Name of the work: Supply and Installation of 33KV/11KV, 10MVA Power Transformer including
Control & relay panels, Current Transformers and Lighting Arrestors at ECIL 33KV Sub-station.
Note: i) Contractor should obtain the CEA, Chennai approval for the total installation,
including preparing the relevant documents and drawings.
ii) Any statutory payments made to CEA, Chennai on behalf of ECIL will be reimbursed to
contractor on proof of submission of the receipts
Head ESD
1.0 SCOPE
1.1 These specifications are to cover design, engineering, manufacture , testing/inspection before dispatch,
forwarding, packing, transportation to site, insurance (during transit, storage & erection), storage, erection,
supervision, testing and commissioning of three phase, 50 Hz, 10 MVA, 33/11 KV step -down Outdoor ONAN
Power transformers complete with all accesso ries/fittings including Remote Tap Changing Cubicle (RTCC) with
Automatic Voltage regulating facility at ECIL 33KV Sub -station switchyard. All the associated civil works in this
regard shall be included in the scope of work. The offered material shall be complete with all the accessories and
components necessary for their desired / effective and trouble free operation. Such components shall be deemed to
be within the scope of Bidders supply irrespective of whether tho se are specifically brought out in this
specification and / or the commercial order or not
The equipment/material to be supplied against this specification shall be suitable for satisfactory operation under
the climatic Conditions of Hyderabad, Andhra Pradesh.
The rise in temperature of top -oil and winding given above shall be reduced as per Clause 3.2 & 3.3 of IS:
o
2026(part-I) in case of increase in Ambient above 50 C and an increase in altitude above 1000 m.
A metal enclosed, weather, vermin and dust proof marshalling box fitted with required glands, locks, glass door,
terminal board, heater with switch, illumination lamp with switch etc. shall be provided with transformer to
accommodate temperature indicators, terminal blocks etc. It shall ha ve a degree of protection of IP 55 as per
IS:2147 (Refer Clause 3.12).
The losses for the transformer shall be stated in the tender. The manufacturer shall state separately no load losses at
rated Voltage and frequency.
For the purpose of arriving at comparable prices. No load, Load and Auxiliary Losses at normal Tap shall be
capitalized as per formula given below:-
Wp = Auxiliary Losses
i) In case during the test, the actual losses are found within guaranteed figures, the transformer shall be accepted
without any advantage to the supplier / contractor for lower loss.
1.3 PERFORMANCE
i) Transformer shall be capable of withstanding for two seconds without damage to any external short circuit, with
the short circuit MVA available at the terminals.
ii) The maximum flux density in any part of the core and yoke at rated MVA, voltage and frequency shall be such
that the flux density under 12.5% over voltage condition shall not exceed 1.9 Tesla.
iii) Transformer shall under exceptional circumstances due to sudden disconnection of the load, be capable of
operating at the voltage approximately 25% above normal rated voltage for a period of not exceeding one minute
and 40% above normal for a period of 5 seconds.
iv) The transformer may be operated continuously without danger on any particular tapping at the rated MVA
& +12.5% of the voltage corresponding to the tapping.
vi) With combined voltage variation of +12.5% and frequency variation of -5%, the flux density shall not exceed
1.9 Tesla.
vii) Transformer shall be capable of withstanding thermal and mechanical stress caused by any symmetrical and
asymmetrical faults on any winding.
viii) The transformers shall be capable of being loaded in accordance with IS:6600/IEC-354. There shall be no
limitation imposed by bushings, tap changers etc. or any other associated equipment.
ix) Transformers shall withstand, without injurious heating, combined voltage and frequency fluctuations which
produce the following over fluxing conditions:
ii) Bidder shall indicate 150% and 170% over voltage withstand time.
iii) 30V DC
a) The contractor shall furnish, within fifteen days after issuing of Letter of Award, three copies each of the
following drawings/documents incorporating name of project and transformer rating for approval.
i) Detailed overall general arrangement drawing showing front and side elevations and plan of the transformer and
all accessories including radiators and external features with details of dimensions, spacing of wheels in ei ther
ii) Foundation plan showing loading on each wheel and jacking points with respect to centre line of transformer.
iv) Name plate drawing with terminal marking and connection diagrams.
vii) Magnetization characteristic curves of PS class neutral and phase side current transformers, if applicable.
xix) Bi-metallic connector for connection to 50mm IPS Al tube and also as per requirement at site.
b) All drawings/documents, technical data sheets and test certificates/results/calculations shall be furnished.
c) Any approval given to the detailed drawings by the purchaser shall not relieve the contractor of the
responsibility for correctness of the drawing and in the manufacture of the equipment. The approval given by the
purchaser shall be general with over all responsibility of the manufacturer.
1.5 MISCELLANESOUS
i) Padlocks along with duplicate keys as asked for various valves , marshalling box etc. shall be supplied by the
contractor, wherever locking arrangement is provided.
ii) Foundation bolts for wheel locking devices of transformer shall be supplied by the Contractor.
i) Design of soak pit, cable trenches and foundations for transformers and other ground mounted
equipment.
ii) The soak pit shall have a capacity of 16,000 Ltrs including the existing 15-20MVA
Power Transformer capacity and all necessary piping form Transformers to soak pit shall be
carried as per latest standards of IS standards.
iii) Construction of soak pit, cable trenches and foundations for transformers and other ground
mounted equipment.
iv) All the civil works.
1.8 SCHEDULES
All schedules annexed to the specification, shall be duly filled by the bidder separately.
Transformer rating plate shall cont ain the information as given in clause 15 of IS -2026 (Part -I). The details on
rating plate shall be finalized during the detailed engineering.
i) The design, material, fabrication, manufacture, ins pection, testing before dispatch, erection, testing,
commissioning and performance of power transformers at site shall comply with all currently applicable statutory
regulations and safety codes in the locality where the equipment will be installed. The eq uipment shall also
conform to the latest applicable standards and codes of practice. Nothing in this specification shall be construed to
relieve the contractor of this responsibility.
ii) Transformers shall conform to the current applicable standards and c odes of practice as specified in clause no.
2.2.
2.2 The equipment, materials and service covered by this specification shall conform to the latest applicable
provision of the following standards:
IS;1271 Classification of insulating materials for electrical machinery and apparatus in relation to their stability in
services.
IS:5561
C.B.I.P. Publication Code of practice for selection, installation and maintenance of transformers, Part I, II & III.
If the standard is not quoted for any item, it shall be presumed that the latest version of Indian Standard shall be
applicable to that item.
The equipment complying other internationally accepted standards, may als o be considered if they ensure
performance superior to the Indian standards.
3.1 All material used shall be of best quality and of the class most suitable for working under the conditions
specified and shall withstand th e variations of temperature and atmospheric conditions without distortion or
deterioration or the setting up of undue stresses which may impair suitability of the various parts for the work
which they have to perform.
3.3 Pipes and pipe fittings, screws, studs, nuts and bolts used for external connections shall be as per the relevant
standards. Steel bolts and nuts exposed to atmosphere shall be galvanized.
3.4 Nuts, bolts and pins us ed inside the transformers and tap changer compartments shall be provided with lock
washers or locknuts.
3.5 Exposed parts shall not have pockets where water can collect.
3.6 Internal design of transformer shall ensure that air is not trapped in any location.
3.7 Material in contact with oil shall be such as not to contribute to the formation of acid in oil. Surface in contact
with oil shall not be galvanized or cadmium plated.
3.8 Labels, indelibly marked, shall be provided for all identifiable accessories like relays, switches, current
transformers etc. All label plates shall be of incorrodible material.
3.9 All internal connections and fastenings shall be capable of operating under overloads and over excitation,
allowed as per specified standards without injury.
3.10 Transformer and accessories shall be designed to facilitate proper operation, inspection, maintenance and
repairs.
3.12 Sc hematic drawing of the wiring, including external cables shall be put under the pros pane sheet on the
inside door of the transformer marshalling box.
3.13 Painting
3.13.1 All paints shall be applied in accordance with the paint manufacturer recommendations. Particular attention
shall be paid to the following:
d) Application of paints and the recommended limit on time intervals between coats.
3.13.1.1 All paints, when applied in normal full coat, shall be free from runs, sags, wrinkles, patchiness, brush
marks or other defects.
3.13.1.2 All primers shall be well marked into the surface, particula rly in areas where painting is evident, and the
first priming coat shall be applied as soon as possible after cleaning. The paint shall be applied by airless spray
according to the manufacturer s recommendation. However, wherever airless spray is not possi ble, conventional
spray be used with prior approval of purchaser.
3.13.1.3 The supplier shall, prior to painting protect nameplates, lettering gauges, sight glasses, light fittings and
similar such items.
3.13.2.1 Surface preparation for tank, pipes, etc. - All surfaces of transformer tank, pipes etc. shall be thoroughly
blast cleaned with sand or shot or grit in accordance with ISO 8501 Part 1 to a minimum standard of Sa21/2 to
make the surface free from visible oil, grease and dirt, mill scale, rust, paint coatings and foreign matter. Machined
areas and threaded components etc. are to be covered during blasting to prevent damage.
The air that is used for blasting should be dry and free from oil. The flanges, angles, tank curbs and other such
areas shall be preferably blast cleaned prior to fabrication and paint these with one coat of primer. After adequate
blast cleaning of each large surface where blasting time is more than three hours, an overall blast cleaning is t o be
done on the entire surface once more so that entire surface areas ie exposed as fresh for first coat of primer paint.
The first coat of primer paint should be applied not later than 3 -4 hours after preparation of surface to avoid
oxidation.
All internal and external surfaces of radiator shall be thoroughly cleaned either by chemical cleaning or by blast
with sand or shot or grit in accordance with ISO 8501 Part 1 to make the surface free from visible oil, grease and
dirt, mill scale, rust, paint coatings and foreign matter. Suitable chemical should be used for chemical cleaning, if
required. The air that is used for blasting should be dry and free from oil. After adequate surface cleaning, the first
coat of pr imer paint/varnish should be applied not alter than 3 -4 hours after preparation of surface to avoid
oxidation.
Painting shall be carried out in closed and dust free area. The external surface shall be coated with suitable layers
of paint and to form an impermeable layer so that air and water cannot reach the substrate. The paint selected shall
be stable in outdoor condition such as rain, sunlight, pollution etc. Paint used for primer, under coat and top or
finish coat should be from the same manufacturer and compatible to each other. In case in the rare event, paint
used for primer, under coat and finish coat are not from the same manufacturer the compatibility test of the paint
from different source shall be c arried out. Painting shall be applied as per the recommendation of the paint
manufacturer. The number of coats shall be such that the minimum dry film thickness (DFT) specified is achieved.
The DFT of painted surface shall be checked with a measuring gauge to ensure specified DFT. Complete painting
scheme for the transformer is tabulated below:
3.13.3.1 Surface preparation for all transformer control cabinets/Marshalling boxes shall be carried out confirming
to following Indian Standard in dust free area:
i) IS: 3618:Degreasing by solvent wiping: Phosphate Treatment of Iron & Steel for protection against corrosion.
ii) IS:6005: Code of practice for phosphating of Iron and Steel 3.13.3.2 Chemicals: Suitable chemicals should be
used and concentration of chemicals/weight of phosphate coating should be regularly as per recommendation of
the chemical manufacturer and applicable IS.
3.13.4 Inspection: The surface for application of paint should be dry, free from oil, dirt, acid & loose adhering
powder and reasonably smooth in finish without uncovered areas, rusty surfaces and roughness.
4.1 Tank
4.1.1 The transformer tank and cover shall be fabricated from high grade low carbon plate steel of tested quality.
The tank and the cover shall be of welded construction.
4.1.2 Tank shall be designed to permit lifting by crane or jacks of the complete transformer assembly filled with
oil. Suitable lugs and bosses shall be provided for this purpose.
4.1.3 All beams, flanges, lifting lugs, braces and permanent parts attached to the tank, shall be welded and where
practicable, they shall be double welded.
4.1.4 The main tank body of the transformer excluding tap changing compartments and radiators shall be capable
of withstanding pressure of 760mm of Hg.
4.1.5 Inspection hole(s) with welded flange(s) and bolted cover(s) shall be provided on the tank cover. The
inspection hole(s) shall be of sufficient size to afford easy access to the lower ends of the bushings, terminals etc.
4.1.6 All bolted connections to the tank shall be fitted with suitable oil -tight gaskets which shall give satisfactory
service under the operating conditions for complete lift of the transformer. Special attention shall be given to the
methods of making the hot oil tight joints between the tank and the cover as also between the tank cover and the
bushings and all outlets to ensure that the joint can be remade satisfactorily and with ease, with the help of semi -
skilled labour. Where compressible gaskets are used, steps shall be provided to prevent over compression.
4.1.7 Suitable guides shall be provided for positioning the various parts during assembly or dismantling. Adequate
space shall be provided between the cores and windings and the bottom of the bank for collection of any sediment.
The transformer top shall be provided with a detachable tank cover with bolted flanged gasket joint. Lifting lugs
shall be provided for removing the cover. The surface of the cover shall be suitably sloped so that it does not retain
rain water.
4.3.1 The transformer tank filled with oil shall be supported on steel structure with detachable plain rollers
completely.
4.4 CORE
4.4.2 Stage level inspection for core construction shall be carried out by the owner.
4.4.3 Each lamination shall be insulated such that it will not deteriorate due to mechanical pressure and the action
of hot transformer oil.
4.4.4 The core shall be constructed either from high grade, non-aging Cold Rolled Grain Oriented (CRGO) silicon
steel laminations conforming to grade M4 or better or of amorphous metal. The amorphous core shall be of high
quality amorphous ribbons having very low loss formed into wound cores rectangula r shape and clamped together
by frames firmly to prevent vibration or noise. The maximum flux density in any part of the cores and yoke at

