This document collects the HSE requirements for Subcontractors addressed in detail in various
Company and Contractor Guidelines and Specifications; and shall not release Subcontractors
from his obligation of full compliance with the HSE Requirements established in the Contract.
As a general requirement, Subcontractors shall be familiar with Project HSE Requirements and
with all HSE Procedures developed by Company and Contractor during the execution of the
Work.
The Project HSE Requirements for Subcontractors is to be considered a living document and
shall be updated by Contractor any time, additional requirements regarding Health, Safety and
Environment control may arise during the Project Execution.

3 HSE GOVERNANCE
The Subcontractor must have in place and apply its own HSE Management System for the
specific subcontracted activities, which should describe the elements, principles and objectives
used in implementing its own HSE Policy.
These elements must represent good management practices for complying with the applicable
national and international legislation and Contractor requirements.
Any applicable legal requirements, the Project HSE Plans, Project HSE Manuals, HSE
Procedures and any other Client and Contractor Project HSE documents, are the minimum
requirements Subcontractor shall embrace and comply with, or exceed, during the execution of
the Work and the development of its own Subcontractors specific Project HSE Management
System.
The Subcontractor is required to submit the documents to prove the existence of an adequate its
own HSE MS to Contractor, for review, comment and approval, within 30 days upon contract
award
Detail of the delivery timing of each document/activity will be specified in Attachment 2 and
Attachment 3.
Only following Contractor final approval, Subcontractor will implement their own documents on
the Work site.
It is expected that the Subcontractor review and update all HSE Documents throughout the
duration of the Work in response to ensure all reasonably and foreseeable HSE risks and
exposure are proactively identified, assessed and appropriately managed.
Contractor reserves the right at all time to conduct HSE audits (at any time, upon previous
notification given sufficiently in advance) and inspections in order to review Subcontractors
facilities, equipment, services, procedures and/or performance of its activities.
At the time of such audits of the HSE System, the Subcontractor will provide to Contractor any
assistance necessary to allow checking of the used organizational HSE procedures, their
efficiency and adequacy to work methods, machinery, equipment and legal regulations.
Contractor representative shall have the right to stop the Work if they witness or identify any
unsafe practices by Subcontractor as described in the Stop Work Policy

The implementation of the HSE Policy must be a line management responsibility, with the active
participation and commitment of all levels of management and supervision.
Contractor and Subcontractors objective is to complete the construction works achieving the
HSE target defined for the project.
Further, Contractor aims at continuously minimizing any environmental impact that may be
related to its work, including resources and material consumption as well as waste production.
The above aspirations shall be extended to all personnel involved in the work.
There should be, as well, methods by which the HSE Policy is drawn to the attention of all
employees.
Subcontractor shall also comply with the Contractor HSE Policy and the requirements given in
this document.

A clear identification of roles and responsibilities of the key Positions involved in the Projects
Subcontractor HSE organization must be submitted to the Contractor for approval prior the work
commence and kept constantly updated and available for consultation during all the duration of
the works.
Subcontractor shall provide sufficient and appropriate manpower and supervision in his
organization, with clear responsibilities and reporting structure to ensure that HSE performance
is not compromised. As a minimum Subcontractors should consider the follow position:

Safety Coordinator
Health Representative
For this purpose Subcontractor shall provide to Contractor a mobilization plan which specifies
how Subcontractor proposes to have the appropriate resources on-site or in place prior to
schedule start date.
In case Subcontractor will fail to meet the above mentioned requirement, Contractor will
provide the necessary HSE personnel. The costs sustained by Contractor will be charged
to Subcontractor increased of administrative burdens.
Subcontractor will always appoint an HSE Manager for the intended job.
The number of HSE professional shall be increased if required by the specific characteristics of
the performed activities (e.g. crews which works in isolated areas)
The Subcontractor is responsible, as well, for the appropriate selection of personnel who are
suitable for the work.

