It will be achieved by preparation for and identification of possible problem areas and
addressing these during assessment stage. This includes technical solutions for social and
environmental problems as well as socio-technical combined solutions. Prevention and
protection are the common techniques largely used for combating such problems.
The Contractor will monitor and control the project through the following project management
processes/systems:
The Contractor will apply its Environmental Management Policy as per Pakistan Government
and Tender Documents guidelines to continually access and manage the effects of its
activities in order to reduce adverse environmental impacts. This process will assist in
identifying any construction procedures which adversely impact the environment and
workers or which benefit the environment.

Attack by Animal
It is reported that wild animals are available in the river and its surrounding, such as
crocodile, snake etc. It may happen that the working staff is attacked by the animal. For this
problem the following measures will be taken to decrease such risk.
In order to ensure the security of the site, Fencing will be done all around the camp & site
area, Main Fencing will be of MS jail type erected between steel poles having RCC footings.
Fencing for labor & staff accommodations will be of barbed wire type.
Training and education will be held to bring up staffs sense of health and safety. In such
training and education all types of health and safety risks will be shown to the staff and the
measures and procedures to decrease or avoid such risk will also be shown to the staff.
All rules and instructions regarding health and safety measures and procedures will be
checked whether it is followed or not, on regular basis. Punishment will be given to the staff
that always violates the regulations.
One doctor should be employed at the project. One office will be arranged as medical care
room. All first aid facilities and initial treatment facilities of injury should be also deployed in
the medical care room. Ambulance vehicle should be kept at construction site and the
vehicle should not be borrowed for any other purpose at any time.
GENERAL
All noise Generated during Site & Ancillary operations will be ensured to meet
the minimum permissible limit (dB) as per applicable codes of practice, and in
any case these should not exceed the back ground noise levels.
No explosives are to be used on site without proper arrangements required as
per instructions of the Engineer In charge.
The use of radios on-site is to be controlled so that it does not cause a
Nuisance.
It will be ensured that the planned construction activities do not give rise to a
serious risk for air quality. China Railway First Group (CRFG) will take
measures to minimize the presence of air borne dust during the construction
activity.
It will be ensured that the construction activities are kept/ Planned at a
maximum possible distance away from the site perimeter to avoid
contamination to neighboring properties & infrastructures.
Operation of the equipment causing the air borne dust shall be precise to
reduce the air borne dust & smoke silencers shall be well maintained to
reduce the smoke evolution from the equipment.
Completed earthworks are to be vegetated/ paved as soon as practicable.
The site is to be regularly inspected and site boundaries checked for dust
deposits and removed as necessary. In addition local roads are to be
checked and cleaned as & when necessary.
In any case burning of material will not be allowed on site.
CONSTRUCTION OF CAMPS
Removal of vegetation and cutting of trees from the camps construction areas, changes in
landscaping, risk to health and safety of workforce, disturbance to local population, damage
to protected areas, depletion of fish stocks and traffic accidents. Most of these impacts are
considered as temporary, short term and reversible, which will vanish with the completion of
the project.
Damage to crops, livestock, flora and fauna, noise, health and safety of workforce and
public, dust, disruption / danger to local lives, grievances / conflicts, disruption to local
infrastructure and impact on landscape, hindrance in traffic flow etc. are the possible impacts
on the environment. All these impacts are considered as temporary, short term, localized
and reversible, which will banish with the completion of the project.

Health and safety risks to labor and general public of the area, contamination of soils,
surface/ground water, watercourses and wetlands are the possible impact.
Traffic accidents damage and disruption to regional and community infrastructure and
disruption to local transport routes are the possible impact.
Damages to existing road infrastructure increase in dust, damage to crops, property, flora,
fauna and landscape are the possible impact.
These impacts are considered as localized and reversible, which will vanish with the
completion of the project.

