Combining an uncompromising dedication to the needs of the oppressed with a fierce


rationalism, Babasaheb gave an unyielding force of progressive change to the Indian
society. He was not only a leader who championed the values of social equality,
human rights and dignity; but also a scholar of great repute who contributed to the
ideas of economic reform, national defence and legal rights for women- a facet of his
work less acknowledged. His towering work in politics and academics was based on
his unflinching reliance on scientific temperament and rational education. His
unparalleled erudition is a constant source of motivation for research and studies in
all academic fields. As a resolve to carry forward his message of social change through
education, BARTI has initiated the very first research fellowship in his name.

In grateful commemoration of Dr. Babasaheb Ambedkars 125th birth anniversary,


the Department of Social justice and Special Assistance, of Government of
Maharashtra is celebrating this year as Equity & Social Justice Year i.e.
. Hence for this year i.e. 2016, BARTI has launched Dr. Babasaheb
Ambedkar Samata Research Fellowship (BASRF) for all candidates belonging to
State of Maharashtra, irrespective of their religion & caste who wish to pursue
regular and full time M.Phil/Ph.D.

For the year 2016, BARTI invites applications from candidates for the
award of M.Phil / Ph.D. Fellowships, who wish to pursue regular and
fulltime M.Phil and Ph.D degrees in subjects related to Equity & Social
Justice, from Indian Universities/ Institutions / Colleges approved under
Section 2(f) and 12(B) of the UGC Act and in Non-Universities /
Institutions. List of subjects is annexed with the guidelines under the
title Key Research Subjects for research under Dr. Babasaheb
Ambedkar Samta Research Fellowship (BASRF). (Annexure II)

IMPORTANT:
The applicants applying for Babasaheb Ambedkar Samata Research Fellowship (BASRF)
which is open for all candidates belonging to Maharashtra must abide by the "Key
Research Subjects" (Annexure II) identified by the institute as guiding areas for
building the research proposals. Hence the research topics of the applicants applying for
BASRF should be related to these "Key Research Subjects" of BARTI.
NUMBER OF FELLOWSHIPS:
Year 2016 marks 125th birth anniversary of Dr. Babasaheb Ambedkar, and the department
of Social Justice and Special Assistance, Govt. of Maharashtra has announced this year as
Year of Equity and Social Justice, In commemoration of this BARTI will award 125
fellowships to candidates from all religions and castes, with domicile of Maharashtra.

RESERVATIONS:

50 % of fellowships are reserved for women candidates.


3 % of fellowships are reserved for persons with disability.

IMPORTANT, PLEASE NOTE:


As stated in the revised guidelines of the fellowships, if the candidate is pursuing an
integrated M.Phil. / Ph. D. Programme (2+3 years), then candidate has to apply for the
fellowship through a separate application for M.Phil. as well as Ph.D. Selection for M.Phil.
does not imply selection for Ph.D. fellowship automatically even in case of students
pursuing an integrated programme. In case of any difference in interpretation, the
clarification provided by BARTI will be final and binding.

HOW TO APPLY:
Eligible and interested candidates may send their applications in the prescribed format

>BASRF - 2016). The candidate should enclose attested copies of all necessary
documents along with the duly filled application and Research Proposal including
concept note containing research details, etc. in about 2000 words and send by
Registered Post to the Director General, Dr. Babasaheb Ambedkar Research & Training
Institute, 28, Queen's Garden, Camp, Pune - 411 001.Candidates must superscribe the
name of the fellowship as BASRF on the Envelope enclosing the application and other
requisite documents. Completed applications along with all necessary documents and

Dr. Babasaheb Ambedkar Research & Training Institute (BARTI), Pune is an autonomous
institute of Govt. of Maharashtra, in the Department of Social Justice and Special Assistance.
This institute was established in the year 1978 under the name Dr. Babasaheb Ambedkar
Samata Vichar Peeth and subsequently became autonomous under its present name in the
year 2008.
BARTI is committed for the cause of Equity, Social justice, Brotherhood, Removal of Caste
bias, Developing Scientific Temperament, Ethics, Moral Values and achieving progress in
these areas through scientific research.

