1, SERIES OF 2017
AN ORDER CREATING THE COMMITTEE ON BARANGAY
GOVERNANCE PERFORMANCE MANAGEMENT SYSTEM (BGMPS)
ASSESSMENT TEAM.
WHEREAS, the barangay as a basic political unit serves as the
primary planning and implementing unit of government policies,
plans, programs, projects and activities in the community and as the
forum wherein the collective and the collective views of the people
may be expressed, crystallized and given due course and when
contending claims may be amicably settled;
WHEREAS, for an effective planning and implementation of
barangay policies, plans, programs, projects and activities, the
Sanggunian shall develop an effective mechanism which will ensure
an efficient and dynamic performance of its duties and functions;
WHEREAS, the Department of Interior and Local Government (DILG)
exercises general supervision over local governments and the
promotion of local autonomy and community empowerment for
effective governance;
WHEREAS, DILG promotes the program Barangay Governance
Performance Management System BGPMS which is a tool for
assessing barangay performance in terms of service delivery and
compliance to the provisions of the 1991 Local Government Code
and other related issuances.;
WHEREAS, the Sanggunian of Barangay 402, Zone 41, District IV,
Manila, strongly believes that BGPMS will provide them with a clear
picture of the governance performance of the barangay, particularly
in the areas of Administration, Social Services, Economic
Development and Environmental Management;
NOW THEREFORE, I, CYNTHIA C. ESCAUSO, Punong Barangay of
Barangay 402, Zone 41, District IV, Manila, by virtue of the powers
vested in me by the 1991 Local Government Code of the Philippines
and other existing laws, hereby order the following:
Section 1. CREATION OF THE COMMITTEE ON BGPMS ASSESSMENT
TEAM. That the Committee on Barangay Governance Performance
Management System is hereby created and shall have the following
composition:

Section 2. Powers and Duties of the Committee:
1. Collect data needed by the Data Capture Form (data
collection);
2. Validate the correctness of the data collected (validation)
Section 3. Effectivity.
This Executive Order shall take effect immediately after its signing.