normal voltage and frequency shall be such that the flux density with + 12.5% voltage variation from rated voltage
and frequency variation of -5% shall not exceed 1.9 tesla. The bidder shall provide saturation curve of the core
material proposed to be used.
4.4.5 The bidder should offer the core for inspection and approval by the purchaser during the manufacturing stage.
Bidders call notice for the purpose should be accompanied with the following documents as applicable as a proof
towards use of prime core material:
c) Packing list
d) Bill of lading
Core material shall be directly procured either from the manufacturer or through their accredited marketing
organization of repute and not through any agent.
4.4.6 The laminations shall be free of all burrs and sharp projections. Each sheet shall have an insulating coating
resistant to the action of hot oil.
4.4.7 The insulation structure for the core to bolts and core to clamp plates, shall be such as to withstand 2000V
DC voltage for one minute.
4.4.8 The completed core and coil shall be so assembled that the axis and the plane of the outer surface of the core
assembly shall not deviate from the vertical plane by more than 25 mm.
4.4.9 All steel sections used for supporting the core shall be thoroughly shot or sand blasted, after cutting, drilling
and welding.
4.4.10 The finally assembled core with all the clamping structures shall be free from deformation and shall not
vibrate during operation.
4.4.11 The core clamping structure shall be designed to minimize eddy current loss.
4.4.12 The frame work and clamping arrangements shall be securely earthed.
4.4.13 The core shall be carefully assembled and rigidly clamped to ensure adequate mechanical strength.
4.4.14 Oil ducts shall be provided, where necessary, to ensure adequate cooling ins ide the core. The welding
structure and major insulation shall not obstruct the free flow of oil through such ducts.
4.4.15 The design of magnetic circuit shall be such as to avoid static discharges, development of short circuit paths
within itself or to the earthed clamping structure and production of flux component at right angle to the plane of the
lamination, which may cause local heating. The supporting framework of the cores shall be so designed as to avoid
the presence of pockets, which would prevent complete emptying of the tank through the drain valve or cause
trapping of air during filling.
4.4.16 The construction is to be of core type. The core shall be provided with lugs suitable for lifting the
complete core and coil assembly. The core and co il assembly shall be so fixed in the tank that shifting will not
occur during transport or short circuits.
4.5.1 All internal metal parts of the transformer, with the exception of individual laminations, core bolts and their
individual clamping plates shall be earthed.
4.5.2 The top clamping structure shall be connected to the tank by a copper strap. The bottom clamping structure
shall be earthed by one or more of the following methods:
c) By a connection to the top structure on the same side of the core as the main earth connection to the tank.
d) The magnetic circuit shall be connected to the clamping structure at o ne point only and this shall be brought out
of the top cover of the transformer tank through a suitably rated insulator. A disconnecting link shall be provided
on transformer tank to facilitate disconnections from ground for IR measurement purpose.
4.5.3 Coil clamping rings of metal at earth potential shall be connected to the adjacent core clamping structure on
the same side as the main earth connections.
WINDING
4.5.4 Winding shall be subjected to a shrinking and seasoning process, so that no further shrinkage occurs during
service. Adjustable devices shall be provided for taking up possible shrinkage in service.
4.5.5 All low voltage windings for use in the circular coil concentric winding shall be wound on a performed
insulating cylinder for mechanical protection of the winding in handling and placing around the core.
4.5.6 Winding shall not contain sharp bends which might damage the insulation or produce high dielectric stresses.
No strip conductor wound on edge shall have width exceeding six times the thickness.
4.5.7 Materials used in the insulation and assembly of the windings shall be insoluble, non catalytic and chemically
inactive in the hot transformer oil and shall not soften or the otherwise affected under the operating conditions.
4.5.8 Varnish application on coil windings may be given only for mechanical protection and not for improvement
in dielectric properties. In no case varnish or other adhesive be used which will seal the coil and prevent evacuation
of air and moisture and impregnation by oil.
4.5.9 Winding end connections shall be braced to withstand shocks during transport or short circuit.
4.5.10 Permanent current carrying joints in the windings and leads shall be welded or brazed. Clamping bolts for
current carrying parts inside oil shall be made of oil resistant material which shall not be affected by acidity in the
oil, steel bolts, if used, shall be suitably treated.
4.5.11 Terminals of HV windings shall be brought out of the tank through bushings for external connections.
Terminals of LV windings shall be brought inside the LV cable box through bushings for external connections.
4.5.11.1 The completed core and coil assembly shall be dried in vacuum at not more than 0.5mm of mercury
absolute pressure and shall be immediately impregnate d with oil after the drying process to ensure the elimination
of air and moisture within the insulation. Vacuum may be applied in either vacuum oven or in the transformer tank.
4.5.11.2 The winding shall be so designed that all coil assemblies of identical voltage ratings shall be
interchangeable and field repairs to the winding can be made readily without special equipment. The coils shall
have high dielectric strength.

4.5.11.3 Coils shall be made of continuous smooth high grade electrolytic copper conductor, shaped and braced to
provide for expansion and contraction due to temperature changes.
4.5.11.4 Adequate barriers shall be provided between coils and core and between high and low voltage coil. End
turns shall have additional protection against abnormal line disturbances.
4.5.11.5 The insulation of winding shall be designed to withstand voltage stress arising from surge in transmission
lines due to atmospheric or transient conditions caused by switching etc.
4.5.11.6 Tapings shall not be brought out fr om inside the coil or from intermediate turns and shall be so arranged
as to preserve as far as possible magnetic balance of the transformer at all voltage ratios.
4.5.11.7 Magnitude of impulse surges transferred from HV to LV windings by electromagnetic i nduction and
capacitance coupling shall be limited to B.I.L. of LV winding.
4.6.1 The insulating oil for the transformer shall be of LHV grade, generally conforming to IS:335. No inhibitors
shall be used in the oil.
4.6.2 The quantity of oil required for the first filling of the transformer and its full specification shall be stated in
the bid. The bidder shall quote the price of transformer complete with first filling of oil plus 10% extra. The
transformer oil shall be supplied in non-returnable drums.
4.6.3 The design and materials used in the construction of the transformer shall be such as to reduce the risk of the
development of acidity in the oil.
4.6.4 The contractor shall warrant that oil furnished is in accordance with the following specification:
i) Valves shall be of forged carbon steel up to 50 mm size and of gun metal or of cast iron bodies with gun metal
fittings for sizes above 50 mm. They shall be of full way type with screwed ends and shall be opened by turning
counter clockwise when facing the hand wheel. There shall be no oil leakage when the valves are in closed
position.
ii) Each valve shall be provided with an indicator to show the open and closed positions and shall be provided with
facility for padlocking in either open or closed position. All screwed valves shall be furnished with pipe plugs for
protection. Padlocks with duplicate keys shall be supplied along with the valves.
iii) All valves except screwed valves shall be provided with flanges having machined faced drilled to suit the
applicable requirements. Oil tight blanking plates shall be provided for each connection for use when any radiator
is detached and for all valves opening to atmosphere. If any special radia tor valve tools are required, the contractor
shall supply the same.
iv) The transformer shall be provided with following valves on the tank:
c) Oil sampling not less than 8mm at top and bottom of main tank.
4.9 ACCESSORIES
4.9.1 Bushing
i) All porcelain used in bushings shall be homogeneous, non -porous, uniformly glazed t o brown colour and free
from blisters, burns and other defects.
ii) Stress due to expansion and contraction in any part of the bushing shall not lead to deterioration.
iii) Bushing shall be designed and tested to comply with the applicable standards.
iv) Oil in oil-filled bushings shall meet the requirements of the transformer oil standards.
v) Bushing rated for 400A and above shall have non-ferrous flanges and hardware.
vii) Bushing shall be so located on the transformers that full flashover strength will be utilized. Minimum
clearances as required for the BIL shall be realized between live parts and live parts to earthed structures.
viii) All applicable routine and type tests certificates of the bushings shall be furnished for approval.
ix) Bushing shall be supplied with bi -metallic/terminal connector/clamp/washers suitable for fixing to bushing
terminal and the PURCHASERS specified conductors. The connector/clamp shall be rated to carry the bushing
rated current without exceeding a temperature rise of 55 oC. The connector/clamp shall be designed to be corona
free at the maximum rated line to ground voltage.
(a) The conservator tank shall have adequate capacity between highest and lowest visible levels to meet the
requirement of expansion of the total cold oil volume in the transformer and cooling equipment.
(b) The conservator tank shall be bolted into position so that it can be removed for cleaning purposes.
(c) The conservator shall be fitted with m agnetic oil level gauge with low level electrically insulated alarm
contact.
The pressure relief device provided shall be of sufficient size for rapid release of any pressure that may be
generated in the tank and which may result in damage of the equipment. The device shall operate at a static
pressure of less than the hydraulic test pressure of transformer tank. It shall be mounted direct on the tank. A pair
of electrically insulated contacts shall be provided for alarm and tripping.
A double float type Buchholz relay shall be provided. Any gas evolved in the transformer shall collect in this relay.
The relay shall be provided with a test cock suitable for a flexible pipe connection for checking its operation. A
copper tube shall be connected from the gas collector to a valve located about 1200 mm above ground level to
facilitate sampling with the transformer in service. The device shall be provide with two electrically independent
potential free contacts, one for alarm on gas accumulation and the other for tripping on sudden rise of pressure.
The oil preservation shall be diaphragm type oil sealing in conservator to prevent oxidation and contamination of
oil due to contact with atmospheric moisture.
The conservator shall be fitted with a dehydrating filter breather. It shall be so designed that,
iii) Moisture absorption indicated by a change in colour of the crystals of the silica gel can be easily observed from
a distance.
iv) Breather is mounted not more than 1400 mm above rail top level.
i) Sheet steel, weather, vermin and dust proof marshalling box fitted with required glands, locks, glass door,
terminal board, heater wit switch, illumination lamp with switch, water t ight hinged and padlocked door a suitable

