The post holder will work at a strategic level with programme leads and, more broadly, senior
stakeholders within the Force and in strategic partner organisations to broker and secure optimal design
solutions, and ensure that approved designs are translated into effective implementation. The post
holder will chair the Design Authority and will perform a key role in ensuring that all commissioning and
implementation delivery activities are aligned to the TOM.
The Business Architecture Manager will manage a small Business Architecture team, as well as have
responsibility for Design Authority and Technical Design Authority processes. The role will also have
ownership of design methods and processes, including business process design and business
requirements gathering.
This is a critical role in providing assurance that the requirements and associated quality measures of
required deliverables have been met, whilst also being responsible for monitoring the overall
performance of the TOM, for driving continuous improvement and managing refresh activity for the
TOM on a periodic basis.
2. KEY RESPONSIBILITIES
Act as lead advisor on the TOM to the wider organisation, including on alignment to WMP
strategy, operational performance, emerging drivers for change, and risks to the integrity of the
TOM from implementation activity
Lead the Design Authority function, ensuring that all commissioning and implementation activity
remains aligned to the strategic objectives and design principles of the TOM
Chair Design Authority meetings and act as an arbiter over decision making when appropriate
Manage the Business Architecture team
Engage with senior stakeholders within the Force and with strategic partner organisations to
achieve maximum alignment with the TOM
Establish mechanisms to monitor the performance and health of the TOM, including a strategic
basket of indicators, an Annual TOM Refresh, and a process for ensuring rapid improvement in
the event of under-performance
Ensure that any learning or best practice identified by WMP partners is incorporated into the

Experience in performing a Design Authority role or a senior Business Architecture role on a
significant transformation programme
Minimum of 5 years experience providing effective integration in successful complex change
programmes across the whole change lifecycle
Experience of operating at strategic, tactical and technical levels, including knowledge and
experience in applying methods and tools for business architecture design
An understanding of target operating model components (customer, service, process,
technology and people layers), key interactions and key performance indicators
Demonstrable evidence of strong decision making, integrity and leadership
Demonstrable evidence of effective relationship management skills and techniques at a senior
level both internally and external stakeholders
Demonstrable evidence of negotiation and influencing skills across a range of colleagues with

Special Conditions
The post holder will be contracted to work 36.5 hours per week but will need to be flexible to meet the
demands of the post and may have to work outside normal core hours.
The post holder will need to have the ability to travel to different locations across the region, as required

The post holder will be a member of the Business Transformation Senior Leadership Team (SLT) and will
report to the Change Portfolio and Relationship Manager, who is the programme lead for WMP2020.
The post will have direct line management responsibility for two business architecture support roles.
