BREAKING GROUND
FOR THE FUTURE

Mr. Ray Rought, Director of the Minnesota Division of Aeronautics, Col Kevin Sliwinski, Col Dale Hoium and Mr. Glenn Burke, Manager
of South St. Paul Airport break ground on the new Minnesota Wing Training and Aircraft Maintenance Facility at South St Paul Airport.
Col Hoium is using a USAF Entrenching Tool to break ground as a symbol of the relationship between the USAF and CAP.

South St. Paul, MN – Minnesota Wing members came together on Sunday April 25th to break ground on the Wing’s New
Training and Aircraft Maintenance Facility. Thanks to the efforts of the State Legislature and Especially Mr. Ray Rought
the wing has secured the funding needed to begin Phase One of the Building Program.

Construction will begin in May for a new Wing Aircraft Maintenance Facility. From here our nationally acclaimed
centralized maintenance program will have its permanent home. The CAP-USAF Liaison Office will be housed here. In
addition the Maintenance facility will also serve as a mission base for actual and training missions.

“This is a new beginning.” Said Col Houim, Minnesota Wing Commander. “We are very pleased to have the Civil Air
Patrol based here as one of our anchors at the airport.” Said Glenn Burke, South St. Paul Airport Manager.

I consider myself a very
fortunate individual. For the
past 4 years I have had the
honor and privilege of being
in command of the best Civil
Air Patrol Wing in the
nation, the Minnesota Wing.
I wish that I could adequately express my gratitude to all
of you, in the squadrons and at Wing Headquarters, for
making my tour of duty so rewarding and memorable for
me.

As members of our wing, you are very special people,


standing tall and standing ready, poised to assist our
communities, our state and our nation.

The quality of the members of Minnesota Wing is


outstanding. With our training, our professionalism, our The North Star Cadet Squadron Color Guard presents the

modern equipment, and most of all, our attitude, we are colors at the Minnesota Twins Game on April 6 . The North

Civil Air Patrol.

On April 22 , Senator Mark Dayton presented Benjamin Banwart,
a Senior at Shakopee High School, with The Congressional Award
SENIOR MEMBER AWARDS - Gold Medal, which is the highest award of its type given to young
men and women across the country who have shown high levels of
achievement, motivation, and service.

130th Cadet Recognized for Excellence in The Environmental Protection Agency, Region 5 has selected
and Out of CAP Benjamin Banwart of Shakopee as regional winner of the
President's Environmental Youth Award. Winners from each of
Contuinued EPA's 10 regions were recognized at a ceremony at the White
House on Earth Day, April 22, 2004.

In May 2000, 18-year-old Benjamin officially adopted Jackson Park


in Shakopee and made a commitment to restore it. He focused his
efforts on three areas: forestry management, invasive species
control and erosion control. Through coordination with his Dan
Patch Chapter of the Order of the Arrow, a part of Boy Scouts of
America, he was able to get donations and equipment necessary
to organize workdays to remove invasive buckthorn and create a
trail around one of the park lakes.

"Benjamin's project shows that everyone can make a difference


when it comes to protecting the environment," said Acting Regional
Administrator Bharat Mathur.