construction shall be provided with each transformer to accommodate temperature indicators, terminal blocks etc.
The box shall have slopping roof and the interior and exterior painting shall be in accordance with t he
specification. Padlock along with duplicate keys shall be supplied for marshalling box. The degree of protection
shall be IP55.
ii) The schematic diagram of the circuitry inside the marshalling box be prepared and fixed inside the door under a
pros pone sheet.
(b) Space for accommodating Control & Protection equipment in future for the cooling fan (for ONAF type
cooling, may be provided in future).
(c) Terminal blocks and gland plates for incoming and outgoing cables.
All the above equipment except (c) shall be mounted on panels and back of panel wiring shall be used for inter -
connection. The temperature indicators shall be so mounted that t he dials are not more than 1600 mm from the
ground level and the door(s) of the compartment(s) shall be provided with glazed window of adequate size. The
transformer shall be erected on a plinth with required height and sizes so as to maintain minimum ground clearance
of 3.75 Mtrs from the ground level to the live point.
iv) To prevent internal condensation, a metal clad heater with thermostat shall be provided. The heater shall be
controlled by a MCB of suitable rating mounted in the box.
v) All incoming cables shall enter the kiosk from the bottom and the gland plate shall not be less than 450 mm
from the base of the box. The gland plate and associated compartment shall be sealed in suitable manner to prevent
the ingress of moisture from the cable trench.
vi) The control connection, wiring etc. shall be as per clause 3.15 of this specification.
The transformers shall be provided with an On -Load Tap Changer (OLTC) of well reputed and of prov en make as
per technical requirement for varying the effective transformation ratio while the transformer is ON load and
without providing phase displacement. The salient features of the OLTC shall be as under:
The tap changing mechanism should be suitable for automatic, remote control operation from remote control panel
in the control room in addition to being capable of local manual as well as local electrical operation.
a) An oil immersed tap se lector and arcing switch on arc suppressing tap selector provided with ohmic or resistor
type high speed diverter switch, for reduction of make and break arcing voltages, overloads and short circuits.
b) Diverter switch should be with snap action mechanism with energy accumulator mounted directly on the
diverter switch.
The on -load tap changer shall be designed so that the contacts do not interrupt are within the main tank of
transformer. The tap changer selector and arcing switch on arc suppressing tap selector switch shall be located in
one or more oil filled compartments. The diverter switch should be provided with gas vent and Buchholz relay. It
shall be designed as to prevent the oil in tap selector and diverter switch compartments from mixing with the oil in
transformer. The barrier board between OLTC and the transformer tank shall be made of Silicon Bonded Resin
Paper (SBRP)
The transformer shall give full load output on all taps without exceeding the limit of permissible temperature rise
in oil and winding.
The manual operation device shall be so located on the transformer that it can be operated by a man standing at the
level of transformer track. It shall be of robust construction and shall be capable of frequent operations. It shall not
be possible to operate the electric drive when the manual operating gear is in use.
Necessary interlocks blocking independent control when the units are in parallel shall be provided.
The c ontrols shall be so arranged as to ensure that when a tap change operation has commenced, it shall be
completed independently of the operation of control relays or switches. Local or remote control switch shall cause
one tap movement only, until the contro l switch has returned to the off position between successive operations.
Under abnormal conditions such as may occur when the contractor controlling one tap change sticks, the
arrangement must be such as to switch off supply to the motor so that an out of step condition is limited to one tap
difference between the units./ Limit switches shall be provided to prevent over running of mechanism.
The transformer and the tap changing equipment shall be designed to permit full rated operation with tap changing
equipment temporarily installed in any intermediate position. Details of out of step protection provided for the taps
should be furnished in the tender.
The control scheme for the tap changer shall be provided for independent auto/non-auto control of the tap changer
when the transformers are in independent service. Voltage regulating relay should be designed for maximum
operational simplicity for regulating the secondary voltage of power transformer with OLTC.
The required dead band settings are set by setting the nominal value and lower and upper levels
A mechanical tap position indicator shall be provided on the tap changer in addition to remote indication
equipment in the control room on remote control cubicle of OLTC. Necessary interlocks, for independent control
when the units are in parallel shall be provided.
The whole of motor drive unit comprising the motor and its control gear including contactors, indicator, local
electrical push buttons, five digit operation counter, handle for manual control etc. a s well as terminals for the
control and indication wiring shall be housed in a dust proof kiosk mounted on tap changer, A heating element
with thermostat and MCB shall also be provided in kiosk for ensuring trouble free operation of the drive in cold
weather. Arrangement shall be made for padlocking the kiosk. Tap position indication shall be visible by a number
Any enclosed compartment not oil filled shall be adequately ventilated. All contactors, relay coils or other parts
shall be suitably protected against corrosion or deterioration due to condensation, fungi etc.
The oil in the compartments of the main tap changing apparatus which do not contain contacts used for making or
breaking current shall be maintained under conservator head by means of a pipe connection from the highest point
of the chamber to the conservator. This connection shall be controlled by a suitable valve and shall be arranged so
that any gas leaving the chamber will pass into the gas and oil actuated relay. A separate oil Buchholz relay with
trip contacts shall be provided for the On-Load Tap Changer chamber. Each tap changer shall also be provided
with a pressure relief valve outside OLTC to protect against sudden pressure development on OLTC.
Each compartment in which the oil is not maintained under conservator head shall be prov ided with a suitable
direct reading oil level gauge.
A permanently legible lubrication chart shall be fitted with the driving mechanism chamber.
Local electrical control switches and the local operating gear shall be clearly labeled in suitable manner to indicate
the direction of operation of tap changer.
The remote control panel of OLTC gear to be installed in the control room should match in colour and dimensions
sheet steel size etc. with the purchasers transformer control panel.
In addition to the fittings, auxiliaries and accessories considered necessary by the contractor the following shall be
provided.
In addition to the methods of control covered above the following methods shall also be provided.
The voltage regulation scheme being provided shall meet the following general requirements :-
to provide automatic and manual control of the transformer on-load tap changer
(OLTC).
to maintain transformer secondary voltage within preset limits.
to provide line drop voltage compensation due to load current.
to monitor and alarm abnormal voltages and other operating conditions at the remote
control panel and also to the remote LDC.
It must not be possible to operate any tap cha nger by remote or local electrical hand control while the
equipment is switched for automatic operation. It shall be possible to select au tomatic or manual
operation from the LDC.
The status of Auto-Manual-LDC position for OLTC control shall be wired to the LDC Interface -
Marshalling Cabinet. Suitable control points for LDC shall also be provided to raise and lower the tap
positions directly from LDC.
Alternative voltage control schemes employing circulating current principles with modern and
proven voltage control/parallel operation schemes will also be considered acceptable provided
the contractor demonstrates to the satisfaction of the Engineer that the offered scheme is equal to or
superior to the standard master follower-independent scheme and incorporate all the operational
requirements of the master-follower-independent scheme specified. It shall be noted further by
the tenderers that the Engineer reserve the right to select any scheme based on the said merits and
operational flexibility/simplicity of the scheme at the time of approvals and the contractor
Automatic voltage control shall be initiated by a voltage regulating relay of an approved solid
state type. The type of relay used shall be the latest in design and fully suitable for the type of
voltage control scheme selected with all facilities (like plain voltage control, line drop compensation,
circulating current load shedding etc) and shall be subject to approval of the Engineer. The relay
shall operate from the nominal reference voltage derived from a circuit mounted
11kV/root3/110V/root3 voltage transformers (located within the 11kV switchgear or bushing
mounted) having minimum Class 1.0 accuracy to.
The supply voltage shall be adjustable over a range of the transformer tap step percentage, the
nominal setting being twice the transformer tap step percentage.
The relay shall be insensitive to frequency variation between the limits of 47 Hz and 51 Hz. The relay
shall be complete with adjustable time delay elements for initial time delay and intertap time delay.
The adjustable setting range of the time delays shall be to meet the requirement and subject to
approval. The relay shall also incorporate an under voltage and over voltage blocking facility
which renders the control inoperative in the event of abnormal voltage levels. The voltage range
shall be adjustable/selected to cover the expected normal voltage deviations and shall be to the
approval of the Engineer.
On each transformer the voltage transformer supply to the voltage regulating relay shall be
monitored for partial or complete failure. The specified indicating lamp and alarm will be inoperative
when the circuit breaker controlling the lower voltage side of the transformer is open and also that it
is disconnected when the tap changer is on control other than automatic control.
The voltage regulating relays shall have line drop compensation, over current inhibit/automatic
minimization of circulating currents as appropriate and circulating current control facility as well.
v) Reversing contactor
vi) ON/OFF automatic trip air circuit breaker for motor supply
ii) Tap position indicator for mounting on control panel in the control room.
iii) Signal lamp and buzzer, for indicating Tap Change in Progress.
iv) Raise lower switch push button type with intermediate off/position for remote control.
vii) Provision of interlocking system for blocking independent control when the units are to run in parallel by
providing interlock able phase sequence selector switch.
viii) All audo-visual indications should be brought to the Remote Tap Changer Cubicle (RTCC) panel.
ix) DC supply isolators, DC supply ON indicator & DC failure, both along with cancellation.
x) All equipment and their connections in RTCC panel should be prop erly marked. The buzzer/bell (industrial
type) should be provided.
xi) Selector switch/ lock with key facility for auto/manual mode selection.
Apart from the above the required indications and control buttons and logics are to be included for satisfactory and
