 Scheme 1 Assistance To Common
Environmental Infrastructure Facilities
(CEIFs) in PPP
Eligible Unit :- Any private or public institution

Eligible Projects :-
Common Waste Management Infrastructure Projects:

Incinerators
Co-incinerators of waste in cement and blast furnaces
Incinerators/Pyrolysis/Plasma Reactor: waste to energy
Fuel Projects: such as waste plastic to diesel, rubber waste to diesel/
steam/ energy
Common Solvent Recovery Plant
Common spent acid separation plant
Use of gypsum in agricultural land
Road Making-iron sludge
Biotechnology Solution for Waste Treatment & Waste Management

Common Infrastructure Projects:

Common effluent treatment plant (CETP)

Collection storage & disposal facility
Common Conveyance pipeline for treated effluent disposal
Recycling of treated waste water for industrial/ other use
Common Spray Drying System
Plans For making building and other useful environment friends materials
from the fly ash

Any other Environment Management project as approved by the

empowered committee based on the project submissions.

Assistance :-
Scheme 1: Assistance to Private developer up to 20% of the project cost by
GIDB and can be increase.
Scheme 2: Assistance to Professional agency (society, trust, company ) up
to 25% of fixed capital investment.

Constitution & Accountability of JV/SPV :-

The JV/SPV shall be established for the project.

 Scheme 2 Final Assistance under Non
PPP projects
For Common waste management and pollution abatement under non
PPP projects

Eligible Units :-
Any Private or public institution

Eligible Activities :-
1. Recovery of waste from E-waste/Electroplating/photography
2. Recycling of hazardous waste generated during ship breaking
activity
3. Recovery of ODS from old equipment
4. Up-gradation of existing plant through CP/CT

Assistance :-
1. Up to 50% with ceiling of Rs. 4 Crore
2. Up to 50% with ceiling of Rs. 1 Crore
3. Up to 25% with ceiling of Rs. 1 Crore
4. Up to 50% with ceiling of Rs. 2 Crore

 Scheme 3 Assistance For CDM and
LCA project

Eligible Units -:
1. Private or pubic institution by forming a cluster of mini. 10 unit for CDM
project
2. Any unit by reducing carbon footprint by 20% through LCA

Eligible Activities :-
1. Obtaining carbon credit through CDM project
2. Reducing carbon footprint by 20% through LCA

Assistance :-
1. Seed Money up to 25 lakhs per cluster
2. Up to 50% of expense to be incurred max. Rs. 5 Lakhs per project

 Scheme 4 Strengthening the regulation
and Environmental compliance
Eligible Activities :-
Industrial zoning on Env. Aspects, ITIs, Polytechnics/Engineering courses
on Env.
Providing support to GPCB / GEMI for strengthening third party audit and its
follow up action.
Provide support to GPCB in partnership with GEMI to start
ITIs/Polytechnics/Engineering courses on Environment Management as well
as for in house training of personnel.
Scientific reports /Pilot project on CP/CT, safety, human health and
environment through institutions recognized by Govt. of Gujarat/Govt. of
India
Placing sensors for Air/Water/Land pollution level etc.
Any other activity as approved by the State Empowered Committee

Assistance :-
Need based support will be provided as may be decided by the State
Empowered Committee

 Procedure
Applicant unit has to submit in relevant prescribed application form to IC or
concerned District Industrial Centre
Project having 25 lakhs or more, cash assistance will be scrutinized by
committee constituted as under:
Add. IC Chairman
CE, GIDC Member
Representative of GPCB Member
Director, GEMI or his senior representative Member
MS, GCPC or his senior representative Member
Joint/Deputy IC Member
Secretary
PPP project assistance will be received by IC and with the GIDB
consultation IC will appoint private developer on competitive basis
Applications under other scheme will be received by IC and after review and
scrutiny it will submitted to State Empowered Committee
Operative period :-
5 years from the date of issue of this GR

 Scheme -1 Assistance for Environment
Management to MSME

1. Eligible Units:
Any MSME Units
2. Eligible Activities:

(A) Substitution & Optimization of Raw material including Catalysts.

(B) Rainwater Harvesting.
(C) Any other pre-identified environment management project.
(D) Implementation of CP/CT measures.

3. Quantum of Assistance

(A) Up to 25%, Ceiling of Rs 10 lakhs / project

(B) Up to 50%, Ceiling of Rs 5 lakhs / project
(C) Up to 25%, Ceiling of Rs 10 lakhs / project
(D) Up to 50%, Ceiling of Rs 10 lakhs / project

Project A & D would be decided by State Level Committee and

scrutinize by GCPC.
Project C would be decided by State Level Committee.
Project B would be decided by District Level Committee

Use of Multi-Effect Evaporator

 Scheme -2 Scheme for Assistance to
Encouraging Green Practices and Environment
Audit to MSME.
1. Eligible Units
Any MSME Units
2. Eligible Activities
(A) Use of clean , effective & innovative pollution control equipment.
(B) Voluntary environment audit.
(C) EMS setting up Environment Management Cell.
(D) Equipment /system for safety , occupational health for cluster of
industry (min 10 number)
(E) Installation of Solar system (min 5% energy saving )

3. Quantum of Assistance

(A) Up to 25% or max - 2.5 lakhs / unit

(B) Up to 50% or max - 25000 / audit
(C) Up to 25% or max - 5 lakhs / plant
(D) Up to 25% or max - 25 lakhs / cluster
(E) Up to 25% or max - 2.5 lakhs / plant

The quantum of assistance under activity at Sr. No. A, B, C and E would be

decided by District level committee and at Sr. No. D would be decided
by State level committee

Procedure for Assistance Under Scheme

The Applicant unit has to apply in the prescribed form with

relevant documents to the Industries Commissioner or
concerned District Industries Centre.

 Operative Period

The scheme will come in to force from the date of issue

of this G.R and shall remain in force for five years.
