A Human Rights activist requested not to issue driving license to the people
holding temporary passport

Nai Sanort, a Ranong (Thailand) based Human Rights activist requested from the
town authorities not to issue driving licenses to the people only holding a temporary
passport. He explained that Thai taxi drivers were facing unemployment because
Burmese workers were holding driving licenses and were getting involved in bikes
driving business.

On August 1st, he thus submitted a letter to the authorities, asking them to agree on the
five following points:

1. To withdraw driving licenses from the people holding temporary passport.

2. Not to issue driving license to people holding red passport.


3. To recall issued driving licenses and re-check.

4. To call a meeting with the workers and explained them the results.

5. To form a board of inquiry and broadcast in the media information regarding the
whole process of issuing license.

Nai Wonchabonchaihtana, Ranong administrator, also called an order to stop issuing


driving licenses to Burmese migrant workers. He said that, according to law, driving
licenses should be issued only after obtaining permission from the Mainland
transportation department, and also to the international level passports.

Regarding this kind of demands, Phang Nga based Foundation for Education and
Development (FED)'s executive director, Mr. Htoo Chit, declared: "The idea that Thai
bike and taxi drivers face unemployment because of migrant workers’ driving licenses,
is not reliable information. According to international laws, anybody holding legal
documents can apply to a driving license. The so-called Human Rights activists
requesting such things should first respect international human rights standards".

According to Kao-Sok online press published on August 2nd, only two Burmese
migrant workers have been issued driving licenses, although many Burmese people
are driving bikes without.

Last month Thai taxi drivers went on strike, to protest against the increasing number
of Burmese migrant workers driving motorbikes.

According to a governmental agreement signed by both countries, Burmese migrants


holding temporary passports should enjoy the same rights as Thai workers, and thus
they should be able to apply to a driving license and to travel freely in the whole of
Thailand.

Detention Centers In State of Disgrace In Malaysia
05 August 2010, KUALA LUMPUR

Immigration Department of Malaysia admits that detention centers used to house


illegal migrants in the country are in the state of disgrace with disconnected doors,
broken gates, leaking pipes and unpleasant odor.

Immigration Director General, Datuk Abdul Rahman Othman said many of the
detention centers are operating since 1960s, being used to detain communist
insurgents that threatened the safety of the country in the past.

"We have 13 detention centers in all over the country. The center itself is a legacy of
history and it was used to house Communist insurgents. It was managed by different
departments including Police, Prison Department and RELA before being taken over
by the Immigration Department in 1992," he told a Malay daily during his recent
interview.

Several organizations have been urging the government to solve congestion in


detention centers and to ensure hygiene among detainees.

Last year, the outbreak of leptospirosis at Juru Detention Center in the State of Pulau
Pinang had claimed two Burmese lives, aged 21 and 26.

Abdul Rahman said the allocation from Malaysia Government is far from enough to
upgrade all detention centers in the country.

"We received the allocation of RM7 million (USD $2.2 million) under the
government Second Stimulus Package in 2009. We used the money to upgrade four
detention centers in Negeri Sembilan, Selangor, Johor and Melaka," he continued.

Meanwhile, security issues of detention centers in Malaysia come under focus after 20
human trafficking victims from Afghanistan broke out of a detention center in such
incident for the second time this year.

Police were searching for the detainees, who cut through metal grills and climbed
over a fence on Sunday to escape the center nears Kuala Lumpur International Airport,
where they had been waiting to be deported.

On the issue, Abdul Rahman said, Immigration are lacking of experience in handling
victims of human trafficking, who are housed in detention centers under its care.

"Under the law, the Ministry of Women, Family and Community Development must
house and protect victims of human trafficking."

"The Ministry, however, gives more focus on female victims while male victims are
put under the care of Immigration Department."

"They should not differentiate between male and female victims, male and female
victims alike should be sent to protection center, not into detention center," he said.

How we bully our migrant workers

So we want migrant workers from Burma to be legal with passports and all, yet we
still want them to submit to our old oppressive ways, is that it?

If not, then why have we refused to give legal migrant workers driving licences - on
the grounds that they still pose a threat to national security?

Last week, the provincial authorities in Ranong stopped issuing driving licences to a
batch of legal Burmese workers, following a protest from some 200 Ranong
motorcyclists who feared that migrant workers would steal their jobs if allowed to
drive.

Worse, they might abuse their new privilege and smuggle drugs and illegal workers
into the country, said the motorcyclists.

Their concerns are understandable. But isn't it the job of the police to arrest law
breakers? Aren't drug and human trafficking rings reportedly run by men in uniform,
and not by migrant workers?

Also, is it right to comply to a demand which violates a basic human right of another
person? Do we not consider the right to movement a basic human right? Or do we
simply not see migrant workers as human? What is our real problem?

These workers have fled harsh poverty and persecution in Burma to toil here doing
dirty and dangerous work at pitiful wages. Yet we condemn them as unwanted
outsiders who burden us with social problems and infectious diseases. We dismiss the
fact that it is our government's support for the atrocious Burmese junta that has forced
them to flee their homeland.

