Minister of State (I/C) for Petroleum and Natural


Gas, Shri Dharmendra Pradhan launches BS-IV
grade fuels nationwide
The BS-IV grade transportation fuels were formally launched across
the country fromBhubaneswar today

Indias Path to Green Fuels

Indias fuel quality standards have been gradually tightened since the
mid-1990s. The fuel up-gradation programme took off with notification
of vehicular emission norms for new vehicles in 1991

The emission norms were revised in 1996. Low-lead gasoline was


introduced in 1994 in the four metros, Delhi, Mumbai, Kolkata and
Chennai

On Feb 1, 2000, unleaded gasoline was mandated nationwide

BS 2000 (Euro I equivalent, Bharat Stage I) vehicle emission norms


were introduced for new vehicles from April 2000

Bharat Stage II (Euro II equivalent) emission norms for new cars were
introduced in Delhi from the year 2000 and extended to the other
three metro cities in the year 2001

The emission norms for CNG and LPG vehicles were notified in the year
2000 and 2001, respectively. BS-III was implemented in phases
during 2005-2010

The current BS-IV fuel with 50 ppm (parts per million) sulphur was
introduced in the year 2010 and it was to cover the entire country by
1-4-2017

In 2016, the Govt. of India decided to meet international best


practices by leapfrogging directly from BS-IV to BS-VI norms by
skipping BS-V altogether by 1st April, 2020

As the technology for BS V is not very different, it was rightly decided


to go straight to BS VI grade fuels from BS IV.

As part of its focus on clean energy, the Ministry of Petroleum &


Natural Gas is actively promoting city gas distribution networks and

connecting major cities with green highways, which will have


vehicles running on CNG and LNG with adequate re-fuelling stations

Lakhs of households are getting the benefits of piped natural gas


(PNG) supplies

5 lakh vehicles in the country are benefiting from availability of CNG

So far, 80 cities / districts of 19 States/UTs have been covered for


development of PNG/CNG network

It is a comprehensive scheme for power loom sector development,
simultaneously at over 45 locations in the country

It was launched in Bhiwandi, Thane district, Maharashtra

India Rankings 2017


The India Rankings 2017for the Educational Institutions were released

This is the second such edition of India Rankings. A total of 2995


institutions have participated in the process

It has ranked institutions in the disciplines/categories mentioned


above, and have also provided a common overall rank across all
disciplines for those institutes which either have more than 1000
enrolled students, or which are centrally funded

The ranks are as follows

Overall IISC Bangalore

Engineering IIT Madras

Management IIM Ahmedabad

University IISC Bangalore

College Miranda House, New Delhi

Pharmacy Jamia Hamdard New Delhi

About National Institutional Ranking Framework (NIRF)

NIRF was launched for educational institutions was launched to meet a


felt need for a framework that would enable parents, students,
teachers, educational institutions and other stakeholders to rank
institutions on the basis of a set of objective parameters and a
transparent process

Developed by a team of experts in education and heads of institutions,


the portal and the framework is presently available for engineering and
management institutions

Soon, methodologies, parameters and process for ranking universities


along with architecture and planning institutions would also be
available online

The parameters are under the five broad heads

Teaching learning and resources (30%)

Water Management Index


Has been developed by NITI Aayog

It is a tool to assess and further improve the performance in efficient


management of water resources

The index would provide useful information for the States and also for
the concerned Central Ministries/Departments enabling them to
formulate and implement suitable strategies for better management of
water resources

The Index has 28 key Performance Indicators (KPIs) covering irrigation


status, drinking water and other water-related sectors

It is targeted to prepare the index for States/Union Territories from


the current financial year (2017-18)

Cabinet approves closure of Mahatma Gandhi


Pravasi Suraksha Yojana (MGPSY)
The closure has been approved by the cabinet

The reasons for the closure are that the subscriptions have been very
low and in the last one year no new subscriptions have been done

About MGPSY

Was set up in 2012

It is a Pension and Life Insurance fund scheme

It is for the Overseas Indian workers having Emigration Check


Required (ECR) passports

The objectives of MGPSY are

Save for their Return and Resettlement (R&R)

Save for their old age

Obtain a Life Insurance cover against natural death during the period
of coverage.