The Subcontractor is contractually obliged to observe and comply with all currents applicable
legislative requirements and guidelines concerning the HSE and Welfare of personnel.
The Subcontractor shall be responsible for all labor relations matters relating to the Work and
shall at all times use its reasonable efforts and judgment to adopt and implement policies and
practices to avoid any Incidents and/or Accidents, HSE related issue, work stoppage, slowdown,
dispute and strikes;

extension), Subcontractor shall provide a written request to Contractor for approval

Subcontractor shall organize reviews of JSA with Client and Contractor representatives. No

Simultaneous Operations (SIMOPS) studies will be carried out if there is scope for interaction to
occur between major construction, operations or hazardous activities, and the design and
construction intent is to carry out these activities concurrently. For the scope of the project
SIMOPS include simultaneous construction and operation. The purpose of these studies will be:

Normal wear and tear shall include the period of effective use specified by the manufacturer and
requirements of basic hygiene standards.

Subcontractor shall provide for its employees all tools, equipment and devices needs for carrying
out the work. Equipment used shall comply with local laws and regulation, relevant international
standards and best practices and adapted to the working conditions without any defect.
Subcontractor shall implement a maintenance program for construction tools, equipment and
vehicles.
Statutory inspection and testing of construction tools and equipment shall be carried out and
recorded according to good practices as per international industry standards.
Contractor has the right to refuse the use of equipment unsafe to perform the work.

"Tag Based Proximity Warning Alert System" or "TB PWAS" shall mean a set of equipment
consisting of Tags to be worn or affixed to personnel or objects, Sensor(s). Alarm Display(s) to
be installed in moving equipment. and Data Loggers capable of recording historical operational
data for the TB PWAS, which detects objects and personnel within a pre-defined hazard zone
and provides an audible and visible warning to equipment operator(s) when entry into the zone is
detected. It may optionally also provide audible warning to people entering the zone.
Unless otherwise directed via a written exception by an authorized Saudi Aramco Company
Representative with such direction specifying the locations, dates, and other particulars of such
exception (with such exception based on a documented risk assessment performed by
SubContractor according to Contractor HSE Department guidelines, and approved by Contractor
and Saudi Aramco), SubContractor shall ensure compliance with the following requirements at

Backhoe
All trucks delivering concrete at the Job, Laydown, and Fabrication Sites, whether owned or
operated directly by Contractor, Subcontractor , and any Subcontractor thereof, or rented or
provided for the work via other agreements, shall have RVCCCS installed, tested, and operating
at all times while the concrete delivery trucks are at the Job, Laydown, and Fabrication Sites.
Buses, passenger cars, pickup trucks, concrete pump trucks, and external vendor or supplier
delivery trucks, crane and forklift (with the exception of earth hauling trucks, trucks delivering
concrete, etc.) bringing material to the Job, Laydown, and Fabrication Sites do not require
installation or use of a TB PWAS or RVCCCS
All Subcontractors and its visitor personnel, (excluding operators, drivers, and crew of Excluded
Equipment) , while on the Job, Laydown, and Fabrication Sites, shall be provided with Tags
compatible with the TB PWAS system in use at the Job, Laydown, and Fabrication Sites and
shall be required to wear them at all times.
Any SubContractor personnel without property worn and functional Tags shall not be allowed to
remain on the Job, Laydown, and Fabrication Sites as applicable and must report to the
Proximity Warning System Coordinator.
All TB PWAS must reliably operate in the complete range of extremes of temperature , humidity,
dust, and vibration, and direct exposure to sun and rain and other environmental factors which
may be present at the Job, Laydown, and Fabrication Sites.
Any TB PWAS employed at the Job, Laydown, and Fabrication Sites must be able to detect any
Tags from a minimum of at least twelve (12) meters distance, or greater as determined by
SubContractor risk assessment. The detection range alert threshold for the hazard zone should
be adjustable from a minimum of three (3) meters to the longest detection range supported by
the equipment. The TB PWAS should detect Tags throughout a three hundred sixty (360)
degree radius of the equipment carrying the installed TB PWAS Sensor(s) and Alarm Display(s),
and activate an alarm notifying the equipment operator of a hazard.
The TB PWAS detection range threshold adjustment shall be designed to allow adjustment only
be adjustable by designated Contractor safety personnel and not by individual equipment
operators.
The equipment operator must be able to silence a TB PWAS audible warning for a particular
detection event. However, another detection event occurring after the silenced warning
should automatically trigger another audible warning.
Tags employed at the Job, Laydown, and Fabrication Sites shall be non-intrusive, hands free,
and integrated or fitted on personnel high visibility vests, hard hats, or otherwise conveniently
worn, and not interfere with personnel's ability to safely perform work.
All TB PWAS equipment at the Job, Laydown, and Fabrication Sites (Tags, Sensor(s), Alarm
Display(s), and Data Loggers) shall be completely compatible and interoperable.