And it is our prejudice that makes us blind to their slave-like conditions.

We Thais pride ourselves as free people in a free land. Yet we celebrate confinement,
which is part of slavery, for migrant workers. Why is that so?

Since we brand them illegal, which is criminal in our view, we believe the problems
from migrant workers and human trafficking will disappear if all Burmese workers
have legal entry. So we forcibly deport them to face danger, extortion and complex
red tape back in Burma in order to obtain the passports, not to mention the
astronomical fees involved. So far, only about 90,000 out of 2-3 million Burmese
migrant workers in Thailand have succeeded in obtaining their passports.

Yet, after going through a difficult process, these legal workers are not promised the
legal minimum wage nor the right to change employers. They are allowed to work
only as labourers and domestic workers and, as before, denied the freedom of
movement. With such little benefits, most migrant workers prefer to stay underground
and remain exploited while human trafficking rings continue to thrive.

Regarding the Ranong incident, the driving licences for migrant workers are actually
private and cannot be used for plying or running taxis or taxi-motorcycles. Also,
migrant workers - legal or illegal - cannot travel outside their restricted zones. So a
driving licence would only help them to commute within their area without fear of
police extortion. Yet, this too is beyond their reach.

No, I am not writing about all this because it is a matter of life and death for migrant
workers in Ranong to go buy food on their motorcycles. But it is a matter of life and
death for us.

How can we get out of our political abyss and avoid future carnage if we still don't see
the weak and the poor as our equal human beings?
At the core of the social injustice and double standards that are threatening to tear our
country apart is this very lack of respect for lawful needs and concerns of the people
we view as inferior to ourselves, isn't it? Migrant workers are at the lowest rung of our
big-fish-eat-little-fish world. How we treat them is an indicator of social justice itself.

The May bloodshed may have shocked us into trying to fix structural injustice. But
don't bet on it if we still feel it is okay to treat migrant workers the way we do now.
We cannot hope to get closer to a fair society because we do not have in our hearts
what it takes to make this happen.

UNDP distributes essentials to flood victims in Maungdaw

Maungdaw, Arakan State: The United Nations Development Program (UNDP)


distributed some essential items to flood affected victims on July 30, in Maungdaw
Township, said a local teacher.

Each family got two pots, two blankets, two spoons, one jug, two mosquito nets, two
plates, two glass, two cups, one knife, one plastic bowl, four pieces of soaps (two for
bathing, another two for washing clothes), one piece of water filter made of cloth and
one plastic sheet (12 ft wide x 18 ft long) to the flood victims.

The villagers of Rabilla, Thao Hla, Longha Daung, Rwe Dwin Chaung, Kyauk Pyin
Seik and Myaw Daung of Maungdaw Township who received the goods from UNDP
were those affected by floods and landslides from June 13 to 14.

The UNDP will also arrange for 160 latrines to the villagers of Maung Nama village
tracts and Kyat 13,000 has been approved for one latrine, said another village elder.

Besides, the UNDP has sanctioned money to the villagers whose farmlands were
covered with sand and stones during the flood. To clear the lands, the UNDP will
provide money for 24 acres in Maung Nama Gyi village, 30 acres in Maung Nama
Alay village, 20 acres in Maung Nama south village, 25 acres in Thay Chaung village,
15 acres in Mirzitolla village of Maungdaw Township. It will provide Kyat 100,000
per acre to clear sand and stones from the arable land to grow paddy in time, said a
local trader.

The authorities have threatened farmers that if the lands are not used to grow paddy
timely, it will be seized.

UNDP will also to provide support to build five houses in Maung Nama Alay village
which were completely destroyed by to floods, said a schoolmaster.

The UNDP is also constructing a road from Maung Nama to Amina Bazaar- Naribill.
The UNDP will build an 18,000 ft long road. Every day, from today, about 50
villagers are working on the road. The UNDP provides Kyat 2,000 per head as a daily
allowance to those who work on road construction, said a local elder.

Four unregistered refugees sent to Cox’s Bazaar jail

Ukhiya, Bangladesh: Four unregistered Rohingya refugees of Kutupalong makeshift


camp were arrested by police from Ukhiya police station and sent to Cox’s Bazaar jail
today, sources said.

Yesterday, at about 4 pm, they were arrested while they were returning to Kutupalong
makeshift camp from Cox’s Bazaar after finishing their days work.

Among the arrested, one was identified as Mostafa Kamal (28) of Kutupalong
makeshift camp, said a refugee.

They were kept in Ukhiya police custody for interrogation. Today, they were sent to
Cox’s Bazaar jail for illegal entry to Bangladesh. They have been living in the camp
since the camp started, said a refugee committee member.

However, their family members tried to secure their release but failed.

Mostafa’s family wonders how to release him as they have no money. He is the sole
bread earner for the family.

A refugee said, “We are now finding it difficult to feed our children as the police are
arresting Rohingya people again while going to work for food out of the camp. If
harassment continues, the Rohingya refugees will starve.”
