Background
They are having plan to bring on board new modern fleets to the operation
Tehran Airlines is looking to use reach functionality flight planning system
with full integration capability to ACARS in future to ensure proper end to end
control over their fleet operation
With a customer service team of over 1,700 staff around the world, SITA invests
significantly in achieving best-in-class customer service, providing integrated
local and global support for both its communications and IT application
services.
SITA has two main subsidiaries: SITA OnAir, which is the leading provider of
eAircraft Solutions Nose-to-Tail Solutions, and CHAMP Cargosystems, the
world's only IT Company dedicated solely to air cargo. SITA also operates two
joint ventures providing services to the air transport community: Aviareto for
aircraft asset management and CertiPath for secure electronic identity
management.

In 2003 SITA INC was created as a commercial company with its own
management team. At the same time SITA SC (the telecommunications
cooperative) continued as a separate entity to provide communications services
on a not-for-profit cooperative basis.

1. AIRCOM FlightPlanner
1.1. Overview
AIRCOM FlightPlanner is a flight planning solution consisting of several components:
A hosted flight planning engine, capable of delivering optimized flight plan calculations
through highly accurate algorithms
A managed data service through expert teams of SITA staff, providing aircraft performance
data, navigation data, winds & temperatures aloft, OPMET (METARs, TAFs & SIGMET),
weather graphics, international class one NOTAM and airport information

covering any period of time, and to change or build additional schedule information on the fly

Aircraft Performance data is managed by a dedicated team of SITA OnAir specialists, who manage the
core aircraft performance data in conjunction with the OEMs and aircraft operator staff. The Aircraft
Performance module stores:
The module is fully compatible with electronic sources provided by Boeing, Airbus, Embraer, ATR
etc. Aircraft attribute files store details on your individual aircraft including weight variations and
climb and descent schedules. You have the option to customize the data held by:

Fuel costs can be further optimized using the Tankering module. Variations in fuel prices around the
globe mean that airlines often carry extra fuel to minimize uplift at fuel expensive airports. This is not
always cost-effective as the extra weight may mean that extra fuel is burnt potentially eroding potential
savings.
The tankering module dynamically assesses key factors to provide you with the true costs of carrying
tanker fuel and can provide this information with a profit and loss summary on the relevant flight plan.
You can set tankering calculations to be run automatically with each flight plan run, automating a
normally manual task.
1.4.2. Navigation
Global navigation data is maintained by a team of navigation specialists, using data direct from state
aeronautical information publications, NOTAM and other related sources. Customers have online access
to manage company routes and view core navigation data. The navigation module features:

AIRCOM FlightPlanner benefits from GRIB 2 winds and temperatures aloft from the WORLD Area Forecast
Center (WAFC), London. This includes:
AIRCOM FlightPlanner includes data from our Surface Weather & NOTAM host, providing a global data set
of METAR, TAF, SIGMET and international class one NOTAM.
These data are provided as an integral part of the flight briefing package and can be automatically invoked
through a flight plan, being tailored to the locations and parameters of the flight plan.
SITA OnAir is partnered with the United Kingdom Met Office (who also provide the London World Area
Forecast Center) for the provision of graphical weather briefing charts that are integral to our flight briefing
package.

1.5. SUPPORT
As part of the AIRCOM FlightPlanner service, we provide a 24x7 Technical support desk who are equipped
to assisting out customer base with anything from a simple query around a flight planning parameter through
to running flight plans on behalf of an airline in the event of any local infrastructure failure at the airline site.
Over the past 30 years, over 200 of our customers have implemented Flight

Format Generator
SITA has a format generator that enables airlines to customise the output to the
requirements of each individual fleet. Flight Plans may be produced in your
own customised format and this can be amended from time to time very easily.
All flight plans are validated against grid MORA (Minimum En-route Altitude)
and the navigation database for accuracy and safety.
GraFlite runs on standard windows software and internet software. You will be
able to plan flights using an accurate world map overlaid with aeronautical
data including FIRs, airports, upper air wind temperatures, Extended Twin [Jet]
Engine Operations (ETOPS) circles and published tracks. GraFlite provides you
with full control over your daily flights using intuitive working folders.
Access to SITA Flight Planning is usually made via a SITA IP/VPN connection,
which allows the system to be used fully interactively. Using on-line access
customers may also use SITAs Graphical User Interface, GraFlite. GraFlite is
available as a LAN connected version (GraFlite version 3.0). A further
enhancement is Flight Briefing Online (FBOL), a Web access portal.

