1. GENERAL ASPECTS
The same Law establishes that the Contract Process of SATENA is governed by the private law. In
addition, the Law 1150 of 2007 Article 16 excludes SATENA to apply the Estatuto General de la
Contratacin Estatal (Colombian Procurement General Manual) and, therefore, SATENA adopted
its own Procurement Manual as special and supplementary regulations. Notwithstanding the above,
under the terms of Articles 13 and 16 of the Law 1150 of 2007, SATENA applies in its procurement
activity, the principles of administrative and fiscal management stated on Articles 209 and 267 of
the Constitucin Poltica de Colombia. The Manual is available at the website of the Airline
www.satena.com.
One of the functions assigned to the Technical Department of SATENA, is to acquire the
maintenance services required to carry out the scheduled and unscheduled maintenance of its
aircrafts and its major components, at the right time in order to maintain its continued airworthiness
condition, complaining with their routes and providing an adequate service to passengers.
Based on the above, SATENA issued the following Request for Proposal (RFP).
SATENA will not be liable to the Repair Station for any direct or indirect loss, expense, damage
suffered by the Repair Station as a result of its participation in any stage of this RFP. The Repair
Station expressly waives any rights, which it may have now or in the future to take any legal
proceedings against SATENA based on documents or information provided during the selection
process.

1.6. CONFIDENTIALITY
The information contained within the RFP is proprietary and confidential to SATENA. Any disclosure
or distribution without the express written consent of SATENA is prohibited.
2.1. OBJECT
Get maintenance proposals for PT6A-135A and PW127E/F Engines; identifying an EASA/FAA
Repair Station approved by the engine manufacture and which has the capability to:
Provide Hot Section Inspection and Overhaul for PW127E/F and PT6A-135A engines.
Provide different cost options of management program: Event/Term Cost Plan and Time
and Material Plan, permitting SATENA to choose the most suitable condition.
Be able to deliver agreed and established service levels.
Conform to EASA/FAA applicable regulations.
Conform the standards stated by the manufacturer on its technical manuals.

*Initially the PT6A Engine fleet will be controlled by Hard Time, but the objective is to pass to
the On Condition Control, once all requirements for this control are accomplished.

Proposals must include free of charge the critical situations due to TAT delays. If the Repair Station
cannot provide a rental engine on critical situations, then the Repair Station would reimburse the
rental engine costs paid by SATENA.
2.4.5. Transportation
The repair station will arrange and pay for the cost of Engine roundtrip transportation from SATENA
facilities and repair station facilities.

2.4.9. Training Support
Repair Stations shall offer free of charge training to PW127 and PT6A engines. The condition of
duration, location and curriculum will be revised and defined together.

3.4. PAYMENTS
The payments will be as per the Cost plan selected and agreed together with SATENA and the
Repair station, but not before to the 60 days after the Invoice issue.
Each invoice or charge will have to be approved with a certificate of received to satisfaction of each
service.
The payment will be done by electronic transfer according with the Bank information confirmed by
Repair Station.

c. Compliance with the Turnaround Time established and agreed between SATENA and the
Repair station.
d. Issue all documentation required as evidence of the Engine Airworthiness after the shop-
visit.
e. Accomplish with the additional services agreed.
f. Inform timely to SATENAs team any deviation or inconvenience during the service of
Engines repair.
g. Follow the maintenance procedures stated on the applicable manufactured maintenance
manuals.
h. Conform to EASA/FAA applicable regulations.
i. All services must be performed on an engine OEM approved repair station capable of
performing HSI and overhaul to PT6-135A and PW127E/F engines, as applicable.
3.8. EXCLUSIONS
The Repair Station must include in the proposal the exclusions which apply to the Agreement
Services.
3.9. WARRANTIES
SATENA requires warranties as describe in the following Chart:

3.10. POLICIES
SATENA shall require Policies of (1) Quality and (1) Loss of revenue and emergent damage. Each
policy must be for amount of 10% of the total price of the Agreement.
