1. Objectives
The aim of this training is:

a) To qualify Licensed Aircraft Maintenance Engineers (LAMEs)


dispatching Jetstar Asias A320 to the current ETOPS standard as
specified by the A320 Configuration, Maintenance & Procedure
(CMP) document and Singapore Airworthiness Requirements
(SAR).

b) To provide LAMEs detailed information for ETOPS Dispatch and


Maintenance Requirements specified in Jetstar Asias ETOPS
Manual.
2. ETOPS Approved Aircraft
Extended Range Twin Engine Operations (ETOPS)

ETOPS is defined as those flights conducted over a route that


contains a point further than 60 minutes flying time at the
approved one-engine inoperative cruise speed, in still air, from an
adequate airport for revenue passenger flights.

Jetstar Asia is approved by CAAS to operate all its aircraft to


ETOPS standard within 120 minutes limitation.

Valuair operates Jetstar Asia aircraft holding operational approval


for ETOPS.

Parts Control

All Jetstar Asia aircraft comply with ETOPS configuration standards


identified in the A320 CMP Document.

The ETOPS parts control program assures that all JSA ETOPS
aircraft will continue to comply with the applicable ETOPS
configuration requirements.

3. Configuration Control
Component Fitment and Use

For a component on JSA aircraft, LAE shall check that it is ETOPS


acceptable in the JSA IPC.

IPC identify components that are not ETOPS approved by marking


these items as Not Approved for ETOPS.

Components identified as Non-ETOPS compliant should not be used.


Use of such component will require the aircraft to be dispatched as
non-ETOPS.

If in doubt whether component is ETOPS / non-ETOPS compliant,


consult Jetstar Maintenance Control (JMC). Non-ETOPS compliant
component will be checked by JMC to ensure that it is acceptable on
an equivalent safety basis to operate non-ETOPS.
3. Configuration Control

Component Fitment and Use

Aircraft will then be dispatched as non-ETOPS until the component


is replaced with an ETOPS compliant component.

Technical Log entry requirements will be as follows:

a. Ensure Hold Item is raised indicating non-ETOPS compliant


component
is fitted (including any restrictions).

b. Enter This aircraft is limited to non-ETOPS operation in the


Action Taken block of the Technical Log.

3. Configuration Control
Borrowing, Pooling or Non-Listed Parts

Components not listed in JSA approved data shall be checked for


ETOPS compliance prior to fitment and use. JMC shall be contacted
and JSA Technical Services will determine that the part is of
equivalent CMP standard.

4. Dispatch Configuration & Maintenance
Requirements
Minimum Equipment List (MEL) ETOPS Defect Deferral

Certifying LAMEs must refer to aircraft MEL for inoperative


systems or
components for guidance on ETOPS dispatch.

a. Where MEL indicates a no dispatch item repairs must be made


prior to dispatch.

b. Where MEL indicates no ETOPS dispatch but is acceptable for


non-ETOPS dispatch Consult with Captain/Flight Operations
and if permissible, dispatch the aircraft as non-ETOPS. If not,
carry out repairs.

c. Consult JMC regarding application or applicability of a MEL item if


in doubt.
4. Dispatch Configuration & Maintenance
Requirements
d. Ensure MEL, Category and Expiry Date fields on the aircraft
Technical Log are filled in correctly.

e. Ensure JMC (Singapore) and JSA Ops is notified of any ETOPS


degradation for A320 aircraft even if it was not scheduled for
ETOPS.

Note:
LAE certifying the CRS of the aircraft on an ETOPS service must
review the Technical Log for deferred defects, including faults
found during previous flight as well as maintenance
accomplished since the previous flight prior to dispatch.

It is the responsibility of the LAE certifying the CRS to ensure on


going compliance of all deferred items including ETOPS
capability.

ETOPS Incidents and Reportable Defects

An ETOPS Significant System failure may be considered as an


Incident and / or Reportable Defect. If so, Technical Incident Report
(TIR) Form JSE 004 defect reporting should be carried out.

ETOPS TIR Form JSE 004 should be sent directly to Jetstar Asia /
Valuair Quality Manager as soon as possible but no later than 24
hours of events reportable through this program.

Although the official reporting method is Report Form JSE 004,


reports can also be made by e-mail to Jetstar Asia / Valuair Quality
Manager quoting the Technical Log reference or rectification task
card number when the reportable defects are reported
from outstations.
6. Event Reporting
Reports concerning ETOPS are required for the following:

1. Malfunction of significant systems or components, including Auxiliary


Power Units (APU), essential to the safe operation of extended twin
operations aircraft (ETOPS) as detailed in the ETOPS Significant System.
A report should be made when the aircraft is on an ETOPS sector or a non-
ETOPS sector.

2. In-flight shut downs.

3. Diversions or air turn-backs for technical reasons.

4. Un-commanded power changes or surges.

5. In-ability to control the engine or obtain the desired power.

6. Unscheduled removal of engines.

7. Any other event detrimental to ETOPS.
