Proforma for submission of proposal under the scheme

SC/ST STUDENT HOSTEL GRANT

The scheme aims to support Government / Government-aided engineering colleges for construction of
girls / boys hostels for providing residential accommodation for students / researchers belonging to
SC/ST category.

These hostels will also have add-on facility of Community Skill Development Centre for empowering SC /
ST students with skill knowledge. AICTE has taken new initiative for skills development through NVEQF &
Community Colleges. These centres will serve as facility for imparting Skill knowledge fostering
underprivileged classes. It is expected that providing such a facility to the SC/ST students undergoing
professional education will enhance the enrolment of the SC/ST students as well as improving the
quality of education.

AICTE intends to grant assistance for construction of 55 such hostels across the country with minimum
one hostel in each state during financial year 2012-13. Grant of Rs. 2 crores will be provided to eligible
institution as Grant-in-aid for constructing the hostel with a capacity of 120 students as per suggestive
model plan for Boys & Girls hostel attached as Annexure I & II. Government / Government-aided
Engineering colleges which have been in existence for the last 5 years and in which more than 150 SC/ST
students in all have been studying during last 3 years shall be eligible to receive financial assistance
under the scheme.

Undertaking by the head of the Institute

1. The land on which the proposed building is to be constructed is under the undisputed ownership and
possession of the college.

2. The expenditure over and above the AICTE grant if any will be:

o Borne by the college from its own resources

o Provided by the State Government

3. The structure on which the construction is proposed to be undertaken is structurally sound to bear the load of
the proposed construction (if applicable, The soil test report etc. be attached with requisite certificate).

4. The enrolment figures given above are as per office record and depict actual physical strength of students in
that particular year.

List of Information / Documents Required For Submitting Various Building Projects and the Campus
Development

1 Abstract of the estimates

2 PWD rate certificate

3 Two copies of the plan and detailed estimates duly signed by the Engineer/Architect and countersigned
by the Principal

4 Conformity with the norms as suggested by the AICTE and the rates are as per CSR of the region

5 A certificate from the college indicating the covered area in sq. meters, cost per sq. meter, basis of the
estimates on the rates/schedule of rate, period for the completion of the project and likely date of
starting the construction

6 Land ownership and possession certificate from the concerned Tehsildar/SDM duly counter sign by the
Principal

7 Mode of construction viz. Contract/ Departmentally (at most competitive rates) or Deposit work by the
PWD

8 A certificate from the competent authority (concerned Secretary, State Government for Technical
Education) that expenditure over and above AICTE grant, if any, will be met by the State Govt./ or the
college and the construction will not be delayed for want of funds.

9 A certificate from a competent structural engineer to certify the structural soundness of structure to
bear the load of the proposed building and soil test report etc.
