1. SCOPE

This Code of Practice applies the principles established by the Company


Safety Rules to achieve Safety from the System for personnel working on
pulverised fuel mills and pipework under various conditions of the Plant.

2. DEFINITIONS

Terms printed in bold type are as defined in Company Safety Rules.

3. PLANT AND APPARATUS IDENTIFICATION

Plant and Apparatus on which work or testing is to be carried out must be


readily identifiable or have fixed to it a means of identification which will
remain effective throughout the course of work or testing.

4. DANGERS

The main Dangers to personnel working in or on pulverised fuel Plant are:

a) Asphyxiation
b) Poisoning by carbon monoxide.
c) Burns due to hot pulverised fuel, hot gasses or explosion.
d) Being struck by raw coal falling into mill.
e) Release of stored energy in springs or jacking systems.

5. ACCESS INTO PULVERISED FUEL MILLS

Mill internal access should be considered as entry into a confined space.


(procedure no. TgBin-TTB-HS-78040 applies).

Whenever possible all coal should be run off and the mill Purged.

All electrical supplies to the mill group must be Isolated and the Plant
Isolated from the furnace, air, gas, fuel supplies and fixed fire extinguisher
systems by dampers or blanks.

Before opening the mill system it should be cooled and a check made
(where reasonably practical) for the presence of fire.

Where practicable, all access doors should be opened in order to provide


adequate ventilation and where necessary forced ventilation should be
provided, particularly with tube mills. Under no circumstances whatsoever
must oxygen be released into the atmosphere to sweeten it. The Safety

Controller must determine whether a Selected Persons report on the


condition of the atmosphere in the mill is required.

If the mill cannot be emptied of coal, then a check for hot spots or
concentrations of carbon monoxide (CO) in the mixture should be made with
the minimum of disturbance of the fuel.

If no significant heat is detected the mixture should be removed if necessary


with the minimum of disturbance.

6. WORKING UNDER OPEN FURNACE CONDITIONS WITH THE BOILER


ON LOAD

The following conditions must apply:

a) The associated mill group must be Isolated.

b) The boiler operator and the person controlling the unit load must be
informed.

c) Notices must be affixed to the control panel to the effect that such
work is in progress.

d) Work area must be barriered off.

e) Stable furnace must be obtained and maintained.

f) Ashing and soot-blowing must be suspended.

g) All persons involved in the work must wear protective clothing.

h) Safety Document must be issued.

i) Radio contact between Acceptor and boiler operator must be


established before work commences.
