he biggest change GST has brought in to Wood panel Trade is everyone has
learnt to pass on the tax to next level theoretically. The change in mindset is
phenomenal and it is acting as a cleansing agent in itself. The biggest benefit
wood panel industry has witnessed in last 30 days is Traders have come to terms to
charge taxes extra from customers which is the desperately awaited change GST
has brought in. In just 30 days, people are heard saying, GST means Work with bill,
Work in books, Work with cheques and Work with timely Paymasters. The Gyan of
organized working seems to have penetrated Jugaadu minds when they realized

As an avid traveler & researcher, I love to conduct primary research myself whenever
I get a chance. I firmly believe that fear for GST will be a forgotten thing in 2018.

for performance, wood panel industry shall evolve and new businesses will reborn
to cross 500 crore. Come September and markets will ask for dispatches which will
help in bringing confidence back to entrepreneurs. While reading this, you must be
feeling an agreement to this sentence because genuine buyers are not going to defer
their purchases for long.
My interaction during surveys among retailers, traders, designers, builders, fabricators
and contractors, there is an absolute clarity that Indias market is big enough to
accommodate each & every producer if he is ready to adopt speedy modifications,
enhance efficiency and quality with win-win and sincere relationship with the dealers.
The organized working in plywood trade will bring more small manufacturers selling
directly to retailers who have been routed through many chains until now.
I see this as the most opportune time for mid-size brands to spread wide, invest
in quality manufacturing and ensure service and satisfaction to retail points.
Regarding GST slab, Plywood Industry representations has led to GST committees
consideration on reducing slab from 28 to 18%. The possibility of slab change to lower
grade has increased and a favorable decision to bring it under 18% is expected after
9th September meeting. Whether slab remains 28, or reduce to 18, I can promise,
that formula of a successful Indian business in building material segment is to be
active, positive and relevant all the time. With care for earnings for the intermediaries,
a manufacturer cannot fail. Big companies shall gain and but relevance of every
manufacturers will always remain if he offers right quality at right price.

ndias real estate sector is witnessing slow growth due to less housing
demand since last 2-3 years. It has also affected the entire building
material and wood panel products segment. But it is evident that the

A
fter a month of No checking points and No vigilance
squad on road, the strictness by state governments is
being tightened. After numerous reports and complaints
of dispatches that are unreported in books or undervalued
the State Governments are taking strict measures to stop
the practice. After various reports about unreported and
undervalued plywood and boards being dispatched from
Haryana, Punjab and Uttar Pradesh, the checking squads have
begun their strict checking on roads since 5th August.
According to latest inputs received from Haryana, the teams from
Excise & Taxation have started checking documents of each truck
that is being dispatched from Yamuna Nagar. As per sources, a
dozen of Lorries have been held by the checking squad on charges
of undervalue on the exit highways of Yamunanagar in Haryana.

There are reports of more checking squads are being deployed
who will check and siege the material which will be caught for not
carrying genuine required documents and adequate valuation.
There is lot of panic among those manufacturers who were trying
to take advantage of checking free roads.
The checking squad for genuine compliance and under value
material is expected to be tightened in coming days in Punjab and
Uttar Pradesh as well, sources say. According to AIPMA president
26 Mr Devender Chawla, until E-way bill is implemented, the need
of checking squad is a necessity to bring level playing field for
each manufacturer and trader. He added that according to
information, Punjab and Uttar Pradesh are also taking measures
to stop such dispatches. The plywood manufacturing cluster in
Perambavoor, Kerala, are under strict vigilance since last month
and state tax authorities have already applied heavy penalties to
factories that have not been according to GST compliance.
Even after 35 days of GST rill out the plywood industry and trade
is struggling to come to terms of high GST slab of 28%. Since
announcement of 28 % slab on plywood & other wood panels, the
mood of plywood industry and trade is subdued and protests are
continued at different places with appeal to reduce the GST from
28% to lower slab. After 28% slab, wood panels have become
costlier by 8-10 percent varying from brand to brand.

Even after 30 days under GST rule, Wood Panel trade is
struggling to overcome on the doubts and issues related to GST
compliance, input claims, need of capital and price impacts. The product price
dynamics is changing but no big impact on market changes are visible yet.
Few products have become costlier and few have turned economical causing
negations and new terms between buyers and suppliers. GST law has changed
the way Indian businesses were operating in last 30 days and the impacts are
visible in mindset of people.

ONE PRESS UNITS:
The one press MSME units are highly stressed and
panicking. The pressure is also generated by negative talks
questioning the existence of MSME or 1 press ply units in
GST era. These small factories are so badly hit that neither
they are able to approach their customers with 28 % tax
nor customers are able to align with them on new terms
all of sudden. The dispatches from single press units have
reduced by 60 percent and pressure of compliance and
billing formalities has created an uncertain road for them.
In 30 days of tenure, the MSME units are trying to find clue
for survival and price mechanism.
SMALL SCALE DOOR
MAKING UNITS:
There are 2500 organized, unorganized, medium, small,
micro door manufacturers in India. Eighty percent of the
Door units are small and majority of those, with whom

All India Plywood Manufacturers Association (AIPMA) organised
their first executive body meeting in New Delhi on August 2, 2017
and discussed AIPMA strategic functioning, strengthening the
organisation and monitoring their activities for growth of plywood
industry. The meeting was focused on different issues related to GST
such as different HSN CODE & PRICING, Safeguarding GST amount
at vendors, Payment receipt time, contribution by state associations
for overall development of the industry. They also discussed to
overcome the challenges before the industry due to change in tax
regime in the country. Besides, the members of AIPMA talked about
formation of dispute settlement committee, adoption of automation
for faster growth and many more issues related to the industry.
Around 120 ply-board producers along with office bearers of AIPMA,
executive committee members were present. Besides, representative
from J&K, Punjab, Haryana, Delhi- NCR, Rajasthan, Uttar Pradesh,
Uttarakhand, Bihar, Gujarat, Kerala, Karnataka and Tamilnadu were

peaking on the matter of bringing down GST slab
from 28% to 18% the chief guest Mr Vijay Sampla,

Minister of State of Social Welfare & Justice, Govt
of India said, GST is for the benefit of you all, whether it
is at 28% or 18%. To protect domestic industry there is a
plan to increase import duty. For GST there is provision of
review, as it has not been fixed forever, it can be changed.
During review if the GST Council observes that revenue
collection is higher, the tax rate will automatically come 189
down. In VAT there was 80 lakh registered tax payers
and after GST till 31 July, 2017 it has reached to 1 crore
20 lakh and there is a target to achieve up to 3 crore till
December 2017.
Speaking further he said, Many of us think traders
having 20 lakh turn over are free from GST, but I believe
that they should also get registered. It will ultimately help
them in terms of input credit and they will be benefited by
offering cost effective material. In this way the revenue