safe remote operation of On-load tap changer.
4.12 FITTINGS
i) Conservator with isolating valves, oil filling hole with cap a nd drain valve. The conservator vessel shall be filled
with constant oil pressure diaphragm oil sealing system.
ii) Magnetic type oil level gauge (150 mm dia) with low oil level alarm contacts.
iv) Silica gel breather with oil seal and connecting pipe complete with first fill of activated silica gel or alumina
mounted at a level of 1300 mm above ground level.
v) A double float type Buchholz relay with isolating valve, bleeding pipe and a testing cock, the test cock shall be
suitable for a flexible (pipe connection for checking its operation). A 5 mm dia Copper pipe shall be connected
from the relay test cock to a valve located at a suitable height above ground level to facilitate sampling of gas with
the transf ormer in service. Interconnection between gas collection box and relay shall also be; provided. The
device shall be provided with two electrically independent ungrounded contacts, one for alarm on gas
accumulation and the other for tripping on sudden oil s urge. These contacts shall be wired upto transformer
marshalling box. The relay shall be provided with shut off valve on the conservator side as well as on the tank side.
vi) Pressure relief devices (including pressure relief valve) and necessary air equalizer connection between this and
the conservator with necessary alarm and trip contacts.
viii) Inspection cover, access holes with bolted covers for access to inner ends of bushing etc.
ix) Winding temperature (hot spot) indicating device for local mounting complete in all respects. Winding
temperature indicator shall have three sets of contacts to operate at different settings:
xi) Lifting eyes or lugs for the top cover, core and coils and for the complete transformer.
xiv) Protected type mercury/alcohol in glass thermometer and a pocket to house the same.
xv) Top and bottom filter valves on diagonally opposite ends with pad locking arrangement on both valves.
xix) Two numbers tank earthing terminals with associated nuts and bolts for connections to purchaser's grounding
strip.
xxii) Shut off valve on both sides of flexible pipe connections between radiator bank and transformer tank.
- Lifting lugs
b) Air release device and oil drain plug on oil pipe connectors.
xxiv) Terminal marking plates for Current Transformer and Main transformer.
Note:- (i) The fittings listed above are indicative and any other fittings which are generally required for satisfactory
operation of the transformer are deemed to be included in the quoted price of the transformer.
(ii) The contacts of various devices required for alarm and trip shall be potential free and shall be adequately rated
for continuous, making and breaking current duties as specified.
i) Normally no fuses shall be used anywhere . Instead of fuses , MCBs (both in AC&DC circuits) shall be used.
Only in cases where a .MCB cannot replace a fuse due to system requirements, a HRC fuse can be accepted.
ii) All wiring connections, terminal boards, fuses , MCBs and links shall be suitable for tropical atmosphere. Any
wiring liable to be in contact with oil shall have oil resisting insulation and the bare ends of stranded wire shall be
sweated together to prevent seepage of oil along the wire.
iii) Panel connections shall be neatly and squarely fixed to the panel. All instruments and panel wiring shall be run
in PVC or non -rusting metal cleats of the compression type. All wiring to a panel shall be taken f rom suitable
terminal board.
iv) Where conduits are used, the runs shall be laid with suitable falls, and the lowest parts of the run shall be
external to the boxes. All conduit runs shall be adequately drained and ventilated. Conduits shall not be run at or
below ground level.
v) When 400 Volt connections are taken through junction boxes or marshalling boxes, they shall be adequately
screened and 400 volts Danger Notice must be affixed to the outside of the junction boxes or marshalling box.
Proper colour code for Red, Yellow, Blue wires shall be followed.
vi) All box wiring shall be in accordance with relevant IS. All wiring shall be of stranded copper (48 strands) of
1100 Volt grade and size not less than 2.5 Sq.mm.
vii) All wires on panels and all multi -core cables shall have ferrules, for easy identifications, which bear the same
number at both ends, as indicated in the relevant drawing.
viii) At those points of interconnection between the wiring carried out by separate contractors, where a change of
number can not be avoided double ferrules shall be provided on each wire. The change of numbering shall be
shown on the appropriate diagram of the equipment.
ix) Stranded wires shall be terminated with tinned Ross Courtney terminals, claw washers or crimped tubular lugs.
Separate washers shall be suited to the size of the wire terminated. Wiring shall, in general, be accommodated on
the sides of the box and the wires for each circuit shall be separately grouped. Back of panel wiring shall be
arranged so that access to the connecting items of relays and other apparatus is not impeded.
x) All circuits in which the voltage exceeds 125 volts, shall be kept physically separated from the remaining
wiring. The function of each circuit shall be marked on the associated terminal boards.
xi) Where apparatus is mounted on panels, all metal cases shall be separately earthed by means of stranded (48 no)
copper wire of strip having a cross section of not less than 2 sq.mm where strip is used, the joints shall be sweated.
The copper wire shall have green coloured insulation for earth connections.
xii) All wiring diagram for control and relay panel shall preferably be drawn as viewed from the back and shall
show the terminal boards arranged as in services.
xiii) Terminal block ro ws should be spaced adequately not less than 100 mm apart to permit convenient access to
external cables and terminations.
xiv) Terminal blocks shall be placed with respect to the cable gland (at a minimum distance of 200 mm) as to
permit satisfactory arrangement of multicore cable tails.
The terminals for CTs should have provision to insert banana plugs and with isolating links.
xvi) All interconnecting wiring, as per the final approved scheme between accessories of transformer and
marshalling box is included in the scope of this specification and shall be done by the Transformer supplier.
xvii) The schematic diagram shall be drawn and fixed under a transparent propane sheet on the inner side of the
marshalling box cover.
xviii) To avoid condensation in the Marshalling Box, a spac e heater shall be provided with an MCB and
thermostat.
xix) Suitable 11W, CFL light shall be provided in the Marshalling Box at lighting purpose.
i) The contractor shall carry out a comprehensive inspection and testing programme during manufacture of the
transformer. An indicative of inspection is given under clause no. 4.1. This is, however, not intended to form a
comprehensive programme as it is contractor s responsibility to draw up and carry out such a programme duly
approved by the purchaser.
ii) The contractor shall carry out routine tests on the transformers.
The charges for carrying out the routine tests is to be included in the quoted price.
iii) The pre-shipment checks shall also be carried out by the contractor.
vi) Certified test report and oscillograms shall be furnished to the Purchaser/Consultants for evaluation as per the
schedule of distribution of documents. The contractor shall also evaluate the test results and rectify the defects in
the equipment based on his and the purchaser s evaluations of the tests without any extra charges to the Purchaser
Manufacturers Test Certificates in respect of all associated auxiliary and ancillary equipment shall be furnished.
vii) The bidder shall state in his proposal the testing facilities available at his works. In case full testing facilities
are not available, the bidder shall state the method proposed to be adopted so as to ascertain the transformer
characteristics corresponding to full capacity.
5.1 INSPECTION
c) Check correct dimensions between whets, demonstrate turning of whee ls, through 90 o and further dimensional
check.
a) Sample testing of core materials for checking specific loss properties, magnetization characteristics and
thickness.
f) Visual and dimensional checks for straightness and roundness of core, thickness of limbs a nd suitability of
clamps.
g) High voltage DC test (2 KV for one minute) between core and clamps.
iv) Winding
b) Visual and dimensional checks on conductor for scratches, dent mark etc.
f) Check and ensure that physical condition of all materials taken for windings is satisfactory and free of dust.
b) Check insulation distance between high voltage connections, between high voltage connection cables and earth
and other live parts.
c) Check insulating distances between low voltage connections and earth and other parts.
a) Measurement and recording of temperature and drying time during vacuum treatment.
viii) Oil
All standard test in accordance with IS:335 s hall be carried out on Transformer oil sample before filling in the
transformer.
The contractor shall submit the test reports for all bought out/sub contracted items for approval.
a) Buchholz relay
c) Bushings
e) Marshalling box
h) Porcelain, bushings, bushing current transformers, wherever provided, winding coolers, control devices,
insulating oil and other associated equipment shall be tested by the contractor in accordance with relevant IS.
If such equipment is; purchased by the contractor on a sub-contract, he shall have them tested to comply with these
requirements.
i) All standards routine tests in accordance IS:2026 with dielectric tests corresponding as per latest amendments to
IS:2026 shall be carried out in presence of purchasers representative.
ii) All auxiliary equipment s hall be tested as per the relevant IS. Test certificates shall be submitted for bought out
items.
iii) High voltage withstand test shall be performed on auxiliary equipment and wiring after complete assembly.
iv) Following additional routine tests shall also be carried out on the transformer:
Transformer routine tests shall include tests stated in latest issue of IS:2026 (Part - I). These tests shall also include
but shall not be limited to the following:-
ii) Voltage ratio on each tapping and check of voltage vector relationship.
After routine tests, each core shall be tested for 1 minute at 2 KV DC between all bolts, side plates and structural
steel work. Immediately prior to the dispatch of the transformer, the magnetic circuit shall be pressure tested for 1
minute at 2 KV A.C. between the core and the earth.
v) Load losses
vii) Absorption index i.e. insulation resistance for 15 seconds and 60 seconds (R60/R15) and polarization index i.e.
Insulation Resistance for 10 minutes and one minute R10 mt/R1 mt.).
Three (3) sets of certified test reports and oscillographs shall be submitted for evaluation prior to dispatch of the
equipment. The contractor shall also evaluate the test results and shall correct any defect indicated by his and
Purchaser fs evaluation of the tests without charge to the Purchaser.
The tank and oil filled compartments shall be tested for oil tightness completely filled with air or oil of viscosity
not greater than that of insulating oil conforming to IS:335 at the ambient temperature and applying a pressure
equal to the normal pressure plus 35 KN/m2 measured at the base of the tank. The pressure shall be maintained for
a period of not less than 12 hours for oil and one hour for air and during that time no leak shall occur.
b) Vacuum test
One transformer tank of each size shall be subjected to the specified vacuum as in CI. 15.1.2. The tanks designed
for full vacuum shall be tested at an internal pressure of 3.33 KN per m2 (25 mm of Hg.) for one hour. T he
permanent deflection of flat plates, after the vacuum has been released shall not exceed the value specified below
without affecting the performance of the transformer: -

