Minutes of the Commissioners Meeting


June 21, 2017

The regular scheduled meeting of the Williamson County Emergency Services District #8 was held on
Wednesday, June 21, 2017 at 6:00p.m. at 3500 D B Wood Road. The Vice President, Bennie Piper, being in
the chair, and a quorum present, the meeting was called to order at 6.03pm.

Present: Commissioners Bennie Piper, Ira Wood, Troy Rodriguez


Staff: Ron Barrick, Nancy Rangel
Visitors: Chief Clay Shell, Eric Johnson w/The City of Georgetown, Captain David England
Absent: Bobby Bunte

Meeting

1. Consideration and possible action to approve the minutes from the Special Call Meeting held on
May 16, 2017.

Commissioner Rodriguez made a motion to carry this item over until the August meeting.
Commissioner Piper seconds. Motion carries. Carry over.

2. Consideration and possible action to approve the minutes from the Regular Session meeting
held on May 17, 2017.

Commissioner Wood made a motion to approve the Regular Session meeting minutes held on
May 17, 2017. Commissioner Rodriguez seconds. Motion carried.

3. Presentation of the monthly Treasurers Report and payment of bills by Chris Barrick.

Money Market balance: $4,570,742.01


Checking: $439,368.14
Total Money Market and Checking balance: $5,010,110.15
Commissioner Rodriguez made a motion to accept the Treasurers report for May as read and
pay the bills as submitted. Commissioner Wood seconds. Motion carried.

4. Monthly presentation and report(s) by City of Georgetown Fire Chief John Sullivan.

5. Discussion and possible action regarding the annexation of the Garey Park, and surrounding
properties into ESD8.

Commissioner Rodriguez presented the Board with a petition from over 50% of the residents of
the Garey Park area, petitioning the Board for annexation.

The Board accepted and verified the annexation petition from the Garey Park annexation area.
Commissioner Rodriguez made a motion to set the date for the Public Hearing for the Garey
Park and surrounding area annexation for August 16, 2017, unless an amendment is brought
forward by ESD8 Attorney, providing a timeline survey that states we are required to hold a
special meeting prior. Commissioner Piper seconds. Motion carries.

6. Discussion and possible action related to the construction of Fire Station #6.

Eric Johnson presented the Board with a detailed contract from BRW for review.

Based on the information presented by Eric Johnson with the City of Georgetown, and the
recommendations of the ESD8 committee regarding construction of Fire Station No. 6,
Commissioner Rodriguez made a motion to accept the BRW contract as presented by Eric, with
the exception that signatures for the President and Treasurer are added for ESD8.
Commissioner Piper seconds. Motion carries.

Commissioner Rodriguez made a motion for acting ESD8 President, Vice President Piper, to
execute Terracon contract P96140309a for TCEQ Geologic Assessment Update in the amount
of $750 and Terracon contract P96175215 for Geotechnical Engineering Services in the amount
of $4,700.00. Commissioner Wood seconds. Motion carries.

Commissioner Rodriguez made a motion for ESD8 Board to accept the Proposal for
Engineering and Surveying Services from Steger Bizzell for survey re-platting and public
easement vacation for an estimated amount of $12,500 and estimated submittal or review fees
not included in this proposal of $2,250 payable to individual entities. The $2,250 represents
fees charged by the City and the County that we hope can be waived since the ESD8 tax
payers should not pay taxes to the county and fees. Also, the tax payers of the city benefit from
this fire station and we would hope that the cities fees would be waived as well. Commissioner
Wood seconds. Motion carries.

Carry over.

7. Discussion and possible action on web and email services.

Commissioner Wood made a motion to carry this item over until the July meeting.
Commissioner Piper seconds. Motion carries. Carry over.

8. Public Comment.

None.

Next regular session meeting is scheduled for Wednesday, July 19, 2017 at 6:00p.m. at the Public Safety
Operations and Training Center. No further business was discussed or actions taken. Commissioner
Rodriguez made a motion for adjournment. Commissioner Piper seconds. Meeting was adjourned at 7:54p.m.
