COMMISSIONER QUALLO DECLARES NO PLACE FOR MISCONDUCT


AMONG LAW ENFORCEMENT OFFICERS

The Commissioner of Police, George Quallo is maintaining that there are more decent,
honest, hardworking men and women in our midst than there are unscrupulous members.
During my inauguration speech, I gave a commitment to the people of Jamaica, the men
and women of the JCF that I would lead with integrity and a strong abhorrence to any
practice of corruption and malfeasance among members of the Force, Quallo asserted. I
remain committed to my oath of office with no intent to vacillate on how such incidents
should be treated, he added.

Undoubtedly, there is the presumption of innocence until proven guilty. Whilst this is a
fundamental principle in law, it also poses an administrative challenge; confidence in
such a member by the public, management and his/her colleagues is impaired. In such an
instance the public loses trust and confidence in the very institution that was intended to
protect them. We have been beaten one too many times!

We have no place for individuals who decidedly run afoul of the law. As keepers of this
democracy we are held at a higher level of moral conduct than the average citizen.
Therefore, I call on the decent members of this organization to stand up and be counted,
denounce any act of misconduct or corruption that is likely to impact our image. Let us
recommit ourselves to preserving our mission statement and oath of office.
