1. Introduction
,-- 1.1 To assist inspector to discharge their regulatory functions ( e.g. issuance of approvals
/certificates), it is critical that all inspectors are provided with up to date operational
documentation and infonnation .
1.2 The following operational documentation and information are available in the Technical
Library in paper copies, CDs, etc.:
a) ICAO Publications (e.g. Annexes, Procedures for Air Navigation (PANS), Guidance
Materials, Circulars)
aircraft flight manual, Master Minimum Equipment List (MMEL), Loading manual,
2.1 . To assist inspectors to have easy access to important operational documentation and
infonnation at all times, all SSCA publications may be obtained through the SSCA
website (www.civilaviation.gov.kh).
2.2 In addition, Internet resource library from aircraft manufacturer can be accessed as follows :
(a) Boeing provides restricted internet access to aircraft documents. Boeing provides such
access via www.myboeingfleet.com. My Boeing Fleet provides digital documents for the
operation, engineering, and maintenance of Boeing airplanes. Only selected documents
can be accessed by subscribers. Digital documents provided by My Boeing Fleet include
but not limited to:
Current subscription package with MyBoeingFleet include Flight Operations Data and Services,
Maintenance and Repair Publications, Service Bulletins and Weight and Balance Manual
(WBM). SSCA FOI is the administrator of My BoeingFleet. It is automatically updated
periodically, where applicable.
(b) Airbusworld provides online services for the operation, engineering, maintenance and
logistics ofAirbus airplanes. Airbus Industrie provides such access via
https://w3.airbusworld.com. Only selected services can be accessed by subscribers.
Online services provided by Airbusworld include but not limited to:

Current subscription package with Airbusworld include limited access to the aforementioned
online services. It is automatically updated periodically, where applicable.

J Update of Air Operator Documentation.
3.1. In coordination with the administrator of the Technical Library, all POI and PM! shall require
the AOe holders under their charge to provide SSCA an update and copies of all amendments
(hard copies and/or CD ROMs) made to their Operations Manual every 3 months. This is to
ensure all documentation available at SSCA is updated and current.
4 Update of new Aviation Authorities publications and Aviation magazines and periodicals.
4.1 The administrator of the Technical Library is also responsible to circulate via email to all
inspectors whenever there is any new or updated Aviation Authorities publications and Aviation
magazines and periodicals for their information and reference.
5 Passwords to WebsiteslDocuments.
5.1 The password for the websites to obtain the required documentation is maintained by the
administrators in SSCA and the assigned Airlines representative to the individual POls and PMls.
As the passwords to website are updated regularly, inspectors wishing to assess such documents
on line may wish to contact the assigned administrator for the current password to access the
required documentation .