The permanent deflection of flat plates after the vacuum has been released shall not exceed the value specified in
C.B.I.P. Manual on Transformers (Revised 1999) without affecting the performance of the transformers
c) PRESSURE TEST:One transformer tank of each size shall be subjected to a pressure corresponding to twice the
normal head of oil or to the normal pressure plus 35 KN per m2 (5 Lb. Per sq. inch.) which ever is lower measured
at the base of the tank and will be maintained for one hour. The permanent deflection of flat plates after the excess
pressure has been released shall not exceed the figure specified above.
The following type and routine Tests shall b e carried out on the On load tap changer and motor driver mechanism
in accordance with IS: 8468- 1977 or its latest version.The type tests should not be more than 5 years old.
I. Type Tests
Type tests shall be performed on the sam ples of the relevant tap changer or components after their final
development. The following shall constitute the type tests.
a) Mechanical Test

i) Check for proper packing and preservation of accessories like radiators, bushings, explosions vent, dehydrating
breather, rollers, buchholz relay, control cubicle connecting pipes and conservator etc.
ii) Check for proper provision of bracing to arrest the movement of core and winding assembly inside the tank.
The contractor shall carry out detailed inspection covering areas right from the receipt of material upto
commissioning stage. An indicative programme of inspection as envisaged by the engineer is given blow. This is
however not intended to form a comprehensive programme as it is contract fs responsibility to draw up and carry
out such a programme.
i) Check and record condition of each package visible parts of the transformers etc. for any damage.
ii) Check and record the gas pressure in the transformer tank as well as in the gas cylinder.
iii) Visual check of core and coils before filling up with oil and also check condition of core and winding in
general.
iii) Test on oil samples taken from main tank top and bottom and cooling system. Samples should be taken only
after the oil has been allowed to settle for 24 hours.
After the transformer is installed, the following pre -commissioning tests and checks shall be done before putting
the transformer in service.
x) Protective relays
5.5.4 In to order to have checks on manufacturing procedure and quality, bidder shall be furnish the following
calculation.
iv) Oil is at correct level in the bushing, conservator, diverter switch & tank etc.
5.6 PERFORMANCE
i) The transformer shall be capable of being operated without danger on any tapping at the rated KVA with voltage
variation of 10% corresponding to the voltage of the tapping.
ii) The maximum flux density in any part of the cores and yokes at normal voltage and frequency shall be such that
the flux density on any taps position with + 12.5% voltage variations and .5% frequency variations, shall not
exceed 1.9 wb/m2.
iv) The transformer shall be designed with particular attention to the suppression of third and fifth harmonics so as
to minimize interference with communication circuits.
(a) The transformer shall be capable of withstanding for two (2) seconds without damages any external short
circuit to earth.
(b) Transformers shall be capable of withstanding thermal and mechanical stresses conveyed by symmetrical or
asymmetrical faults on any winding.
(c) Transformers shall accept, without injurious heating, combined voltage and frequency fluctuation which
produce the 125% over fluxing condition for one minute.
i) The Purchaser and/or his representative reserve the right to witness any or all tests, or to accord waival at its sole
discretion.
ii) The purchaser reserves the right to reject the Transformer if losses exceed the declared losses beyond t olerance
limits as per IS or if temperature rise of oil and winding exceed the values specified elsewhere. (See clause 3.5.0)
5.9 REJECTION
The purchaser may reject any transformer if during tests or service any of the following conditions arise:
ii) The difference in impedance values of any two phases during single phase short circuit impedance test exceeds
2% of the average value guaranteed by the vendor.
iv) Transformer is proved to have been manufactured not in accordance with the agreed specification.
6.1 Four sets of the instruction manuals shall be supplied at least four (4) weeks before the actual dispatch of
equipment. The manuals shall be in bound volumes and shall contain all the drawings and information required for
a) Marke d erection prints identifying the components parts of the transformer as dispatched with assembly
drawings.
c) Detailed views of the core and winding assembly, winding connections & tappings, tap changer construction etc.
These drawings are required for carrying are required for carrying out overhauling operation at site.
f) Detailed O & M instructions with periodical check lists and performance etc.
i) All fittings and accessories, which may not be specifically mentioned in the specification but which are
necessary for the satisfactory operation of the plant, shall be deemed to be included in the specification and shall be
furnished by the contractor without extra charges. The equipment shall be complete in all details, whether such
details are mentioned in the specification or not, without any financial liability to t he Purchaser under any
circumstances.
ii) All deviations from this specification shall be separately listed under the requisite schedules, in the absence of
which it will be presumed that all the provision of the specification are complied with by the bidder.
All the necessary tools and tackles required for normal operation & maintenance shall be supplied by the
contractor.
80.0 COMMISSIONING
The equipment shall be commissioned as per CBIP manual, IS 10028 and manufacturer fs recommendations. All
the as built drawings/manuals shall be prerequisite for release of payment for final payment. The successful bidder
shall commission the transformer at his own cost & expenses.
The purchaser reserves the right for stage inspection of transformer during the course of manufacture to ensure that
the internal details are in accordance with the data / information supplied / G.T.P.s as per Contract/P.O.

IS 2026-1977/relevant IEC: -

113. Direct real time measurement of winding temperature through fiber optic technology:-
11.1 Fiber optic based Temp. Measuring system: - In order to measure the ho t spot directly fiber optic based
sensors are inserted in all the three windings at the hottest zones of the windings which line and discs.
11.2 Ga-As based fiber optic sensor scheme shall consist of the following:-
f. Single conditioner.
iii) RS 232 & RS 485 serial O/P unit SCP / & Modbus Protocol.
iv) PLC optional contract for data acquisition & extended control capabilities.
The bidder shall have to confirm that this offer is inclusive of all the above features and shall indicate the

12 SPECIAL TOOLS:
Any special tools required for erection and fo r maintenance work shall be provided along with each transformer.
Any special tools if required & recommended by the bidder shall be supplied however cost of such tools be
mentioned clearly in price bid.
In case the supplier makes a fake inspection call i.e., the material is not found ready by the Inspecting Officer
deputed by the purchaser for inspection, the supplier shall be liable to pay the expenses incurred by the purchaser
on this account subject to minimum of a fixed penalt y of Rs. 20, 000/ - in addition to the expenses incurred by the
purchaser for deputing the inspecting officer for each such fake call made by the supplier.
14 GUARANTEE / WARRANTEE
The supplier shall be responsible to replace, free of cost, with no transportation or insurance cost to the Purchaser,
up to destination, the whole or any part of the material which in normal and proper use proves the defective in
quality or workmanship, subject to the condition that the defect is noticed within 30 months from the date of
receipt of material in stores or 24 months from the date of commissioning whichever period may expire earlier.
The consignee or any other officer of purchaser actually using the material will give prompt notice of each such
defect to the supplier. The replacement shall be effected by the supplier within a reasonable time, but not, in any
case, exceeding 45 days. The supplier shall, also, arrange to remove the defective within a reasonable period, but
not exceeding 45 days from the date of issue of notice in respect thereof, failing which, the purchaser reserve the
right to dispose of defective material in any manner considered fit by him (Purchaser), at the sole risk and cost of
the supplier. Any sale proceeds of the defective material after meeting the expenses incurred on its custody,
The material offered / received after the inspection by the authorized inspecting Officer may again be subjected to
the test for losses or any other parameters from any testing house / in house technique of the purchaser having
requisite capabi lities and facilities. The results if found deviating / unacceptable or in non -compliance with
approved GTP fs, the lot shall be rejected and bidder shall arrange to supply the within thirty (30) days of such
detection at his cost including to & fro transp ortation. In addition to this a penalty @ 10% of cost of the rejected
lost of material shall be imposed
Notes:
1) The type test reports should not be more than Seven years for similar type of Transformer reckoned form the
date of bid opening. The type te st should be got carried out form the Govt/Govt approved test houses as per
relevant IS.
2) All Routine tests as per IS should be carried out in presence of ECIL representative. Contractor should inform
ECIL 15 days prior to the inspection date.

1. SCOPE: The specification covers the design manufacture, testing before dispatch, supply & delivery along with
associated sundries to complete the job. Control and relay panel shall include the following:
a) Protective and auxiliary relays required for the protection of 2 Nos of Power transformers (Proposed 10MVA
and existing 15-20MVA).
d) Supervision equipment
e) Mimic equipment
f) Alarm equipment
g) Terminals, wiring ferrules, fuses, links and sundries to complete the job.

2. STANDARDS: All material and equipment shall comply in every respect with the requirements of the latest
edition of the relevant standards as specified he re. Equipment meeting with any other internationally recognised
standards will be acceptable.
3. CLIMATIC CONDITIONS:
The equipment/material to be supplied against this specification shall be suitable for satisfactory operation under
the climatic Conditions of Hyderabad, Andhra Pradesh.
4.2 Wherever the LV neutral is provided on the power transformer, the same will be solidly earthed.
4.3 A.C. supply at the 33KV sub -station for which the C&R panels against this specification are required will be
415/240 Volts, 3 phase, 4wire, 50Hz+ 3% variation.
4.4 D.C. supply available at the s ub stations for which the C&R panel against this specification is required will be
30Volts, 2 wire available from the sub-station battery. The supply may have + 10% variation.
5. TEST SHEETS:
Guaranteed test sheets as per Annexure A will be submitted by the tenderer along with the tender.
Relevant literature will be supplied for proper appreciation of the offered equipment.
6. SPARE PARTS:
The cost of the following items may be quoted separately so that the same be purchased as spares, if considered
necessary.
7. DRAWING: In addition to any other draw ings which the tenderer may like to enclose to explain the merits of
his proposal, the following drawings shall be enclosed with the tender in quadruplicate:
iii) Transformer circuit protection scheme in respect of both the transformers C &R panel.
Within 15 days after the date of issue of firm order together with other essential technical particulars( by the
purchaser), the supplier shall furnish 2 copies each of the dimensional drawings, schematic drawings and wiring
drawings of C&R panels for purchasers approval, enabling him to determine that the design proposed can be
satisfactorily fabricated. The purchaser shall have the right to require the supplier to make any other change in the
design, which may be ne cessary in his opinion to make the equipment conform to the stated provisions of the
specification without additional cost to the purchaser. Approval by the purchaser of the suppliers drawings shall
not be held to relieve the supplier of any part of the c ontract obligation to meet all the requirements of this
specification.
Two copies each of the descriptive and printed literature in respect of all instruments switches and relays used on
the offered panels shall be supplied along with the tender.
09. TESTS:
The following tests shall be carried out at the manufacturers works after complete assemble of control and relay
panel board and the test report of such tests supplied in quadruplicate for approval of ECIL authorit ies before
despatch of equipment: -
ii) One minute applied voltage test for all equipment on panels and wiring.
iii) Insulation resistance of complete wiring, circuit by circuit with all equipments mounted on the panel.
All instruments, auxiliary relays and protective relays used on the panels shall comply with the latest edition of
relevant Indian/Other internationally acceptable standards and routine test ce rtificates for the same supplied and
got approved from the purchaser.
Type test reports relating to all protective relays as per relevant standards shall be submitted by the tenderers
alongwith their tender for reference of the purchaser.
The type test reports should not be more than five years old reckoned from the date of bid opening. The type tests
should be got carried out from the Govt./Govt. approved test house as per relevant ISS.
Immediately after finalisation of the programme of acceptance/routine testing, the supplier shall give sufficient
advance intimation to the purchaser to enable him to depute his representative for witnessing the tests.
The supplier shall supply one set of full size reproduc able of dimensional drawings, schematic drawings and
wiring diagrams of the control and relay panels against the contract either on tracing cloth or on synthetic paper
enabling easy multiplication of prints as and when required by the purchaser.
The supplier shall be responsible for suitable packing of all the material and marking on the consignment so as to
avoid any damage during the transport and storage and to ensure correct despatch to the destination.
13. MARKING:
The following particulars shall be marked distinctly and permanently on every relay preferably in a position visible
from the front.
(d) Frequency.
Meters shall have markings as per ISS 1248-1983 or latest version thereof/equivalent IEC.
The control and relay panel shall consist of separate cubicle for both transformers with side covers made of sheet
steel and complete with internal wiring, terminals, ferrules and illumination with door operated OFF and ON
switch. The cubicle shall be suitable for floor mounting with its bottom open and shall be completely dust and
vermin proof. The cubicle s hall be of suitable height with adequate depth and width so as to afford comfortable
working area inside the panel for testing staff. Each cubicle shall be fitted with flush mounted steel hinged door
and lock at the back and all the equipments (control, su pervisory, metering and protective) will be mounted in
front. The supply shall include the channel base, suitable grouting bolts, nuts, locknuts, washers etc. along with the
panels.
Panels shall be completely metal clad and shall be dust, moisture and vermin proof.
The enclosure shall provide a degree of protection not less than IP-4X in accordance with IS: 2147.

