GENERAL INFORMATION

IMPORTANT
Before installing or operating the generator control panel, read this
instruction book thoroughly.

Transportation Damage:
Immediately upon receipt of the generator control panel, an examination should be made
for any damage or loss sustained during transportation. If damage or rough handling is
evident, a damage claim should be filed at once with the transportation company and the
Enercon Systems International, LLC, sales office should be promptly notified.

Unpacking:
The generator control panel should be unpacked as soon as possible after being received.
Failure to do so may cause difficulty in making claims for damage not evident upon receipt.
Care should be used in unpacking in order to avoid damaging any of the generator control
panel components. Be sure that no loose parts are missing or left in the packing material.
Blow out any dirt or foreign material that may have accumulated on and in the generator
control panel or its components.

Storage:
If the generator control panel is not to be installed in its permanent location at once, it
should be stored in an upright position in a clean and dry environment.

Interconnection:
Control wire interconnections between the generator control panel and all external
equipment are illustrated in the interconnection diagram. All wiring shown with solid lines
are connection made by Enercon. All connections shown with dashed lines are connections
that the user must make, to complete the installation. Unless otherwise noted on the
interconnect drawing, all control wiring is to be #14 AWG or larger.

Be sure to observe minimum wire sizes when they are called out. If the Engine-Generator is
located over one hundred (100) feet from the Generator Control Panel, special
consideration must be given to the control wire size.

If revisions or changes are made to the current transformers (CT), be sure the white dot is as
shown on the drawings, that the black leads are grounded, and the phase rotation is as
indicated on the drawings.

Mounting and Access Requirement:

The front of the generator control panel has hinged doors. A minimum of four (4) feet from
the front of the Generator Control Panel to a surface is recommended to allow ample room to
open the doors. Outline drawings giving necessary dimensions show the manner of
installation. A clean and well-ventilated area should be selected.

Cable entrance area and component locations are all given on the outline drawing.

GENERAL INFORMATION

Inspection and Maintenance:

WHEN TO INSPECT:
Since maintenance requirements are low, it is recommended that a routine inspection
be performed at the end of the first six months of operation.
Inspect at least once a year thereafter or if the initial inspection indicates, then more
often.

CAUTION:
NEVER WORK ON ENERGIZED ELECTRICAL EQUIPMENT.
Disable switchboard by shutting down all generators.

PREPARATION FOR INSPECTION:

Record the positions of all control switches and place the Engine Control Switch
(ECS) in OFF position.
Disconnect the A.C. power to the battery chargers and remove the battery starting
cables.
Disconnect all other AC power to heaters, panel lighting etc.
Failure to comply with the above can result in electronic governor or component
failure.

INSPECTION:
Clean all dust and debris, which could lead to future dielectric problems from the
interior and exterior of each cubicle with a vacuum cleaner or non-metallic brush.
Inspect all internal components and wiring for signs of excessive heating and/ or
deteriorated insulation, especially at high stress points such as door cables.
Check 'plug-in' relays for proper seating in sockets.
Manually operate all control circuit breakers two or three times, checking operation
for any abnormality.
Correct all defects found during inspection.

GENERAL INFORMATION

AFTER INSPECTION:
Before re-energizing the generator control panel, connect battery cables first, and
then apply the A.C. power to the battery charger to prevent damage to electronic
components and engine electronic governor systems.
Reconnect any AC power which was previously disconnected in preparation for
maintenance.
Functional test the entire generating system in accordance with this manual.
Place all control switches and the Engine Control Switch in the recorded positions.

INITIAL SETUP
1. If the frequency (speed) is other than the nominal frequency, use the Raise/ Lower
Toggle Switch (90S-CS) of the manual speed control at the GCP Panel to either raise
or lower the frequency of the generator to the nominal frequency.

2. If the Voltage is other than the nominal voltage, use the Raise/ Lower Toggle Switch
(90V-CS) of the manual voltage control at the GCP Panel to either raise or lower the
voltage of the generator to the nominal voltage.

DESCRIPTION

DESCRIPTION

This project is designed for two (2) Cummins Diesel Engine Generator rated 2160kW,
2700kVA, 3 phases, 142 Amps at 11,000V, 50Hz.

