Universities; the template was adopted by 14 SUCs following
a basic IP training program and a buy-in seminar for their
governing boards

2000 (EPIRA)

Program for EPIRA, in particular the medium term consumer
education, protection and welfare program that included:
1. Study of Basic Electricity Reforms in public high schools (as
a technical and social and studies subject in the second and
fourth years)

2. Production of Basic Electricity Reforms Modules for the


non- Formal Sector

3. Production and Dissemination of the Compendium on


Electricity Laws and Regulations and a Consumer Guide

4. Implementation of the System of Consumer Welfare Desks


( mandated by EPIRA ) in generating plants, electric
cooperatives, utilities and the ERB, which institutionalized
and simplified the filing and resolution of complaints, their
elevation to ERB, turnaround times, publication and
dissemination of rate- related resolutions and decisions

5. Managed and coordinated with the DOE,


ERB,NEA,PSALM,NPC and the Philippine Change Climate
Mitigation Program the conduct of national public
consultations (pre and post EPIRA ) on the law, convening
business, experts, electric coops , utilities, consumers and
other stakeholders

With the National Consumer Affairs Council , the Department


of Trade and Industry ,the Department of Energy, the
National Electrification Administration, managed the activities
of Consumer Welfare Month October 2002