Flight Briefing provides you with upper air wind and temperatures sourced
from the London World Area Forecast Centre (WAFC), with backup from the
Washington WAFC. The WAFC supplies:

The OFC database will cost individual plans for their en-route charges, and
deliver a monthly summary of all flights operated, which can be cross-checked
against en-route charges bills.
Integration with AIRCOM Server for better flight plan uplinking functionality
to the Cockpit Printer and/or direct to the FMC/FMS is now available using
the FPP- &/or FPN- keywords. Graflite deployed with AIRCOM Server
provides the same level of functionality in terms of delivery capability but with
reduced communications charges.
Re-AnalysisFlight Planning
Re-Analysis allows recalculation of a flight plan from any point on the planned
route and allows for situations such as unexpected surface weather at
detination/alternates, diversion and airspace closures, etc.
SITAs Flight Planning engine has, since its inception been based on an IBM
mainframe which has progressively over the years slowed the pace of
development due to the difficulty and expense of programming on such a
platform. In order to provide a more dynamic development environment
therefore, SITA embarked on a $4 million investment to migrate the application
to an open, Sun UNIX environment which will significantly enhance the pace
and scope of software developments for years ahead. This migration was
completed in 2010 and all our SITA Flight Briefing Services customers are now
provided with the service based on the new platform.
Having migrated the application to the new open-systems platform, SITA will
now embark on a significant program of enhancement and new functionality
developments:

Flight Briefing Online (FBOL) provides you with a convenient and customizable
internet-based distribution system for your flight planning and information
documentation.

SITAs Surface Weather Service compliments the Flight Planning Service. The
SITA Surface Weather service sources its data from Kansas (US-FAA), Exeter
(UK-CAA), South Africa and Australia and the text-based output of the service
includes SA, FT, FC and WS (Sigmet).
These can all be appended to the flight plan and with multiple sources we can
ensure full global coverage. In addition Surface Weather can be accessed
through the GraFlite application, making accessing weather data very simple
and giving the option to add weather information into a pilot brief, which, can
subsequently be accessed by the operating crew from a suitable PC terminal
accessing GraFlite.
The SITA NOTAM service features a unique range of filters allowing users to
ignore (and therefore not be charged for) NOTAM information that does not
apply to their operation.

Term
The fees quoted are for a 7 Year initial contract term, which would normally be
followed by 3 Year automatic renewals. Either party would be required to
provide a minimum of 12 months notice of termination prior to the end of any
contract term.
Validity
Payment
Tehran Airline would make all payments by Direct Debit or through the IATA
Clearing House in accordance with the IATA rules and procedures in effect
from time to time.
One-time charges will be invoiced upon the implementation of the system and
monthly recurring charges will be initiated in the first full month following
implementation.
Additional Services
If any services, including training, are required beyond the scope of this
proposal, the same shall be charged at $1,500 per day.
All above prices may have an annual price escalation, depending on the
Consumer Price Index, which will be capped at 5% per year.
Additional Information
All hardware and other software required for on-line access is the customers
responsibility.
Interface Development
With Tehran Airline providing the necessary staff for training SITA can make
these services available quickly. Flight Planning and its associated services can
be on-line within 12 to 15 weeks of a contract signature. SITA believes in

In providing this proposal, SITA has relied upon information provided by Tehran Airline. Accordingly, any change to the
information provided or any omissions from it may result in changes to the proposal or to the pricing submitted as part of it.
All products, services, company names, trademarks, logos, devices, symbols or other similar items (whether registered or
unregistered) that may be contained within or referred to in this proposal are herewith acknowledged as belonging to or
licensed to the originator of such.
SITAs proposal is based on SITAs current understanding of the requirements as provided by Tehran Airline. SITA will seek
to carry out a full scope and definition of the requirements and this, together with the normal due diligence activities, would
enable SITA to provide a firm price contract. While the proposed solution has been priced accurately and the pricing
information detailed is valid, the pricing given should be used for "indicative or budgetary purposes only" until such time as the
due diligence scope and definition, as well as formal contract negotiations have been completed.
Please note that the pricing is submitted for the services for all the locations referenced in this document. SITA reserves the
right to either withdraw or amend the proposal or any part of it, as well as the price, in the event of any increase or decrease in
the number of locations or any change in the scope of the services provided at such locations.
The Charges offered in this Proposal do not include Taxes, and the Customer must pay all Taxes arising in respect of this
Agreement. "Taxes means all taxes including sales taxes, value added taxes, income tax, levies, imposts, charges and duties
(including export, import, stamp and transactional duties), whether payable by withholding or otherwise, together with any
interest, penalties, fines and expenses in connection with them, except if imposed on the net profit of a party.
The charges and prices listed in this proposal are subject to increase after the first year to account for increases in the Consumer
Price Index for the country where the services are being provided. SITAs standard payment terms are upon 30 days from the
date of SITAs invoice.
Validity Statement
This proposal and the prices herein are valid for the period set out in the proposal. If no period is set out they are valid for a
period of ninety (90) days from this date of this submission. SITA reserves the right to modify the prices or withdraw the
proposal after the ninety (90) day period.
Contract
This proposal is submitted with the understanding that the agreement reached between us will be subject to SITA's standard
terms and conditions. SITA may have received a copy of your standard terms and conditions, and whilst some of the provisions
will be included in any future contract between the parties, other provisions may require modification. SITA will be happy to
discuss these with you during contract negotiations. Upon request, SITA will forward to you a copy of SITAs standard terms
and provisions for your review. Please note, in particular, that similar to all suppliers in the industry and in line with industry
standards, SITA will not accept any liability for consequential losses or indirect losses, loss of revenue, profit or goodwill. Any
other direct liability will need to be limited in the aggregate to the value of the contract agreed with SITA.
