Subject:- MASTER PLAN FOR CONSTRUCTION OF ROADS IN

CHOLISTAN AREA DURING NEXT 05 YEARS W.E.F. 01.04.2009

In short duration, CDA has compiled basic data and also prepared outlines
for master plan on roads. It can be further improved as under:-
1. Vision
Vision is there but it can further be broadened and improved. CDA may
take into account ecological and environmental impact of proposed
programme.
2. Tourism
Tourism impact needs to be reviewed.
3. Impact on Livestock
How construction will effect livestock, industry (All positive and negative
repercussions needs to be analyzed).
4. Traffic Count
Can CDA justify the investment on needs without analyzing traffic data?
Traffic survey of existing road network may provide us base to develop
precise vision. So existing traffic on constructed roads and expected roads
to be constructed may be included in study.
5. Stakeholders views
How local inhabitants of Cholistan feel about this programme and
subsequent changes in their life.
6. Tentative Physical and Financial Phasing
Tentative Physical and Financial Phasing also to be worked out. (May be
five years plan)
7. Maintenance of roads
Maintenance of roads is also important. How proposed paraphernalia and
its maintenance will cost to government is it manageable what changes in
set up needed.
Recommendations
i. Taking into account above observations CDA may be advised to improve
this document to make it presentable to CM.
ii. It can utilize staff of Mini Highway Division of BRDP and produce this
document within two weeks.
iii. After receipt of the same, summary may be initiated to CM for approval of
that programme.

Subject:- PC-II FOR PREPARATION OF MASTER PLAN FOR
CHOLISTAN AREA

Placed below is PC-II of the Master Plan submitted by Dr.


Abdul Aleem Chaudhry, Consultant. It is pointed out that no concerted
effort has so far evaluated to determine the impact of development
projects / programmes in the welfare of Cholistani. It is suggested
investment in 8 sectors as mentioned below:-
1. Agricultural Development.
2. Range and Livestock Management.
3. Wildlife Management.
4. Ecotourism.
5. Social Services and Infrastructure Improvements.
6. Physical Infrastructure upgrading.
7. Strengthening of the CDA.
8. Environmental Review and Monitoring Programme.

Cost of the proposal is Rs.4.500 million Studies are to be


outsourced to experts and 13 man-month in following fields are include
in the proposal:-
1. Consultant on Natural Resource Management (Agriculture,
Livestock Development, Range Management, Wildlife
Management, Ecotourism and Forestry) / Team leader.
(Three Months) @ Rs.300,000 = 900,000
2. Water Resources Specialist. (Two Months) @ Rs.200,000 =
400,000
3. Community Organizations and Training, Human Resource
Development / Capacity Building Development Specialist.
(Two Months) @ Rs.200,000 = 400,000
4. Physical Infrastructure Development Expert. (One Month) @
Rs.200,000
5. No. of Studies to be conducted. 5 @ Rs.100,000 = 500,000

Comments

1. Cost proposed for item No.6 and 7 seems to be


superfluous as CDA can provide these facilities from its
present set up
2. Thus Managing Director, CDA may be requested to
furnish his comments.
3. In Annexure-I and II, profile of ADP has been
incorporated by the expert which seems to be superfluous
work. In fact he was supposed to comment on the outcome
of these activities, which have not been made available in
the document.
4. TOR,s of the each consultant have also been made
available which may be further improved and we can send
these TORs and this document to Chief (Consultancy) and
Sr. Chief (ECA) for comments.
5. As the ownership of this project is which CDA, so this
document needs to be authenticated/signed/sponsored by
CDA.

Secretary, P&D may consider to approve comment noting


para No.4-5 for further necessary action.

Managing Director, CDA has forwarded a PC-II for


Preparation of Master Plan for Cholistan Area. PC-II has following
features:-
1 Break duration of study 3 months

2 Cost Rs. 4.560 million
.
3 Man months of study 8
.
4 Specialization of experts Natural resource management,
water resources, capacity
.
building and physical
infrastructure.

The scheme is reflected in ADP 2009-10 at Gen. Sr. No.


2297 with a provision of Rs. 2.00 million.
