the


Royal Commission in strict conformance with the manufacturer's

instructions, with the control cables clearly marked with identification


markers, attached to the appropriate terminals in an approved manner.

b) The Controller shall be secured to a concrete pad with approved anchor


bolts. Chipping, cracking, or otherwise marring the finish of enclosure
when securing to the concrete pad shall be avoided.

2. Programming

a) Using the controller schedule provided on the Contract Drawings, as a


guide, the irrigation controller shall be programmed to correspond with
the initial irrigation sequencing and duration of the cycles for each zone.

b) The Contractor may find that during establishment and maintenance, the
schedule has to be modified to achieve a correct irrigation regime in
accordance with good horticultural practice.

N. Site Equipment Installation

1. Isolation Valve (IV)

a) Isolation valves shall be installed as detailed and where indicated on the


Contract Drawings.

b) Valves shall be placed no closer than 300 mm to paving or structures.

c) Each isolation valve shall be installed in an individual box.

2. Quick Coupling Valve (QCV)

a) Quick coupling valves shall be installed as detailed and where indicated


on the Contract Drawings and shall be placed no closer than 300 mm to
paving or planter walls.

3. Remote Control Valve (RCV) Assembly

a) Remote control valves shall be installed as detailed and where indicated


on the Contract Drawings and shall be grouped together where
practical.

b) Valve assembly shall be placed no closer than 300 mm to paving and


housed in individual box.

4. Valve Boxes

a) Valve boxes shall be installed as detailed and where indicated on the


Contract Drawings. All valves and valve assemblies shall be mounted in
boxes as detailed.

b) No valve box shall be installed under roads, pavements or walks.

c) Top of all boxes shall be set flush with finished grade and as detailed in
a neat and orderly fashion.

d) Valve boxes shall be placed parallel to paving, curbs, walls or similar


structures and in case of more than 1 box, parallel to each other.

e) Valve box bases shall be backfilled with drainage gravel minimum


200 mm deep, as detailed.

f) Locations of all valve boxes shall be approved by the Royal Commission


prior to installation.

g) Valve boxes will not rest on, or come in contact with valve, piping, hose
or conduit.

h) Valve circuit number of remote control valve shall be painted on inside


rim of box.
1) Minimum height of letters and numerals to be 38 mm.
2) Paint in black enamel.
3) Locate on inlet side of the box.
4) Letter style as approved.

O. Installation of Rain Sensors

1. Rain sensors shall be installed as per the manufacturers recommendations.

2. Rain sensors shall be located in a position where rain will freely fall on the
equipment, but shall not be affected by irrigation water.

3. Adjustments shall be made to the rain sensing equipment as required to


properly adjust for the newly installed plant materials and other site conditions.

P. Installation of Electrical Work

1. General

a) All electrical work shall be installed in conformance with the Royal


Commission Electrical Code, as specified herein, and as further
specified in Sections under Division 16 of the Royal Commission
Specifications.

b) All connections shall be made in accordance with equipment


manufacturer's specifications.

c) All electrical connections shall be made with specified material and all
electrical metallic enclosures and equipment shall be grounded in
accordance with SECTION 16060.

d) Specified wire markers shall be secured on each end of all wires, clearly
indicating circuit number or function.

2. Power Wiring

a) Power wires shall be installed as specified in Sections under


Division 16. Filed controller power cables shall be installed in concrete

encased conduits and connected to the circuit breaker at transformer.

3. Control System Wiring

a) All wiring entering the controller enclosure, valve and electrical boxes
shall be installed as per the manufacturer's recommendations.

b) Direct burial of low voltage control wire shall be made in the same
trench as irrigation piping wherever possible. Multi-runs of cables shall
be tied together at 1 m intervals using PVC tape and clipped to the
water pipe at 2 m regular intervals using plastic straps.

c) Splices will be permitted only at junction boxes, valve boxes, or at


control equipment and never between valves or valve and controller.

d) Splicing in raceways or in direct burial runs will not be allowed.

e) A minimum of 50 cm of excess conductor shall be left at all splices,


terminal and control valves to facilitate inspection and future splicing.

f) Low voltage control wires located with other than irrigation piping shall
be installed in non-metallic PVC concrete encased duct.

g) To allow full flexibility of the system, each valve shall have a separate
control cable so that any valve sequence control may be re-adjusted.

