Innovative Idea

selected? What is your strategy and how is it innovative? (Maximum:600 words)]

Our strategy is to create a voice-based viral social messaging platform for population
control awareness and behaviour change, whereby informational calls with celebrity
endorsements (including religious figures) will be made to all parents whose children
are receiving their scheduled vaccines. This is our target audience, which is ready to
have another child, and the database of its contact numbers is already being
maintained by PITBs hugely successful Evaccs program (which is operational pan
Punjab), therefore, we will not have to build it from scratch.

The informational content will be designed for mothers and fathers keeping in mind
the uniqueness of both the parents in the decision making process for having another
child. It will address asymmetric information regarding family planning
products/methods, reduce reliance on hearsay regarding adverse effects of using
family planning products and highlight the importance of family planning for both the
parents and the entire family.

Before the pilot, a baseline survey in the target districts will be conducted to gauge
the existing knowledge of and attitude towards family planning methods, along with
usage of these methods. The innovation in the pilot is threefold: firstly, this voice-
based IVR platform will connect to the intended recipients by calling and engaging
them by allowing them to post and share their thoughts/ideas via voice messages.
This engagement is crucial, because research shows that no one listens to a call
until he/she already knows the caller, or listens to something attention grabbing, or
hears an influential person endorsing the call content. In our case, holding the
receivers attention will be done by this platform, through which they can send
personalized voice messages, listen to other friends/peoples messages and
like/dislike/vote for/vote against available content. Once this engagement has been
established, repeat usage is expected to be very high.

Secondly, we will gradually add family planning information to the posts the users
listen to, thereby starting to induce behavioural change. This information will be
recorded in the voices of well-known people, whose say is expected to have a far
reaching impact, hence giving it intrinsic value. When both the men and women
receive these calls, they will be given the option of sending the same to other people
in their social circle. If they take this option, they will be able to record a short
introductory message in their own voice on top of the original call and forward it.
Now, personal endorsement will precede the celebritys. This addition of a
personalized message to the family planning voice messages will ensure that the
entire message is listened to, as opposed to if this content were delivered through
cold calls. The entire set up will enable a self-perpetuating delivery mechanism, with
calls being disseminated in a viral manner. Lastly, a monitoring mechanism will be
built in this system, in the form of multiple-choice audio questions, to check what
these parents think about family planning after receiving relevant information.

After the 6-months long pilot ends, an end line survey will take place, to measure
impact of the aforementioned comprehensive informational dissemination system, by
checking whether any increases in knowledge, changes in perception and positivity
in attitudes towards family planning has occurred, along with increased uptake of
these methods. This last indicator is especially important in that it will measure the
delta in the Contraceptive Prevalence Rate (CPR). Also, all that has been spoken by
the target audience on the automated system will get corroborated by the end line in
the field.

This mechanism of service delivery is expected to change behaviour by attaching


personal relevance to informational content, and eventually increase uptake of family
planning products/methods.

Our intervention aims to directly benefit those couples who are ready to have another
child, in the selected districts. In the long run, the indirect beneficiaries are these
same households, as they will have a higher standard of living and better quality of
life. Since the intervention is a viral social platform, it has a multiplier effect, with its
benefits spilling over to even those communities/districts where it is not being piloted.

Our strategic partners include PITB and Punjab Public Management Reform
Program (PPMRP). Both these organizations have a long standing relationship with
ITU, and access to them is unrestricted. In fact, the Evaccs program under PPMRP
has its natural progression in the form of Har Zindagi, which was developed by IPAL
under ITU, and is poised to be rolled out across Punjab soon.

Scale Up

audience, highlighting its impact and strengths for replication at a larger

It will be a first for Pakistan that a voice-based, celebrity and personally endorsed,
social platform will be provided for family planning information dissemination. Once
the Government sees the success story from these four districts, and that too with a
multiplier effect, this system can easily be replicated throughout Punjab, and
eventually in Pakistan as well.

Factors which impede the scaling up of any project are complexity of intervention,
lack of technical consensus, of personnel, of infrastructure capacity and of
engagement of local implementers, coupled with resistance from the communities.
However, in our intervention, all these factors are already taken care of due to one,
standard, easily accessible system. Moreover, the Government of Punjab is geared
towards improving all aspects of the primary healthcare sector, and has welcomed all
technological interventions in the past, so there is hardly any chance of this project
not being scaled up.