TB PWAS may employ any suitable signalling method (for example, infrared or radio frequency
identification) which is robust and not subject to interface from 0th.er equipment at or near the
Job, Laydown, and Fabrication Sites, and which does not interfere with the operation of other
equipment at the Job, Laydown, and Fabrication Sites.
The ability for the equipment operator to view the area behind the equipment through a
minimum overall viewing angle of one hundred sixty (160) degrees centered on the rear of
the equipment, to a distance of at least ten (10) meters.
A minimum of four color camera inputs to a color display for the equipment operator which
shall be of minimum 7" diagonal screen size, with the capability of monitoring all cameras
simultaneously on the same display with adequate resolution and color rendition to allow
the easy visual identification of hazards around the vehicle_
The ability to operate effectively in low light environments (illumination greater than or
equal to 5 foot-candles or 54 lux).
The SubContractor shall designate a Proximity Warning System Coordinator within its safety
organization who shall have responsibility and authority to supervise and direct the procurement,
installation, training, use, maintenance , effectiveness, and performance monitoring of the
Proximity Warning System Equipment. The Proximity Warning System Coordinator and any
other SubContractor personnel responsible for installation, training, maintenance, or
performance monitoring shall receive appropriate training from the Proximity Warning System
Equipment manufacturer(s) or their authorized agents.
The SubContractor shall establish a process to positively verify that all personnel's Tags are
correctly worn and functioning each day prior to the start of a work shift, or upon entry to the
work Site for visitors and other personnel not regularly at the Job, Laydown , or Fabrication Sites
for entire work shifts.
The SubContractor shall establish a process to positively verify and document that all Proximity
Warning System Equipment installed on earthmoving and construction equipment is operating
correctly at the beginning of each day.
The SubContractor shall ensure that for all equipment on the Job, Laydown , and Fabrication
Sites, the TB PWAS alert threshold detection range shall be set to a distance of six (6) meters
unless otherwise determined by a SubContractor risk assessment which shall be approved by
an authorized Saudi Aramco Company Representative.
The SubContractor shall ensure that proper maintenance of the Proximity Warning System
Equipment is performed according to the specification of the manufacturer(s) to ensure that the
equipment operates correctly and effectively, with verification of such operation to be certified
and documented by the manufacturer(s) or their authorized agent(s). Earthmoving and
construction equipment or personnel without correctly operating Proximity Warning System
Equipment shall not be permitted to access or perform work at the Job, Laydown, and
Fabrication Sites.