4. Wiring under streets, driveways and other vehicular areas, and under walks,
plazas and other hardscaped areas shall be installed in underground ducts as
specified in SECTION 16120.

Q. Installation of Concrete Structures

1. Concrete Pads, Chambers, Ducts

a) Concrete pads, chambers and ducts shall be installed as detailed and


where shown on the Contract Drawings. Concrete shall conform to the
requirements of SECTION 03310.

b) Exact locations shall be approved by the Royal Commission prior to


pouring.

c) Specified electrical pull boxes shall be provided where shown.

d) Specified non-metallic conduit shall be provided as required to penetrate


boxes and enclosures and to cross under vehicular or hardscaped areas
as approved by the Royal Commission.

e) Wire mesh or reinforcing bar shall be provided as detailed and as


specified in SECTION 03205.

f) Anchor bolts shall be cast in place in conformance with the enclosure


hole locations.

g) In paved area, top of box shall be set flush with the finished paved

surface, and shall be suitable for traffic bearing.

h) In unpaved area, top of chamber shall be set at least 25 mm above the


finish grade, unless otherwise noted.

2. Concrete Thrust Blocks

a) Concrete thrust blocks shall be constructed on main pipelines at all


changes of direction or size.

b) The thrust blocks shall be constructed of concrete of the Class and


dimensions as specified on the Contract Drawings.

c) The pipelines shall be located centrally in the thrust block.

R. Installation of Marking Tape

1. Marking tape shall be installed in trenches, above all irrigation lines, 50 mm


and larger. The tape shall be installed during backfilling operations, in
accordance with SECTION 02315.

3.04 BURIAL DEPTH OF PIPING

A. Piping for the main irrigation system shall be installed with a minimum cover of
900 mm.

B. Unless indicated otherwise, irrigation piping from the solenoid valve boxes to the
irrigation terminal equipment shall have the following minimum burial depth:

1. 300 mm for lateral lines serving emitters, bubblers, and larger spray or
sprinkler heads.

2. 600 mm for lines 50 mm and larger.

3. 900 mm for lines 75 mm and larger.

3.05 SLEEVING

A. All main and lateral irrigation lines beneath hardscaping, walls, vehicular paving or
other similar areas shall be sleeved. Sleeves shall be concrete encased under
vehicular pavement as specified in SECTION 02585.

B. Sleeves shall be of adequate size to accommodate retrieval for repair of piping and
shall extend at least 1 m beyond the edges of the paving or other construction.

C. Sleeves shall be straight run without angles, elevation changes, or other obstructions
that would prohibit removal of the irrigation lines for maintenance.

D. All sleeves shall be of same depth as corresponding irrigation line or conduit going
through the sleeves.

E. Unless otherwise indicated, all sleeves shall be 2 nominal sizes larger than the
irrigation pipe/hose passing through the sleeve.

3.06 SEPARATION FROM SEWERAGE LINES

A. Gravity or force main sewer lines shall not be placed in the same trench with the
irrigation water lines.

B. There shall be no physical connection between an irrigation water line and a sewer
line or appurtenance which would permit the passage of any untreated sewage, or
polluted water supply into the irrigation water supply.

C. Where the location of the irrigation line is not clearly defined in dimensions on the
Contract Drawings, the irrigation line shall not be laid horizontally closer than 3 m
from a sewer. However, where the bottom of the irrigation line will be at least 0.3 m
above the top of the sewer pipe, the irrigation line shall not be laid closer horizontally
than 1.5 m from the sewer.

D. Where irrigation lines cross under gravity-flow sewer lines, the sewer pipe for a
distance of at least 3 m each side of the crossing shall be fully encased in concrete
or shall be made of pressure pipe with no joint located within 1 m horizontally of the
crossing.

E. Irrigation lines shall, in all cases, cross above sewage force mains or inverted
siphons and shall be not less than 0.6 m above the sewer main. Joints in the sewer
main, closer horizontally than 1 m to the crossing, shall be encased in concrete.

3.07 LABELS, TAGS AND CHARTS

A. Equipment, instruments, controls, electrical devices, valves, etc., shall be labeled in


both, Arabic and English languages as to duty, service or function.