The system is comprises of two separate Generator Control Panel (GCP837501A &
GCP837501B) that will control two units of Diesel Generators. The GCP contains the
following components: Human Machine Interface (HMI), Programmable Logic Controllers,
Electronic Generator Control Module (EGCM), Generator Multi-function Protection Relay
(MFR), Lockout Relay, Dual AVR, set of control Auxiliary Relays, control Circuit Breakers,
Synchroscope and Synch Indicating Lights, control Selector Switches and Pushbuttons,
Ammeter-Voltmeter selector switch, Analog meters, Emergency Stop Pushbutton (ESPB),
Status Indicating Lights and Alarm horn.

The control system is designed to run the Diesel Engine Generator in Isochronous mode, in
Baseload mode or in Droop mode via ECMS Signal transmitted to the Generator Control
Panel.

The system is designed to operate in Manual and Auto mode of operation. In Auto, automatic
starting of the Generator can be done in two ways: loss of main power and remote start via
ECMS. While Manual operation, Generator starting is initiated using the Normal Start/ Stop
Switch (44-CS) or using the EGCM start pushbutton in the event of PLC failure.

When the two Generators are running in parallel, the load will be shared equally via CAN
bus connected to the EGCM controller. Any load fluctuations shall be distributed equally
among the two Generator sets.

In any mode of operation when the protection detects any fault on the system, it will
automatically trip the breaker and/ or shutdown the Essential Diesel Engine Generator.

1.0 AUTOMATIC STARTING & AUTO SYNCHRONIZATION-LOSS OF MAIN POWER

1.1 For proper Generator Operation, follow the Control Switches position and
condition requirements below:
Engine Control Switch (10-SS) - AUTO mode
Synch Selector Switch (25-SS) - AUTO mode
Lock-out relay (86) on the respective Generator incomer breaker (52-67 or 52-68)
shall not be operated.
No abnormal condition exists (i.e. Emergency Shutdown Switch or Emergency Stop
Pushbutton activated) on Generator Control Panel (GCP837501A/ GCP837501B) or
Essential Diesel Generator (GEN837501A and GEN837501B).
Failure of main power is sensed by Generator Control Panel when either of the following
condition is met.
No voltage sensed on section SWG823501 bus VT (Gen837501A).
No voltage sensed on section SWG823502 bus VT (Gen837501B).
This triggers the automatic starting of the Essential Diesel Generator on the bus where
power is lost. Where only one bus is lost then only one EDG starts, where both busses are
lost then both Essential Diesel Generator will start.

On sensing the loss of main power, and after a pre-set time delay, each Generator Control
Panel (GCP837501A and GCP837501B) starts its EDG simultaneously provided the
conditions above had been met.

Both the Generator sets (GEN837501A and GEN837501B) will start and attains the nominal
voltage and frequency. The Generator Control Panel will then proceed with the automatic
synchronization.

Page 31 ES-1032
Operation Manual

GENERATOR CONTROL OPERATING INSTRUCTIONS

The GCP of the first Generator set (GCP837501A or GCP837501B) to attain the voltage and
frequency will automatically close its Generator Incoming Breaker (52-68 or 52-67) on to the
Deadbus.

If the voltage is now available on the other bus section (SWG823501 or SWG823502) with the
Tie Breaker (52-24) in CLOSED position, the GCP of the other Generator set (GCP837501B
or GCP837501A) will automatically synchronize with the voltage on its bus section
(SWG823501 or SWG823502) and close its Generator Breaker (52-68 or 52-67) when
synchronization conditions had been met.

If the voltage is not available on the other bus section (SWG823501 or SWG823502) with the
Tie Breaker (52-24) in OPEN position, the GCP (GCP837501A or GCP837501B) will
automatically close its Generator Incoming Breaker (52-68 or 52-67) on to the Deadbus.

Both Generator sets will run on Isochronous mode when running in the Island mode.

Note:
Restoration of main power, when at least one Gas Turbine Generator (GTG) is ready to take
load, is performed manually by Operations personnel. The Generator Control Panel of both
EDG had no role to play in this.
Once normal power is restored, the Operator may either stop the EDG at the Generator
Control Panel or remotely at the ECMS operators terminal.

1.2 Stopping of a Running Generator

1.2.1 Normal shutdown of a running EDG means the Generator offloads the load, the
Generator breaker is tripped/ opened and the Generator set goes into cooldown state
and then shutdown if the time delay becomes zero.

Normal stop is initiated by the following actions:

1. On receipt of a DG Normal Stop signal input from the ECMS
2. On selecting OFF position on Engine Control Switch (10-SS)
3. On selecting Normal Stop on Normal Start/ Stop Switch (44-CS)

1.2.2 Emergency shutdown of a running EDG is activated under the following

conditions. During emergency shutdown, the Generator Breaker is tripped/ opened
and the Generator set shutdown immediately. Emergency shutdown can be initiated
from any location irrespective of the position of any control selector switch on the
Generator Control Panel.

