IMPROVEMENT PROPOSALS
7.1 INTRODUCTION
The first step that is required to identify improvement options is to collect information on the
project corridor primarily from engineering surveys and secondarily from various agencies
concerned. Information on past and present traffic, availability of land, condition of CD structures,
potential sources of construction material, environmentally sensitive areas and social hot spots
has been collected from secondary sources. Information pertaining to existing urban settlements,
present configuration of intersections, importance of cross road, utility lines, locations of bus
stops, truck parking has also been collected from primary surveys. Close observation of all these
parameters coupled with frequent site visits lead to identification and finalization of improvement
options for the project corridor.
The project corridor predominantly traverses through rural areas with intermittent settlements at
close intervals. These settlements generally have an intersection coupled with residential and
commercial developments along the corridor. The rural sections of project corridor do not pose
any major concern except for acquiring additional land to make a total land width of 60m as
ROW, which may call for acquisition of some structures along the corridor in rural areas.
The choice available for widening in rural areas are i) Symmetrical widening and ii) Widening
eccentrically. The decision of eccentric widening on either side of the existing road is dependent
upon which side merits preference and the distance of the existing centerline from the RoW
boundaries. The factors influencing the preference are:
Availability of land
Geometric improvement
Utility Lines
Ribbon developments and settlements
Environmental and Social concerns
It is preferred to widen the corridor eccentrically wherever site conditions permit to utilize the
existing formation completely and to avoid two longitudinal joints on either side. Also this would

At certain location along, where the developments are on both sides of the project corridor such
as at Banduri (Existing Km 95.0 to 96.0) and at Gadu (Existing Km 101.5 to 102.8), concentric
widening has been resorted to avoid destruction of properties along the road side.
There are few major urban areas along the corridor, namely Nawagadh, Jetpur, Junagadh and
Kesod. Apart from these, there are several other minor settlements and villages along the
corridor where it has been observed that there is sufficient commercial activity and movement of
pedestrians within the settlements. In order to segregate the through traffic from local traffic and
to provide safe passage to slow moving non-motorized vehicles, it is proposed to plan bypass or
realignments for above urban settlements.
At sharp curve locations realignments have been proposed in order to meet the design speed
criteria.
Nawagadh and Jetpur are twin settlements at the beginning of the project corridor which are
connected with each other and have continuous developments on either side of the road
Presently all the traffic is moving through these developments is experiencing severe
congestion. Apart from these developments there are two railway crossings, one is a Road under
Bridge (RUB), with insufficient clearance and the other one is at grade level crossing. Hence it is
required to bypass initial developments of Jetpur-Nawagadh.
Junagadh is Major urban settlement along the corridor, which is presently having a two lane
bypass for about 10km length. Part of this bypass is yet to be constructed on Jetpur side as it
requires a ROB. Presently, an existing state highway is used for this missing link which has one
at grade railway crossing. There are very little developments adjacent to this existing bypass for
substantial length except for end section on Somnath side of Junagadh, continuous
developments have been observed along the bypass and beyond the existing bypass for a length
more than 1 Km. Further to this, Project corridor has an at-grade junction at the end where the it
takes a perpendicular right turn towards Somnath. There is one at-grade railway crossing near
the end of bypass. Beyond, the bypass, the existing road again crosses the same railway line
with a two lane ROB. Hence, there would be a requirement of extending/connecting exiting
bypass at both ends for Junagadh town.
Kesod is another major urban settlement along the corridor, which is presently having a four lane
divided road for some length. The project corridor mostly traverses through continuous

settlements in the Kesod town with substantial local traffic movement. There is a bypass proposal
that has been already made for this town on right hand side of the town while moving towards
Somnath by the R & BD,-NH division and a land width of 30m has already been acquired for the
same.
In addition to these three major settlements, two minor settlements at Vanthali (Km 46.5) and
Agatrai (Km 61) along the corridor require realignments.
The above settlements require bypasses/realignments because of continuous and thick ribbon
developments, non-availability of Right of Way and poor geometry. There are proper buildings
very close to the existing carriageway at these locations. It would not be possible to
accommodate four lane cross section with service roads through these urban areas within the
available ROW. Acquisition of land through these settlements appears to be difficult due to social
resistance. Initial appreciation of these urban areas revealed that there is enough space to take
bypasses on either side of towns. Details of these realignments are given below in the table.
Elaborate description of bypass alignments is presented in the next chapter in this volume of the
report.

Service roads of adequate width have been proposed between two close-by intersections or
settlements to enforce proper access control along the corridor. Service roads in the form of slip
roads have been also proposed at all VUP and Flyover locations and at few PUP locations.
These details have been provided in chapter 9 of this volume.

