Explain the notion of Public policy and how it is applied in this context. 6 marks Q2 Explain the concept of Corruption in the context of Public Sector Management and identify the strategies that are available to minimize corrupt practices. 6 marks Q3. Identify two aspect! of Public Sector Reform process that has benefited the tax payers and citizens of Fiji. 6 marks Q4.You are required to explain the five steps of Policy making process that are applied in the Public Sector Management. 6marks QS. Discuss the reform agenda of the Public Service Commission and how it would impact on the service delivery. Smarks Q6. Identify two issues relating to Ethics and Corruption in the Public Sector Management. Explain the impact of corruption and what could be some strategies for its control. 6 marks Section C Essay Questions 45 Marks There are five questions for this section. You may answer any three of the five questions. Each question is worth 15 marks. Ql. ‘The Board and the Top Management must ensure that the organization is governed according to the Rules and Principles of Corporate Governance. You are required to discuss the principles of Good Governance and how it could contribute to greater accountability, enhance efficiency and service delivery in the context of Public Sector Management. (15 marks) ‘The Service Excellence Framework is endorsed by the Government as a system and customer focused approach towards improving organizational systems, processes and services with enhanced productivity and efficiency of Public Service as the expected outcome. Discuss some of the key elements of the framework and the benefits achieved. You are also required to discuss the strategies adopted by the Public Sector in achieving the desired outcomes. (15marks) Q3. The Goal of the Civil Service Reform is to enhance Public Service efficiency, service delivery and enhanced productivity. The reforms have been driven centrally by the Public Service Commission, targeting the effectiveness, size and structure of the Public Service, professionalism and productivity of the workforce. Discuss the benefits and achievements of the reform agenda. (15marks) Q4. Compare and contrast the Traditional Model of Management with that of Modern Management which is based on International Best Practices that values Human Capital as the key driver for change management and achieving the desired performance outcomes. (15marks) Q. Discuss some of the challenges, issues and problems faced by developing countries in the context of Public Sector Management .Explain the approach adopted by these countries in addressing these challenges.
