PREFACE
In January 2013, the WHO, through the initiative of the Updates and
Revision Committee, published Cumulative Official Updates to
ICD-10 containing changes like addition, deletion, and modification

of codes, terms (inclusion and exclusion), notes, descriptions, and
names of certain diseases/ conditions.
For this reason, the DOH deemed it imperative to revise the initial
handbook and consequently created an ICD-10 Technical Working
Group (TWG) in the early part of 2014 with the National
Epidemiology Center (NEC) as the lead agency. The TWG was
composed of representatives from NEC and three other DOH
offices, specifically National Center for Health Facility
Development, Bureau of Health Facilities and Services, and
National Capital Regional Office (NCRO), as well as other agencies
such as National Statistics Office (now part of Philippine Statistics
Authority or PSA), Philippine Health Insurance Corporation
(PhilHealth), and San Lazaro Hospital.
The group, which was assigned to update the first edition of the
handbook, held a series of meetings and writeshops. It gathered
pertinent data mainly those on diseases/conditions and other health-
related problems reported in health facilities, medical specialty
societies, and offices such as Amang Rodriguez Medical Center,
Philippine General Hospital, Philippine Pediatric Society (PPS) and
the National Capital Regional Office (NCRO).

It is to be noted that the ICD-10 TWG which completed the first
edition of the handbook utilized pertinent documents/records from
PhilHealth and various medical specialty societies such as the
Philippine College of Physicians (PCP), Philippine College of Chest
Physicians (PCCP), Philippine Academy of Ophthalmology (PAO),
Philippine Obstetrical and Gynecological Society (POGS),
Philippine Society of Nephrology (PSN), and the Philippine Society
of Microbiology and Infectious Diseases (PSMID). This is in line
with the TWGs task of coming up with a Shortlist of ICD-10 codes
that would facilitate the assignment of the most appropriate ICD-10
codes to certain diseases/ conditions.

Conformably, the DOH mandated hospitals and other health
facilities in the country to implement the ICD-10 coding through
issuances, notably Administrative Order No. 47, s. 2000, entitled
Amendment on Medical Records Service in all Categories of
Hospitals [Guidelines for the Implementation of International
Classification of Diseases version 10 (ICD-10) for Hospital
Licensing.