The SubContractor shall ensure that all equipment operators shall be provided with training on
the purpose, use, and maintenance of TB PWAS and RVCCCS prior to operating any
equipment with the system installed, and the administration of such training shall be
documented in the project safety records.
The SubContractor shall ensure that all personnel using Tags shall be provided training on the
purpose, use, and maintenance of the Tag prior to entering the Job, Laydown, and Fabrication
Sites, and the administration of such training shall be documented in the project safety records.
The Proximity Warning System Coordinator shall conduct weekly, and monthly trend reporting of
any incidents, including "near misses," that either activate proximity alarms or should reasonably
have activated such alarms shall be investigated and such investigation shall document the
status of installation, use, operation, maintenance, and effectiveness of the Proximity Warning
System Equipment, including any data recorded by Data Logger equipment.
Prior starting any work activity, the Subcontractor shall submit Saipems review written
procedures for any services involving the handling or use of hazardous or toxic substances.
Subcontractor shall take all measures to reduce or eliminate the use and the handling of
harmful, toxic or corrosive substances that pose hazard to personnel or the environment.
Subcontractor shall ensure that every substance, product and material considered as hazardous
by local regulations or relevant international standards is clearly identified, quantified and known
by all personnel.
All Subcontractor employees who handle hazardous material will be properly trained and will
wear all manufacturers recommended safety equipment.
Material Safety Data Sheet (MSDS) shall be available in English and local language(s) upon
receiving the chemicals at the worksite. A copy of the MSDS shall be kept in the medical
facilities if they are presents.
Subcontractor shall ensure that hazardous materials and substances are always suitably
packaged and labeled.
Subcontractor shall identify proper temporary liquid chemical storage locations during
construction phase

To reduce the waste production, Subcontractor shall explore the use of environmentally friendly
chemicals.
Materials and equipment shall be maintained and used in order to prevent the possibility of fire
spread or explosion;
Materials shall not be stored in a manner that obstructs or conceals fire points, sprinkler heads,
alarms, emergency exits, electrical panels and walkways, floor openings or hoist-ways
Consideration shall be given to the fire loading imposed in an area by the placement of
materials;
Compressed gas cylinders shall be stored and used in an upright position, have their protective
caps fitted when moving and transporting them, fitted with flash back arrestors, kept clear of
electrical equipment and cabling where they may become part of an electrical circuit.
Gas cylinders shall not be taken into confined spaces, and feed hoses and nozzles when used in
confined spaces shall be removed when not in use.
Valve wrenches shall be left in position on the valve stem at all times when the cylinder is in use.
Fuel gas and oxygen hoses shall be clearly distinguishable, in good condition and properly
secured by O Clips.
Fire extinguishers shall be available before hot work commences and persons trained in their
correct use.
5 HEALTH

This system must provide a correlation between the position of the individual and the Medical
Protocols used to check his / her health.
Medical Fitness Examinations shall be carried out by MOH (Ministry of Health) authorized
medical practitioners and clinics.
CONTRACTOR Medical Personnel will have free access to the medical fitness certificates,
which have to be easily available on site, always taking into account the confidentiality of the
medical information. The SUBCONTRACTOR shall make provisions for vaccination and other
means of protection of its personnel against contagious diseases. The vaccination scheme shall
be developed upon the Health Risk Assessment, the specific position each individual is
supposed to cover, and the actual epidemiological situation in the area of the project.
The certificates stating the individuals medical fitness and all medical investigation result shall
be made available on site medical facilities and it must be submitted upon request to Saipems
relevant representatives and/or to Saipems Medical Officer on site, preferably prior to their

Saudi Arabia Government Decision No.404, dated 17 Jamada 11, 1394 (7 July 1974).
SUBCONTRACTOR shall make provision for Basic Life Support (BLS), heart saver Automated
External Defibrillator(AED) / Standard First Aid (SFA) and First Aid Kit. AED machine shall be
placed in strategic locations at all work sites based on completion of the AED Site Assessment
Form by Facility Sponsoring Committee.
The location is more than 3 km far from the nearest Emergency Medical Service (EMS).
The estimated response time from the location to the nearest Emergency Medical Service
(EMS) is more than 5 minutes.
A minimum of one person, holding a valid certification of First Aid/CPR Training Meeting
American Red Cross / American Heart Association, or equal criteria, will be present at all times
where there are SUBCONTRACTORs personnel at work.
The target ratio for trained First Aiders shall be 1 First Aider to each 20 workers.
Sufficient number of certified medical doctors, nurses, medical facilities, first aiders and
ambulance/s shall be provided. All medical personnel, medical facilities and ambulances shall
be certified by the health authorities of Kingdom of Saudi Arabia.
All arrangements for medical coverage i.e. medical fitness examination, medical are,
ambulances, first aiders and medical personnel of SUBCONTRACTOR personnel shall be at the
cost of SUBCONRACTOR.
The medical facilities and service (infirmaries, ambulances, etc.) shall meet or exceed local and
WHO requirements and shall be subject to CONTRACTORs approval. The location of the clinic
shall be clearly indicated and the structure shall be easily accessible with stretchers.

