Overview of higher education in India

In India, "University" means a University established or incorporated by or under a Central Act, a


Provincial Act or a State Act and includes any such institution as may, in consultation with the
University concerned, be recognized by the University Grants Commission (UGC) in accordance with
the regulations made in this regard under the UGC Act, 1956.

At present, the main categories of University/University-level Institutions are:

Central University
State University
Private University
Deemed-to-be University
Institution of National Importance
Institutions under State Legislature Act

There are 45 Central Universities, 318 State Universities, 185 State Private universities, 129 Deemed
to be Universities, 51 Institutions of National Importance, and 4 institutions established under various
State legislations. The number of colleges affiliated to these universities has also grown to 37,204, as
on 31st March, 2013.

University Grants Commission

The UGC is responsible for providing funds, coordination, determination and maintenance of
standards in institutions of higher education in India. It also serves as a vital link between the Union
and state governments and institutions of higher learning and advises the Central and State
governments on the measures necessary for improvement of university education. The universities in
India are granted recognition by UGC in accordance with the regulations made under the UGC Act,
1956. Before enrolling to a university, students must check the recognition status of the university.

Applying to Indian Universities

Entry to undergraduate courses is based on the performance in grade 12 examination and/or entrance
test. Entry requirements vary from university to university and course to course. Prior to commencing
the DP, students and parents must be familiar with the required subject combinations and levels for
the student's future career path; this should ensure students' eligibility for particular professional
courses. A student interested in studying an undergraduate course must make direct contact with the
college or university he or she would like to attend to check specific course and entry requirements.

Most of the professional institutes in India today prefer to conduct entrance exams for selecting
candidates. The entrance tests are in the month of April/May or June. While some institutes
participate in a common entrance exam, others may conduct their own individual entrance exams. It
is important to check the application deadline for each institution, as deadlines may vary. A number
of universities in India accept students provisionally on the basis of predicted grades. Please talk to
your school college counsellor or the IBDP coordinator to help you with the admission process.

Engineering

Admission to Undergraduate Engineering Programs at NITs, and other Centrally Funded Technical
Institutions is based on the performance in the Grade 12/equivalent qualifying Examination and in the
Joint Entrance Examination, JEE (Main).

For admission into IITs, the top 150, 000 candidates who qualify the JEE (MAIN) exam appear for JEE
(Advanced). Admissions is based only on category-wise All India Rank (AIR) in JEE (Advanced), subject
to conditions as defined in JEE (Advanced) website.

A number of universities conduct their own entrance tests as well, students should refer to the
university website for the most up to date information.

Medicine

There is a requirement to study three sciences (Physics, Chemistry and Biology) for studying medicine
in India. The IB gives permission to students to take the three sciences. Students can explore two
options; the first option is to take an additional science subject as an extra certificate. Although this
will come with extra work, the overall score for this extra course will not count towards the IB diploma
score, and therefore the utility of taking the extra course is simply to satisfy the entrance requirements
for the university requiring three sciences. The second option is to apply for a non-regular IB diploma,
thus allowing three sciences to be completed, usually in lieu of a group 3 (Individuals and societies)
subject. A candidate may be authorized to take a non-regular diploma only if the proposed higher
education course allows no other alternative. The student must contact the IB coordinator at the
school to proceed with this request. Please note that this request must be submitted to the IB Cardiff
office (via the IB coordinator) at least 18 months prior to the examinations. Taking three sciences only
helps meet the minimum entry requirements for studying Medicine in most colleges, students often
will have to sit the entrance test which may require additional tutorials.

Admission to medicine is based on the entrance test, the All India Pre-Medical/Pre-Dental Entrance
Test (AIPMT) for the 15% merit positions in the Medical/Dental Colleges of India. There are also State
Governments/Universities/Institutions voluntarily participating in the All India Pre-Medical/Pre-
Dental Entrance Test. A number of universities conduct their own entrance test. Students should check
the university websites for details on the entrance tests required.

Accreditation

National Assessment and Accreditation Council, was established by the University Grants Commission
to evaluate the quality of higher education in India. In addition to that, Professional councils are
responsible for recognition of courses, promotion of professional institutions and providing grants to
undergraduate programmes and various awards. There are 15 professional councils in India including
All India Council of Technical Education (AICTE) which recognizes technical education in India and
Medical Council of India (MCI) recognizes Medical education in India amongst others. Before enrolling
for a professional course, students must check if the institute has the relevant accreditation.

Evaluation of Foreign Degrees

The Association of Indian Universities is a society which promotes universities activities. The
Evaluation division of AIU is responsible for the work relating to equivalence of degrees/certificates
awarded by the accredited foreign universities/educational institutions. The Division also provides
information to foreign students to facilitate their admission in Universities/other educational
Institutions in the country.

Recognition of the IB Programmes in India

Since 1983 International Baccalaureate Diploma has been recognized by the Association of Indian
universities as an entry qualification to all universities in India.

Changes in the Equivalence Policy by Association of Indian Universities ( AIU) June 2016
Following the meeting of the AIU's Governing Council on 30th June 2016, the AIU "shall accord
equivalence to International Baccalaureate Diploma Courses provided that a student secures 24 points
with a minimum of three subjects at Higher Level (HL) and three subjects at Standard Level (SL). "

For the IB Diploma Programme, as the universities in India require percentage transcripts, students
applying to Indian universities receive a transcript with IB grades and percentages.

In order to receive Indian Transcripts, students must notify their Diploma Programme (DP) coordinator
of their plan to apply to an Indian university. The coordinator will then submit the request using the
Request for results service on IBIS (secure website for IB coordinators).

Students applying to Indian Universities can apply for an equivalence certificate from AIU upon release
of their results, or apply directly to the eligibility department of the university they wish to attend.

The International Baccalaureate Middle Years Programme has also been given equivalence with grade
10 of an Indian Board Assessment by the Association of Indian Universities. Students having completed
the MYP can apply for admission for higher studies in any school or college in India.

Please note: Some universities in India ask students to submit the AIU equivalence certificate at the
time of admission. Students can apply for AIU equivalence by submitting the Equivalence form to

Documents required for admission to Indian Universities

Important to Note: For students to get the documents from the IB, a request for an Indian transcript
should be made through IBIS by the Diploma coordinator for the current exam session candidates
before the results release. After results release students alumni should make the request directly

Note: Since admission to most colleges in India take place much before the results are released, it
may help students to take a copy of Association of Indian universities recognition statement, a copy
of the recognition statement of the university if available, a letter from the stating the date of results
release. Students must also take a copy of predicted grades with past performance in a sealed
envelope for universities

Following the meeting of the AIU's Governing Council on 30th June 2016, the following amendments
have been done for equivalence of IB Diploma Programme Qualifications.

IB Diploma/ Course (Certificate) AIU shall accord equivalence to both the IB Diploma and the IB
Diploma Course (i.e. IB Certificate) provided that a student has secured a minimum of 24 credits and
has passed a minimum of three subjects at Higher Level (HL) and three at Standard Level (SL)

Suggested Conversion for Higher Education for students applying to Indian
Universities
International Baccalaureate Diploma has been recognized by the Association of Indian Universities as
an entry qualification to all universities in India. With the requirement for percentage conversion by
universities in India, students applying to Indian universities receive a transcript with IB grades and
percentages within 1 working day from the release of results for the May and November session
exams. The table below provides the range of IB grades to percentage scores. Universities in India
ask for percentage conversion of the predicted grade transcript as well at the time of admission,
schools may use this suggested conversion for calculating the equivalent marks on a scale of 1-100
by giving the midpoint of the range indicated for a particular grade.
