Leeds City Council in exercise of the powers contained in Sections 1 and 2 of the Road
Traffic Regulation Act 1984 and Section 21 of the The Local Authorities' Traffic Orders
(Procedure) (England and Wales) Regulations 1996 in pursuance of the powers contained
in Section 73 and Schedule 7 of the Traffic Management Act 2004 and of all other powers
so enabling and after consultation with the Chief Officer of Police in accordance with Part lll
of Schedule 9 to the 1984 Act and with those persons and organisations specified in the

AMENDMENT No.1 ORDER 2017
Following the implementation of a Section M(2) Temporary Traffic Regulation Order in 2015,
following complaints of contractor and staff parking relating to the nearby Wharfedale Hospital
and development on the former-Wharfedale Hospital site, it is hereby proposed to make
permanent those measures and include one addition.
The parking noted as taking place in 2015 was causing accessibility and visibility issues along
Newall Carr Road and its adjoining side roads. As Newall Carr Road is the main distributor road
for the north of Otley, it was deemed necessary to make improvements to ensure good free flow
of traffic and to ensure good road safety was maintained.
The development of the former-Wharfedale Hospital site has completed but Leeds City Council
deems it appropriate to make permanent the measures implemented as part of the former
Temporary Traffic Regulation Order, to ensure the good parking practices are maintained in the
area and so maintain good free flow of traffic, along with appropriate accessibility and visibility
at junctions.
As observations have taken place over the course of the life of the Temporary Traffic Regulation
Order, one addition is proposed. The 'No Waiting At Any Time' on the west side is to be
extended further south from Croft House Close around the bend which at this point rises and
parking here causes the bend to be blind for oncoming vehicles and forces larger vehicles into
the opposing lane. This additional element is deemed to be necessary to ensure drivers can
maintain position in their appropriate lane on an inclining bend and not cause a potential risk by
passing into the opposing running lane.

Leeds City Council proposes to make the above Order under its powers contained in the Road Traffic
Regulation Act 1984 the effect of which will be to introduce the below traffic management measures in
Otley, Leeds:-
iii) The Gills, (north side) from its junctions with Newall Carr Road, in an easterly direction for
a distance of 10 metres; and in an easterly direction for a distance of 15 metres.
2. No Waiting between the hours of 8.00am and 6.00pm Monday to Friday inclusive on
Carr Bank Bottom, (south side) from a point 11 metres west of its junction with Newall Carr
Road, in a westerly and then southerly direction for a distance of 45 metres.

highway and a statement of reasons for making the Order may be examined during normal office