ECR Passports

As per the Emigration Act, 1983, Emigration Check Required (ECR)


categories of Indian passport holders, require to obtain Emigration
Clearance from the office of Protector of Emigrants (POE), Ministry of
Overseas Indian Affairs for going to 18 countries for employment
purposes

The 18 countries are United Arab Emirates (UAE), The Kingdom of


Saudi Arabia (KSA), Qatar, Oman, Kuwait, Bahrain, Malaysia, Libya,
Jordan, Yemen, Sudan, Afghanistan, Indonesia, Syria, Lebanon,
Thailand, Iraq

India improves its ranking in Travel and Tourism


Competitive Index (TTCI)
India moves 12 Places up from 52nd to 40th Position

For 2015, the ranking had improved from 65th to 52nd

It is published by World Economic Forum

About Travel and Tourism Competitiveness Report

o Was first published in 2007

o Since then has been published annually

o For 2017 report a total of 136 countries have been taken into
consideration

o Travel and Tourism Competitiveness Index measures the set of


factors and policies that enable the sustainable development of
the travel and tourism sector, which in turn, contributes to the
development and competitiveness of a country

The web portal and app will be launched

It aims to enable donors to contribute towards the family of a brave


hearts who have sacrificed their life in line on duty

This website is technically supported by National Informatics Centre


(NIC) and powered by State Bank of India

To ensure maximum coverage, a cap of 15 lakh rupees is imposed and


the donors would be alerted if the amount exceeds, so that they can
choose to divert part of the donation to another brave heart account or
to the Bharat Ke Veer corpus

Bharat Ke Veer corpus would be managed by a committee made up


of eminent persons of repute and senior Government officials, who
would decide to disburse the fund equitably to the brave hearts family
on need basis

Standing Committee meeting on Inter-State Council


tomorrow
It will be the 11th meeting

The meeting will discuss the recommendations of the Punchhi


Commission on Centre-State Relations. It was set up in 2005 and has
submitted 7 volumes of report

The meeting of this standing committee is being convened after 12


years of gap

It will take up first three volumes of the Punchhi commission and


discussion areas will include

o Role of Governors

o Centrally sponsored schemes and financial transfers from the


Centre to the States

o Creation of a unified agricultural market for the nation

o Measures to involve the States more closely in planning and


delivery of services

o Steps to be adopted to make Inter State Council more vibrant


and

o Measures directed towards better fiscal management by the


Centre and the States

CBDT issues PAN and TAN within 1 day to improve


Ease of Doing Business
CBDT has tied up with Ministry of Corporate Affairs (MCA) to issue
Permanent Account Number (PAN) and Tax Deduction Account Number
(TAN) in 1 day

CBDTs initiative in starting of a business is expected to significantly


improve the ranking of India in the Ease of Doing Business Study
conducted by World Bank as it will reduce the number of processes of
registration before various authorities under law, reducing the time
taken for allotment of the registration number (CIN, PAN, TAN) and
making the entire registration process for new companies much
simpler

CBDT has also introduced the Electronic PAN Card (E-PAN) which is
sent by email, in addition to issue of the physical PAN Card, to all
applicants. Applicant would be benefited by having a digitally signed E-
PAN card which they can submit as proof of identity to other agency
electronically directly or by storing in the Digital Locker

Nakshe Portal launched


It was launched on the occasion of 250th anniversary of Survey of
India(SoI)

Topographic maps or Open Series Maps (OSM) containing natural and


man-made geographical features including terrain or topography are
prepared by the SoI since its inception in 1767 and is in conformity
with the National Map Policy-2005

These OSM maps have been made available for free download
from naksheweb portal in pdf format on 1:50,000 scale through
Aaadhar enabled user authentication process, in line with Digital India
programme of the Government of India

About Survey of India

The Survey of India (the principal mapping agency of the country) is


celebrating its 250th anniversary this year

Its origin can be traced back to Year 1767

It is the oldest scientific department in India and one of the oldest


survey establishments in the world

Foundation for the scientific survey and mapping of the country was
laid with The Great Trigonometric Survey (GTS) in 19th century on this
day i.e. 10th April, 1802, by noted surveyors Col. Lambton and Sir
George Everest.

SoI has surveyed and mapped each and every part of the country and
these maps have played an invaluable role in the saga of Indias nation
building and were pivotal in the foundation of almost all major
developmental activities of modern India

Committee Constituted to Prepare Draft Ganga Act

The committee was chaired by Justice Shri Girdhar Malviya (Retd)

The committee was appointed in July 2016

The committee

The committee has recognized demand in agriculture sector, industrial


sector as enormous challenges being faced to maintain the
wholesomeness (Nirmalta and Aviralta) of Ganga

It has also stated that on the other hand there is pressure on account
of sustaining the religious faith, historical and social belief associated
with the river

The draft Act addresses the critical issues pertaining to National River
Gaga on its Cleanliness (Nirmalta) and uninterrupted e-flow (Aviralta)
and provides corresponding recommendations

The committee has adopted certain stricter provision to increase


accountability and responsibility for use of resources made available by
National River Ganga

The option and provision made in suggestive bills available with


National Mission for Clean Ganga (NMCG) were also considered and
discussed by the committee

Government constitutes an Inter- Disciplinary


Committee chaired by Special Secretary (Economic
Affairs) to examine the existing framework with
regard to Virtual Currencies
The crypto/virtual/digital currency circulation has been of some
concern to the government

