QC Towards Community Resiliency

An Invitation to Caravan
Please come and visit QCs Community Resilience Caravan, a 3-day
product and services showcasing caravan on July 31 to August 2 at the
Quezon City Hall Covered Walk-Phase 1 (going to Main building entrance),
sponsored by Move Up project [consortium of international NGOs
composed of Action Against Hunger Philippines, Plan International
Philippines, CARE Philippines and Assistance and Cooperation for
Community Resilience and Development (ACCORD)] and in partnership
with QC hall offices such as QCDRRMO (lead office) SSDD, PESO, SBDPO,
City Planning Office, City Budget Office and BOC.

This access-to-market platform is part of the strategy components of


developing resilient urban poor communities to sustainable livelihood and
income generating sources, in the face of high risks exposure due to
hazards and natural disasters. As advanced by the Move Up Project
consortium, the project aims to foster and developed proactive approach
to mitigate impact of disaster-related vulnerabilities and enhance
community resilience or ability to bounce back from the effects of disaster.
The Resilience Caravan will include parallel events, showcasing QCs
Disaster Risk Reduction and Management services, PESO Job Fair,
Livelihood Demo, Micro-insurance services and Social Protection Agencies
such as GSIS, SSS, Philhealth, and Pagibig Fund.
Background
Urban poor communities are exposed to high risks brought about by
hazards which may easily turn into disasters making them one of the most
vulnerable. They tend to absorb stresses and shocks along with its impact
to their day-to-day lives.
In the aftermath of disasters, the livelihood of urban poor
communities is a critical area that needs immediate attention. Livelihood,
as defined in the Resilience and Livelihood Baseline Assessment study of
Move Up, are activities engaged by people to earn a living. The
vulnerability of urban poor communities are exacerbated when their
limited livelihood assets are exposed to risks. Hence, their resilience or
ability to bounce back from a disaster will be significant.
A household adopting resilience measures is most likely able to cope
with and withstand the impact of the stress and shocks of a disaster. The
household with resilient livelihood mechanisms will be able to start a
normal life immediately after a disaster.
Resilient Livelihood strategies include risk transfer mechanisms,
alternative livelihood and employment, and linkages to market as well as
increasing the social capital of urban poor communities.
Currently, Move Up has organized 15 Community Savings Group
(CSG) in four barangays covered by the project. They have undergone
social preparation and conducting weekly meetings to save in order to
finance alternative livelihood, micro-insurance, and other immediate
needs of their families. They are scheduled to have livelihood trainings
(i.e. soap making, perfume making, meat processing) provided by the
project and the Quezon City Government.
In this light, a Resilience Caravan will be conducted to facilitate a
showcase of CSGs livelihood products to prospective markets. Other
parallel activities will be held in the caravan such as: Disaster Risk
Reduction and Management Office (DRRMO) Showcase, Public
Employment Service Office (PESO) Job Fair, Livelihood Demonstrations,
Career Coaching, and a Micro-insurance Fair.