Every subcontractor shall ensure that their medical facilities depending on their category and
operational needs have adequate quantity of medical and medical equipment. The list of

5.3.3 Ambulance
The ambulance shall be equipped as per the requirements of Kingdom of Saudi Arabia
Regulations treating the matter and CONTRACTOR requirements for ambulance equipment.
Considering the climate conditions in the area of the project, the ambulance equipment and
medicines shall be kept in one or more haversacks in the clinic to prevent them from the effects
of exposure to high temperatures. The list of the content of each haversack shall be clearly
visible, both inside and outside the haversack. Equipment functionality shall be periodically
checked in order to ensure its adequacy in any given moment. In order to ensure that the
ambulance is in adequate technical condition regular maintenance shall be carried out. Only
qualified drivers shall be assigned as ambulance drivers.

SUBCONTRACTOR shall establish agreements with third party medical structures in order to
ensure treatment of medical cases that require specialist examinations and/or hospital
admission.
CONTRACTOR through periodical audit will evaluate the condition of Medical Facilities and
Medical Services provided and the level of compliance with the requirements.
Special consideration should be given to medical solid waste, which shall be disposed as per the
local regulations in place. It must be disposed and handled only using protective devices and
following written procedures. Appropriate containers for the medical cutting and pinching waste
shall be used allowing their safe transportation to final disposal or incineration.
During the duration of the service SUBCONTRACTOR shall provide CONTRACTOR and Client
employees with access to its medical facilities, medical services and ambulance transportation,
shall it be necessary. Subcontractor shall develop MEDEVAC Plan and submit it to
CONTRACTOR for approval. A bridging document with Contractor Medical Evacuation Plan
(MERP) plan will be elaborated. Whenever SUBCONTRACTOR activates the MERP
CONTRACTOR must be informed immediately.
Through continuous medical inspections CONTRACTOR shall have the right to monitor the level
of hygiene in all SUBCONTRACTOR premises including, but not limited to, accommodation,
offices, toilets, bathrooms, laundry, canteens, recreation areas, kitchen/s, water delivery, storage
and supply system.
SUBCONTRACTOR shall implement medical recording and reporting system for any, and all,
health/medical events reported to SUBCONTRACTOR medical personnel on the Project. Any
incidences of health related problems of CONTRACTOR personnel shall be immediately
reported to CONTRACTOR. The records shall be accessible at any moment to
CONTRACTORs medical personnel, respecting fully the confidentiality of the reports and

Oil Spill
Subcontractor shall have plans in place for self-protection and possible Site evacuation. These
provisions include, but not limited to monitoring equipment, respiratory protection devices,
evacuation vehicles, medical treatment resources (personnel and equipment) etc.
Subcontractor shall appoint the Emergency and First Aid Teams that shall be able to respond
within the shortest possible time.
Subcontractor shall organize fully trained emergency response and rescue teams for first aid,
firefighting, confined space rescue, high angle (technical rope rescue from heights) and CPR

6 ENVIRONMENT
Subcontractors HSE Management System shall assess and control all significant environmental
aspects in accordance with applicable laws and regulations, relevant international standards as
well as Contractors relevant environmental documents.

