Constitution and By-Laws

ARTICLE 1
NAME AND ADDRESS

Section1. This organization shall be known as the Capitol University Glee Club.
Section2. The address and principal office of this organization shall be at:

ARTICLE II
PURPOSE AND OBJECTIVES

Section1. To stimulate the creation of means that will enable the students to develop
their Talents and potentials in the field of music.
Section2. To incite students to participate in musical activities.
Section3. To fortify students capabilities in reading music notes and broaden ones
knowledge about the related theories and principles that may be applied
singing.
Section4. To expand students appreciation to the different genres of choral music and
music as full.
Section5. To cultivate ones inspiration in preserving the Filipino culture and heritage
music and will act as a vehicle for social transformation.
ARTICLE III
MEMBERSHIP
Section1. Membership in the organization is open to all bona fide college students of
Capitol University, alumni and returnee members of the choir to be dealt
accordingly.
Section2. Membership period is for one semester, renewable every beginning of every
semester and is only applicable for those who have passed the
auditions/training.
Section3. Membership shall be terminated due to following grounds:
3.1 Accumulated six (6) absences from any regular rehearsals
3.2 Accumulated three (3) absences from major rehearsals.
3.3 Absent from major performances, unless otherwise
accepted/allowed/permitted as stated in article 3 sections 3.12.
3.4 Failure to comply with the duties and responsibilities of members as stated
in Article IV.
3.5 Withdrawal from school officially approved by the registrar. Further, for
unofficial withdrawal, the member has to pay the whole amount incurred
during the current semester being enrolled unless as its reasons were
stated in Article 3, section 3.12 applies.
3.6 Graduation from college
3.7 Voluntary withdrawal from the organization; and
3.8 Intimate girl/boy relationship within the members of the club and the sister
club. However, the matter has to be under investigation, but if caught in the
act, an automatic termination shall apply.
3.9 Failure to renew membership.
3.10 Misdemeanor.
3.10.1 Any misdemeanor act like disrespect to the other members,
persons in authority will be dealt accordingly. After first offence, an
automatic termination shall be given to the person concerned.
Reprimand shall be given an equal sanction of Community Service
(CS) for (5) hours and will be due for three (3) days only. Non-
compliance is subject for suspension. It should be noted.
3.10.2 No pencil and using of cellular phones during the rehearsal shall
be given a fine of Php.20.00 and the CS provision follows for one
(1) hour.
3.11 Tardiness. Three (3) tardiness is equal to one (1) absence and is equal to
one (1) hour Community Service (CS).
3.12 On the above ground termination, a member is considered excused on
the following valid reason such as:
a. Health (with medical certificate)
b. Special occasion such as birthday/wedding/death of a member in the
immediate family.
c. Church events (but will be given with the permission asked (3) days
ahead of time and with a corresponding letter from the in-charge.)
d. Transfer of school or residence.
3.13 The NO FARE reason shall be a null and void reason to be absent or
late.
3.14 The non-compliance of Community Service is a ground for suspension.
3.15 Non-attendance of Operation Linis:
3.15.1 A fine Php.100.00 shall be collected if a member is absent in the
Operation Linis and will undergo one (1) hour CS.
3.15.2 A fine of Php.50.00 shall be collected if a member is late.
3.16 Incurring 2 failure marks, and 2 dropped marks on the final grades.
3.16.1 One failure will be given second chance.
3.16.2 One dropped will be given second chance.
3.16.3 A mixed of both means termination.

ARTICLE IV
DUTIES AND RESPONSIBILITIES

Section1. The members of this organization shall have the following obligations:
1.1 The duty to comply with the provisions of this constitutions and by-laws
and perform other roles that may be made known and agreed upon by the
advisers and officers.
1.2 The duty to attend to all meetings, regular or special, called upon by the
adviser or president.
1.3 The duty to attend and participate actively in all programs, productions,
project and activities of and undertaken by the organizations
1.4 The duty to comply with any other lawful requirements set by the
organization.
Section2. The members of this club shall have the following rights and privileges:
2.1 The right to participate in the discussion in all the meetings of the
organization.
2.2 The right to vote, to be elected or appointed to any official position in the
organization, provided that he/she complies with the requirement provided
for.
2.3 The right to be informed to any project or activity of the club and to
participate in such undertakings.
2.4 The right to use the facilities of the organization as long as it is solely on
an official purpose.
2.5 The right to have the access to all the records and other pertinent or
relevant documents of the organizations.
2.6 The privilege to be exempted from their NSTP and P.E classes of which the
member is officially enrolled in a particular semester.
2.7 The privilege to enjoy scholarship/tuition discount where the bases for
doing so are the following
a. Performance
b. Attendance
c. Participation
d. Recommendation from the Moderator/Assistant moderator and the
head of the Culture and Arts Office.

