1. Purpose
To establish a system for identifying the potential emergency situations, responding to such
situations for prevention and mitigation of adverse OH&S consequences.

2. Scope
This procedure is applicable to all activities carried out in the CORR Project site.

3. Roles & Responsibilities


Chief Project Manager(Emergency Controller)
To provide required resources / infrastructure to handle emergency evacuation.
Communicate the incident to Client / Customer / Owner/ Head Office / HSE department of
client
Monitor the evacuation and guide the emergency rescue team members.
Take decision on the procedure to be adopted based on the type and extent of the
emergency.
Maintain a continuous review of possible development and assess in consultation with
Incident Controller and other Key personnel whether to close down the site or any section
of the site and evacuation of persons as required.
Communicate to statutory body, and other concerned officials at Head office aboutthe
occurrence of emergency situation and steps being taken to bring the situation under
control.

Team Leader(Incident Controller)


Team Leader/Incident controller will be nominated by Chief Project Manager

On getting the message about emergency, he will take overall charge of the situation and
report to Emergency Controller. He will assess the scale of emergency and decide on its
severity and inform the Emergency Controller accordingly. In absence of project Head, the
Incident Controller shall be the Head of Emergency Response Team.
Direct all operations within the affected areas with the priorities for safety of personnel
minimise damage to the property and minimise loss of materials.
Direct the shutting down and evacuation of plant (Batching Plant/Hot Mix Plant/Precast
yard, etc.) and areas likely to be adversely affected by the emergency.
Ensure that all Key personnel and outside help are called in.
Inform the Fire squad & Security Officer and the local fire service about the emergency.
Ensure that all workers/staff of the areas affected are evacuated to the appropriate
assembly points, and the areas are searched for casualties.
Report all significant developments to the Emergency Controller.
Have regard to the need for preservation of evidence so as to facilitate any inquiry into the
causes and circumstances, which caused or escalated the emergency.

Emergency Team Members(Head Structures/ Highways/ P&M/ C&C/ Store/ etc)
Report to the team leader in case of any emergency.
Assist the Team leader & Emergency coordinator in evacuating the area.
Analyze and assess incidents.
Assess the impact to the infrastructure and people.
Resolve incidents and if no resolution is possible escalate the issue immediately.
In case of evacuation, help employees to move to the nearest fire exit and assemble at the
designated assembly point.
Provide recommendations to the incident management and evacuation teams.
Coordinate the return to normal operations once the threat has been concluded.
Initiate a post incident review on what went well/what did not work and areas for
improvement.

HSE (EmergencyCoordinator)
Mock drill to be organized to ensure preparedness of rescue team/individuals.
Inform the Chief Project Manager (Emergency Controller)and Head Office about the
occurrence of emergency.
Facilitatefor further investigation of incident.
Shall activate the emergency procedure at work place according to the severity.
Co-ordinate with HR & ADMIN, Security for the evacuation status
Constantly in touch with Chief Emergency Controller briefing the status of the site.

HR& Admin
Assist in organizing Mock Drill.
Obtain & maintain the following emergency contact numbers for the use during emergency.
Hospitals numbers
Ambulance numbers/Emergency vehicle number
Government fire station number
Client / customer / HSE-department Number
Nearby police station/ station under jurisdiction
Liaison with hospitals and local fire brigade for additional help if required.
Monitor attendance (inward and outward) registers of all the project staff / subcontractor
staff / visitors / service providers / suppliers / clients/ customers/ owners / security /
workers maintained up to date for use during the head count.
Keep Vehicle movement (inward and outward) registers maintained at all times.
Security Team
Guide external agencies like ambulance/ Fire Brigade to the place of emergency.
To control the traffic on road and keep them clear of any obstruction for free movement of
ambulance and other vehicles.
To cordon off the site and restrict the entry only to personnel who are required at the
location for rescue operation.
To ensure that evacuated personnel are assembled at the designated Emergency Assembly
points without any delay. Collect the attendance sheets of regular employees, contract
employees and Workmen (PRW and Subcontractor).To reconcile with head count of persons
at the Assembly Point department/contractors wise.