B. A 38 mm diameter round brass tag permanently stamped with a number identifying


the Field Controller and the Controller Valve Station (Zone) it relates to, shall be
affixed to the valve in a permanent fashion with 2.5 mm (14 AWG) bare copper wire
or brass chain.

C. The inside cover of each valve box shall be painted with the same identifying
numbers using bright yellow epoxy paint.

D. All Field Controllers shall be identified by affixing a brass tag with the number of the
controller to the case, base, or pedestal in a permanent fashion.

E. All identifying numbers shall be consistent with like designations indicated on the
controller schedule.

F. Charts indicating the schedules for equipment lubrication, maintenance and essential
operating instructions shall be prepared, mounted on protected wooden plaques or
approved equivalent, covered with heat bonded clear plastic laminate or framed
under glass. These charts shall be permanently fixed at the approved locations.

3.08 FIELD QUALITY CONTROL

A. The Contractor shall carryout general inspections both during the progress of works
and after the complete installation. These inspections shall include, but not be limited
to, checking:

1. Lines and levels.

2. Joints.

3. Damage and deformation of materials.

4. Connections.

5. Corrosion protection of steel parts.

6. Pipes entering or leaving structures.

3.09 SYSTEM TESTING

A. Initial System Test

1. General

a) Individual parts of the main network between isolation valve points


having a length not greater than 500 m shall be tested together with
deadlegs before backfilling operations.

b) All tests shall be carried out in the presence of the Royal Commission.
The Contractor shall give 48 hours notice prior to the anticipated date of
testing.

c) Testing shall comply with AWWA specifications and requirements.

d) When testing the irrigation lines from the valves, the sprinklers and other
discharge devices shall be replaced with temporary plugs or caps.

e) Emitters shall not be fitted until completion of tests.

f) Ends of the test sections shall be securely plugged and strutted. Ends of
the risers shall be plugged and all air purged.

g) Fittings and joints shall be permanently anchored before testing and left
exposed for checking.

h) Tests shall be made only after completion of the above operations and
not until at least 7 days after the last concrete thrust anchor block has
been cast.

i) The Contractor shall supply all testing material and equipment, including
all caps, valves, pumps, tanks and gages, as required.

j) Pressure gages shall be properly calibrated so that accurate


determination of potential pressure loss can be ascertained.

2. Testing Procedure

a) The section of the main pipeline to be tested shall be filled with potable
water and all air shall be expelled.

b) After the main pipeline has been completely filled, the pressure shall be
steadily and gradually increased until the specified test pressure has
been reached.

c) Simultaneous pressure and leakage test and separate pressure test


shall be made at 150% of working pressure at point of test, but not less
than 125% of normal working pressure at the highest elevation.

d) Separate leakage test shall be made at 150% of normal working


pressure of segment tested.

e) Duration of simultaneous pressure and leakage tests shall be 2 hours


and duration of separate pressure test shall be 1 hour.

f) All testing shall comply with AWWA C600 for ductile iron water mains
and their appurtenances and AWWA M23 for polyvinyl chloride pipes.

g) A graph shall be produced showing water input against time and the test
shall run until the graph curve flattens out.

h) Separate tests shall be conducted on the lateral distribution pipework


and the irrigation pipework from the solenoid box isolation valves
outwards. Test pressures for these shall be as described above.

i) During the tests, all exposed couplings, fittings and valves shall be
carefully examined for defects and leakage.

j) Leaking pipes, couplings, joints, fittings and equipment shall be repaired


or replaced and the section retested as previously specified.

B. Final System Test

1. The tests as specified above shall be repeated for the entire network after the
pipelines have been backfilled, cleaned and inspected.

2. Each test shall be restricted to pipes of one class and particular care shall be
taken to isolate air valves, etc., not to apply higher pressure than specified at
any point on the pipeline and to ensure that the pipelines are adequately
anchored before any test is carried out.

C. Test Results

1. Upon completion of the tests, written records of every test clearly identifying
the tested section of the pipe together with time of test and name of testing
engineer in tabulated format shall be submitted for review and approval of the
Royal Commission.

3.10 FLUSHING

A. On completion of the system tests, the system shall be thoroughly flushed, the
velocity of water being at least 1 m/s.

