An Inspection Report on Upazila Livestock Office,

Khaliajury, Netrokona.

Introduction:
The role of livestock is important in our national economy. Livestock play a vital
role in poverty reduction, employment to rural people, public health, socio-
economic condition of our country. Upazila livestock department co-ordinate
different sorts of activities such as safe meat, milk ,egg production to fulfill the
animal protein requirement for this Upazila side by side whole nation. For this
purpose breed development by artificial insemination, regular vaccination,routine
anthelmentics administration, proper treatment, safe food production for high
yielding livestock .For the sake of poverty reduction establishment of dairy and
poultry farm through microcredit disburse, training of rural farmer ,motivation,
technology transfer to create innovation in farming. Production of organic
fertilizer through utilization of livestock by product.

Objectives and function of the livestock office:

1. It ensures treatment to the diseased animal and poultry.

2. It is responsible for the examination of sample of animal and poultry such


as faeces, blood etc and also sends the sample to the Field Disease
Investigation Laboratory and Central Disease Investigation Laboratory
when necessary.

3.It ensures supply of vaccine for large animal and poultry to the farmers.
4.It arranges vaccination campaign regularly in different area within the
Upazila.
5.It improves Livestock rearing system by technology transfer.
6.It distributes loan to farmers when condition demand.
7.It informs the high authority about outbreak of disease in specific area to
take necessary steps.
8.It is responsible to register all livestock and poultry farm of that area.
9.It helps in the up-gradation of Livestock Breed by Artificial Insemination.
10. It helps to make self employed manpower by training, motivation etc and
finally helps in the reduction of unemployment problem.

An overview of the inspected area:


I am DR. Mahfuz Uddin Bhuiyan , participant of N-60th Foundation Training
Course bearing Roll No. N-120 have inspected my own Office, Upazila
Livestock Office, khaliajury under Netrokona district from 13th December to17th
December,2015. I have re-invented my own Office as per instructions of the
Module Director of the Module No. 5 of N-60 th Foundation Training Course. I
have tried to the my best to inspect my own Office and its activities both at the
office Campus and throughout the Upazila and tried to identify the specific
charter of each activities, way of response to the citizens, to identify the gaps
between set objectives and actual performance, to explore the working culture
and to have a look at the office management procedure. A detail inspection report
of my 4(four) working days is described as follows.

My inspection area is Upazila Livestock Office, khaliajury under Netrokona


District. It is located at lipsia bazar in chakua union about 10 km far from
Upazila parishad . It has 0.30 acre of land and two one-storied building over
there. Activities of this office are performed both at Office campus and
throughout the Upazila.

Besides above mentioned farm, most of the Villagers of this Upazila are
dependant on livestock and poultry for their livelihood as most of them are
landless. They rear livestock and poultry as household basis.

Actual Performance: Performances at every area of my inspection are closely


monitored and has been mentioned below in a tabular form and the period of
performance is from July/2014 to june/2015.

Observations: During my inspection of the office, I have tried to observe all important
aspects of the services provided by my office, all ins and outs, all weak and strong points
of the systems of the service delivery. Some important observations are described as
follows.

1. Vaccination: Vaccination of Poultry and Livestock is performed throughout the year.


Both Mass vaccination and Ring vaccination are practiced. Most of the Commercial
Poultry and Livestock Population are vaccinated every year.

But there is no definite vaccination policy prevails at the Upazila. Due


to lack of vaccination policy, priority selection of vaccine often hampered. No vaccination
card is supplied to the farmer and so often duplication or omission of animal from
vaccination occurred. Although commercial poultry or livestock are vaccinated properly,
there is a significant amount of Backyard poultry and Livestock remains unvaccinated.
This unvaccinated group sometimes acts as source of infection to the commercial group.

Recommendations: To overcome the above mentioned problems, the followings steps


may be taken.

a) Preparation of strategic vaccination policy for this Upazila.

b) Providing vaccination card to every farmer of the Upazila.

c) Inclusion of Backyard Poultry and Livestock in vaccination Program.


d) Motivation and Training of farmer to Cooperate.

e) Training of staffs and vaccinator.

f) Involvement of Local NGOs for awareness building.

