FOREWORD

The use of Ionising Radiations is extensive in industry notably in the Quality


Assurance Schemes for non Destructive Testing covering manufacturing and repair
activities. Other uses of Ionising Radiations have been developed for specialist
roles external to the traditional NDT function. The Code of Practice is written on the
understanding that NDT work will be normally undertaken by NDT
CONTRACTORS.

1. SCOPE

This procedure applies to all SZC Construction Sites.

This Code of Practice details the procedures required for the use and control
of radioactive SEALED SOURCES and is supplementary to the following
documents.

The Ionising Radiations Regulations 1985


The Radioactive Substances Act 1993

The Code of Practice also applies to radioactive source equipment known as


RADIATION GENERATORS.

2. DEFINITIONS

Terms printed in bold type are as defined the SZC Safety Rules. Terms
printed in bold block capitals are as defined in this Code of Practice
(Appendix 1) and may also be defined or as used in The Ionising Radiations
Regulations 1985, Part 1 Interpretation and General.

3. PLANT AND APPARATUS IDENTIFICATION

Plant and Apparatus on which NDT or any other specialist Ionising


Radiation process is to be carried out must be readily identifiable or have
fixed to it a means of identification which will remain effective throughout
the course of work or testing.

4. DANGERS

The Danger to personnel from Ionising Radiations is damage to the human


system and its reproductive capacity.

5. GENERAL REQUIREMENTS

a) The NDT CONTRACTOR who undertakes work with ionising radiation


shall make and set down in writing LOCAL RULES for the purpose of
enabling the work with ionising radiation to be carried out in
compliance with the requirements of The Ionising Radiations
Regulations 1985.

b) The appointment of a NDT CONTRACTOR'S RADIATION


PROTECTION ADVISER is required whose duties and responsibilities
are as defined in the Ionising Radiations Regulations 1985 Part 3
Regulation of Work with Ionising Radiations.

c) The appointment of a NDT CONTRACTOR'S RADIATION


PROTECTION SUPERVISOR is required whose duties and
responsibilities are as defined in the Ionising Radiations Regulations
1985 Part 3 Regulation of Work with Ionising Radiations.

d) All work involving the use of radioactive SEALED SOURCES shall be


carried out by a team consisting of a minimum of two NDT

CONTRACTOR'S qualified in accordance with (b) and (c) above. The


NDT CONTRACTOR'S RADIATION PROTECTION SUPERVISOR
shall be responsible for the work.

e) Specified areas shall be allocated for the reception and operational


parking of vehicles carrying radioactive SEALED SOURCES. These
areas shall be sited to ensure maximum security for the vehicle and
its contents.

f) When on Site a radioactive SEALED SOURCE shall be:

i) In a STORE; or
ii) Secured in a vehicle at one of the specified parking areas; or
iii) In use; or
iv) In authorised transit.

g) Where a radioactive SEALED SOURCE is being held in a STORE and


it is proposed either to use the SEALED SOURCE operationally or to
take the SEALED SOURCE off site, it shall be TRANSPORTED to the
operational parking area or the reception area only in a vehicle.

h) The Consortium Shift Team Leader or other nominated person shall


enter in his log the fact that a radioactive SEALED SOURCE has
arrived on site or has left site.

6. ORGANISATION OF WORK INVOLVING THE USE OF RADIOACTIVE


SEALED SOURCES

a) A request for the use of radioactive SEALED SOURCES for NDT may
originate from:

i) The SZC Consortium; or

ii) A sub-contractor authorised by the Consortium to carry out


work on their behalf.

b) Persons permitted to request the use of radioactive SEALED


SOURCES shall be determined by the Consortium Site Manager.

c) Radiographic work shall be planned, supervised and executed to


ensure that the dose of ionising radiation received by any person is as
low as reasonably practicable and does not exceed the relevant dose
limit.

