PMU Housing Project (Master-Plan and Buildings Design)

1 Introduction

Prince Mohammad Bin Fahd University (PMU) is a new private university


under establishment in Al-Khobar area, Eastern Province of Saudi Arabia,
providing Bachelors Degrees in Business Administration, Information
Technology, Engineering and Interior Design and Executive MBA for both
male and female students. The proposed commencement of the first year of
operation is September 2006.

The university is intended to be one of the renowned higher education


establishments, which contributes to shaping future leaders in different fields
of human knowledge and enriches human thought. PMU will be renowned for
the pervasive, ubiquitous use of state-of-the-art information technologies that
enable the PMUs learning-centered environment. PMU will be synonymous
with and identified as the leading IT-based institution in the international
region.

Having completed the architectural design stage of Main PMU Campus, nearly
completed the PMU academic / administrative design stage, and already
started the earthwork construction of main PMU site, we are now in a position
to initiate the University Housing Project. The Housing Project is intended to
accommodate PMU Senior officials (Rector, Vice rectors, Deans. etc), PMU
faculty members (males and females) and PMU students (males and females).
Site location of PMU Housing Project is nearly 4 Km away from the main PMU
campus.

2 - Sponsor of the Competition

Prince Mohammad Bin Fahd University (PMU), Al-Khobar, Saudi Arabia

3 - Intent of the Competition

The initial aim of the competition is to develop Master Plan and building
design of PMU Housing Project. The intent is to inculcate the vision, aims and
objectives of the Patron and the Steering Committee of the University. The
entrant needs to assimilate the program and develop his master plan based
on the provided information.
The Proposed Design and its Graphical Presentation, in addition to the Financial
Proposal should be detailed enough to portray the design intent of the competitor.
The Patron and steering committee envision the following key aspects as part of
the Design Program:

Establish a strong Sense of Identity for the University Housing Project in


the Built Environment.
Establishing an appropriate and responsive housing to the socio-
cultural environment of Saudi Arabia.
Developing a design sensitive to the physical, climatic and urban
parameters of the site.
Flexibility in developing future expansion to the PMU Housing Project.

4 Technical Brief about the PMU Housing Project Site:

Site Location: Dhahran Al-Aziziia Khobar Area, 4 Km away from the


main PMU Campus.

Topology of the Site: Flat.


Site Area: 140,000 square meter (see Attachment I - Site Plan).
Gender: Males and females (segregated).
Expected PMU Housing future expansion: The Housing Project
will be constructed in four (4) phases (see Table F of PMU implementation
plan, which summarizes enrollment and faculty growth of PMU over the 1st
7 years of operation Attachment II).

5 General Criteria for Site Development:


Project Feasibility: In regards to the cost of the project; the firm
should provide detailed and realistic cost estimates of the project.

Architectural Vocabulary:
o The design should present a clear architectural vocabulary for the
project various building forms, building exterior appearances, or
various architectural elements.
o The design should present a clear architectural theme to highlight
a unique building architectural quality.
o And the design should reflect the PMU image as a unique
development project in the Eastern Province.
Landscaping:
o Overall design theme for the project landscape Architecture
should be clearly reflected and spelled out.
o The planting design concept should be functional and should
reflect the function of the adjacent buildings.
o Plants used in design should be ideal for the climate and irrigation
issues, taking in consideration visual qualities.
o The relationship between various green areas on site should
represent pedestrian and visual links.

Forms and Masses:


o The interrelationship between building masses should
represent an intimate scale.
o There should be a clear theme for buildings forms and
Masses to function as an element of orientation on
site.
o The buildings arrangements should go in harmony with the
contextual surroundings.
o The site should be a well-defined entity by using buildings
shapes/forms, architectural elements, or landscape ideas.

Circulation:
o The circulation system should maximize the pedestrian safety, and
make it more enjoyable.
o The pedestrian accessibility should be designed with respect to
mosque, and the other major buildings of the site.
o Vehicular site-crossing should be eliminated or minimized as
much as possible.

Sustainability:
o Environmental considerations such as building materials, plants
materials, and surfaces materials and techniques should be
considered.
o Energy saving methods should be present in all building designs.
6 Elements of the Housing-Project Space Program
The list of basic PMU Housing Project Space Elements should include but not
limited to:

A Rectors Villa:
Rector's villa with a built up area around 700 m2, and consists of the following (as a
guideline only):

Reception area

- Formal men sitting.


- Formal dining room.
- Office room.
- Formal women sitting (can be associated with the living zone).
- Guest bedroom.
- Attached services (bathrooms, hand washers, etc).

Living area

- Family living room including sitting area, TV area, etc.


- Informal dining room.

Bedrooms area

- Master bedroom with attached bathroom and walk in closet.


- Bedroom with attached bathroom and closet.
- 2 bedrooms with shared bathroom and closet.
- Storage area and any functional space that can serve bedrooms area.