Panels shall be free standing, floor mounting type and shall comprise structural frames completely enclosed with
specially selected smooth finishe d, cold rolled sheet steel of thickness not less than 3 mm. for weight bearing
members of the panels such as base frame, front sheet and door frames, and 2.0mm. for sides, door, top and bottom
portions. There shall be sufficient reinforcement to provide level transportation and installation.
All doors, removable covers and panels shall be gasketed all around with neoprene gaskets. Ventilating louvers, if
provided shall have screens and filters. The screens shall be made of either brass or GI wire mesh.
Panels shall have base frame with smooth bearing surface, which shall be fixed on the embedded foundation
channels/insert plates. Anti vibration strips made of shock absorbing materials that shall be supplied by the
contractor, shall be placed between panel & base frame.
Cable entries to the panels shall be from the bottom. Cable gland plate fitted on the bottom of the panel shall be
connected to earthing of the panel/station through a flexible braided copper conductor rigidly.
The individual panels shall have provision for extension at both ends so as to form a board as per the requirement.
All internal wiring to be connected to external equipment shall terminate on terminal blocks. Terminal blocks shall
be 1100 V grade and have 10 Amps continuous rating, moulded piece, complete with insulated barriers, stud type
terminals, washers, nuts and lock nuts. Markings on the terminal blocks shall correspond to wire number and
terminal numbers on the wiring diagrams. All terminal blocks shall have shrouding with transparent unbreakable
material.
Disconnecting type terminal blocks for current transformer and voltage transformer secondary leads shall be
provided. Also current transformer secondary leads shall be provided with short circuiting and earthing facilities.
At l east 20% spare terminals shall be provided on each panel and these spare terminals shall be uniformly
distributed on all terminal blocks.
Unless otherwise specified, terminal blocks shall be suitable for connecting the following conductors of external
cable on each side All CT & PT circuits: minimum of two of 2.5mm. Sq. copper.
There shall be a minimum clearance of 250mm. between the first r ow of terminal blocks and the associated cable
gland plate or panel side wall. Also the clearance between two rows of terminal blocks edges shall be minimum of
150mm.
Arrangement of the terminal block assemblies and the wiring channel within the enclosure shall be such that a row
of terminal blocks is run in parallel and close proximity along each side of the wiring -duct to provide for
convenient attachment of internal panel wiring. The side of the terminal block opposite the wiring duct shall be
reserved for the Owner's external cable connections. All adjacent terminal blocks shall also share this field wiring
corridor. All wiring shall be provided with adequate support inside the panels to hold them firmly and to enable
free and flexible termination without causing strain on terminals.
All necessary cable terminating accessories such as gland plates, supporting clamps & brackets, wiring troughs and
gutters etc. for external cables shall be included in the scope of supply.
ii. PAINTING
a. All sheet steel work shall be phosphated in accordance with the IS: 6005 "Code of practice for phosphating iron
and steel".
c. Rust and scale shall be removed by pickling with dilute acid follow ed by washing with running water rinsing
with a slightly alkaline hot water and drying.
d. After phosphating, thorough rinsing shall be carried out with clean water followed by final rinsing with dilute
dichromate solution and oven drying.
e. The phosphate coating shall be sealed with application of two coats of ready mixed, stoved type zinc chromate
primer. The first coat may be "flash dried" while the second coat shall be stoved.
f. After application of the primer, two coats of finishing synthetic enamel paint shall be applied, each coat followed
by stoving. The second finishing coat shall be applied after inspection of first coat of painting. The exterior colour
of paint shall be of a slightly different shade to enable inspection of the painting.
g. A small quantity of finished paint shall be supplied for minor touching up required at site after installation of the
panels.
h. In case the bidder proposes to follow any other established painting procedure like electrostatic painting, the
procedure shall be submitted for purchasers review and approval.
a. Coloured mimic diagram and symbols showing the exact representation of the system shall be provided in the
front of control panels.
b. Mimic diagram shall be made preferably of anodised al uminium or plastic of approved fast colour material,
which shall be screwed on to the panel and can be easily cleaned. Painted overlaid mimic is also acceptable. The
mimic bus shall be 2 mm thick. The width of the mimic bus shall be 10mm for bus bars and 7 mm for other
connections.
c. When semaphore indicators are used for equipment position they shall be so mounted in the mimic that the
equipment close position shall complete the continuity of mimic.
a. All equipment mounted on front and rear side as well as equipment mounted inside the panels shall be provided
with individual name plates with equipment designation engraved. Also on the top of each panel on front as well as
rear side, large and bold name plates shall be provided for circuit/feeder designation.
b. All front mounted equipment shall also be provided at the rear with individual name plates engraved with tag
numbers corresponding to the one shown in the panel internal wiring to facilitate easy tracing of the wiring.
c. Each instrument and meter shall be prominently marked with the quantity measured e.g. KV, A, MW, etc. All
relays and other devices shall be clearly marked with manufacturer's name, manufacturer's type, serial number and
electrical rating data.
d. Name Pl ates shall be made of non -rusting metal or 3 ply lamicoid. Nameplates shall be black with white
engraving lettering.
v. MISCELLANEOUS ACCESSORIES
a. Plug Point:
b. Interior Lighting:
Each panel shall be provided with a fluorescent lighting fixture rated for 240 Volts, single phase, 50 Hz supply for
the interior illumination of the panel controlled by the respective panel door switch.
Each panel shall be provided with necessary arrangements for receiving, distributing and isolating of DC and AC
supplies for various control, signaling, lighting and space heater circuits. The incoming and sub -circuits shall be
separately provided with miniature circuit breakers (MCB). Selection of the main and sub-circuit MCB rating shall
be such as to ensure selective clearance of sub-circuit faults. MCBs shall confirm to IS: 13947. Each MCB shall be
provided with one potential free contact and the same shall be wired for annunciation purpose. However voltage
transformer circuits for relaying and metering shall be protected by fuses. All fuses shall be HRC cartridge type
conforming to IS: 13703 mounted on plug -in type fuse bases. Fuse carrier base as well as MCBs shall have
imprints of the fuse 'rating' and 'voltage'.
d. Space Heater :
Each panel shall be provided with a space heater rated for 240V, single phase, 50 Hz Ac s upply for the internal
heating of the panel to prevent condensation of moisture.
vi. EARTHING
a. All panels shall be equipped with an earth bus securely fixed. Location of earth bus shall ensure no radiatio n
interference for earth systems under various switching conditions of isolators and breakers. The material and the
sizes of the bus bar shall be at least 25 X 6 sq.mm perforated copper with threaded holes at a gap of 50mm. with a
provision of bolts and nu ts for connection with cable armours and mounted equipment etc for effective earthing.
Provision shall be made for extending the earth bus bars to future adjoining panels on either side.
b. All metallic cases of relays, instruments and other panel mounted equipment including gland plate, shall be
connected to the earth bus by copper wires of size not less than 2.5 sq. mm. The colour code of earthing wires shall
be green.
c. PT and CT secondary neutral or common lead shall be earthed at one place only at the terminal blocks where
they enter the panel. Such earthing shall be made through links so that earthing may be removed from one group
without disturbing continuity of earthing system for other groups.
2. SUPERVISION SCHEME: Each of the control and relay pa nel against the specification shall be fitted with the
following supervision lamps: -
Auto-trip: Amber.
In the initial supply 20% of the lamps actually used on the switch board and 10% of lamp lenses of various colours
shall be supplied loose to serve as spares.
3. ALARM SCHEME:
Trip commands due to operation of protective relays including Buchholz relay and winding temperature trip
contacts will actuate bell and will be cancelled by the circuit breaker control handle. Auto trip lamp will glo w on
the panel and there will be flag indication on the concerned protective relay/auxiliary relay of the panel.
i) The closing of an initiating contact shall actuate a buzzer a nd will be accompanied by a flag indication on the
concerned auxiliary relay.
ii) The closing of an initiating contact shall glow a lamp, which will not reset until the fault has cleared.
iii) It shall be possible to silence the buzzer by pressing accept push button,. If after canceling the alarm but
before resetting the visual signal, the same fault persists the buzzer shall be suppressed.
iv) If after canceling the alarm but before resetting the visual signal some other fault takes place then the alarm
accompanied by the flag indication on the concerned auxiliary relay shall take place.
v) If after canceling the alarm and after resetting the visual signal, the same fault reappears or some other fault
takes place, the alarm flag indication and non-trip lamp indication shall reappear as usual.
vi) The non -trip alarm acceptance shall be by means of a push button and resetting of visual signal may also be
done through a push button.
vii) Means shall be provided for test checking the alarm and lamp circuits.
3.1 Four ways for the annunciation of non -trip alarm on transformer panels with the following description shall be
provided:

3.2 Four ways for annunciation of trip & alarm on T/F panels with following description shall be provided:
I ) Buchholz trip
N.B.: 33 kV transformer panels meant for the individual control of 2 Nos. 33/11 kV transformers shall be provided
with necessary auxiliary relays for independent annunciation of the non -trip alarms (such as Buchhlozs alarm,
winding temperatur e & Oil temperature alarm, OLTC Oil surge relay & Low Oil alarm etc)., trip (such as
Buchhlozs trip, winding temperature, Oil temperature trip & OLTC Oil surge relay trip etc.) conditions of
transformer.
4. MIMIC SCHEME:
4.1 Suitably painted mimic diagram will be reproduced on the panels. Automatic semaphore indication for
indicating OPEN and CLOSE position of circuit breakers, isolators and earth switches shall be suitably
incorporated in the mimic diagram as per ECIL 33KV/11KV Single Line Diagram (enclosed). The operating coil
of the semaphore relays shall be suitable for use on 30VD.C. All required control cabling from isolators and earth
switches along with required auxiliary switches for Manual operating mechanism (MOM) box of isolators and
earth switches shall be provided.
4.1 Following colour scheme shall be used for mimic representation on the panels against this specification:
5. METERING SCHEME: Voltmeters & Ammeters on all the panels against the specification shall be of square,
flush mounting type. The C&R panels shall be mounted with both voltmeter & ammeter for measurement of
incoming voltage to the Transformer and Load on the Transformer Feeder.
5.1 Voltmeter shall be Digital type facilitating the measurement of vol tage between phase to phase. The voltmeter
coil shall be rated for 110 Volts between phase to phase obtainable from the secondary of potential transformers.
The instrument shall be of Digtal type grade A classification with an accuracy class of 1 and sha ll conform to IS:
1248- 1983, IS:2419-1963 (latest version there of) or relevant BIS, IEC or ASA standard.
5.2 Suitably sealed Analog ammeter of scale 0 -400A to cover CTs ratio of 200/5 -5-5 amps shall facilitating the
measurement of phase currents as well as the unbalanced current in the neutral. The instrument shall be of Analog
type of industrial grade A classification with an accuracy class 1 and shall conform to IS: 1248 -1983, IS: 2419 -
1963 (latest version thereof) or relevant BIS/ I.E.C or ASA standard
6. CONTROL SCHEME AND CONTROL SWITCHES: It shall be possible to close the breaker from the control
room. For this purpose control switches with built in key free locks having pistol grip type or handles of the spring
return to neutral position type with alarm (cancellation) contacts shall be provided for operation of circuit breakers.
7. PROTECTION SCHEME:
I. There shall be three over current (IDMT characteristic with a definite minimum time of 3.0 seconds at 10 times
setting and have a variable setting range of 50 -200% of rated current) and one earth fault element. Contractor may
offer a composite unit also having these features.
b. SUPERVISION RELAY
a. Trip circuit supervision shall also be provided having adequate contacts for providing connection to alarm.
b. DC supply supervision shall also be provided having adequate contacts for providing connection to alarm.
c.For restricted earthfault protection to 11KV winding of the power transformer, an instantaneous balanced earth
fault relay shall be provided on each of the transformer C& R panel. The relay shall have a setting range of 10% -
40% of 5Amp. & shall be complete with 50Hz circuit & stabilizing resistance.
The Protective relays shall have following type test certificates not older than 3 years as on the date of opening of
tender:
i. High frequency disturbance test as per IEC 60255 -4 (Appendix -E) Class III (not applicable for
electromechanical relays).
ii. Fast transient test as per IEC 1000-4, Level III (not applicable for electromechanical relays).
iii. Relay characteristics , performance and accuracy test as per IEC 60255 Steady state Characteristics and
operating time.
Dynamic Characteristics and operating time for distance protection relays and current differential protection
relays.
iv. Tests for thermal and mechanical requirements as per IEC 60255-6.
vi. Contact performance test as per IEC 60255 -0-20 (not applicable for Event logger, Distance to fault locator and
Disturbance recorder).
8. SMALL WIRING:
8.1 All the wiring shall be of switchboard type consisting of single tinned annealed copper conductor insulated
with polyvinyl chloride insulation suitable for 660 volts service and in accordance with IS: 732 -1963 (latest
version thereof).
8.2 The wiring of the following circuits shall be not less than the size specified below:
8.3 All wires will be continuous from one terminal to the other and also will have no tee -junction enroute. At the
terminal connections, washers shall be interposed between terminals and holding nuts. All holding nuts shall be
secured by locking nuts.
8.4 Bus wires shall be fully insulated and run separately. Fuses and links shall be provided to enable all the circuits
in a panel to be isolated from the bus wire. Wherever practicable all circuits in which the voltage exceeds 125 volts

shall be kept physically separated form the remaining wiring. The function of each circuit shall be marked on the
associated terminal board.
8.5 All wiring diagrams for the control and relay panel shall be drawn as viewed from the back of the cubicle and
shall be in accordance with ISS: 375 -1963 (latest version thereof). Multicore cable tails shall be so bound to its
cable that each wire may be traced without difficulty.
9 TERMINAL BOARDS:
9.1 Terminals block connectors built from cells of moulded dielectric and brass stud inserts shall be p rovided for
terminating the outgoing ends of the panel wiring and the corresponding tail ends of Control Cables. Insulating
barriers shall be provided between adjacent connections. The height of barriers and spacing between terminals
shall be such as to give adequate protection while allowing easy access to terminals.
9.2 Terminal blocks shall be suitable for 660 Volts service and for connection with both copper and aluminum
wires.
10.1 Ferrules engraved with same number and letters as indicated in the connection and wiring diagram shall be
provided on the terminal ends of all wires for easy identification of circuits for inspection and maintenance.
10.2 Tubular space heaters suitable for connection to the sing le phase 230 Volts A.C. supply complete with
switches shall be provided at the bottom of each control and relay panel to prevent condensation of moisture.
10.3 Earthing of current free metallic parts or metallic bodies of the equipment mounted on the switc hboard shall
be done with copper conductor of suitable size.
11. RELAYS
i. All relays shall conform to the requirements of IS: 3231/IEC -60255 or other applicable standards. Relays shall
be suitable for flush or semi -flush mounting on the front with connect ions from the rear. Rela ys could be of
communication enabled numerical type.
ii. All protective relays shall be in draw out or plug-in type / modular cases with proper testing facilities. Necessary
test plugs / test handles shall be supplied loose and shall be included in contractor's scope of supply.
iii. All AC operated relays shall be suitable for operation at 50 Hz. AC Voltage operated relays shall be suitable for
110 Volts PT secondary and current operated relays for 5 amp CT secondary. All DC operated relays and timers
shall be designed for 30V DC voltage specified, and shall operate satisfactorily between 80% and 110% of rated
voltage. Voltage operated relays shall have adequate thermal capacity for continuous operation.
iv. The protective relays shall be suitable for efficient and reliable operation of the protection scheme described in
the specification. Necessary auxiliary relays and timers required for interlocking schemes for multiplying of
contacts suiting contact duties of protective relays and monitoring of control supplies and circuits, lockout relay
monitoring circuits etc. also required for the complete protection schemes described in the specification shall be
provided. All protective relays shall be provided with at least two pairs of potential free isolated output contacts.
Auxiliary relays and timers shall have pairs of contacts as required to complete the scheme; contacts shall be silver
faced with spring action. Relay case shall have adequate number of terminals for making potential free external
connections to the relay coils and contacts, including spare contacts.
v. All protective relays, auxiliary relays and timers except the lock out relays and interlocking relays specified shall
be provided with self-reset type contacts.
vii. Provision shall be made for easy isolation of trip circuits of each relay for the purpose of testing and
maintenance.
viii. Auxiliar y seal-in-units provided on the protective relays shall preferably be of shunt reinforcement type. If
series relays are used the following shall be strictly ensured :
(a) The operating time of the series seal -in-unit shall be sufficiently shorter than that of the trip coil or trip relay in
series with which it operates to ensure definite operation of the flag indicator of the relay.
(b) Seal-in-unit shall obtain adequate current for operation when one or more relays operate simultaneously.
(c) Impedance of the seal -in-unit shall be small enough to permit satisfactory operation of the trip coil on trip
relays when the D.C. Supply Voltage is minimum.
ix. All protective relays and alarm relays shall be provided with one extra isolated pair of contacts wired to
terminals exclusively for future use.
x. The setting ranges of the relays offered, if different from the ones specified shall also be acceptable if they meet
the functional requirements.
xi. Any alternative/additional protections or relays considered neces sary for providing complete effective and
reliable protection should also be offered separately. The acceptance of this alternative/ additional equipment shall
lie with the ECIL. The bidder shall include in his bid a list of installations where the relays quoted have been in
satisfactory operation.
All relays and their drawings shall have phase indications as R-Red, Y-yellow, and B-blue.

