International Prevention of Human Trafficking Act


A Bill to urge increased protection of victims of human trafficking in South Asia
Whereas human trafficking occurs in virtually every country in the world and continues to
increase due to poverty and globalization;

Whereas current victims of human trafficking are not receiving the proper resources to be able to re-
into their lives, especially in the countries of India, Bangladesh, Pakistan,Nepal, and Sri Lanka;

Whereas human trafficking is is the third largest organized crime after drugs and armed trade
across the globe;

Whereas a child goes missing every 8 minutes in India, and the human trafficking report states
that almost 35,000 children go missing each year;

Whereas the government in the region of South Asia has not created a set of guidelines and
regulations that will protect women and girls who are vulnerable to human trafficking;

Whereas the US must partner with the countries of India, Bangladesh, Pakistan, Nepal, and Sri
Lanka, which lack the resources and protection guidelines to prevent human trafficking of
women and girls;

Whereas the prevention of human trafficking in these countries can result in an increase of their
economic growth, as the Organization for Economic Cooperation reports that womens work
results in faster economic growth globally;

Whereas the increased economic growth of the South Asian region will allow the US to create
improved foreign relations with these countries;

Be it hereby enacted, that the Senate shall urge prevention and increased protection of victims
of human trafficking by--
1. merging USAID with US organizations for trafficking (UNICEF, CARE, and UNODC)
to provide aid for vulnerable women and girls in countries of India, Bangladesh, Pakistan,
Nepal, and Sri Lanka;
2. creating a study with this set of countries to create a set of human protection guidelines
nationwide implemented, which can be implemented by the UN;
3. providing federally funded benefits and services to victims of human trafficking by
certifying victims once they are identified;
4. coordinating anti-trafficking efforts among the various US federal agencies by creating a
partnership with South Asia.