Section3. Every scholarship of a member shall be cancelled through the following


grounds:

a. Immediate withdrawal from the school in the middle of the semester or


school year.
b. Violated the provisions cited on Article III, Sec. 3 numbers 3.1-3.11.

Section4. That the members who have withdrawn his/her membership from the
organization shall pay back the tuition fee for the particular semester.

Section5. In the event of the national and international tour, a member shall have the
responsibility to pay the travel tax, terminal fee, and procurement of passport
and shall help subsidize in the airfare.
5.1 Upon the return of the travel, if a member shall quit, he/she shall pay the
total amount of the airfare. Otherwise, upon the discretion of the
choirmaster.

ARTICLE V
OFFICERS
Section1. The organization shall have the following set of officers:

1.1 President
1.2 Vice-President
1.3 Secretary
1.4 Asst. Secretary
1.5 Treasurer
1.6 Asst. Treasurer
1.7 Auditor
1.8 Press Relation Officer
1.9 Asst. P.R.O.
1.10 Costume Custodians
1.11 Piece Custodians
1.12 Club Historian
1.13 Property Custodian

ARTICLE VI
THE ASSEMBLY
Section1. The officers shall hold for one school year or until the successors have been
elected by the members are qualified and inducted by the Director of Student
Affairs and Services.

Section2. The assembly shall have the power to elect the members of the executive set
of officers.

Section3. The Choirmaster and Asst. Moderator shall have the power to appoint any
members to be an officer in the club.

ARTICLE VII
FUNDS
Section1. In order to effectively run the operation of the organization and to finance its
program, the organizations have these two sources of funds, namely:
a. Regular funds
b. Special funds
Section2. Regular funds shall consist of the membership fee to be collected in every
semester Php.50.00.

Section3. Special funds are those realized by the organization from any income
generating activities it may undertake and shall include money collected
from fines, contributions, monthly dues, donations, and others. Such that
fines may be collected during the absences of an officer in a meeting called, of
fifty pesos (Php.50.00) for unexcused absence and twenty pesos (Php.20.00)
for excused absence and other fines the organization may undertake.

Section4. No funds shall be spent without the approval of the president and the adviser.

ARTICLE VIII
QUALIFICATION OF EXECUTIVE OFFICER

Section1. An officer shall possess the following:

1.1 He/ She must be carrying a load or no less than 15 units during the time of
election and with the average grade of no less than 2.75 in the previous
semester.

1.2 He/ She must be a member of the organization and at least a second year
college student

1.3 He/ She must be an active member of good moral standing.

ARTICLE IX
DUTIES AND POWERS OF AN EXECUTIVE OFFICER

Section1. The President

1.1 Shall be the chief executive of the organization and shall have the duty to
supervise all its activities.
1.2 Shall preside all meetings of the assembly and the officer.
1.3 Shall have the authority of expenditures to other officer and members as
described by this constitution.
1.4 Shall lead the members in carrying out activities in attaining the purposes
and objectives of the organization and in enforcing the provision of this
constitution and by-laws and all the rules and regulations of this
organization.
1.5 Shall be in charge in the execution, and the implementation of all policy,
plans and enactments passed by the Central Students Government of
Capitol University.
1.6 Shall have the power to appoint any of the member, who will replace any
of the officer expelled for a cause, provided that the adviser approves
such decision.
1.7 Shall brief the newly elected officers on their duties and responsibilities.
1.8 Assured that in every meeting conducted, the president shall observe
orderly manner.

Section2. The Vice-President

2.1 Shall automatically assume the position of the president in case of


vacancy, incapacity, absence, or removal from office.
2.2 Shall have the direct authority over all other officers and members that is
after implicit approval of the president.
2.3 Shall help or assist the president in monitoring and implementing existing
plans and activities.
2.4 Shall be the coordinator of all activities and sees to it that all activities are
not in conflict with other activities of the school, which may impede the
success of the organizations activities.
2.5 Shall perform other functions that may be delegated to him by the
president of the assembly.

Section3. The Secretary/Asst. Secretary

3.1 Shall take the full minutes in all meetings and keep all records of the
organization.
3.2 Shall prepare due notice of all meetings of the executive officers and of the
assembly and endorse it to the Press Relation Officer for proper
dissemination and information.
3.3 Shall perform other functions that may be delegated to him/her by the
assembly.
3.4 The Secretary shall:
A. Be responsible for keeping attendance log in all meetings.
B. Keep an up-to-date copy of clubs constitution and by-laws.