Services & facilities

- Main kitchen
- Dirty kitchen
- Foods storage
- Laundry room
- House maid room for 2 person with private bathroom
- Garage for 2 cars parking.
- Driver room for 2 person with private bathroom and kitchenette

B - Vice rectors and Deans Villas:

Vice rectors and deans housing consists of 9 villas. , (built up area of each one is around
450 meter square) and contains the following (as guideline only):

Reception area

- Formal men sitting.


- Formal dining room.
- Office room.
- Formal women sitting (can be associated to the living zone).
- Guest bedroom.
- Attached services (bathrooms, hand washers, etc).

Living area

- Family living room including sitting area, TV area, etc.


- Informal dining room.

- Master bedroom with attached bathroom and walk in closet.

C - PMU guests housing:

Guests housing consists of the following:

Studios: 6 studios each one 35 m2 (as built up area) and consists of the following:

- Reception and living area


- Small open kitchen
- Bedroom area
- Built in closet
- Bathroom

Duplexes: 2 duplexes (150 meter square each) consists of:

- Men sitting.
- Dining room.
- Living room.
- Master bedroom with attached bathroom.
- 2 bedrooms with shared bathroom.
- Kitchen.
- Laundry room.

6.2 Housing of PMU teaching staff:

A - Family housing:

Family housing is a group of 50 separated villas with a built up area of 230 m2 each, and
consists of:

Reception area

- Formal men sitting.


- Formal dining room.
- Office room.
- Attached services (bathrooms, hand washers, etc).

Living area

- Family living room including sitting area, TV area, etc.


- Informal dining room.

Bedrooms area

- Master bedroom with attached bathroom and walking closet.


- 2 bedrooms with shared bathroom and closet.
- Storage area and any functional area can serve bedrooms area.

Services & facilities

- Main kitchen
- Dirty kitchen
- Foods storage
- Laundry room
- House maid room for 1 person with private bathroom
- Garage for 1 car parking.
- Driver room for 1 person with private bathroom and kitchenette
- Swimming pool attached to living room area

B - Bachelor housing:

Bachelor housing is a group of 100 flats, 70 m2 each, and consists of:

- Living room
- 2 bedrooms
- Bathroom
- Kitchen
6.3 Housing of PMU male/female students:

Housing of PMU male/ female student consists of 2 separate areas one for male students
and other one to female students. Each area consists of the following:

A - 2 Double Rooms:

This type consists of 750 studios (400 for male and 300 for female). Each studio is around
30 square meter and contains the following:

- Living area include TV area and study area


- Sleeping area for 2 persons.
- Shared bathroom.

B - Single Rooms:

This type consists of 750 (400 for male and 300 for female) studios. Each studio is 25 meter
square and contains the following:

- Living area (TV area and study area)


- Sleeping area for 1 person.
- Bathroom.

Note: each building have a multi purposed hall (For 25 students maximum), shared kitchen
and supervisor office.

6.4 The project supporting facilities:

A - MOSQUE:
The built up area of all elements is around 750m2 and includes the following:

Mosque

- Main prayer hall


- Women prayer hall.
- Ablution and WC area.

B - Entertainment and health center:

Built up area is around 1500 m2, and consists of:

- Play hall for male students


- Play hall for female students
- Health club for each gender contains (sauna, internal swimming pool,
gymnasium,)
- Services facilities (bathrooms, lockers, storages, etc)

C - Commercial center:

Commercial center serves all housing area with a built up area around 1000 m2 and includes
the following usage:

- Super market for daily needs


- Laundry
- Female service center include (beautify center, female dressing tailor, etc)
- Men Barber shop.
- Men dressing tailor.
- Rent car office.
- Students service center.
- Car parking

D - Food court:

Food court used by families and bachelors with a built up area around 1800 m2, containing
the following elements:

- Families dining hall.


- Male bachelors dining hall.
- Female bachelors dining hall.
- Fast food shops with its facilities
- Facilities and services needed for each element like (bathrooms, storage,
etc.).

E - Car service station:

- Car service station provides fuel service, tires repair, car wash, light
maintenance services, etc.
- Station location must be separated from the rest of the project. Station area
around 1500-2000 meter square.
- Station will serve both PMU members and public users from outside.

F - Medical clinic:

Small medical clinic with a built up area around 150 m2 and includes the following:

- 3 clinics
- Pharmacy
- Administration room
- ambulance parking
- storage
- All needed facilities like bathrooms, etc..

8 Competition Criteria and Submission Requirements
Participants should submit to PMU the following:

Design Philosophy: This should include a general report explaining the whole
concept. Participants should consider the following points as guidelines:

The proposed Master Plan design for the Housing Project should
reflect local customs and practice including appropriate social and
religious norms, separate provision for male and female students,
male and female faculty members, male senior PMU staff and so on.
The proposed Master Plan design should draw on the experiences
and examples of Universities Housing Projects in the Middle
East, good practice from other Universities Housing Projects in
the world and international best practice and standards.
The proposed Master plan should consider the four phases of the
project in terms of architectural design, possibilities of construction
and infrastructure.
Entertainment and health center should be developed to be used
by the residents and outsiders.
Food court and Car services station should be developed to be
separated and associated with rest of the project and should be
developed to build them separately.