The committee will

o Take stock of the present status of Virtual Currencies both in


India and globally

o Examine the existing global regulatory and legal structures


governing Virtual Currencies

o Suggest measures for dealing with such Virtual Currencies


including issues relating to consumer protection, money
laundering, etc

o Examine any other matter related to Virtual Currencies which


may be relevant

The inter-disciplinary committee will submit the report in three months

DAC&FW in consultation with NITI Aayog, identifies


a set of 9 marketing reforms to be made in
Agriculture Produce Marketing
Committee (APMC) Acts

Department of Agricultural Co-operation and Farmers Welfare


(DAC&FW) in consultation with NITI Aayog has given various
recommendations in the APMC Act

The set of reforms/recommendations include

Amending APMC Act of the states to enable integration to e-NAM

o Provision for e-trading

o Unified trading license

o Single point levy of market fee

Setting up markets in the private sector

Direct marketing

All the above recommendations are aimed at reducing the


intermediaries between producer and buyer so as to ensure
remunerative prices to the farmer.

The States have been advised to relax the felling and transit rules for
trees being grown by farmers on their own lands so as to encourage
agroforestry which has a huge potential for supplementing the income
from agriculture

The Department is also in the process of drafting a model Contract


Farming Act and the States were requested to send their views on the
matter

e-NAM which has barely completed a year of implementation is already


proving to be very beneficial as evidenced by increasing number of
States coming on board, traders and farmers registration and volume
and value of trade being done online. So far 417 markets from 13
States have joined the online-portal, which targets integration of 585
markets by March 2018

Business Reform Action Plan 2017 (BRAP 2017)


The Department of Industrial Policy and Promotion (DIPP) in
partnership with the World Bank Group, has released the Business
Reform Action Plan (BRAP) 2017 for implementation by States/UTs

The BRAP includes 405 recommendations for reforms on regulatory


processes, policies, practices and procedures spread across 12 reform
areas, that is, labour regulation enablers; contract enforcement;
registering property; inspection reform enablers; single window
system; land availability and allotment; construction permit enablers;
environmental registration enablers; obtaining utility permits; paying
taxes; access to information and transparency enablers and sector
specific reforms spanning the lifecycle of a typical business

This year there are 103 new set of reforms (out of 405) focusing on
central inspection system, online land allotment system,online single
window system for granting construction permits etc

DIPP will carry out a comprehensive B2G (Business to Government)


feedback exercise

Boost to Digital Payments Cash Back, Referral


Bonus and Bhim Aadhaar Platform
BHIM-Aadhaar

Its the merchant interface of the BHIM App which will pave the way
for making digital payments by using the Aadhaar platform

It will enable every Indian citizen to pay digitally using their biometric
data like their thumb imprint on a merchants biometric enabled device
which could be smartphone having a biometric reader

Any citizen without access to smartphones, internet, debit or credit


cards will be able to transact digitally through the BHIM Aadhaar
platform

27 major banks are now on board with 3 lakh merchants so that they
can start accepting payments using BHIM Aadhaar

Two new incentive schemes for the BHIM Cashback and Referral
bonus

Will have an outlay of 495 crore for a period of six months

This is to ensure that the culture of digital payments permeates down


to the grassroots

Under the Referral bonus scheme both the existing user who refers
BHIM and the new user who adopts BHIM would get a cash bonus
credited directly to their account

Under the Cashback scheme the merchants will get a cashback on


every transaction using BHIM

Both schemes are to be administered by MEITY and implemented by


NPCI

Digital Payments boost

BHIM App has already created a new world record by registering 1.9
crore downloads in just four months since its launch in December,
2016

More importantly, India has also seen an unprecedented increase in


number of transactions made using several user-friendly digital
payment methods. Until November 2016, the volume of all digital
transactions was 2,80,000 which amounted to 101 crore in value
terms. In just four months, by March this year, volume of payments
using various digital payment modes saw an increase of about 23
times amounting with 63,80,000 digital transactions for a value
of 2425 crore

Aadhaar Enabled Payments have increased from 2.5 crore in


November 2016 to over 5 crore in March 2017

Immediate Payment Service (IMPS) transactions have also increased


from 3.6 crore to 6.7 crore during the same period

With a view to achieving the target of 2500 crore digital transactions during
the current financial year, 75 townships spread all over India will be
identified as less-cash townships (is one where the deployment of payment
acceptance infrastructure is complete, all the families in the township are
covered under training programs)

Gender Parity Index specific to India


It is for the formal sector

The main aim of developing Gender Parity Index commissioned jointly


by FLO (FICCI Ladies Organisation) and FICCI is to evaluate gender
diversity and empowerment of women in the formal sector and the
progress made over the years

The Index will serve as framework for measuring gender parity and
produce an overall score of an organisation and reflect it on the index