B. Should the main water supply be unavailable or inadequate for this purpose at the
time of flushing then a swab of adequate size construction shall be used to remove
all foreign matter in the pipeline. This process shall continue until the pipeline is
completely clean.

C. Each control valve shall be opened separately and the terminal systems also
thoroughly flushed.

D. After completion of flushing, the sprinkler heads, emitters and other discharge
devices shall be fitted.

3.11 FUNCTIONAL TEST

A. After the completion of the hydrostatic test and installation of emitters, bubblers and
sprinkler heads, the system shall be tested to demonstrate functional efficiency.

B. The entire system shall be operated through at least 6 complete cycles.

C. All sprinkler heads shall be adjusted to ensure proper coverage of grassed areas as
shown on the Contract Drawings with no wetting of adjoining hard surfaces.

D. The Contractor shall balance and adjust the various components of the irrigation
system so that the overall operation of the system is effective. Balancing and
adjustment shall include:

1. Synchronization of the controllers.

2. Adjustments to the rain sensors.

3. Adjustments to pressure relief valve, sprinkler heads, individual nozzles,


automatic control valve, and remote control valves.

4. Individual station adjustments on the controllers, and all other components of


the system.

E. Any material determined to be faulty as part of the installation shall be replaced or


corrected by the Contractor at his expense in a manner respective to the Contract
Drawings, details and this Specification. In the event of a system failure due to faulty
installation or workmanship, the above testing procedure shall be repeated until
satisfactory results are obtained.

3.12 OPERATION AND MAINTENANCE PERIOD

A. Upon completion of the construction and Initial Acceptance, the Contractor shall
operate and maintain irrigation system for duration of 104 weeks, unless otherwise
indicated.

B. The Contractor shall make periodic inspections and adjustments to irrigation system
components, as discussed herein, to achieve the most desirable application of water.

3.13 OPERATION AND MAINTENANCE INSTRUCTIONS

A. Bound instructions, shall be supplied with explanatory tables and graphs which
include operational data, controller schedule, peak flow diagram, total flow rate in
each header system, the maximum and minimum allowable pressure downstream
from filters, valves and pressure regulators, schematic diagram of valves within the
served areas and maintenance data, such as preventive action for avoiding emitter
clogging, the method of cleaning or replacing emitters, instructions on spare parts
storage, list of acceptable injected chemicals, and system flushing procedures.

3.14 PLANT MATERIALS MAINTENANCE

A. Maintenance Practices

1. As a minimum, the following horticultural procedures shall be included in the


Maintenance Manual as required procedures for effective maintenance of
landscape plant materials.

2. The Contractor shall fully develop detailed tasks, requirements, applications,


schedules and other specifics based upon professional horticultural practices
to effectively and systematically accomplish these procedures.

3. The Contractor shall also develop other procedures of sound professional


recommendations or as may be required by the Royal Commission.

a) Soil Fertilization
1) A systematic method of testing and amending soil in all planted
areas shall be established by the Contractor and shall be
approved by the Royal Commission.
2) A complete soil analysis of all planted areas shall be made prior to
Initial and Final Acceptance by an approved soil testing
laboratory.
3) The laboratory shall provide recommendations for the required
corrective actions and the soil amendments required shall be
incorporated into the soil fertilization program prior to Initial and
Final Acceptance.
4) Soil samples shall be taken at distance intervals of not less than
one complete test per 500 m2 of surface area of planting soil
installed.
5) Based upon the established testing program, the following soil
amendments are to be incorporated into the soil fertilization and
amendment program.
(a) Organic fertilizers.
(b) Chemical fertilizers.
(c) Trace elements.

(d) Acidifying compounds.


(e) Others as recommended by the approved laboratory.
6) In addition to these listed amendments, other trace element
application, organic material application and fertilizer application
shall be utilized as the need is identified.

b) Pruning
1) A systematic pruning program shall be developed and
implemented to:
(a) Reduce the plant size and organize its form to suit the
purpose of its plantation.
(b) Get rid of unwanted growth.
(c) Remove diseased, dry, and dead branches.
(d) Assist in making the sunlight reach all parts of the plants in
order to encourage flower blooming.
2) Pruning requirements shall be detailed on a species by species
basis and in accordance with the use and location of the specific
plant material.
3) It is prohibited to prune the plants without obtaining the Royal
Commission approval about the trimming timing and method.
4) Specific emphasis shall be placed on tree pruning to guarantee
the establishment of strong and well-balanced secondary
branching system.
5) Diagrams of pruning locations of typical branching patterns shall
be provided as guidance for field personnel.