To ensure that the person in charge of the Assembly point shall have an assistant or choose
a personnel at the assembly point to brief situation to the personnel assembled before the
Head count and also shall ensure that evacuated personnel shall leave only after hearing
the All Clear or on receiving the instruction from the Incident Controller.

First Aid Team


To give first-aid till the victims get external medical help.

4. Guidelines
4.1 Formation of Emergency Response Team
An Emergency Response Team has been formed comprising key personnel of the CORR-EPC
division site management. All the members shall have a deputy to replace them if necessary
during their absence.
The purpose of the ERT is to manage the orderly response to an emergency situation. Typical
constitution of an Emergency Response Committee is given below. Other members may be
included based on the site requirements

The prime risk scenarios as evaluated from hazard identification are:

Fires : Fire at fuel storage yard, Trash catching fire, diesel fire, cable fire, Paint fires,construction
waste fires, electrical fire in panels, transformer oil fire, Fire inadministrative building,
combustible gas fire, and flammable liquid fire, chemical fires etc.,
Explosion: Explosion of gas cylinders.
Construction disasters: Structure collapse, collapse of equipment, single/multiple fatality, Road
accidents
Natural Calamity: Flood, Cyclone, earth quake, Land slide, etc.

4.3 Emergency declaration


Emergency Controller shall declare the emergency and during his absence the Incident
Controller shall declare the emergency. The emergencies shall be declared by the established
communication system such as alarm or siren.
The siren / alarm/public address system/mobile phones is an indication to everyone at site that
an emergency situation has arisen and if so directed, they may have to stop the work and move
towards pre-designated safer areas i.e. Assembly point.
4.4 Assembly point
Identified Assembly points with access shall be clearly marked with sign boards.
4.5 Head Count
Head count is a system for accounting for personnel following an evacuation
Head count shall be taken by the HR & Admin/ security personnel after the evacuation and
assembly in assembly point
By Means of Visitors pass/register, accounting for non-employees such as suppliers and
customers will be established.
4.6 Termination of Emergency and Debriefing
Emergency Response Committee is responsible for the termination of emergency. Once the
emergency has been terminated, the ERC shall conduct an inspection of the facilities affected by
the incident and complete an initial investigation report.

Reassessment of the work site must be completed prior to recommencement. Also resumption
of the work can be carried out only after the proper head count.
4.7 Emergency Communication System

4.8 Emergency Action guideline


General Emergency Tips
Do not get panic under emergency situation.
Do not run, Walk.Followemergency exit routes.
Give as much information as you can like location, name when communicating the
situation and always speak slowly.
Do not spread non authentic information / rumours.
Do not approach to incident site unnecessarily.
Send your guest, if any away from the premises.
Be attentive to the instructions.
If you have no role to play, move out of the area of incidence.
Be aware of Emergency Exits, Assembly Points.
Proceed in an orderly manner to the Assembly Point.
All contract workers should report to their supervisors.
Give full cooperation to emergency team / external agencies as per instructions.
Check wind direction for emergency escape.
Give priority to human lives.
Use stair case and avoid use of lift.

The following emergency plans outline steps that should be followed in the event of anyof
the emergencies. The specifics of the plans are to be carried out on a case to case
basisdepending on the situation.

A. Emergency Action Plan Fire


Inform the emergency situation to HSE department.
HSE- department activates the project emergency procedures.
Disconnect the energy sources.
Understand the type of fire.
Clear the combustible material being near the fire zone assoon as possible.
Evacuate or extinguish Decide whether the fire is small enough to fight, andwhether
you can do so safely. Make sure you have an escape route at alltimes.
Confine the fire to the place of origin and contain it by use of extinguishers.
If the fire is inside a building/ enclosed area, close all the sources (windows) ofair
entering.
To extinguish the fire use the fire triangle concept and isolate or remove anyone of 1.fire
sources, 2.oxygen or 3.fuel.
If fire goes out of control HR/ADMIN head will call government fire officeimmediately for
assistance.
When evacuation decision is taken, go to emergency assembly area calmlywithout
making any noise.
If you become trapped in a building during a fire and a window is available,place an
article of clothing (shirt, etc.) outside the window as a marker forrescue crews to find
you. If there is no window, stay near the floor, where theair will be less toxic. Shout at
regular intervals to alert emergency crews toknow your location. DO NOT PANIC!
Use Stairs only and do not use Lifts for emergency exit.