During work execution, Subcontractor shall appropriately manage the entire life cycle of
produced waste in order to minimize its amount and hierarchically follow the practices of reuse,
recycling, recovery, treatment and final disposal in approved disposal sites.
The subcontractor will issue a Waste Management Plan in order to identify each waste and
assess their handling, treatment and disposal method for Hazardous and not hazardous. The
waste storage will be periodically inspected from Contractor in order to verify the proper
segregation between hazardous and not hazardous waste.
It is mandatory to record each waste disposal activities through filling appropriate waste manifest
and report to Saipem the monthly waste record register in order to monitor the waste
management from the project site to the final destination.
Subcontractor shall ensure that sewage waste shall not be discharged into any waterway drain,
watercourse or the ground, but it will be properly managed as per Contractor disposition.
Subcontractor shall make every effort in order to assure the protection of environment and
workers health and safety against accidental spillage and potential risk that may occur during
site activities.
In order to fulfil the above commitments a Spill contingency plan shall be prepared and
implemented by Subcontractors in accordance with Contractor Spill contingency plan.
In particular, Subcontractor shall ensure that during work execution all operations are conducted
in order to avoid the risk of a spill situation or, whenever an accident occurs, implement
measures and actions to prevent its escalation.
Starting from the identification of the main situations in which a spill of pollutants may occur, the
Spill plan shall outline strategies for spill prevention relevant to the site activities and describe
procedures for the control and limitation of the releases.

All construction machinery and administrative vehicles shall be regularly serviced and
checked in order to guarantee good operation conditions;

7 TRAINING REQUIREMENTS
Subcontractor shall ensure that all personnel at all levels received Project HSE Orientation and
Induction and specific trainings prior to starting any work activity.
Subcontractor shall ensure the overcoming of language barrier, inability to read and write,
change of personnel and size and number of worksites, to ensure that the relevant HSE
information is communicated among all personnel involved in the performance of the work

Following successful completion of the General Induction, new workers shall be given a more
specific induction from their direct supervisor or appointed representative at the job site.
All the site persons, will have to attend the required training, mentioned on the project training

In addition to the above, Subcontractor can develop and implement an additional HSE training
program, to provide instruction and information, competences and skills on HSE standards,
practices, procedures and work instructions to its own personnel or guests.

working at height, confined spaces, lifting and rigging, for personnel such as crane drivers and

At least for the above mentioned cases, Subcontractor shall provide theoretical and practical
training sessions. Moreover on site coaching shall be provided, if needed, in order to ensure
the achievement of competence and skill requirement for the people involved in the activities.

Subcontractor shall lead investigations of any accident/incident that occurs within his area of
control, and ensure that all required reports are completed and submitted to Contractor
according with the Project requirements.
Subcontractor will be fully responsible that accident scenes remain undisturbed until an
investigation has been conducted.
Subcontractor shall provide and execute an adequate Incident Investigation and Reporting
Procedure, according to the Contractor HSE MS, Legal and Project requirements.
Subcontractor shall use a Root Cause Analysis method when the incident has caused lost
work days or a fatality and/or when the potential consequences could have generated several
fatalities.
Contractor reserve the right to lead the investigation of any incident, wherever it occur, and shall
have unrestricted access at all reasonable time to the scene of the incident, personnel and
records of the Subcontractor for this purpose.
Subcontractor shall co-operate and participate as necessary with Contractor in any Contractor
investigations.
One section of the monthly progress report shall be dedicated to HSE topics, such as personnel
injuries, occupational health diseases, Safety Meetings results, communications on HSE and
other HSE issues.
Subcontractor shall be responsible for monitoring to ensure that Project HSE requirements are
met.
Subcontractor shall have a system of periodic audits and inspections in compliance with required
by Contractor and Client.
Routine daily HSE inspections shall be a core component of the subcontractor HSE Manager
duties.
Subcontractor shall maintained and submit to Contractor on a weekly basis Inspection logs and
action registers.
Subcontractor shall participate in Contractor HSE audits and shall implement the actions and
recommendations.
Subcontractor shall provide all input and support as Contractor deems necessary to ensure all
HSE activities (audits, inspections, etc.) that Contractor initiates are successfully carried out and
the actions arising are closed out to Contractors satisfaction.