c) Staking and Guying


1) All tree materials not capable of standing freely shall be guyed
and staked.
2) The method of supporting the trees shall be different in regard to
the tree age, size, and purpose and shall be as approved by the
Royal Commission.
3) Guys or stakes loosened or broken shall be tightened, repaired or
replaced daily.
4) All support wires and guys shall be routinely checked and
adjusted to prevent girdling, disfigurement or damage to the plant
materials.
5) In case of broken trees and as a result for the carelessness of the
Contractor to support the trees, the Contractor shall have to
defray the expenses of these trees since plantation.

d) Replacement of Plants
1) The replacement of plants means changing the dead, weak, bent,
or slow growing plants with similar types of plants or any other
type agreed on by the Royal Commission.

2) The most important reasons which require plants to be replaced


are the following:
(a) Death of plant, whether due to weather conditions,
vandalism, third partys work on the site, or because of
animals.
(b) Weakness of some plants, slenderness, and their inability
for continuous growth due to certain diseases or unsuitable
soil.
(c) Defect in the plant, as a twist in the stock, irregular growth,
or any other reason may need the removal and
replacement of the plant.
3) A systematic program for the replacement of such plants shall be
developed and implemented.
4) All landscaped areas shall be reviewed on a weekly basis and
plants requiring replacement shall be identified and replaced
within a minimum of 14 days time.
5) The Contractor is prohibited, by any means, to remove any plant
from its spot before informing the Royal Commission and
obtaining its written approval.
6) If the Contractor removes a plant from its place without notifying
the Royal Commission, he will pay the estimated costs of the
removed plant.

e) Tumbling
1) Tumbling operation is turning over the soil around the roots and
airing it and removing accumulations and leftovers.
2) A systematic program for the tumbling operations shall be
developed and implemented. This operation shall occur every
60 days in the following manner:
(a) The turning over shall be performed in the upper level in
order not to hurt the roots.
(b) The leftover and accumulated material shall be removed
before tumbling.
(c) The soil shall be left without watering for 2 days after the
soil turning over for the purpose of airing it.
(d) The decayed plants shall be removed during the tumbling
operation.

f) Weed Control and Cultivation


1) A systematic weed control and cultivation program shall be
developed and implemented and shall consist of application of
both pre-emergent and post-emergent herbicides.
2) Removal of weeds and wild grass by hand is to be utilized only
when chemical removal is not feasible due to site specific
circumstances.
3) Weeds and wild grass shall be removed and disposed of;

watering basins and depressions shall be maintained, cultivated


and kept well formed around trees and shrubs.

g) Insect Control
1) A specific insect control program shall be developed and
implemented for each type of prevalent insect pest recognized as
detrimental to plant materials throughout all landscaped areas.
2) This program shall encompass daily, weekly and monthly,
systematic application of a variety of chemical controls necessary
to ensure optimum appearance health and growth of all plant
materials.

h) Disease Control
1) A specific disease control program shall be implemented for each
type of prevalent disease, fungus or virus recognized as
detrimental to plant materials throughout all landscaped areas.
2) This program shall encompass daily, weekly and monthly
applications of chemical control methods necessary to ensure
optimum appearance and growth of all plant materials.

i) Soil Washing
1) A specific soil washing program shall be established to dissolve
precipitation salt as a result of spray or drip watering.
2) This operation shall be performed by overflowing the soil with
clean washing water for a few days till the precipitation salt is
removed.
3) This operation shall be performed every 2 months in case of using
the spraying or the dripping water system, appearance of salt in
the soil, and when required by the Royal Commission.

j) Washing Trees and Shrubs


1) The plants in the streets and intersections are exposed to dust
accumulations on leaves as a result of dust spreading, wind
blowing, and soil falling on plants when crashed with. In addition,
there is the drizzle sprayed out from cars which include carbon.
2) Accumulation of all dust and harmful material on plants leaves
causes the closure of leave openings and hinders the plants of
performing vital physiological operations.
3) Such accumulation shall be removed by washing the plants with a
strong water spray to remove the dust and to refresh the plants.
4) Plants shall be washed once every 6 months, or whenever
necessary, such as after wind blowing of dust or sand.
5) The used water in the washing operation shall be treated and
clean.
6) The operation shall be performed by motors that push the water
strongly towards the plants.

