The Manual for streets define the street networks hierarchy with respect to the importance of a
particular streets or roads in terms of place and movement functions. It should be highlighted
here that roads are essentially highways with the main function for accommodating the
movement of traffic while street are typically lined with buildings and public spaces with place
function being as important parameters as the movement function. For this development, high
streets & residential streets shall be defined in line with the requirement of the District Council
Outline Planning schemes.
