Peace Corps Response positions are open to returned Volunteers or U.S. citizens with
significant professional and technical experience.

Project Description
A Peace Corps Response Volunteer (PCRV) is needed to serve as a Resource Mobility and
Linkages Planning Specialist, with Ramon Magsaysay Technological University (RMTU), in the
Municipality of Iba, Zambales Province, in the Philippines. Attainment of quality education
requires partnership and collaboration with international institutions, both educational
institutions and industries. This is for exchanges of materials, laboratories, and exposure to
students in other fields, as well as on the job training or practicums. Also, the Research and
Extension program needs partnership for sources of expert services and outsourcing of funds.
One such opportunity is the Association of South East Asian Nations (ASEAN) integration. This
offers opportunities, challenges, and concerns to higher education institutions, such as
ensuring that quality education is at par with academic institutions in other ASEAN members
and other international groups. Likewise, RMTU is also considered a major agent of economic
growth. It is no longer just a generator of knowledge, an educator of young minds, and a
transmitter of culture. It is both a Research and Development laboratory.

A Resource Mobility and Linkages Planning Specialist, with a Masters degree in International
Development Studies and at least two years experience in project proposal development, is
needed to build the capacity of the Candelaria School of Fisheries. The PCRV will work closely
with the faculty members of the Extension office with the following, but not limited to: Visiting
RMTU campuses; reviewing existing programs and curricula of the university; conducting
consultation with the officials and faculty members; providing orientation on the general
criteria and standards set by funding agencies; designing seminars and workshop activities on
project proposal preparation; providing technical inputs and assisting faculty members in the
preparation and packaging of winning project proposals for submission to various funding
agencies local and abroad; recommending possible funding agencies and partner institutions,
both local and international; and providing strategic recommendation for sustainable
mechanisms for the extension and linkages offices programs and activities. The goal of this
assignment is to build the capacity of the faculty members of the Extension office of the
Ramon Magsaysay Technological University.

Required Skills
Masters degree holder in International Development Studies or related field, PhD a plus
Two years experience in project proposal development
Track record of successful access to resources from funding agencies
Excellent people skills with demonstrated flexibility and patience.

Philippines may not be able to support Volunteers with the following medical conditions:
insulin-dependent diabetes.

The following medication(s) are not permitted for legal or cultural reasons: Adderall, Ritalin
and Vyvanse.

Volunteers who should avoid the following food(s) may not be able to serve: gluten,
peanuts, and shellfish.

After arrival in Philippines, Peace Corps provides and applicants are required to have an
annual flu shot, to take daily or weekly medication to prevent malaria, and to receive
mandatory immunizations.