B. Plant Material Maintenance Scheduling

1. The Contractor shall be responsible for timely scheduling and coordination of


all required plant materials maintenance tasks.

2. All maintenance activities shall be performed under prepared schedules, which


shall include the timing of all Contractors actions to sustain optimum growth of
plant life, to take preventive actions necessary to minimize effects of irrigation
system breakdowns, and to ensure preventive measures for plant materials
are taken.

3. Work schedules shall be reviewed monthly and revised as required.

4. All required maintenance tasks shall be scheduled daily, weekly, monthly,


quarterly and yearly on an area by area basis and shall show the specific
personnel assigned to these areas and the specific time of day maintenance
activities will be performed for that area to the nearest half day.

3.15 IRRIGATION SYSTEMS MAINTENANCE

A. General

1. As a minimum, the following procedures shall be included in the maintenance


manual for effective maintenance of the irrigation systems.

2. The Contractor shall fully develop detailed tasks, requirements and specific
practices to accomplish each procedure and efficiently maintain the irrigation
system in dependable working condition.

3. The irrigation system shall be operated and maintained in a manner which


ensures that all plant materials receive an optimum supply of irrigation water at
all times with neither over-watering nor under-watering.

4. This work includes, but is not limited to, routine preventive maintenance and
emergency services which include the repair or replacement of malfunctioning
portions of the systems, including pumps, electrical components, filters and all
other irrigation system components, both hardline and softline, and
reprogramming and adjusting automatic controllers as necessary.

B. Maintenance of Distribution Mains, Laterals and Other Lines

1. Inspection

a) All distribution mains, laterals and lines shall be inspected regularly for
signs of leakage.

b) The inspection shall comprise walking the route of mains and carefully
examining the surface of the ground for evidence of leakage from the
main. Also examine inside of all valve boxes.

c) Not less than every 3 months each installed valve on the mains shall be
inspected, test operated to see that it closes and opens correctly and,
while closed, it shall be sounded for signs of by-passing water.

d) Flush-outs shall be opened periodically to flush out the section of main


they serve for at least 20 minutes. Likewise, air valves (when installed)
shall be tested for proper operation.

e) A weekly report form shall record all sections of inspections and their
results.

f) All suspected leakages shall be investigated and those discovered or


revealed shall be repaired. Faulty valves removed shall be repaired and
tested and placed back into stock for re-use.

C. Drip Emitter Irrigation System

1. The Contractor shall perform the periodical maintenance of the emitters for the
following to:

a) Be sure of nonexistence of any breaks in the emitters body and to


replace the damaged ones.

b) Be sure of the non-existence of any breaks in the tube (flexible tube)


and to replace the damaged one, if any. Also, to be sure that the tube is
clean and no obstructions exist.

c) Disconnect the emitter from the main watering tube and then wash the
emitter with clean water and to remove the salt settled on it.

d) Replace the damaged filter of emitters.

e) Be sure of the proper functioning of each valve.

f) Be sure of the work accuracy and the quantity of water coming out of
each emitter.

2. All plant material shall be visually inspected on a weekly basis for signs of
water stress due to lack of water, or ponding from over-watering, while the
system is in operation to ensure none are blocked and are giving out water as
per their design.

3. Any blocked outlet shall be cleaned or, if cleaning is not possible, the defective
emitter shall be replaced.

4. The operation of the control solenoid valves under remote signal shall be
checked by manual operation of the control panels and by operation of the
manual bleed screws on the valves.

5. The defective valve shall be cleaned and repaired to the manufacturer's


instructions. The blow down valve fitted to each Y strainer at each solenoid
valve position shall be operated until water flows clearly.

6. Irrigation drip tube lines shall be inspected for splits, cuts or blockage and shall
be repaired with joiner sections or replaced.

7. Drip irrigation header mains shall be cleaned at bi-monthly intervals using


flushing points and flushed through each emitter distribution line in turn by

operation of the manual flush valve.

8. All isolation valves shall be visually inspected for leakage around stems and
glands replaced, if required. All valves shall be operated and returned to
normal position.