The use of a radioactive SEALED SOURCE is controlled by The


Ionising Radiations Regulations 1985. These regulations require prior
notification of the use and notification of the cessation of use in
accordance with Part 1 Interpretation and General.

d) Before the commencement of the NDT work the person specifying the
use of a radioactive SEALED SOURCE shall:

i) Consult and agree with the Consortium Shift Team Leader or


nominated person a time that NDT work is planned to start.

ii) Ensure that all other persons on the Site are notified of the
arrangements.

e) At the same time as the request for NDT work is made, the
Consortium Shift Team Leader or nominated person shall be informed
and will:

i) Agree a time that NDT work is planned to start.

ii) Arrange an appropriate time for the surrender or cancellation of


existing Safety Documents covering the systems and area on
and in which the NDT work is to be carried out.

f) The NDT CONTRACTOR'S RADIATION PROTECTION ADVISER has


specialised training in aspects of ionising radiations and shall be
available to provide radiological protection advice.

The NDT CONTRACTOR'S RADIATION PROTECTION


SUPERVISOR shall be in charge of the work and shall ensure
compliance with the LOCAL RULES for supervising the radiation
safety arrangements in accordance with Part 3 Regulation 11(i) at The
Ionising Radiations 1985 including arrangements for the storage of
SEALED SOURCES.

7. ACCEPTANCE OF RADIOACTIVE SEALED SOURCE ON SITE

a) Under no circumstances shall Security be permitted to allow a


radioactive SEALED SOURCE to enter the Site unless it has been
previously notified that a radioactive SEALED SOURCE has been
requested by the Consortium Site Manager.

b) Upon arrival, the driver shall be instructed to park his vehicle at a


designated reception point which is specifically allocated for the
purpose and to stay with the vehicle until he has been identified by
the NDT CONTRACTOR'S RADIATION PROTECTION ADVISER.

c) The Consortium Shift Team Leader or nominated person shall be


informed of the arrival of the NDT CONTRACTOR and confirm that:
i) The vehicle is parked at the designated reception point

ii) Security has recorded on an appropriate log sheet the following


information: date, time, vehicle registration number

and name of NDT Company and strength of the SEALED


SOURCE
iii) The log sheet entry has been signed by the NDT
CONTRACTOR and the appropriate Security person.

d) The Consortium Shift Team Leader or nominated person shall carry


out the following inspections:

i) When the NDT CONTRACTOR'S RADIATION PROTECTION


ADVISER and RADIATION PROTECTION SUPERVISOR are
present the Consortium Shift Team Leader or nominated person
shall carry out the following inspections for both persons

ii) His identity

iii) That he is CLASSIFIED WORKER as designated in accordance


with Regulation 9(i)

iv) His NDT company authority to undertake radiographic


inspection to meet the requirements of the statutory
regulations

v) The strength of SEALED SOURCE

vi) Check that the radiation level from the CONTAINER agrees
with the radiation level for the SEALED SOURCE as indicated
in the notice given.

vii) Check and identify the CONTAINER type serial number is as


indicated in the notice.

viii) Check the availability of the isolating and warning equipment,


i.e. orange tape or rope, warning notices, flashing lights and
radiation DOSE RATE METER.

e) Where the NDT CONTRACTOR driver is not the NDT


CONTRACTOR'S RADIATION PROTECTION ADVISER but is an
authorised driver for the NDT CONTRACTOR the driver must
produce his proof of identify and a Consignment Certificate. In this
case the vehicle shall be held at the designated reception point until
the NDT CONTRACTOR'S RADIATION PROTECTION ADVISER
assumes responsibility.

8. PREPARATION FOR NDT WORK

a) When all the Safety Documents for work in the NDT area have been
surrendered or cancelled the Consortium Shift Team Leader or
nominated person shall instruct the NDT CONTRACTOR'S
RADIATION PROTECTION ADVISER the location where the NDT is
to be undertaken.

b) The Consortium Shift Team Leader or nominated person shall discuss


with the NDT CONTRACTORS RADIATION PROTECTION ADVISER
and the NDT CONTRACTOR'S RADIATION PROTECTION
SUPERVISOR the action to be taken in the case of an emergency in
accordance with the NDT CONTRACTOR'S LOCAL RULES. Both
parties must be in agreement before the NDT proceeds.

c) When the Consortium Shift Team Leader or nominated person is


satisfied that the NDT CONTRACTOR'S RADIATION PROTECTION

SUPERVISOR understands the instructions as laid out in 8(a) and


8(b) he shall as a Safety Controller issue a Single Working Party

Safety Document. No other Safety Document shall be issued on


Systems and areas on and in which NDT work is to be carried out.