Master Plan (1:500): This Master Plan should portray the main concept of the
Housing Project and its spirit (main circulation, inside outside connections,
accessibility, relations between buildings, relations between buildings and annexes
and facilitiesetc).
Basic Concept and Architectural Layout: Villas (all types), students dorms (all
types) and the facilities buildings (1:200)
Perspectives (3D CAD) For all different types of buildings: 3 A0 colored
perspective to give general architectural aspects plus detailed perspectives (zoomed
perspectives) to provide some architectural details or concept.
3D Computer Animation Model for the whole Housing Project.
Presentation: The proposed Master Plan Design should be presented to Jury
Members on Power-Point or any other media show.
Construction Cost Estimate: In order for the client to evaluate budget
requirements for the submitted schemes, participants are required to submit a
Preliminary Construction Cost Estimate for each phase of the housing project,
based on prevailing prices for good quality construction (with overall budget not
more than 200,000,000 two hundreds millions SR, which include all the construction
and electro-mechanical works, site preparations, infrastructure, and rooms furniture).
Financial Proposal: Participants are required to submit, in a Separate Signed
and Sealed Envelope, a financial proposal for the Detailed Design and C.M of
PMU Housing Project.

Professional Services Report: Participants are required to submit three copies of


a brief report summarizing the firms professional background, field of specialization,
number of professional staff and examples of relevant experience in completed
projects. In addition, the profile of all consultants who may provide support services
to the project such as institutional design, structural, electromechanical
engineering, construction management, quantity surveying, landscape design,
sustainable design expertsetc are required for evaluation. The curriculum vitae of
the lead architect, who will be assigned to project manage construction of the project
is to be included in the package.

9 - Confirmation Deadline
Participants willing to contest in this competition should send in their letter of
confirmation, by fax, e-mail or courier services not later than Note: (Due to the
latest revision of the amended dates). Participants who fail to confirm their
intention to enter the competition within the set deadline will be automatically
disqualified

10 - Starting Date

The competition is intended to start on Note: (Due to the latest revision of


the amended dates).

11 - Site Visits
Participants who are interested in attending site visits should contact the address of
the competition, for a guided tour.

12 Questions and Answers Period


Participants may send their queries to PMU with regard to the competition brief two
(2) weeks form the starting date. The closing date to receive questions is Note:
(Due to the latest revision of the amended dates). Questions received after
this date will not be considered. All correspondence between the participants and
PMU with regard to queries and clarifications shall be communicated in writing.
Acknowledgement of receipt is requested in writing from the receiving party. All
questions shall be sent to the Project Manager of PMU either by fax or e-mail.
The Complete Address is as mentioned in clause 15. PMU officials will respond
to all queries, by fax or e-mail, in a timely manner.
13 Submission Deadline

The submission deadline is Note: (Due to the latest revision of the amended
dates). Entries may be delivered either by hand, mail or courier service. Participants
are responsible for all postage, shipping, and insurance charges, and to ensure
delivery by the deadline.

14 Procedure

A Jury of multidisciplinary professionals will review the submissions and select the
Winning Participant. Choice of the Winning Participant will be based on both his
Master Plan, Unit Design & Financial Proposal. The list of names of the Jury members
will be announced to the participants as soon as it is finalized. The jury members will include
planners, architects, architecture critics and sociologists as well as representatives of PMU.
The Winner will then be asked to propose Three Different Models 1:500 per
volume.
Finally, the Winning Participant will be awarded the Engineering Design and
C.M Contract.

15 Prizes
50000 SR. to participants irrespective of their ranking in the competition.
Remuneration to the winning participant will be deducted from the contract
amount when such contract is agreed and signed.

16 Attachments
Attachment I - Site plan.
Attachment II - Enrollment and faculty growth of PMU over the 1st 7 years
of operation (to be considered, by participants, in phasing the project)

Note: PMU will exercise all due care with respect to drawings submitted by
the participants. However, PMU cannot be held accountable for loss or
damage of any of the submitted materials.

The Competition Official Language for documents, drawings, reports and


correspondence is either multi Arabic and English Language or English alone. All
measurements shall be expressed in Metric System.
After submission of the competition entries, drawings, specifications, and other
documents produced by the participants, including but not limited to, reports,
summaries, drawings, charts, graphs, etc. will not be returned to the participants and
become the property of PMU at all times. The client guarantees the right of
authorship.

The participants will keep all information regarding the premises in confidence
including, without limitation the master plan and any reports or other documentation
related thereto. The information may be disseminated to a third party on a need to
know basis with PMU prior written approval. The third party will first acknowledge
its agreement to the confidentiality provisions of this agreement.

Proposed designs and or financial proposals received after the deadline are not
qualified for the competition.

PMU reserves the right to accept or reject any proposed design and financial
proposal without giving justifications.
