As of December 2005, City of San Fernando has a total of 5,822 registered business establishments, which include two (2) big shopping malls, 60
banks, 4 major bottling companies, and several manufacturing companies. Among the largest are SM City Pampanga, Robinsons Starmills, San Miguel
Corporation, Coca-Cola, Pepsi, Cosmos, Universal Robina Corporation, Laus Group of Companies and some local food processing companies which are
now nationally gaining popularity namely Pampangas Best and Titas Special.

But as of June 2015, a total of 7,949 business establishments are found in the whole city of San Fernando and the southern part of the city has a total
number of 4,570 establishments (includes existing developments above). Brgy. Dolores, located on southern part of the city, holds the most concentrated
area having a total of 1,455 different commercial establishments. The concentration of these developments encourages large number of people that led to
spatial congestion particularly in the SM City Pampanga and Robinson Starmills located at the central business district where most of the residents and
tourists allot more time in shopping and entertainment. The natural increase in population has accounted for spatial congestion and also the rapid growth rate
of in-migration due to excessive material needs and opportunities that can easily be provided in the city center.

According to Traffic Management Division, there are no particular terminals in the city especially bus terminals. All of them are owned by bus
companies from other provinces. Some Jeepney terminals in the city center are virtually called terminals due to the presence of the vehicles used for public
transportation. They used public vacant lots provided by the government to cater the needs of the commuter for transportation. All these are concentrated in
the town proper and in CBD which are not suitable for the commuters due to old and unpleasant facilities available. However, most of the jeepneys used
roads everywhere to load or unload passengers which cause traffic. In addition, the existing jeepney terminals of SM and Robinson Starmills shows that it
cant accommodate a large number of tourist arrival base from the estimated number of users (table 2) of the existing shopping mall in a day.

most occur. The City of San Fernando has estimated the number of vehicles or PCUs (Public Car Utilities) that pass through the intersection of McArthur
Highway and Gapan-San Fernando-Olongapo road which has a total volume of 99,075 per day and NLEX carries the highest volume of vehicles comprising
of 38,590 per day followed by roads going to Dolores that carries 24,222 PCUs per day which is the most concentrated area due to multiple commercial
