G.O.(Ms).No.223, Education, dated. 16.07.1999, From the Director of School Education Letter No.31523/W3/E1/08, dated 11.02.2011, 04.04.2013 and 11.07.2016. paens ORDER: In the G.O. first read above, orders were issued fo amend the Special Rules for the Tamil Nadu Educational Subordinate Service and the Special Rutes for the Tamil Nadu Higher Secondary Educational Service and ordered that ten percent of the substantive vacancies arising in the category of Deputy Inspector of Schools and ‘School Assistants’ in the-Tamit Nadu Educational Subordinate Service and Teachers of Academic subjects in the Tamil Nadu Higher Secondary Services be filled up or reserved to be filled up from among Secondary Grade Teachers and other teachers with Secondary Grade Scale of Pay working in Higher Elementary and Elementary schools under "Municipal Bodies” and “Aided Managements” 2. In the G.O. second read above, orders were issued to amend the Special Rules for Tamil Nadu Schoo! Educational Subordinate Service and the Special Rules for Tamil Nadu Higher Secondary Educational Service so as to provide 10% vacancies out of 50% reserved for direct recruitment to be reserved for the Secondary Grade teachers in Aided and Loca! Bodies Schools in the category of Deputy Inspector of schools and School Assistants and Teachers in Academic Subjects.3. In the G.O. fourth read above in supersession of the orders issued in G.O. third read above orders were issued:- ( The Secondary Grade Teachers in Panchayat Union Schools are eligible for appointment as Post Graduate /B.T. Assistant in the reserved each 10% (ten percent) quota out of fifty percent quota for direct recruitment to be filled from among the qualified Secondary Grade Teachers working in the recognized Higher Secondary Schools, High Schools, Middle Schools and Elementary Schools under Local Bodies (Corporation or Municipal) and all aided Managements. Gi) Age relaxation will be given if necessary to these Secondary Grade Teachers in case of their selection by the Teachers Recruitment Board. (ii) Relaxation from the ceiling of five years as provided in clause(14) of rule 2 of Partl-Preliminary of the Tamilnadu State and Subordinate Service Rules will be given to the Secondary Grade Teachers getting selected by direct recruitment. 4. Now the Director of School Education has sent proposals for issuing amendment to the Special Rules for Tamil Nadu School Educational Subordinate Service and Tamil Nadu Higher Secondary Educational Service so as to provide for reservation of 10% of vacancies to the Secondary Grade Teachers and Other Teachers with Secondary Grade Scale of Pay working in Governmenl’ Panchayat Union / Municipal / Corporation and Government recognised Private Aided Schools for filling up of 50% vacancies reserved for direct recruitment for the post of School Assistant and Post Graduate Assistant. 5. The Government have examined the proposal of Director of School Education and direct that ten out of fifty percent quota fer direct recruitment shall be filled fram among qualified Secondary Grade Teachers and other Teachers with Secondary Grade Scale of pay working in Government / Panchayat Union / Municipal / Corporation and Government recognised Private aided Schools namely:- Elementary Schools, Middle Schools, High Schools and Higher Secondary Schools. 1f no qualified and suitable candidates are available for appointment by the method suggested above, such vacancies shall be filled by direct recruitment. The following Notifications will be published in the Tamil Nadu Govemment Gazette:- NOTIFICATION -1 In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu hereby makes thefollowing amendment to the Special Rules for the Tamil Nadu School Educational Subordinate Service (Section 48 in Volume III of the Tamil Nadu ‘Services Manual). 2. The amendments hereby made shalt come into force on 26.05.2017. AMENDMEN’ In the said rules, in rule 3, in sub-rule (a), in the Table, under Class |, against Categoryl ‘Deputy Inspector of Schools and School Assistants’ in column(1) for the proviso in column (2) thereof, the following proviso shall be substituted, namely:- “Provided that fifty percent of the substantive vacancies shall be filled by direct recruitment and out of this ten percent shall be filled from among the qualified Secondary Grade Teachers, “and other feacners with Secondary Grade scale of pay, working in Government Higher Secondary Schools, Government High Schools, recognized Higher Secondary Schools, High Schools, Middle Schools and Elementary Schools under the Local Bodies (Corporation or Municipal or Panchayat Union) and all Aided Managements: Provided further that if sufficient number of suitable Secondary Grade Teachers and other Teachers with Secondary Grade Scale of Pay working in the type of schools specified in the aforesaid proviso are not available for direct recruitment, such vacancies shall be filled up from other candidates available for selection in open market.” NOTIFICATION ~ I In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Govemor of Tamil Nadu hereby makes the following amendment to the Special Rules for the Tamil Nadu Higher Secondary Educational- Service (Section 37 in Volume li of the Tamil Nadu Services Manual, 1969). 2. AMENDMENT In the said rules, in rule 2, in sub-rule (b), in clause (ii), for the provisos, the following provisos shail be substituted, namely:- “Pravided that fifty percent of the substantive vacancies in Category |, ‘Post Graduate Assistants in Academic subjects’ under Class-ll of the service shall be filled by direct recruitment and out of this, ten percent shall be filled from among the qualified Secondary Grade Teachers and other Teachers with Secondary Grade scale of pay working in Government Higher Secondary Schools, Government High Schools, recognized Higher Secondary Schools,High Schools, Middle Schools and Elementary Schools under the Local Bodies {Corporation or Municipal or Panchayat Union) and all Aided Managements: Provided further that fifty percent of the substantive vacancies in category 2, “Post Graduate Assistants in Languages,’ under Class Il of the service shall be filled by direct recruitment and out of this, ten percent shall be filled from the qualified Secondary Grade Teachers and other Teachers with Secondary Grade scale of Pay among working in Government Higher Secondary Schools, Goverment High Schools, recognized Higher Secondary Schools, High Schools, Middle Schools and Elementary Schools under the Local Bodies (Corporation or Municipal or Panchayat Union) and all Aided Managements: : Provided also that if sufficient number of suitable Secondary Grade Teachers and other Teachers with Secondary Grade Scale of Pay working in the type of schools specified in the aforesaid provisos are not available for direct recruitment, such vacancies shall be filled up from other candidates available for selection in open market.” W By Order of Governor T.
