Internal Factor
1. WSH risk profile: New batch of foreign workers came from SARS outbreak
countries.
2. Nature of organization processes: Being a construction site, labour intensive &
work in open space. The nature of work made us a high risk group of
contacting the disease & spread to others.
3. Current WSH policy: New PPE policy imposed by global group director on
August 2008.
4. WSH organizational structure: Being a proactive culture, on monthly review,
feedback from staff to step up control measure against SARS.
External Factor

2. Communicable Disease Center in Singapore: As of April 30, a total of 201
probable cases of SARS and 722 suspect cases have been reported.
3. Changes in industrial practices: Every industry including construction sites are
taking steps to check the workers & prevent the disease to spread.
4. WHO: There is a possible SARS outbreak in Asia. The disease is incurable,
everyone have to take precaution.
From the SARS outbreak in 2003, we know that the disease can be fatal &
epidemic. It will cause loss of life & huge economic damage if it is not under
control.
All authority MOM,MOHA,MOH & MOE all have publish many statement & ways to
deter SARS. Such as quarantine policy, temperature monitoring, health screening
of tourist, set up a separate section for SARS patient, provide thermometer &
mask in workplace. The new breed of SARS virus might be mutated to be more
threatening than before.
As our company is an international corporation, we put effort for continue
enhancement in our workplace safety & health. The recent PPE policy to
implement all stakeholders to wear glove on site is a good example.
As our current SARS outbreak possibility, we can also implement the temperature
monitoring, provide mask & participate in NEA campaign to improve our site &
worker squatter hygiene condition.
And more budget for safety & health promotion on SARS & spend more money in
purchasing the necessary items to safeguard our life!

Training programme will be provided for management, health & safety committee
training & employees. A training record will be kept on site.
Whereas for business partners, a safety induction & regular EHS pamphlets will
be sent to them & encourage them to surf our intranet safety & health section.

To have a committee & workgroup meeting. And invite project manager or
safety manager to brief about the new policy, a few safety committee
members as guest speaker & encourage the audience to feedback.