Section4. The Treasurer/Asst. Treasurer

4.1 Shall be the official custodian of all funds and properties of the
organization, and it shall be his/her primary duty to keep all funds in the
bank chosen by the executive officers.
4.2 Shall be responsible for prompt collection of all fees and contribution of
the members.
4.3 Shall keep a clean and clear record of all the flow of funds of the
organization.
4.4 Shall receive and disburse funds for and in behalf of the organization as
properly organized by the president. Provided that all disbursements shall
be supported by a petty cash voucher or original official receipt or other
supporting documents which shall be kept as part of his/her records.

Section5. The Auditor

5.1 Shall plan and perform the audit and obtain reasonable assurance about
whether the financial statements are free of material misstatements
caused by error or fraud.
5.2 Shall make suggestions about the form or content of the financial
statement or draft form, in whole or in part, based on information from the
form during the performance of the audit.
5.3 Shall exercise his/her judgment in determining which auditing procedures
are necessary in the circumstances to afford a reasonable basis for
his/her opinions. His/her judgment is required to be informed judgment of
a qualified professional person.
5.4 Examine and evaluate financial and information systems, recommending
control to ensure system reliability and data integrity.

Section6. The Press Relation Officer/Asst. P.R.O.

6.1 Shall serve the notice of all meetings, as prepared by the secretary to the
Executive Officers and to the Assembly.
6.2 Shall coordinate with all departments P.R.Os to ensure the full
participation of the members of the organizations activities.
6.3 Shall be responsible for the publication of press releases, posters, and
other readings of information and communications, aided by the secretary,
to all members, and persons who are deemed necessary on the functions
of the organization provided that such releases, posters and readings of
information and communications shall be properly noted by the OSAS
(office of Students and Services).
6.4 Shall perform other duties, which may be delegated to him/her by the
assembly.

Section7. The Club Historian

7.1 Shall be in-charge of the Photo or Video Documentation of the


organizations activities.
7.2 Shall put into writing the clubs every activity such as concerts, tours,
outreach programs, workshops whether attended or executed and etc.
7.3 Shall be in-charge in studying the organizations history such as its
foundation, its beginning years, its major achievements and engagements
etc.
7.4 Shall oversee that the clubs history is documented and carried on year by
year.

Section8. The Property Custodian

8.1 Shall be in-charge in all properties and its conditions in the organization.
8.2 Shall oversee whether the property was lost, need for repair or
replacement.
8.3 Shall be responsible if all properties are all present and well-organized.
8.4 Shall make letters for any properties that needs for repair or replacement.

ARTICLE X
ELECTIONS
Section 1. The election of officers of this organization shall be held during the last week
of February or as the term ends.
Section 2. The election shall be conducted by the organization, adviser, and the
elected/appointed officers as presiding officer.
Section 3. The candidacy for election shall be open to all qualified members provided
much in Article III Section I and Article IV, Section I nos. 1.1 and 1.2.
Section 4. The election of all officers shall be done through nominations and casting of
votes shall be made through raising hands to which the position shall be
proclaimed the winner by the appointed officer.
Section 5. The term of office of the elected officers shall begin upon the turnover of
responsibilities and after the oath presided by the Coordinator, Student
Services and shall end their successors are duly elected sworn.

ARTICLE XI
MEETING AND QUORUM

Section1. Meeting shall be classified into:


a) Regular and b) Emergency
1.1 Regular meeting of the Executive Officers shall be done every 3rd Saturday
of the month, after the Operation Linis, time depending on the call time of
the activity mentioned .
1.2 Emergency meeting can be upon by the President and/or the Glee Club
advisers as the need arises.
Section2. A majority of the accredited members of the assembly or the executive
officers shall constitute a quorum to transact official business.
2.1 Majority is defined as one half plus one of the total members.
ARTICLE XII
EXPULSION OF THE OFFICERS

Section1. Any of the officers of the organization shall be removed or impeached from
office on any gross violation of this constitution and by-laws, internal rules of
the organization as well as the rules and regulations promulgated by the
assembly.
Section2. The Executive Officers, sitting en banc, by majority vote excluding the officer
on trial, shall have the sole power of impeachment.
Section3. Any officer accumulating 6 consecutive absences from regular meetings after
due process shall be removed from office.
Section4. The impeached officers shall no longer be qualified to run to any major
position. However they can be elected or qualified to run to any minor
position.

ARTICLE XIII
AMMENDMENTS
Section1. The Executive Officers, sitting en banc, by the majority vote, may propose any
amendments or revision of this constitution and by-laws.
Section2. Any amendment to or revision of the Constitution and by-laws shall be valid
when ratified by a majority of the assembly called for the purpose, the time
and place, and the manner of which shall be fixed by the Executive Officers.