Emergency stop is initiated by the following actions:

1. On receipt of a Emergency Shutdown signal input from the ESD System
2. On activating the Emergency Stop Pushbutton on the Generator Control Panel
(GCP837501A/ GCP837501B)
3. On activating the Emergency Stop Pushbutton on the EDG Enclosure

Page 32 ES-1032
Operation Manual
For Further operation, all Emergency pushbuttons need to be released and the GCP
needs to be reset the station Operator.

GENERATOR CONTROL OPERATING INSTRUCTIONS

2.0 AUTOMATIC STARTING & MANUAL SYNCHRONIZATION-LOSS OF MAIN POWER

2.1 For proper Generator Operation, follow the Control Switches position and
condition requirements below:
Engine Control Switch (10-SS) - AUTO mode
Synch Selector Switch (25-SS) - MANUAL mode

On sensing the loss of main power, and after a pre-set time delay, each GCP starts its EDG
simultaneously provided the conditions above had been met.

Both the Generator sets (GEN837501A and GEN837501B) will start and attains the nominal
voltage and frequency. The Generator Control Panel will wait the command from the
operator to execute the manual synchronization. The Operator can decide as to which EDG
is to be brought on line first.

Accordingly, the Operator can now close the Generator Incoming Breaker (52-67 or 52-68)
on to the Dead bus or Live bus using the Breaker Control Switch (42-CS) on the Generator
Control Panel.

For Manual closure of breaker on to the Dead bus, the Operator must simultaneously
depress the Dead Bus Close Permissive Pushbutton (25DB-PB) while operating the Breaker
Control Switch (42-CS) to the Close position. The Generator set will run on Isochronous
mode when running in the Island mode.

The bus section (SWG823501 or SWG823502) is now live from EDG (GEN837501A or
GEN837501B). If the Bus tie Breaker (52-24) is CLOSED, the other bus section will also be
live.

If the Bus tie Breaker (52-24) is OPEN and the bus section (SWG823501 or SWG823502) is
dead, the Operator can directly close the Generator Incoming Breaker (52-68 or 52-67) on to
the Dead bus using the Dead Bus Close Permissive Pushbutton (25DB-PB) and the Breaker
Control Switch (42-CS) on the Generator Control Panel. The GCP ensures that Generator
Incoming Breaker (52-68 or 52-67) cannot be closed if the bus section (SWG823501 or
Page 33 ES-1032
Operation Manual
SWG823502) is live and the voltages are not in synchronism with the Generator set
(GEN837501A and GEN837501B) voltage.

GENERATOR CONTROL OPERATING INSTRUCTIONS

If the bus section (SWG823501 or SWG823502) is Live, the Operator can then perform
Manual synchronizing by increasing or decreasing the Generator voltage using Voltage
Raise/ Lower Toggle Switch (90V-CS) and increasing or decreasing the Generator
frequency using Speed Raise/ Lower Toggle Switch (90S-CS) on the Generator Control Panel
in order to match with the corresponding bus voltage and frequency.

Once in synchronism, the Operator can now be closed the Generator Incoming Breaker (52-
68 or 52-67) on to the Live bus using the Breaker Control Switch (42-CS) on the Generator
Control Panel (GCP837501A or GCP837501B).

Now both the Generator sets are running in synchronism and they will both run in
Isochronous/ Load sharing mode. Both the Generators continue to supply power to the bus
(SWG823501 or SWG823502) until such time as Normal Power is restored.

2.2 Stopping of a Running Generator

2.2.1 Normal shutdown of a running EDG means the Generator offloads the load, the
Generator breaker is tripped/ opened and the Generator set goes into cooldown state
and then shutdown if the time delay becomes zero.

2.2.2 Emergency shutdown of a running EDG is activated under the following

For Further operation, all Emergency pushbuttons need to be released and the GCP
needs to be reset the station Operator.

On receipt of a normal stop command, the EDG will go into cooldown stop. If at any
time during cooldown shutdown period, the normal power is lost then the GCP,
provided the Engine Control Switch (10-SS) is in AUTO cancels the cooldown
shutdown timing. If the Synch Selector Switch (25-SS) is also in AUTO then the
Generator Control Panel (GCP837501A or GCP837501B) will automatically close the

Page 34 ES-1032
Operation Manual
Generator Incoming Breaker on to the dead bus or synchronize with the other EDG
should it achieve dead bus closure first.