This shall include unrestricted access at all reasonable times to the personnel facilities,
equipment, materials, and records of the subcontractor. Subcontractor personnel shall be
available for interview.
The subcontractor shall ensure a correct and effective communication between all levels of the
workforce, in order to guarantee that all relevant information concerning HSE issues, with
respect to the performance of the services, are properly handed over from shift to shift and
formally recorded.
Contractor will hold regular meetings specifically dedicated to HSE matters involving Client,
Contractor and Subcontractors senior management, line management and employees
representative.
Subcontractor shall participate to all HSE meetings scheduled by Contractor when is required its
attendance.
The following HSE Meetings will be, as minimum, performed during the execution of the Project:
8.3.1 Monthly HSE Committee Meetings (or Monthly Steering Committee Meeting);
The Site HSE Committee, comprising Contractor, Client and Main Subcontractors, will be
established to jointly plan, control and monitor the HSE at the site.
The presence of the site management could be requested depending the activities to be
discussed.
TBT will be held at the beginning of the week prior to dispersing the workforce into smaller crews
to commence work.
Groups will generally composed of 30 workers or less and the safety talks should not exceed 15
minutes.

Based on the JSA analysis previously performed, High-risk work phases and potential hazards
can be highlighted and discussed to make sure everyone has a clear understanding of the
precautions required and the role each person plays in performing the task safely.
Other personnel (middle management or supervision personnel) will attend the meeting, if
required.
Subcontractors shall assign an adequate budget. Contractor reserve right to verify the
correct budget allocation.
Regular scheduled HSE Ceremonies shall be implemented with the Purpose to provide to the
opportunity to exhibit to the Contractors and Subcontractors entire workforce the commitment
of the Project management to the safety, health and environment as well as the commitment to
the over-all welfare of the workforce.
Provision shall be made for loud speakers and speaker platform in a designated area that will
accommodate all of Contractors and Subcontractors employees.
All the above mentioned activities shall be planned, directed and implemented by all the
Subcontractors under Contractors coordination.
Rest areas may be provided for the benefit of smokers only in the authorized areas.
In any case, Subcontractor shall take into consideration suitable arrangements to protect non-
smokers from discomfort caused by passive smoking.

8.6 Transportation
Equipment marking.
Journey management plan shall be appropriate for each phase of the Project
(engineering, procurement, construction, commissioning).
In addition to the transportation routes for daily use, establish alternate routes for the
transportation of people and equipment that can be used in the event of an emergency.
The selection of vehicle types for use during precommissioning that incorporate risk reducing
features such as but not limited to:
mass, maximum speed, elimination of catalytic converters for ignition source control,
provisions for respiratory protection equipment.
Use of spotters while moving loads (when required, how many, what equipment needed,
etc.).
Determination of when special impact prevention barriers (such as Armco barriers) are
needed.

All personnel who intend to drive in the Project premises must hold an appropriate and valid
driving licence for the vehicles, plant or equipment to be driven.
Regular resting periods shall be properly considered for long time transportations
Vehicles shall be registered as required by local law and have construction standards;
Speed limits within the construction areas and on public roads shall not be exceeded by
all vehicle involved in the Project.
If needed, a site traffic plan, can be requested by Contractor in order to discipline the traffic rules
at site.
Subcontractor shall ensure all vehicles entering at site meet Contractor standards and local
regulations. Access to the site will be allowed behind previous Contractor approval.
Vehicles without a valid tag emitted by Client or Contractor (or expired) shall not be authorized to
access the site.
The access tag will delivered at least after the following minimum checks:

8.9 Housekeeping
Good Housekeeping is one of the basics of a good site, helping to prevent slips, trips and falls,

assign responsibility within their organization for the control and elimination of waste
material;
Construction and use of buildings and temporary facilities related to the Project shall meet the
relevant local legislation, international standards and best practices.
Moreover as minimum:
All structures shall be of sound construction and of suitable materials to be secure, safe
and weatherproof.
Internally, walls and ceilings shall be constructed of durable materials and shall have
lightly coloured, smooth, easily cleanable surfaces.
All openings to the outside shall have tight-fitting, self-closing doors and glazed windows,
which prevent the entrance of insects and rodents.
The temperature in all habitable and other rooms in which personnel live and work shall be
maintained at a level conducive to the healthy performance of the activity conducted in the area.
All habitable rooms shall be sufficiently ventilated by means of mechanical ventilation. Natural
ventilation can be utilized as a secondary source of ventilation when outdoor temperatures are
not extreme.
All bathrooms, toilet rooms, laundry rooms and similar areas shall be provided with a ventilation
system connected directly to the outside.
Accommodation rooms should be fitted with windows for natural lighting (day). Each window
shall be provided with suitable curtains.
All circuits serving electrical equipment shall be provided with proper earth leakage circuit
breakers (ELCB) tripping leakage current.

The walls in toilet and shower rooms shall be Impervious to water, detergents and disinfectants
to a minimum height of 1.2 meters (4 feet) in toilet rooms and 1.8 meters (6 feet) in shower
rooms. The junctions between the floors and walls in kitchens, laundry rooms, shower rooms,
toilet rooms, utility rooms and hand-washing facilities she all be coved and sealed
The floors of kitchens, laundry rooms, shower rooms, toilet rooms, utility rooms and
handwashing facilities shall have smooth, hard, easily cleanable surfaces that are non - slip, and
impervious to water, detergents and disinfectants (carpeting is prohibited in these areas). These
floors shall be sloped to properly trapped floor drains and the junctions between the floors and
walls shall be coved and sealed
An adequate number of Toilet, wash hand basin and shower premises shall be conveniently
located and shall be accessible at all times.
Liquid soap, hand dryers or disposable hand towels shall be provided. Mirrors and adequate
lighting shall be provided near wash hand basins.
All fixtures attached to walls and ceilings shall be installed in such a way that does not obstruct
or prevent cleaning and shall be maintained in good repair.
Trapped floor drains shall be provided in floors flushed for cleaning or that receive discharges of
water or other fluid waste from equipment.
At all times during storage, preparation, display, transportation and serving, food shall be
protected from contamination.
Food must be prepared, displayed and served with the minimum manual contact, with suitable
utensils and on surfaces that have been cleaned and sanitized prior to use.
All food handlers shall possess valid health certification as required by local Laws and regulation
and project Requirements.
Food handlers shall not engage in smoking while on duty, and smoking is prohibited in all food
preparation rooms, restaurants and food serving areas.
An adequate supply, storage, treatment and distribution system of potable water shall be
provided to the life camps and working facilities/areas.
A non-potable water system is permitted only for purposes such as air-conditioning and fire
protection. Note: non-potable water shall not be used for washing or bathing.

Hot and cold or a tempered water supply shall be provided to all wash hand basins and showers.
Wherever practicable waste shall be segregated into burnable, non-burnable such as glass,
plastic, metal, etc., and reclaimable materials.
A suitable facility shall be provided for cleaning refuse containers after they are emptied.
Refuse shall be kept in durable insect and rodent proof containers that do not leak and are
provided with tightly fitting covers.
Refuse shall be disposed of often enough to prevent the development of odour and the
attraction of rodents and insects.
Sewerage system will be designed, sized and installed to carry all wash and wastewater,
sewage, etc. Where a public sewer system is available, all plumbing fixtures and sewers shall
be connected to it.
Sewage shall be collected and treated prior to disposal according with local laws and
regulations.
Effective means to prevent the entrance and harborage of and/or eliminate the presence of flies,
cockroaches, other insects, rodents, cats, dogs, etc., shall be utilized, as appropriate.
Cooking (including the boiling of water) shall not be undertaken in habitable rooms.
Hallways, entrances to fire escapes and stairways must be kept free of obstructions.
Accommodation rooms, Kitchen, storage and recreation facilities shall be equipped with smoke
detection / heat detection as appropriate. A Fire Alarm System shall be provided.
Adequate number of fire extinguishers shall be provided in all above locations. The type and size
of fire extinguishers will depend on the risks and area to be protected.