B. Emergency Action Plan Explosion


Inform the emergency situation to HSE department.
HSE- department activates the project emergency procedures.
Immediately take cover under tables, desks and other objects that will giveprotection
against falling glass or debris.
After the initial effects of the explosion have subsided, evacuate the area andreport the
emergency by telephone to HSE department. Give your name anddescribe the location
and nature of the emergency.
When told to leave by emergency team members, walk quickly to the nearestmarked
exit and ask others to do the same.
Assist the disabled exiting in the building.
Once outside, move to the designated emergency assembly area that is atleast 300 feet
away and upwind from the affected building(s) as quickly aspossible.
Keep streets and walkways clear for emergency vehicles and crews.
DO NOT RETURN TO AN EVACUATED BUILDING until told to do so.

C. Emergency Action Plan Construction disasters (Major Incident, Structure/


Equipment collapse, RoadIncident)

a) Emergency Action Plan Major Incident

Inform the emergency situation to HSE department.


HSE- department activates the project emergency procedures.
Barricade the affected area immediately.
Inform about the emergency to concerned persons as per plan
Rush ambulance, Medical team, to the scene of incident and tender Medical Attention
Give prior information to the nearby / tie up hospitals for emergency attention to the
injured
Deal with the injured persons carefully.
b) Emergency Action Plan Structure/ Equipment collapse
Inform the emergency situation to HSE department.
HSE- department activates the project emergency procedures.
Barricade the affected area immediately.
Rescue the personnel at the place of emergency immediately.
Ensure sufficient lighting wherever required at the emergency location.
Inform this occurrence to the statutory authorities (with the concurrency of top
management).
Take the photograph of the occurrence.
With the support of technical team (with the support of outside agency) reinstate the
equipment / crane / scaffold.
c) Emergency Action Plan Road Incident (Own Vehicle and /or Equipment)
Inform the emergency situation to HSE department.
HSE- department activates the project emergency procedures.
Construction vehicle colliding with public vehicle / private vehicle
Collision of Construction vehicle with the Public / Private vehicle.
Toppling of construction vehicle.
Role of person at incident zone
Vehicle operator / driver / banks man (vehicle movement controller) willbarricade and
regulate the traffic immediately by inserting traffic cone, signboards etc.
Inform to safety personnel for further action.
Role of emergency team
HSE In-charge activates the project emergency procedures, as soon as he receives the
information about the road accident.
Admin need to inform to the local authorities (police station etc.) for further action.
Injured person need to be sent for treatment.

Mean time with our emergency team members (traffic controller) will monitor and
control the traffic until the normal is restored.
This occurrence thoroughly investigated by the technical team and mitigation procedure
to be developed.

D. Emergency Action Plan Natural Calamity (Cyclone/ Flood/Earth quake)


Inform the emergency situation to HSE department.
HSE- department activates the project emergency procedures.
Understand the maximum flow of the river during monsoon, history of the floods, etc.
Identify the emergency assembly area in an elevated location.
Declare the project emergency as soon as the water level starts rising.
Cut of the energy sources
Evacuate the project people immediately from the work location.
Shift the valuable materials and documents to the safer places.
4.9 Emergency Tool Box Talk
Emergency tool box meeting will be conducted to disseminate the lesson learnt from the
occurrence to the Project staff / Client /Customer/ owner / Sub-Contractors / Service
Providers / Security / Workers.
4.10 Training for Emergency Management
Training of employees related to emergency response shall address the following:
Function and elements of emergency action plan
Types of potential emergencies
Notification, warning, and communication of procedures
Emergency response procedures
Evacuation, shelter, and accountability procedures
Location and use of common emergency equipment
Any other special hazards onsite such as flammable materials, toxic chemicals,
radioactive sources.
4.11 Mock drills
Mock drills will be carried out at regular intervals (once in 6 Months) wherever practicable
so as to ensure continued familiarity and prepare the personnel with the emergency
procedure and to related infrastructure.
4.12 Revision of Emergency Response Plan

In case of occurrence of any emergency situation and mock drill,the emergency plan will be
reviewedfor its effectiveness. If necessary, revise the plan and inform the MR.