GENERATOR CONTROL OPERATING INSTRUCTIONS

3.0 EXERCISING OF ESSENTIAL DIESEL GENERATOR (EDG) AT NO LOAD.

3.1 NO LOAD TEST
Exercising of Essential Diesel Generator (GEN837501A and GEN837501B) at No Load
condition can be performed from the Generator Control Panel when the system is in
Normal condition.

For proper Generator Operation, follow the Control Switches position and condition
requirements below:
Engine Control Switch (10-SS) - MANUAL mode
Synch Selector Switch (25-SS) - MANUAL mode
Lock-out relay (86) on the respective Generator incomer breaker (52-67 or 52-68)
shall not be operated.
No abnormal condition exists (i.e. Emergency Shutdown Switch or Emergency Stop
Pushbutton activated) on Generator Control Panel (GCP837501A/ GCP837501B) or
Essential Diesel Generator (GEN837501A and GEN837501B).

The Operator has to initiate a start command on Normal Start/ Stop Control Switch (44-
CS) on the GCP by placing the switch in START position. The Generator set will be
started and keep running on no load until the Operator decided to initiate a normal stop
at GCP or remotely from ECMS Terminal.

3.2 LOAD TEST AUTO SYNCHRONIZATION

On load test of the Essential Diesel Generators (GEN837501A and GEN837501B) shall be
instigated and monitored at the Generator Control Panel (GCP837501A or GCP837501B)
when the system is in Normal condition. Individual Generator set can be tested on load
synchronism with the main power.

For proper Generator Operation, follow the Control Switches position and condition
requirements below:
Engine Control Switch (10-SS) - MANUAL mode
Synch Selector Switch (25-SS) - AUTO mode
Lock-out relay (86) on the respective Generator incomer breaker (52-67 or 52-68)
shall not be operated.
No abnormal condition exists (i.e. Emergency Shutdown Switch or Emergency Stop
Pushbutton activated) on Generator Control Panel (GCP837501A/ GCP837501B) or
Essential Diesel Generator (GEN837501A and GEN837501B).

The Operator has to initiate a start command on Normal Start/ Stop Control Switch (44-
CS) on the GCP by placing the switch in START position. The Generator set will be
started and attain the nominal voltage and frequency. The EDG (GEN837501A or
GEN837501B) voltage and frequency will automatically synchronize with the voltage and
frequency on the corresponding bus section (SWG823501 or SWG823502) and the
corresponding Generator Incoming Breaker (52-68 or 52-67) will close.

Page 35 ES-1032

NOTE: Now the EDG will run in synchronism with the GTG and the Generator set
defaults to Baseload mode, taking the load from the bus base on the pre-set kW set
points on the GCP.

GENERATOR CONTROL OPERATING INSTRUCTIONS

3.3 LOAD TEST MANUAL SYNCHRONIZATION

On load test of the Essential Diesel Generators (GEN837501A and GEN837501B) shall be
instigated and monitored at the Generator Control Panel (GCP837501A or GCP837501B)
when the system is in Normal condition. Individual Generator set can be tested on load
synchronism with the main power.

For proper Generator Operation, follow the Control Switches position and condition
requirements below:
Engine Control Switch (10-SS) - MANUAL mode

The Generator set will be
started and attain the nominal voltage and frequency. The Generator Control Panel will
wait the command from the Operator to execute the manual synchronization. The
Operator can decide as to which EDG is to be synchronized with the Gas Turbine
Generator (GTG).

The Operator can then perform Manual synchronizing by increasing or decreasing the
Generator voltage using Voltage Raise/ Lower Toggle Switch (90V-CS) and increasing or
decreasing the Generator frequency using Speed Raise/ Lower Toggle Switch (90S-CS)
on the Generator Control Panel in order to match with the corresponding bus voltage
and frequency.

Once in synchronism, the Operator can now be closed the Generator Incoming Breaker
(52-68 or 52-67) on to the Live bus using the Breaker Control Switch (42-CS) on the
Generator Control Panel (GCP837501A or GCP837501B).

The load test is stopped by the station Operator initiating a normal stop by placing the
Normal Start/ Stop Control Switch (44-CS) to Stop position at the Generator Control Panel
(GCP837501A or GCP837501B) or remotely from the ECMS Terminal.

NOTE: Now the EDG will run in synchronism with the GTG and the Generator set
defaults to Baseload mode, taking the load from the bus base on the pre-set kW set
points on the GCP.