2. Treatment: Treatment of animals and poultry are provided everyday at Hospital and
at farmers house, farm.

But there is a serious crisis of qualified Practitioners at this Upazila like


other upazilas as there is only one post of Veterinary Surgeon at Upazila Level.
Khaliajury Upazila totally a hawor based upazila. To provide treatment in hawor areas
often become impossible due to lack of communication. Diagnostic facilities for different
diseases are not enough to meet the present need. Farmers are not well motivated about
maintaining health of their animals. Again some ill-motivated farmers or businessmen
practice using of steroids to the feed of poultry and livestock.

Recommendations: To overcome above mentioned problems following steps may be taken


into considerations.

a) Establishment of Mini-Veterinary camp at remote areas.

b) Installation of some law cost but effective diagnostic facilities.

c) Training of farmers to aware themselves about maintaining


health of their animals.

d) Implementation of Fisheries and Livestock Feed Act-2010 .

3. Artificial Insemination(AI): Artificial Insemination has done revolution in


Livestock sector. Through AI our indigenous low yielding breed are becoming
high yielding cross-bred. Our Milk production and Meat production has increased
significantly after introduction of AI. Again AI reduces Sexual Transmitted
Disease (STDs) in a large extent.

But there are some sorts of mismanagement with


AI at this Upazila. Record Keeping is not well enough to meet the future need.
Breeding policy is not maintained at every period. Due to lack of AI Volunteer

all the cows of this Upazila are not inseminated artificially with frozen or liquid
semen. Farmers often go for Natural Service of their cows due to lack of
awareness.

Recommendations: Although Problems related to AI are of national concern but


following steps can be taken to overcome these problems at this Upazila.
a) Practicing proper record keeping of every AI both at AI Sub-centre
and AI point

b) Recruitment of AI Volunteer to make-up the gap exist.

c) Farmers awareness build-up about AI.

4. Establishment of different Farms: Different farms are established at this


Upazila and Registration of the farms also done.

5. Micro-credit: Micro-credits had been provided to the poor farmer of this area
from Upazila Livestock office under various categories like Goat rearing loan,
Sheep rearing loan, Poverty reduction through self-employment loan Phase-1 and
Phase-2. For last few years no new loans were provided due to lack of fund.
Overall Ways and means to reduce the gap and improve the work culture
1. Increase number of staff: Population of Livestock and poultry is increasing day by day. So
recruitment of veterinarian in union level is a must need. Vacant post should be filled up as much as
possible to ensure veterinary health.
2. Modern diagnostic facilities: Establishment of diagnostic lab in Upazila Livestock Office will
make diagnosis more confirmatory. Separate operation room should be established for surgical
operation.
3. Increase medicine supply: Medicine should be supplied on the basis of livestock population. Extra
medicine should be supplied during crisis period.
4. Increase training facilities: Training is necessary for every person to make their respective work
more effective. So training program should be arranged on regular basis for both doctors and
supporting staffs.
5. Modern record keeping: Proper training should be given to head of the office and office assistant
on record keeping.
6. Artificial insemination: There are few private companies who operate Articial Insemination in
Barura. They should work in communication with Upazila Livestock Office to avoid repeated
insemination.
7. Increase transport facility:Transport facility for Upazilla Livestock Officer and veterinary surgeon
should increase

8. Increase surgical facility: Providing modern surgical room and sufficient amount of surgical
instrument

An action plan to implement the recommendation:


Proper livestock policy should maintain to improve the nation .All sorts of activities should be done
properly under the supervision of upazila livestock officer and active participation of veterinary
surgeon.

Conclusion:
The main function of Upazila Livestock office is to provide safe animal protein for consumption of
man .Reduction mortality rate by giving proper treatment to the diseased animals and poultry. We
have found some shortage of diagnosis facilities and also shortage of staffs. It greatly hampers its main
function. But if government minimizes this problem, Upazila Livestock Office, Khaliajury will be the
model for Livestock and poultry disease diagnosis and treatment.
