A request for a Map Amendment from Rl t o R4, a variation from the amount of dwelling
units allowed per acre, a 1ariatioA froA'l the reE:J1::1ireE:l aA'lOl::IAt of 13arkiAg s13aces* and a
Tentative (Preliminary) Plat of Subdivision to consolidate the lots on properties
commonly known as 256 West Butterfield Road, 260 West Butterfield and 262 West
Butterfield Road Elmhurst, Illinois for the purpose of developing townhomes.
*The applicant withdrew the variation from the required amount of parking spaces.

The Development, Planning and Zoning Committee met on June 26, 2017 to review the Zoning &
Planning Commission report dated June 1, 2017 recommending approval of the subject request.
The Committee members reviewed the Applicant's submittal documents and the transcripts of
the public hearing.

The Committee discussed the 2009 Comprehensive Plan and how it pertains to the proposal.
The Future Land Use Map identifies the property as General Office. However, the property is
located in Subarea 9 -Yorkfield Area. Section Bin Subarea 9 states the following:

The area west of Prospect Avenue on the south side of Butterfield contains a few single family
homes and office buildings of varying ages. This area could be redeveloped in the future for
office uses. Just south of these parcels, both lower- and higher-density multi-family residential
stretches to south to Roosevelt Road. Some single-family residential exists along Prospect
Avenue. This entire area should be transitioned to multi-family residential that is higher than
three stories in order to complement the density and intensity of use of the new Elmhurst Center
for Health Campus.

The Committee agreed that the proposal meets the intent of the 2009 Comprehensive Plan .

The Committee also discussed access to the site and traffic. A full access to the site is proposed
via Butterfield Road . Butterfield Road is under t he jurisdiction of the Illinois Department of
Transportation and they have final permitting authority. The applicant provided a traffic study
and the City engaged Brent Coulter to review the applicant's traffic study. The safety of left
turns to and from the site were discussed. The applicant's traffic consultant spoke about the
continuous left turn lane along Butterfield and the traffic gaps that are provided due to the
traffic lights at Prospect Avenue and Spring Road .

Drainage and flooding were also discussed by the Committee. The developer is proposing
detention vaults on the site to accommodate stormwater. Improvements will decrease the flow
rates from the property.

The Development, Planning and Zoning Committee agrees with the findings of the Zoning &
Planning Commission that the Applicant has provided sufficient evidence to support the
approval of this request and has met the Variation Criteria.

Therefore, the Development, Planning and Zoning Committee recommends that the City Council
approve the Applicant's request for a map amendment from Rl to R4, a variation from the
amount of dwelling units allowed per acre from 54 to 58 for a minimum lot area of 2711.24 sq.
ft. from 2,900 sq.ft per dwelling unit, and a preliminary plat of subdivision to consolidate the
lots. The City Attorney is hereby directed to prepare the necessary documents for City Council
approval.