DR. BABASAHEB AMBEDKAR SAMATA RESEARCH FELLOWSHIP (BASRF)

The fellowship scheme is formulated and funded by BARTI and named as "DR.
BABASAHEB AMBEDKAR SAMATA RESEARCH FELLOWSHIPS (BASRF)." The
Fellowships are open to candidates from all castes and religion, belonging to Maharashtra
who wish to pursue regular and fulltime M.Phil. and Ph.D. degrees in Humanities & Social
Sciences in India on subjects laid down by BARTI.
14th April 2016 will be the 125th birth anniversary of Dr. Babasaheb Ambedkar, hence the
Social Justice and Special Assistance Department of Government of Maharashtra is
celebrating the current year as " " . In view of this, the number of
fellowships for 2016 would be 125.

OBJECTIVE
The fellowship has been initiated for candidates to provide them opportunity to undertake
advanced studies and research on the subjects identified by BARTI. The objective of this
award is to provide fellowships in the form of financial assistance to the students belonging to

all categories to pursue higher studies leading to M.Phil. and Ph.D. degrees (full-time) in
Indian Universities / Institutions / Colleges approved under Section 2(f) and 12(B) of the
UGC Act and in Non-Universities / Institutions.

TARGET GROUP & ELIGIBILITY


TARGET GROUP:
The candidates, from all castes and religion belonging to Maharashtra State who have
passed the Post-Graduation examination, and desire to pursue full-time research the Key
Research Subjects laid down by BARTI; and are not recipients of the JRF of UGC-NET
/RGNF or any other fellowship.

ELIGIBILITY:

The fellowship is open to candidates from all castes and religion belonging to
Maharashtra State and having PG degree as on the date of the application;
provided they wish to conduct research on the subjects laid down by BARTI. The
selection will be made on the basis of merit of the candidates.

The candidate may not have necessarily registered for M.Phil. / Ph.D. at the time of
application. However, in such cases, the candidate must get herself / himself
registered for M.Phil. / Ph.D. at the first available opportunity but not later than/
within a period of two years from the receipt of fellowship award letter from BARTI.
This period is not extendable.
All candidates will have to undergo a process of Interviews through a Committee constituted
by BARTI for being selected for the fellowship.

NATURE OF ASSISTANCE AVAILABLE UNDER THE SCHEME


Once selected, the nature of assistance under the scheme can be availed in the form of
BASJRF (Dr. Babasaheb Ambedkar Samata Junior Research Fellowship) and BASSRF (Dr.
Babasaheb Ambedkar Samata Senior Research Fellowship).

For M.Phil - The tenure of fellowship for M. Phil. is 2 years and the fellows will receive
fellowship at BASJRF rate up to the period of 2 years or the date of dissertation whichever is
earlier.

For Ph.D - The total tenure of fellowship is 3 years and the fellows will receive fellowship at

BASJRF rate for the initial two years and at the end of two years from the date of registration
for Ph.D. the candidate's research progress will be evaluated, for which interview shall be
conducted by a committee constituted by BARTI. The recommendations of the constituted
Committee shall be considered to decide upon the enhancement of fellowship emoluments to
BASSRF. The fellowship may be withdrawn if the work is not considered satisfactory or the
candidate fails in any of the examinations related to Ph.D. Thus the total period of fellowship
for Ph.D. will be 3 years from the date of registration or the date of viva whichever is earlier.

Thus, the total period of fellowship for M. Phil is 2 years and for Ph. D. is 3 years with no
provision of further extension.

If the candidate is pursuing an integrated M.Phil. / Ph.D. programme (2+3 years), then
candidate has to apply for the fellowship through a separate application for M.Phil. as well as
Ph.D. Selection for M.Phil. does not imply selection for Ph.D. fellowship automatically even
in case of students pursuing an integrated programme.

THE CANDIDATE WOULD BE ELIGIBLE FOR FOLLOWING FINANCIAL


ASSISTANCE

This fellowship scheme includes:

1) Dr. Babasaheb Ambedkar Samata Junior Research Fellowship (BASJRF) for


M.Phil.

