Waste Management in

Delhi CDM Example

The Current Practice on Waste Management

 Open dumping at disposal sites

 Allows for anaerobic degradation
No sanitary landfill for MSW disposal in India
Existing Composting facilities do not work
efficiently
90% disposal of waste in open and 9% composted
Difficulties in providing the desired level of public
service in the urban centers often attributed to the
poor financial status of the managing municipal
corporations
Business As Usual

Leachate Generation

Health hazards & Vector Control

RECOMMENDED APPROACHES TO WASTE

PROCESSING & DISPOSAL
I Wealth from waste (processing of organic waste)
(a) Waste to compost
(i) Aerobic / anaerobic composting
(ii) Vermi-composting
(b) Waste to energy
(i) Refuse Derived Fuel (RDF) / pelletization
(ii) Bio-methanation
II Recycling of waste
III Sanitary landfilling
IV Treatment of bio-medical waste separately
Case Study: Waste Management project
in Delhi and India

Anaerobic decomposition
In Delhi, almost all of the waste is disposed to
the three unmanaged dump sites

 Bhalaswa,
Bhalaswa,

 Okhla

 Gazipur

At all the dumpsites, there is anaerobic

decomposition of organic matter resulting
into unabated methane gas emission into the
atmosphere.

There is no provision of methane capture and flaring on

these three dump sites.
Avoidance through Composting
Composting involves aerobic
decomposition of MSW
through composting. In the
absence of the project activity,
methane would be produced
and emitted to the
atmosphere.

Calculation of Emission reduction is done using the multi

phase first order decay model as per UNFCCC.

Proposed Project

Windrow Formation Monsoon Shed Coarse Segregation

Packaging End Product Refinement

Consistency with sustainable development goal
of India
 Municipal Solid Waste,
Management and Handling, Rules,
2000

Use of carbon finance to support

the expansion of composting
facilities

 Model of a financially sustainable

waste management project

 Balanced nutrient management

for agricultural soil

Contribute towards achieving sustainable waste management

in the city

Consistency with sustainable development goal

of India
Environmental benefits
 Better management of solid waste
Recycling of humus and plant nutrients back into the soil
Integrated plant nutrient management which combines
organic compost with chemical fertilizer
Saving of land at the solid waste disposal site

Social and economical benefits

The plant will be semi-mechanized and will create jobs
 Resource recovery
Positive inputs for agriculture and horticulture
Upgradation and expansion of A.P.M.C
compost plant at Tikri, Delhi.
 Established in 2001

 Tikri Khurd, G.T.Karnal

Road

Area of 6 acre is provided by

A.P.M.C on lease rent

 Capacity to Process 125 TPD

of Waste

 Upgraded to 200 TPD

The Plat was facing barrier and was shut down

History of the Plant

Date Events Comments
29th July 2001 Plant was established The plant was established with promise of
with a capacity of 125 subsidy from government and various other
TPD incentives like free raw material, free land
and marketing of the product.
1st Aug 2003- 6th Plant was closed down The reasons for in-operational status was
April 2004 severe financial crisis due to-
non-receipt of (promised) subsidy from
various official quarters
lack of market access for product
low valuation of the product vis--vis
high production cost

Running the plant unviable without Subsidy

History of the Plant
7th April 2004 The plant was The plant re-opened due to
restarted and operated Access to information of the CDM mechanism potential for
on a demo mode at composting projects
low capacity Advise from the agency, promising to facilitate CDM to make
the plant operational immediately to avail the benefit
Build up of some demand for compost product
Fear of take-over of the plant land by vested interests and land
sharks
8th July- 17th The compost plant had The reason was severe financial crisis due to:
September 2006 again shut-down Lack of where-with all to hire expertise for converting the
project into a CDM project
Lack of market access for product
Low valuation of the product vis--vis high production cost
Non-receipt of (promised) subsidy from various official
quarters including revenue from CDM

The compliance rate of the state of Delhi is about 8.9% (500 TPD
plant at Bhalswa, 125 TPD plant at Tikri against the current
total waste generation of about 7000 TPD)

Infrastructure Development through CDM

IL&FS Ecosmart requests restarting the
plant and proposes upgradation of the
plant from 125 TPD to 200 TPD using
CDM benefits. IL&FS Assures
Arrange for off take of the compost produced
in the plant
Arrange for additional revenues under CDM
of Kyoto protocol
Provide technical assistance in the expansion
and operation of the plant
Facilitate expansion of the plant by arranging
for financing required for expansion to the
extent possible
Obtain necessary clearances required for
expansion
Expansion Not Possible Without
CDM
 Acceptable Compost Price in
Market Rs 1650 / Ton

Price at which IRR of 15 % is

obtained Rs 2400/ Ton

IRR with a price 1650 with CDM

benefit 19%

 Additional revenue available for

market development

ERPA Signed to ensure assured flow of CDM Revenue

Upgradation and expansion of M.C.D

compost plant at Okhla, Delhi.
 Established in 1986

 Located at S.T.P. Okhla

Has been abandoned since late 90s

Capacity to Process 150 TPD of Waste

 All equipment dilapidated

The Plat was facing barrier

and was shut down
Restarting the Plant in 2008
Plant restarted with PPP
Capacity Increased to 200 TPD
Without CDM IRR at acceptable compost
price is 5 %
With CDM IRR increases to 25%
Waste management made viable through
CDM
Additional revenue available to ensure
quality output