A detailed evaluation of the information collected and options described in the preceding
subsections has enabled formulation of widening scheme that best suits the different stretches of
the Project Road. Whilst details of these are provided in the Chapter 9: Preliminary Designs of
this report, tentative length of proposed individual widening options along the project corridor is
given in table, Table Improvement Proposals-5, below:

Cross sectional elements are based on the design standards and specifications set in the earlier
chapters. The lane width shall be 3.5m, paved shoulder width 1.5m, hard shoulder width 1.5m,
median width 4.5m/1.5m and shyness strip 0.25m on both sides of median. While lane width for
service roads and slip roads is 5.5m/7.0m.
Based on foregoing considerations various typical cross sections have been developed for the
project corridor to suit the specific site requirement. The following table presents the summary of
cross section schedule while the details are elaborated in the Chapter 9: Preliminary Designs of
this report.

7.7.1 Flyovers/Underpasses/ROB
Flyovers
Flyovers have been proposed at major intersections on the existing road and
bypass/realignments. The proposed cross-section at these locations is shown in Fig 7-20.
The location, length, span and width of the cross-section are listed out in the Table 7-7 below.

For cross movement of traffic, underpasses are proposed at regular intervals along the project
corridor. The Manual of Specifications for four laning of NHs obviously recommends the provision
of vehicular underpasses along the highway. The vehicular underpasses are of 5m vertical
height. Keeping this in mind, the Consultants have proposed underpasses at the locations as
listed in the Table 7-8 below.

As the project is proposed to develop as an access controlled highway and direct access of local
traffic to main highway is not deemed to be provided. However, to facilitate the movement of
pedestrians only from one side of project road to other side, underpasses are essential. The
Manual of Specifications for four laning of NHs obviously recommends the provision of
pedestrian underpasses along the highway. The Consultants have proposed underpasses at the
locations with sizes of structures as listed in the Table 7-9 below.

Along the project corridor, there are a number of culverts, minor bridges and major bridges, the
details of which are already given in Chapter 6 of the report. The list of the proposals is
presented in the Appendix 7-1 to Appendix 7-6 in Vol. - II of this report.
The following project facilities have been proposed for the project corridor

There are several bus stops along the project corridor, where buses are presently stopping.
Generally these stops are associated with a settlement area or an intersection with a crossroad.
Efforts were made to collect information from Gujarat State Transport Corporation (GSTC) on the
official bus stops. It is proposed to provide two bus stops/bus bays at each location to cater for
both the directional traffic. Details of bus stops and bus bays are given below in the following
table.

Truck Parking has been observed at many locations in front of Hotels/Dhabas and near petrol
pump. However once the facility is developed the truck drivers would tend to stop their vehicles
at the designated truck parking locations. Details of proposed truck lay bys are given below in the
following table.

It is proposed to provide one Rest area /Way side amenity near km 48.4 (design chainage) on
RHS.
It is proposed to provide three main toll plazas, one at km 10.36 (design chainage), second one
at km 51.25 (design chainage) and the third one at 106.90 (design chainage). Initially there would
be four plus one toll lane in each direction at each toll plaza and subsequently additional number
of toll lanes would be added later as and when traffic demands. However, the total land required
would be acquired at initial stage only.
Road furniture such as Traffic Signs and Pavement Markings, Guard Rails and Traffic Safety
Devices, Boundary Stones, Hectometer / Kilometer Stones and Traffic Blinker Signal (L.E.D) at
intersections has been proposed in accordance with the Manual of Specification and standards
for Four Laning of National Highways through Public Private Partnership.
Metal beam crash barriers have been proposed at the locations of bridge approaches and high
embankments (3m and more) and at sharp curves on outer side of curves.

Delineators and Guard Posts have been proposed depending upon the proposed radii of the
horizontal alignment and height of embankment. The delineator posts have been proposed near
all curves of radii less than 1000m, with spacing given as per IRC 79. The guard post has been
proposed where the embankment height is between 2m to 3 m.
Traffic Blinker signal (L.E.D) have been proposed at all at-grade intersections and median
openings as.
The details of lighting system proposed for the propjet corridor have been given in the following
table.
Three traffic aid posts each with buildings having 25 (twenty five) square meters of plinth area,
have been proposed.
Three Highway patrol units manned two persons apart from the driver with communication facility
and three patrol vehicles with seating capacity for four personnel besides the driver and space to
carry essential traffic management and safety tools. With light on its top and a siren on board
equipped with traffic cones and other accessories for traffic control which are fully visible during
night time. Have been proposed to render assistance to users in distress and disabled vehicles
through own intervention or by calling from assistance from Control Room, Crane operators or
ambulance as required.
Three medical aid posts each with one Medical aid post building and 2 (two) residential quarters,
have been proposed for the project highway
7.9.10 Ambulances
Four Ambulances manned by two trained paramedics and equipped with first aid, life saving
medical services and support system implements for transporting the victims to the nearest
trauma hospitals, and providing emergency medical aid during transportation of victims from
accident site to the nearest trauma hospital have been proposed.

Three vehicle rescue posts consisting of one mobile crane having the capacity to lift a truck with
a Gross Vehicle Weight of 20,000 kilograms have been proposed for prompt removal of
accidental/break down vehicles or debris or any other obstruction, which may endanger or
interrupt the smooth flow of traffic
It is proposed to have Advanced Traffic Management System (ATMS) fulfilling the requirements
as stipulated in the standard Manual.
