Policy Adoption:
With the democrats holding control of the house and senate, it is more
likely for our policy to be put on the agenda because of the jobs that it
would create. Republicans should support it due to the business
incentives we are offering.
Policy Goal(s):
Bring call center jobs back to the United States by:
1. Penalize companies that do not comply to policy by raising
corporate income taxes by 15% per year.
2. Give incentives to those who do comply to the policy by having
the federal government pay the difference of employee salary for 5
years.
3. Decrease unemployment rate by 2% in year 1 of program, 3% in
year 2, and 5% by year 3.
4. Increase GDP of technology industry by 5-7% in 3 years. Year 1
by 2%, year 2 by 3% and year 3 by 5-7%.
5. Decrease funding to companies that are or in the process of
starting overseas jobs by 40% over 3 years; 15% by year 1, 15% by
year 2, and 10% by year 3.
Alternative Hypotheses:
1. If the GOP takes both the House and Senate in the up coming
election it would slow down our progress in trying to push our policy
through.
2. If the economy recovers before the five years of the program,
then the urgency needed to pass our legislation would reduce.
3. If companies disagree with provisions of our legislation it would
require possible revisions to the policy or its complete termination.