1. SCOPE:
This specification covers the design, engineering, manufacture, inspection, assembly, packing, orwarding
&delivery FOR destination and testing at manufacture s works for outdoor type 33KV current transformers as per
schedule of requirement.
2. STANDARD:
The current transformers shall comply in all respects with the latest issues of IS:2705 (part-I,II,III&IV)-1992
3. CLIMATIC CONDITIONS:
The equipment/material to be supplied agains t this specification shall be suitable for satisfactory operation under
the climatic Conditions of Hyderabad, Andhra Pradesh.
4.1 The current transformers shall be of outdoor type, single phase suitable for 3 phase 33 KV solidly earthed
system under the climatic conditions as specified in clause 3.
4.7 One minute power frequency withstand voltage 70KV (rms) (Dry & wet)
4.10 Max. temperature rise in terms of clause 7.2 50OC (Table 2.0) of IS : 2705 P(Part-I)-1992
5. GENERAL:
The current transformer shall be single phase oil immersed and self cooled type for the services indicated and be
complete in all respects conforming to the modern practice of design and manufacture.
5.1.2 The current transformer shall be hermetically sealed to eliminate breathing and prevent air and moisture form
entering into the tank. These shall be provided with oil level gauge and suitable means in the form of pressure
release device shall be provided to relieve abnormal internal pressure. The manufacturer shall also submit along
with the render, adequate details (Drg. & literature) so as to justify the suitability of the pressure release device
being offered by him.
5.1.3 All exposed ferrous parts shall be either hot dip galvanized conforming to latest IS: 2633 or painted with
corrosion resistive paints.
6 WINDING:
6.1 The rating & accuracy of the secondary winding shall be as specified. The secondary terminals shall be brought
out in a weather proof terminal box, having an opening on one side of CT for each access. The terminal box shall
have provision for suitable sealing & the same shall be tamper-proof.
Facility shall be provided for short circuiting and grounding the CTs secondaries at the terminal box.
The secondary taps shall be adequately reinforced to withstands normal handling without damage.
6.2.1 The tenderer shall give in detail, supported by drgs. and diagrams, the method of taking out the primary
terminals from the primary winding (out of CT chamber) i.e. the jointing arrangements should be properly
elaborated to check the suitability.
6.2.3 Terminal and polarity marks shall be legibly marked on each CT and all the lead terminations at the
associated terminals and polarity marks shall be in accordance with the relevant IS.
6.2.4 Each CT shall be provided with rating & connection diagram plate showing the particulars as required by
relevant IS.
7 MARKING:
In order to facilitate sorting and erection at site, every part of the equipment sha ll be suitably marked. These
markings shall be in conformity with those given on assembly drawings. The markings on the rating plate shall
carry all the particulars specified in clauses 6.2 &6.2.2 of IS : 2705/1992, Part -I and clause 5 of IS : 2705/1992
(Part-IV) or equivalent IEC where applicable. In addition P.O. No. with date and item NO. of the P.O. will also be
marked on the rating plate.
8 PACKING:
All material shall be suitably packed for transportation and contractor shall be responsible for all dam ages/losses
due to improper packing.
9. INSULATION OIL:
The complete specification of the insulating oil shall be stated in the tender. The oil shall be of a type normally
marked in India and shall conform to the requrirment of IS; 335 -1993 (Latest/adition) or equivalent IEC. The oil
required for the first filling of each CT shall be included in the scope of supply.
The current transformer shall be suitable for mounting on RCC or steel struclures. The necessary flanges bolts etc
for the base of CT shall be supplied and these shall be galvanized.
11 TERMINAL CONNECTORS:
Suitable terminal connectors for connecting ACSR conductor size 0.2 sq. inch shall be supplied. Suitable terminal
earth connectors for earthing connections shall also be provide. The terminals shall be such as avoid bimetallic
action.
12 TESTS :
Each CT shall comply the type test stipulated in latest edition of IS : 2705 (Part -I,II,III &i\IV). The reports of all
type test and other tests conducted shall be supplied along w ith the tender in duplicate, high voltage frequency test
on secondary winding is to be done as specified at clause 9.4 of IS: 2705 (Part -I)-1992 or equivalent IEC each CT
scan shall be subject to routine tests as specified in Indian Standards 2705 (latest edition) ion the presence of
purchase representative, if so desired by the purchaser. All tests reports should be submitted and should be for
approved from the purchase before dispatch of equipment. The tenderers shall be also submit along with type test
certificate, copies of the drawings of the equipment actually tested (duly authenticated by testing agency)
indicating complete bill of material and materials various parts.
The type test report should not more than 5 years old reckoned form the date of bid opening. The type tests should
be got carried out form the govt./Govt. approved test house as per relevant ISS.
Immediately after finalization of the programmer of acceptance/routine testing, the supplier shall given sufficient
advance intimation (at leat 15 days notice) to the purchaser to enable him to depute the his representative for
witnessing the test. The supplier shall submit works test certificate along with the inspection call.
13 INSPECTION:
All tests and inspection shall be made at the place o f the manufacturer unless otherwise especially agreed upon by
the manufacturer and the purchaser at the time of purchase. The manufacturer shall afford the inspector
representing the purchaser, all reasonable facilities, without charge, to satisfy him that the material being supplied
is in accordance with the specification.
The purchaser has the right to get the tests carried out at his own cost by an independent agency, whenever there is
a dispute regarding the quality of the supply.
The manufacturer shall be responsible to pay penalty of Rs 20,000/- for each occasion at which the fake inspection
call has been made or the material is rejected during testing/inspection by the authorized agency/representative of
the ECIL. This penalty would be in addition to the expenses incurred by the ECIL in deputing the Inspecting
Officer, carrying out such inspection.
14 DRAWINGS:
The tendered should submit with his tender dimensioned drawings of the equipment offered along with illustrated
and descriptive literature. Managetisation covers for each of the cores of the CTs should be furnished with tender.
The successful tendered shall submit three sets of ammonia prints of the drawings of several dimensions,
connectors etc. for approval of the purchaser. One set of the above drawings, if frond in order will be returned duly
approved. One set of above reproducible copies of the approved drawing in ink on tracing cloth along with three
sets of publications regarding erection, maintenance and operation of the equipment for each sub- station be
15 SPARE PARTS:
A list of spare part recommended for five years operation for each CT along with item wise price shall be furnished
with the tender. The purchase will decide the actual quantifies of spare part to be ordered on the basis of the list
and the item wise prices of spare parts.
Technical & guaranteed particulars of the GTs in duplicate will be supplied in the form in Annexure A by the
tenderer. In addition to these, any other technical particulars may also be supplied by th e tenderer which he may
like to give to prove the merits of equipment offered by him. The tenders without GTPs / blank shall be liable for
rejection. The tenderer shall also supply the winding connection diagram alonwith the tender.
Any division from this specification shall be clearly brought out separately. In the absence of any specific mention,
it shall be implied that the equipment offered is entirely accordingly to this specification.
Any fittings, accessories or apparatus which might not have been specifically mentioned in this specification, but
which are usual and necessary shall deemed to have been included in the contact and shall be supplied by the
supplier without any extra charges. All plants and equipment shall be complete in all details whether such details
have mentioned in the specification or not.
19 Challenge Clause:-
The material offered/received after the inspection by the authorized inspecting officer may again be subjected to
the test for or any parameter from any testing house/in -house. The results if found deviating un -acceptable or not
complying to approved GTPs the bidder shall arrange to supply the replacement within thirty (30) days of such
detection at his cost including to & fro transportation. In addition , penalty @10% of cost of the inspected lot of
material shall be imposed.
20 Warrantee Period:-
The supplier shall be responsible to replace, free of cost, with no transportation or insurance cost to the purchaser,
up to destination, the whole or any part to the material which in normal and proper use proves the defective in
quality or workmanship, subject to the condition that the defect is noticed within 18 months from the date of
receipt of material in stores or 12 months from the date of commissioning whichever period may expire earlier.
The consignee or any other officer of ECIL actually using the material will give prompt notice of each such defect
to the supplier. The replacement shall be effected by the supplier within a reasonable time, but not, in any case,
exceeding 45 days. The supplier shall, also, arrange to remove the defective within a reasonable period, but not
exceeding 45 day6s from the date of issue of notice in respect thereof, failing which, the purchaser reserve the right
to dispose of defective material in any manner considered fit by him (purchaser), at the sole risk and cost of the
supplier. Any sale proceeds of the defective material after meeting the expenses incurred on its custod y, disposal
handling etc., shall however be credited to the suppliers account and set off against any outstanding dues of the
purchaser against the supplier. The warranty for 12/18 months shall be one time.

1.2 STANDARDS:
Lightning arrestors shall conform to the latest edition available at the time of the standards listed below:
i) ISS-99-4 Specification for surge arresters without gap for AC system.
ii) ISS-3070 (Part-III) Specification for lightning arresters for alternating current system.
iii) ISS-4759 Hot-dip zinc coating on structural steel and other allied products.
iv) ISS-2633 Method for testing uniformity of coating on zinc coated particles.
v) ISS-5621 Specification for large hollow porcelain for use in electrical installation.
vi) ISS-5561 Electrical Power Connectors
vii) ISS-8704 Method for artificial pollution tests on high voltage insulators for use on AC system.
For the purpose of this specification all the technical terms used shall have the meaning as per IEC draft
specification.
1.6 MOUNTING:
All LA,s shall be suitable for mounting either on steel structure, the necessary flanges, foundation bolts
or clamps, nuts etc for base of the lightening arresters shall be supplied and these shall be galvanized.
The tenderer shall supply the requis ite information and data for the design of supporting pedestal
structures.
Surge arresters shall be mounted on raised steel structures to provide adequate ground clearance. The
tenderer shall supply the requisite information and data for the design of supporting structures, which will
be arranged by the purchaser. Necessary connecti ng material such as fixing bolts, nuts, washers etc. for
mounting the equipment on the supporting structures shall be included in the scope of supply. The
minimum safety clearance of ground & of the arrester shall be as per IS . Data regarding minimum
recommended phase -to-phase spacing between arresters and the clearances form grounded objects
required at various heights of arresters shall be mentioned in the tender.
The arresters shall be designed to provided maximum possible protection against lightning and switching
surges and shall have ample capacity to discharge repeatedly such transient voltages likely to reach the
substation.
The arresters shall be capable of repeated successful operations for discharging transmission line and
shall be capable of satisfactory operation within stipulated limits lightning and switching surges.
The guaranteed duration for which the arresters in operated position can be subjected to atlest 10 percent
power frequency over -voltage in excess of their voltage rating without affecting their operating and
resealing properties should be clearly stated in the bid. This duration shall be at
least 10 minutes. The design features, type test certificates and other documentary evidence in support of
this feature of the arrester shall be clearly elaborated/appended with the bid.
The arrester shall be of single -phase construction and shall have fittings made of corrosion proof
material. Special care shall be taken in the design of arresters to avoid stresses due to large variations of
temperature at site.
The radio interference level shall be negligible. The withstand strength regarding power frequency and
impulse voltage of the porcelain housing when the characteristics elements of the arresters are removed
shall be stated in the tender.
1.21 DRAWINGS:
In addition to any drawing which the tenderer may like to supply the followings draw ings in duplicate
shall be enclosed with the tender:
1. Drawing showing the outline of complete LA,s with Technical Parameters.
2. Drawing showing the sectional view of the LA,s
3. Drawing showing the details of pressure relieving device.
4. Drawing showing clearance form ground object and between two adjoining poles of lightning arresters
centered at various heights of LA,s.
5. Drawing showing the mounting details of Surge arresters.
6. Drawing showing the details of line terminal & ground terminals.
7. The detailed dimensional drawing of porcelain housing with total creepage distance etc.
8. Volt-Time Characteristics of surge arrester.
Descriptive literature explaining action of the LA,s shall also be enclosed in duplicate with the tender.
Successful ten derer should submit the equipment drawings in quadruplicate to the purchaser for his
approval. Manufacturing work of the equipment should only be done after approval of drawings.
The successful tenderer shall within four weeks of placement of order, submit four sets of final version of
all the above said drawings for the purchasers approval. The purchaser shall communicate his
comments/approval on drawings to the supplier within a period of four weeks. The supplier shall, if
necessary, modify the drawings and resubmit three copies of the modified drawings for the purchasers
approval within two weeks from the date of purchasers comments, which will be approved within fifteen
days. After receipt of purchasers approval the supplier shall submit four sets of d rawings & the literature
containing erection, operating & maintenance instructions per set (of 3 no.) of LA,s for the reference of
our field organization.
As set of reproducible of the approved drawings too will be supplied for the purchasers use.
Dispatch instructions shall be given only after receipt of above drawings and literature.
The manufacturing of the equipment shall be strictly in accordance with the approved drawings and no
deviations shall be permitted without the written consent of the purchaser.
Approval of drawing by the purchaser shall not relieve the supplier of any of his responsibility and
liability for ensuring correctness and correct interpretation of the drawings for meeting the requirement of
the latest revision of applicable standa rds of engineering, design and workmanship and latest revisions of
relevant standards at the time of supply and purchaser shall have the power to reject any work or material
which in his judgment is not in accordance therewith.
1.22 INSPECTION & TESTS:
No surge arrester shall be dispatched without inspection and testing. The inspection may be carried out
by the purchaser at any stage of manufacture. The tenderer shall grant free access to the purchasers
authorized representative at reason able time when the work is in progress.
Inspection and acceptance of any equipment under this specification by the purchaser shall not relieve the
supplier of his obligation of furnishing equipment in accordance with the specification and shall not
prevent subsequent rejection if the equipment is found to be defective.
a) TYPE TESTS:
The equipment offered should be type tested including special thermal stability test type test report
should not be more than five year old reckoned from the date of bid opening, carried out in accordance
with ISS -3070 (Part-III)/IEC-99-4 from Government/Government approved test house and shall be
submitted along with the bid.
b) ACCEPTANCE TESTS:
All acceptance tests as per provision of the latest amendments of ISS-3070/Part-3 on latest version shall
be carried out on completed arresters or its individual unit on the selected numbers of sample in the
presence of purchasers representative and no additional payments shall be admissible for carrying out
these tests on the arrester during inspection whether at the supplier s own or their sub-contractors
premises.
c) ROUTINE TESTS:
All the routine test certificates as per relevant ISS of the insulators used for LA,s shall be submitted at the
time of inspection.
1.23 INSTRUCTION PLATE AND MARKING:
All the name plates, inst ruction plates, warning signals and any markingwhat so over on the equipment
and its parts and accessories shall be in English language. In order to facilities sorting and erection at site,
every parts of the equipment shall be suitable marked.
1.24WARRANTEE PERIOD:
The supplier shall be responsible to replace free of cost, with no transportation or insurance cost to the
Purchaser, up to destination, the whole or any part of the material which in normal and proper use proves
the defective in quality or wor kmanship, subject to the condition that the defect is noticed within 16
