Integrating experiences and recommendations in Eco-innovation for Sustainable

Production and Consumption

A toolkit for innovative management of Industrial Areas

Introduction
In several Mediterranean regions Industrial Areas (IAs) have been considered till recent
years simply a place in which to confine firms trying to hide and forget the unpleasant as-
pects of industrial production. More recently, it has been understood that IAs are a funda-
mental element of territorial development as they can promote growth, jobs and entrepre-
neurship. If suitably managed and equipped they can provide the opportunity to optimize
the use of non-renewable energy resources and increase the efficiency of the use of raw
materials by identifying and exploiting environmental, economic and social synergies
among the settled firms (Industrial Ecology paradigm). The modern management of IAs is
nevertheless a complex duty which comprises several tasks and requires a remarkable
expertise in several fields.
To support the IA managers to accomplish some of the new required tasks a toolkit has
been developed within the ECO-SCP-MED project. The tools has been developed by a
multidisciplinary working group coordinated by ENEA. Members:

1. Management model of Sustainable IAs


Management model to build and manage Sustainable IAs. Three different paths have been developed according to the level
of development of the IA:

1) New IAs: the steps to be followed during the planning phase are outlined;
2) Existing but not structured IAs: steps that a not managed IA has to carry out to apply the model;
3) Structured Industrial Areas: main focus of the model.

Aim: to support IA managers to set up efficient
management system and to identify the improve-
ment options for IAs;

2. Check-list and scoring system for Inter-


national Benchmarking of IAs
Check-list with a scoring system to (self) evaluate the
status of an IA with regard to its most relevant aspects.
It is divided in 5 sections: Management, Infrastructures
and centralized services, Energy/environmental quality
of industrial buildings, Animation/participation, Green
marketing/external communication. The scoring system,
based on expert judgment, assigns a different score to
each aspect of the IA according to its relevance. The
scores are summed up and the IA is classified.

3. Database of good practices for IAs


Web based database with examples of good practices and IAs contact details. It is a collection of best practices in IAs of
the Mediterranean Region and includes techniques, technologies and best practices in terms of environmental, social and
economical solutions referred to centralized infrastructures and services of IA to improve
the sustainability of IAs. It is organized in folders, one for each IA and is searchable by
several fields, including, country, type of best practice, name of the IA. An essential bibli-
ography about best practices is also included. It is accessible with a username and a
password which can be got by performing a regular free registration.

4. Guide for eco-efficient industrial buildings


The aim of the guide is to present a series of recommendations to the different agents implied in the process of design, con-
struction and maintenance of a specific construction project, to ensure that this is undertaken under an environmentally sus-
tainable perspective. The volume gather a list of 88 good practices to mitigate the shed environmental impact. The
measures are classified in ten areas of action ranging from construction materials to energy, waste, or ecosystems, as well
as according to the life phase of the building in which they are applicable and the main agent who can apply it. To evaluate
the environmental performance of the entire building a scoring system has been set up. The system allows to achieve a
unique environmental score for the entire building starting from the points assigned by a panel of experts to each measure
and by using specific weighting factors for each area of action. The unique score at shed level allows an easy comparison of
different design choices.

5. Checklist for sustainable logistics service

The checklist is aimed at describing the steps for


developing an innovative Sustainable Logistics
service which includes the planning, organisation,
management, execution and control of freight
transport operations also by integrating information,
transport, inventory, warehousing, materials han-
dling, packaging and even security activities

Aim: to present to IA managers, Local Authorities,


general stakeholders (Development Agencies, busi-
nesses promoters) the steps and the phases for car-
rying out a sustainable logistics service;

6. CO2ZW software for calculating the carbon footprint of waste management in IAs
Aim: The Carbon Footprint Tool for Waste Management (CO 2ZW) provides a means for calculating the greenhouse gas
(GHG) emissions originated from the waste operations of European IAs, considering the waste fraction of IAs assimilated
to urban waste (organic waste, glass, paper and cardbord, metal, plastic, mixed waste).