9. SETTING UP OF CONTROLLED AREA

a) The Consortium Shift Team Leader or nominated person shall then


give permission for the erection of the provisional boundary for the
anticipated CONTROLLED AREA safety barrier, notices and
equipment and for the radioactive SEALED SOURCE to be
transferred by the NDT CONTRACTOR'S RADIATION PROTECTION
ADVISER, accompanied by the NDT CONTRACTORS RADIATION
PROTECTION SUPERVISOR, from the operational parking space or
store to the NDT work area.

b) The NDT CONTRACTOR RADIATION PROTECTION ADVISER shall


in the presence of the Consortium Shift Team Leader or nominated
person, erect barriers, notices and equipment and carry out a test
exposure to establish the correct positioning of the CONTROLLED
AREA barrier. Whilst the test exposure is in progress all other
personnel shall be excluded from the NDT work area.

c) When the barrier's notices and equipment are correctly positioned, a


CONTROLLED AREA shall be deemed to exit. The NDT
CONTRACTOR'S RADIATION PROTECTION ADVISER shall issue a
SANCTION FOR THE USE OF IONISING RADIATIONS to the NDT
CONTRACTOR'S RADIATION PROTECTION SUPERVISOR.

d) When the radioactive SEALED SOURCE is exposed the NDT


CONTRACTOR'S RADIATION PROTECTION SUPERVISOR shall
ensure the safe system of work within the CONTROLLED AREA to
meet the requirements of the LOCAL RULES.

10. COMPLETION OF NDT WORK

a) On completion of the NDT work the NDT CONTRACTOR'S


RADIATION PROTECTION SUPERVISOR shall secure the
radioactive SEALED SOURCE in its CONTAINER, locked in the
unexposed position, shall clear the work area and immediately inform
the Consortium Shift Team Leader or nominated person of the
completion of NDT work.

b) The NDT CONTRACTOR'S RADIATION PROTECTION SUPERVISOR


shall clear and the NDT CONTRACTOR'S RADIATION PROTECTION
ADVISER shall cancel the SANCTION FOR THE USE OF IONISING
RADIATIONS. The NDT CONTRACTORS RADIATION PROTECTION
SUPERVISOR shall clear his Safety Document and return it to the
nominated Safety Controller for cancellation.

c) The NDT CONTRACTORS shall remove the radioactive SEALED


SOURCE from the NDT test area to his vehicle. On leaving site he
should report and sign to the effect that the SEALED SOURCE is
leaving Site. Should the SEALED SOURCE be placed in STORE the
Consortium Shift Team Leader or nominated person shall indicate this
detail on an appropriate log sheet.

11. STORAGE OF RADIOACTIVE SEALED SOURCES ON SITE

Any storage facilities, shall meet the following conditions.

i) The STORE shall be constructed, maintained and sited to the


requirements of the Consortium Site Manager

ii) There shall be a formal system of key control. A key Register shall be
maintained to indicate the placing and removal of the SEALED
SOURCE in and from the STORE.

12. PROCEDURES IN THE EVENT OF ACCIDENTS AND INCIDENTS

a) Emergency conditions (such as fire, explosion or other hazard) may


arise and pose a risk to any source of radiation. Emergency conditions
can arise from three causes:

i) Malfunction of Plant or Apparatus within or near the


CONTROLLED AREA at the time of the NDT testing.

ii) Malfunction of the radioactive SEALED SOURCE and/or its


CONTAINER

iii) Malfunction of Plant or Apparatus within or near the


CONTROLLED AREA affecting the operation or control of the
radioactive SEALED SOURCE and/or its CONTAINER

The NDT CONTRACTORS shall prepare a contingency plan


designed to secure so far as is reasonably practicable the

restriction of exposure to ionising radiation and the health and


safety of persons who may be affected by the accident,
occurrence or incident to which the plan relates.

b) The NDT CONTRACTORS RADIATION PROTECTION ADVISER


shall immediately take action to minimise the consequences of an
accident or incident and then inform the Consortium Shift Team
Leader or nominated person and Consortium Site Manager of the
facts of the accident or incident.