9. Locks, hinges, etc., on valve access covers and control panel boxes, etc., shall
be oiled or greased as required by manufacturer's instructions.

D. Sprinkler Irrigation System

1. The Contractor shall perform the periodical maintenance of the sprinkler


system to ensure non-existence of any leakage from the sprinkler and proper
functioning of the system.

2. All sprinkler and spray heads shall be visually inspected on a weekly basis and
any defective heads shall be serviced to manufacturer's instructions.

3. The filter shall be cleaned on a weekly basis to preserve water and to ensure
that the sprinklers and sprays shall last longer.

4. Solenoid valves shall be checked and Y strainers shall be cleaned as for drip
irrigation systems.

5. Backflow preventers shall be checked weekly for leakage and proper


operation.

6. All valves shall be checked at 2 month intervals as for drip irrigation systems.

E. Control Systems

1. Control panel operation shall be checked weekly by manually starting and


advancing program and repairing to manufacturer's instructions, if required.

2. If a panel is reported inoperative, it shall be checked with manufacturer's fault


finding system and repaired or replaced, as required.

F. Irrigation System Maintenance Scheduling

1. All maintenance activities shall be performed under prepared and approved


schedules which shall include, but not be limited to, all tasks and frequencies
as listed in Tables 3A and 3B.

2. Schedules shall include the timing of all Contractors actions required to


ensure optimum operating condition of all irrigation systems.

3. Work schedules shall be reviewed monthly and revised as required.

G. Hand-Watering

1. Hand-watering of plant materials is only acceptable in the case of an absence


of an irrigation system or a temporary malfunctioning of an existing system.

2. Any system temporarily malfunctioning shall be repaired within 7 days after


identifying the cause.

3. Hand-watering shall immediately cease upon completion of repair work.

4. All areas in which hand-watering is required shall be identified in the monthly


progress report.

H. Emergency Work Services

1. The Contractor shall:

a) Respond to, and repair, failures of, or damage to, any portion of an
irrigation system, including but not limited to, service-lines and
accessories (zone control valves, emitter control valves, quick coupler
valves, pumps, fittings, etc.) on a 24 hour emergency or stand-by basis.

b) Provide sufficient manpower, equipment and materials on an emergency


basis, 24 hours per day, for the purpose of isolating and shutting down
any malfunctioning of damaged irrigation lines, due to any cause, to
prevent area flooding and minimize irrigation water losses.

c) Take immediate follow-up action to correct or repair malfunctioning or


damaged systems in a timely manner; to put back into service the
affected systems with minimum down time in such a manner as to
maximize use of the irrigation system.

d) Provide an action plan outlining response procedures for emergency


work service calls including contact phone numbers, manning locations,
and contingency plans for the efficient and effective completion of
24 hour emergency work services.

3.16 REPORTING AND RECORDING OF MAINTENANCE ACTIVITIES

A. During the performance of the work, the Contractor shall maintain and update the
Maintenance Manual.

B. Since this Manual will be used by the Contractor for managing and controlling all
activities, all information contained in the Manual must be kept current.

C. Minor changes shall be submitted monthly, and any major or significant changes
shall be submitted whenever they occur.

D. Major or significant changes relating to procedures, practices, or manpower shall be


submitted in a form or manner designated by the Royal Commission and shall
include a description of the change, reason or rationale for making the change, the
effect of the change on other procedures or activities and benefits to be derived from
the changes.

E. Using the approved maintenance recording forms from the Maintenance Manual, the
Contractor shall maintain a log of all maintenance activities performed during the
Maintenance and Warranty Period.

F. Copies of all forms and entries shall be submitted to the Royal Commission on a
monthly basis.

3.17 PROTECTION

A. The completed sections of the irrigation system shall be protected from damage by
the construction traffic and the work of the other trades.

3.18 RESTORATION AND CLEAN UP

A. Upon completion of the installation and repair work, the damaged paving, curbs, etc.,
or other disturbed surfaces and structures shall be restored and replaced to the
satisfaction of the Royal Commission.

B. All surplus pipeline materials, tools and temporary structures shall be removed.

C. All dirt, rubbish, and excess excavated material shall be removed and disposed of to
the approved damping areas, and the construction site shall be cleaned to the
satisfaction of the Royal Commission.
