SUBJECT: Consideration of a resolution approving participation of the City of Carmel-by-the-Sea


in the Institute for Local Governments Beacon Program

RECOMMENDATION

Adopt a resolution approving the participation of the City of Carmel-by-the-Sea in the Institute for Local
Governments Recognition Program, the Beacon Program.

BACKGROUND / SUMMARY

The Institute for Local Government (ILG) promotes good government at the local level by providing resources
to support healthy and sustainable communities. The ILG Beacon Program is an ongoing achievement
recognition program that awards participating agencies for accomplishments as theyre working to achieve long
term greenhouse gas reductions, energy savings and sustainability goals. Participating in the Beacon program
provides local agencies and their leaders with positive recognition for voluntary efforts to save energy,
conserve resources, promote sustainability and reduce greenhouse gas emissions. Participating in this free
and voluntary program will help the City recognize the great work done by its staff and community.

The City of Carmel-by-the-Sea has been partnering with the AMBAG Energy Watch Program to benchmark the
Citys energy usage throughout its buildings and facilities, and to identify and implement energy efficiency
retrofit projects. In 2008 and 2012, the City completed several energy efficiency retrofit projects, including
fluorescent lighting upgrades at City Hall, the Fire Department, City libraries, Sunset Center, the Police
Department and Public Works, and replacement of the Heating, Ventilation, and Air Conditioning unit at the
Police Department. These upgrades reduced the Citys energy use by over 230,000 kilowatt hours, a 40%
reduction of the Citys total electricity consumption.

Due to the significant energy use reduction achieved by the Citys retrofit projects, the City is eligible to receive
a Platinum Spotlight Award for energy savings in agency facilities and operations upon participation into the
program. As the City continues its efforts to increase energy efficiency and reduce greenhouse gas emissions
in its operations and in the community, the Beacon Program will continue to be a helpful partner in spreading
the word about these efforts.

FISCAL IMPACT

There is no fee for participation in the ILG Beacon Program.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA


APPROVING PARTICIPATION IN THE INSTITUTE FOR LOCAL GOVERNMENTS RECOGNITION
PROGRAM, THE BEACON PROGRAM.

WHEREAS, the City of Carmel-by-the-Sea is known internationally for its unique character and
environmental quality; and

WHEREAS, the City of Carmel-by-the-Sea is intent on protecting and enhancing its unique
environment, and recognizes that reducing energy use and greenhouse gas emissions is an integral part of
this goal; and

WHEREAS, the City of Carmel-by-the-Sea has implemented several policies, programs and activities to
conserve and enhance its urban forest and natural resources, and to promote sustainability in the Citys
operations and the community; and

WHEREAS, the City of Carmel-by-the-Sea wishes to strengthen these programs and activities, share
its experiences with other communities, and recognize the work of its staff and community members to make
positive changes; and

WHEREAS, the Beacon Program is a voluntary program of the Institute for Local Government, the non-
profit research and education affiliate of the California State Association of Counties and the League of
California Cities, that recognizes and celebrates achievements of cities and counties that reduce greenhouse
gas emissions; and

WHEREAS, participating in the Beacon Program is an opportunity for the City of Carmel-by-the-Sea to
be recognized for its efforts to promote sustainability, reduce greenhouse gas emissions and save energy;

NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-
SEA DOES HEREBY:

Approve the participation of the City of Carmel-by-the-Sea in the Institute for Local Governments Beacon
Program.

PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA this
6th day of June, by the following roll call vote:
