Contract P225 Passenger Terminal Building Enhancement Works


(Design Services)

PROJECT SYNOPSIS

1. GENERAL

1.1 The Authority has carried out capacity studies to forecast future demand for
arrivals, transfer and departures process facilities at the existing Passenger
Terminal Building (PTB). These studies have identified three major
aspects which require enhancement in order to meet future demand of the
increasing number of passengers using Hong Kong International airport
(HKIA) as follows:

Departure Immigration and Security Halls Reconfiguration;


Arrival and Transfer Capacity Enhancement; and
Arrivals Central Concourse Flow Enhancement and Expansion

1.2 This project will require detailed attention to phasing to minimize the impact of
the reconfiguration and expansion works on airport users.

1.3 The Consultant will be required to provide and maintain a centralised design
team office within Hong Kong solely for this project. All key and senior
members of the design and cost management team will be required to work
full time in this office until the completion of the detailed design stage.

2. DEPARTURE IMMIGRATION AND SECURITY HALLS


RECONFIGURATION

2.1 The objective of this reconfiguration project is to increase the passenger


queuing space and the space for x-ray machines in the two Departure
Immigration and Security Halls on Level 7 of the PTB to meet the
anticipated future demand. Based on the Authoritys capacity studies, it is
anticipated that the existing security channels need to be increased from 8
to 12 and then to 17 to meet the demand in 2012 and 2025 respectively. All
immigration counters shall be replaced with new ones in the reconfiguration
process to meet FSD standards.

2.2 Any reconfiguration of the existing immigration clearance process and the
security inspection process will require the Relevant Authorities approval.

2.3 The Consultant shall study and propose the various design options that can
achieve the short term and long term capacity enhancement objectives. This
will include assisting the Authority in liaison with and making design
submissions to the Relevant Authorities to seek their approvals before
implementation.

2.4 The reconfiguration works shall be implemented in phases, with no more than
one half of either hall being altered at any one time.

3. ARRIVAL AND TRANSFER CAPCITY ENHANCEMENT

3.1 The main objectives of this enhancement project are to relieve passenger flow
choke points, improve passenger flow by providing larger transfer circulation
and waiting areas, increase the throughput capacity of the transfer security
check points, enhance the amenity and auxiliary facilities for passengers
and improve the ambience of the arrival and transfer areas on Level 5 of the
PTB. Based on the Authoritys capacity studies, it is anticipated that the
existing processing facilities in the Arrivals East Hall on Level 5 of the PTB
should be increased as follows:

(a) Transfer desks from 44 to 94;


(b) Security channels from 6 to 16; and
(c) Immigration counters from 125 to 147.

3.2 Based on the Authoritys Proposal, it is anticipated that the Arrival and
Transfer Capacity Enhancement will include without limitation the following:

(a) Reconfiguration of the Arrivals East Hall on Level 5 of the PTB to resolve
the capacity constraints in relation to the transfer check-in facilities
and transfer security screening facilities;

(b) Rearrangement of the APV Lounges on Level 4 of the PTB to enhance


the arrival and departure passenger flows; and

(c) Reconfiguration of the Arrivals West Hall Transfer Area on Level 5 of the
PTB to resolve the capacity constraints in relation to the transfer
security screening facilities.

3.3 The Reconfiguration of the Arrivals East Hall is anticipated to include,


without limitation, the following:

(a) The existing Arrivals East Hall is approximately 23,500 m 2, over 40% of
which is being occupied by Government and other tenants. The
existing capacity in terms of handling transfer passengers is
saturated. The extra space required for processing transfer
passengers will be obtained by relocating the existing Government
accommodation and other tenant offices to other locations within the
PTB and converting the space currently used for departures into
transfer passenger areas. The design of the new Government and
other tenant offices will be part of the Services. As part of the
reconfiguration, the retail space, transfer queuing, seating,
passenger toilets as well as circulation and waiting areas shall also
be increased.

(b) It is also envisaged that the two immigration halls can be merged into
one to enhance customer service and provide better spatial utilization
for passenger queuing.

(c) Arrangements for vertical access (using lifts, escalators and stairs)
between Levels 4, 5 and 6 will also be enhanced to enable swift
passenger flows at the Arrival East Hall and facilitate the operational
efficiency of Government departments after relocation of their
accommodation.

(d) Provisions should also be made for health check points and electric
vehicle travel (EVT) service.

4. ARRIVALS CENTRAL CONCOURSE FLOW ENHANCEMENT

4.1 The main objectives of this enhancement project are to relieve passenger flow
choke points, improve passenger flow by increasing the corridor width and
trolley circulation and staging areas, enhance the amenities for arrival
passengers, improve the ambience of the Arrivals Central Concourse on
Level 5 of the PTB and provide vertical access between levels within the
Central Concourse for Authority staff. Based on the Authoritys capacity
studies, it is anticipated that the passenger flow density will drop below
2.5m2 per passenger (Level of Service B) in 2006 and passenger flow
enhancement will be necessary in order to maintain the current level of
service.

4.2 Based on the Authoritys Proposal, it is anticipated that the Arrivals Central
Concourse Flow Enhancement will include without limitation the following:

(a) Increasing the corridor width by removing the existing offices on the
northern side of the Arrivals Central Concourse;

(b) Improving the ambience by bringing natural light into the concourse with
open views to the aircraft apron (changing faade to full height glass
cladding to enhance visual appeal to passengers);

(c) Providing larger passenger facilities such as toilets, smoking lounges


and the like;

(d) Providing EVT routing;

(e) Providing trolley circulation and staging areas; and

(f) Providing vertical access between Level 5 and the other levels within the
Central Concourse for Authority staff.

5. ARRIVALS CENTRAL CONCOURSE EXPANSION

5.1 The Authority has identified future demand for the following commercial uses in
Arrivals Central Concourse:

(a) CIP lounges - 2,100m2


(b) Transit lounges and related passenger facilities - 1,000m2; and
(c) Office accommodation - 2,700m2
(d) Total demand - 5,800m2

5.2 To meet the anticipated demand for the above commercial uses, it is
anticipated that the southern side of the Arrivals Central Concourse should
be widened to provide the extra space required. This expansion is
anticipated to require without limitation the following modification works:

(a) Extension of the structural floor;


(b) Extension of the building facade and change to full height glass
cladding to enhance visual appeal to passengers;
(c) Provision of vertical access from Level 6 (Departure Level);
(d) Enhancement of toilet facilities for arrival passengers; and
(e) Provision of all required internal fit-out, building services and airport
systems.
