 RESUMEN

El trabajo de investigacin que se expone a continuacin, consisti en la

identificacin y anlisis de las categoras, dimensiones, variables e indicadores,
cuya lgica interdisciplinaria e instrumental operativo permitieron comprender el
comportamiento ecosistmico de la cuenca del ro Combeima y evidenciar sus
alteraciones ambientales ocasionados por procesos histricos de mediacin
social. La construccin de la imagen ambiental actual, se realiz con fines de
planificacin e intervencin tcnica poltica, en el contexto de la relacin
naturaleza - sociedad.

La teora Regional del Desarrollo Sustentable optada en la investigacin, efecta

su despliegue dimensional articulado a las tendencias previas de desarrollo en la
espacialidad de la cuenca. La configuracin de la imagen ambiental fue resultado
del estudio interdimensional de sus procesos de desarrollo, identificacin de la ruta
critica de la problemtica ambiental derivada de tales procesos e identificacin de
los actores sociales con sus conflictos de inters y de poder poltico.

Como resultado de la investigacin se pudo demostrar la inviabilidad ecolgica y

social de los modelos de desarrollo implementados en la cuenca, en una imagen
ambiental en la cual se percibe el aumento en las disparidades sociales, la
fragmentacin ecosistmica y alta tendencia a la homogenizacin en los
procesos econmicos productivos.

El conocimiento generado por esta investigacin, constituye la fase de

configuracin ambiental o diagnstico de la imagen actual. As mismo, se
convierte en el soporte de la fase de reconfiguracin ambiental y de la fase de
investigacin denominada "Formulacin y Construccin de la Imagen Ambiental
posible", las cuales sern emprendidas en el inmediato futuro por el programa de
maestra en Planificacin y Manejo Ambiental de Cuencas Hidrogrficas de la
Universidad del Tolima.
 SUMMARY

The following research work consists in the dentification and analysis of

categories, dimensions, variables and indicators, in which their interdisciplinary
logic and operational instruments let understand the ecosystematical behavior of
Rio Combeima's watershed and make evidence of its environmntal changes
caused by historical process of social mediation. The creation of the actual
environmntal outlook was made with political technique intervention and planning
purposes, in the relationship between environment and society.

The Regional theory of supporting development meant to be in this investigation,

performs its dimensional spreading out joined to the previous tendencies of
development in the watershed's rea. The setting up of the environmntal outlook
was the result of the interdimensional study in the development process, the
identification of the critical course of the environmntal probiem caused by such
process and identification of the social factors with their interest and political power
conflicts.

By means of this research it could be demonstrated the lack of ecological and

social viability of the development models that were implemented in the watershed,
inside the environmntal outlook in which social disparities increase can be
recognizea logetner witn tne ecosystematical Tragmentation and the high
homogenizatin tendency n the economical productive process.

The knowledge generated by this research, makes part of the environmental

setting up stage or the actual image diagnosis. Furthermore, it becomes the
basis of the environmental re-setting up stage and of the researching stage
called 'Proposal and Creation of the Possible Environmental Outlook" which
will be started in an immediate future by the Master Degree in Planning
and Environmental Management of Watersheds of the University of Tolima".