APPENDIX 1

DEFINITIONS

ACCESS

The means provided to allow ENTRY across the boundary of a CONTROLLED


AREA or a SUPERVISED AREA

APPROVED

Approved for the time being by the Health and Safety Executive or the Health and
Safety Commission as the case may be.

APPROVED DOSIMETER

A suitable dosimeter supplied by an APPROVED DOSIMETRY SERVICE.

AREA

Being either a CONTROLLED or SUPERVISED AREA as defined in Part 3 of the


Ionising Radiations Regulations 1985. Regulation of Work with Ionising Radiation,
and in which monitoring of levels of radiation and contamination is required in
accordance with Part 6 of the Ionising Radiations Regulations 1985. Monitoring of
Ionising Radiations.

CLASSIFIED PERSON

An employee aged 18 or over who has been designated as classified in accordance


with regulatory requirements and who has been certified fit within the previous 12
months to be so designated by an APPOINTED DOCTOR, or EMPLOYMENT

MEDICAL ADVISER, by means of a valid entry in the employee's HEALTH


RECORD.

CONTAMINATION MONITOR

An instrument for measuring the Contamination by an radioactive substance of


surfaces, objects or materials.

DOSE RATE METER

An instrument for measuring directly on a visual scale the dose rate due to ionising
radiations.

ENTRY

Passage by person(s) through the ACCESS and into a CONTROLLED AREA

EXPOSURE CONTAINER

A shield in the form of a container designed to allow the controlled use of radiation
and employing one or more radiography sealed sources.

LOCAL RULES

A procedure by the NDT CONTRACTOR for the purpose of enabling the work with
ionising radiations to be carried out in compliance and accordance with Part 3
Regulation 11(i) of The Ionising Radiations Regulations 1985.

MOVED

Carriage within the Site to which the public do not have general access.

NDT CONTRACTOR

A specialist Contractor undertaking NDT services to SZC or their sub contractors in


compliance with The Ionising Radiation Regulations 1985.

NDT CONTRACTOR'S RADIATION PROTECTION ADVISER

A person who by virtue of his qualifications, knowledge and experience is able to


provide radiological protection advice, including any advice required as a result of
any incidents or emergencies, as specified in his appointment in writing by the
NDT CONTRACTOR. Defines the limits in a SANCTION FOR THE USE OF
IONISING RADIATIONS within which work or testing using Ionising Radiations
may be carried out.

RADIATION PROTECTION SUPERVISOR

An NDT CONTRACTOR'S employee appointed in writing by their company who,


because of his special knowledge, training and experience, is competent to
supervise work specified in his appointment, so as to ensure radiological safety.

Such persons will fulfil the responsibility for radiological protection imposed by a
SANCTIONS FOR THE USE OF IONISING RADIATIONS, having been appointed
in writing by the NDT CONTRACTOR to, accept and clear, SANCTIONS FOR THE
USE OF IONISING RADIATIONS.

SANCTION FOR THE USE OF IONISING RADIATIONS

A document, of a format indicated in the LOCAL RULES which the NDT


CONTRACTOR'S RADIATION PROTECTION ADVISOR defines the limits within
which work or testing using ionising radiations may be carried out.

Safety Documents

Documents defined in the SZC Safety Rules being one of the following:

a) Access Certificate
b) Permit
c) Permit (Test)
d) Permit (ROS)
e) Permit (Live)

Safety Controller

A person appointed in accordance with the SZC Rules and who is authorised to
prepare, issue and cancel Safety Documents.

STORE

A site constructed, maintained and sited to the requirements of the SZC Site
Manager where through a formal system of key control a SEALED SOURCE may
be held in safe custody.

TRANSPORTED

Carriage through areas to which the public have access but excluding carriage by
pipeline. Material shall be deemed to be TRANSPORTED as soon as it is loaded
into a conveyance which will take the material into areas to which the public have
access.