2) Dr. Babasaheb Ambedkar Samata Junior Research Fellowship (BASJRF for initial
two years) + Dr. Babasaheb Ambedkar Samata Senior Research Fellowship
(BASSRF for remaining tenure subject to evaluation of research progress for
which interview to be conducted by a committee constituted by BARTI) for Ph. D.

Payment of fellowship:

In case of registered candidates, the fellowship will be given from the date of fellowship
award letter from BARTI OR from date of registration OR from the date of joining the
College/University/ Institute for doing M.Phil./ Ph.D. whichever is later & will be for the
remaining tenure of 2 years in case of M.Phil and for the remaining tenure of 3 years in case
of Ph.D.

In case of not registered candidates, the candidate will have to get registered at the first
available opportunity within two years from the date of fellowship award letter, failing which
the fellowship will be terminated. However, the fellowship will be given from the date of
fellowship award letter from BARTI OR from date of registration OR from the date of
joining the College/University/ Institute for doing M.Phil./ Ph.D. whichever is later.

The Guidelines can be modified when required in future and it will be binding on the
applicant and the selected fellow to accept them.
In case of disagreement of any clause, the decision of Director General BARTI will be final.

Dr. Babasaheb Ambedkar Research and Training Institute is an autonomous Institute of the
Department of Social Justice and Special Assistance, Government of Maharashtra. The institute
was established in the year 1978 under the name Dr. Babasaheb Ambedkar Samata Vichar
Peeth and subsequently became autonomous under its present name in the year 2008.

BARTI identifies research as an integral part of its constituting mission. It also identifies
certain subjects of research as key to its mission of fostering social justice and equity in the
society. The subjects are listed in the appendix. The list however is not exhaustive but
representative of the kind of research that BARTI envisages to encourage. We recommend all
research scholars to go through this list carefully.

The BARTI Research Department identifies and carries out research in areas that require inquiry
and in-depth analysis from the vantage point of Social Justice and Equity and related fields. It
prescribes policy level suggestions and takes up awareness programmes through action research
projects.

BARTI grants various fellowships to research fellows of Scheduled Caste Category of the state
of Maharashtra in sciences and social sciences to encourage original research.

BARTI is keen to support the candidates of any category (SC/ST/ VJNT / OBC /SBC /Open)
with academic excellence and methodologically sound research projects pertaining to social
justice, equity and the related fields. Above all we want to support research that helps in taking
forward Dr. Ambedkars mission of creating a more equal society and a stronger nation. We
want our Fellowship Awardees to be keenly aware of social issues facing our society,
particularly backward communities.

Candidates who are invited to appear for interviews may be asked to answer a short written
examination comprising of MCQs on the day of the interview for the fellowship. The questions

Preparation of Socio-Educational-Economic Indices that can give cogent picture of Scheduled Castes
in general and Marginalized Castes (within Scheduled Castes) in particular. These Indices have to

present a clear picture / status of Scheduled Castes and Marginalized Castes (within Scheduled
Castes) on issues like Health, Education, Employment, Self-Employment, IMR, deprivations, Basic
Amenities like Housing, Water supply, Sanitation, Electricity and other issued related to socio-
educational economic development of SCs. This could be in the form of a traditional "Human
Development Index or Deprivation Index" or "Diversity Index. These Indices should be such that
they can be used at intervals to assess the social, educational and economic status of target groups.
This research will require holistic surveys, high range of data collection and data mining exercises,
intensive interaction with target and marginalized groups, syndication with relevant Research
Organizations / Experts into theory and practice, preparation and development of indices and
ascertaining their reliability and validity.

Science and Technology in the Cause of Social Justice and Equity

How and in what manner certain fields of Sciences / Engineering & Technology / IT based tools could
be used for achieving Equity and Social Justice / Brotherhood / Development of socially and
educationally backward sections. Research project in the fields of Sciences / Engineering &
Technology should be designed in such a way that their findings and recommendations, if
implemented, can bring about a clear, practicable and measurable improvement in terms of Social