EXCAVATION WORKS
The disruption of existing inspection paths, damages to public routes and loss of islands
developed as protective areas. Destruction of vegetation resulting in loss of flora/fauna
habitat, change in landscape, loss of reed beds and increase in dust pollution and more
sediments in the system.
PROCEDURES FOR MONITORING AND MANAGING THOSE RISKS
CONSTRUCTION OF CAMPS
The camp shall be established at least 500m away from the settlement and no worker will be
allowed to visit the local settlements.
The trees should be preserved and protected to the possible extent. One inventory of the
trees to be cut will be prepared and a plantation plan based on the plantation at ratio 1:5
plants for every cut / uprooted tree will be proposed too. All necessary services for Culverts,
lighting, roads and paths, parking places, fencing, sanitation, mess, fire prevention and
firefighting equipment will be ensured. A full time, qualified Community Liaison Officer
among the senior staff will be nominated to address grievances and other community issues.
HSE manager will be appointed to look after HSE issues. Quality of drinking water, living
places and food produces places shall be subject to the approval of the Engineer. Cold food
storage area, food preparation area and associated solid waste disposal facilities should be
provided.
During project construction the intensity of these impacts shall be minimized through
following mitigation measures:
Installation of batching plant with Minimum emissions should be at least 500m away from
any settlement.
Movement of equipment should be within the designated routes approved by the Engineer
and avoid crossing the private property. No staff will be allowed to enter the site that has not
undergone induction training. Employees will be trained for the proper use of equipment in
their care.
Provide adequate personal protective equipment to the workers. A qualified doctor and
paramedic shall be engaged on site along with adequately equipped and properly staffed
portable first aid stations. Proper dust abatement measures should be taken also to prevent
or decrease the dust leakage to the air. No damage will be done to the crops, livestock,
pasture or woodland outside the area for which the Engineer has given approval. Movement
of vehicles, construction machinery and labor should be restricted to the designated areas
with full care. Training should be awarded to the staff which provides adequate information;
instruction and training on environmental and social awareness and skill sot implement the
method statement. Child, exploitative or forced labor will not be used. There will be no
gender based discrimination.
During project construction the intensity of these impacts shall be minimized through
suggested mitigation measures given as under.
Sufficient arrangements are to be made to maintain and keep clean latrines for use by the
employees and ensure employees not foul the compound. Refuse collection services should
be arranged. The biodegradable solid wastes shall be disposed of in the soil by burial at
approved sites whereas recyclable items would be sold to the local vendors. Methods that
will prevent entrance or accidental spillage of contaminants into flowing streams, flowing or
dry watercourses, lakes and underground water sources should be applied. The contractor
will comply with air quality requirements as set by law and will not burn any materials which
may lead to the release of toxic or hazardous substances. All scattered left-over construction
material will be removed from the construction area and disposed properly. Camps shall be
equipped with fire prevention and fighting equipment and the Contractor will take special
precautions to prevent fire from spreading beyond the piles being burned and shall be liable
for any damage caused by his burning operations.
Workshops and stores to be built must be on hard compacted ground with sufficient facilities
to prevent loss or infiltration of leaked or spilled fluids. Provide adequate Personal Protective
Equipment (PPE) to labor with adequate training.
The following mitigation measures shall be opted to avoid/minimize the adverse impacts:
Where haulage routes will cross public roads the contractor shall provide barricades,
flagmen and other necessary precautions for safety. Hauling and transportation over public
highways, roads and bridges shall be in compliance with local traffic regulations. The
contractor will limit his speed as required and hauling operations over existing roads so as to
minimize damage to other existing facilities. Ruts and scars resulting from the project
operations shall be repaired at the earliest. The Contractor will allow continued public use of
the inspection and non-inspection paths where permitted by the Engineer.
Diversion of highway traffic will be permitted where authorized by the Engineer. All
operations shall be coordinated to result in the least practicable delay of traffic. One way
traffic will be maintained where necessary and traffic speeds restricted to minimum and
signs displayed.
During project construction the intensity of the impacts shall be minimized through the
following measures.
Full care will be exercised during transportation of machinery and labor in the project area
and any damage to roads, retain walls or Road embankments will be promptly repaired.
Movement over routes provided for access will be in a manner to minimize damage to land,
crops or property.
During project construction the intensity of the impacts will be minimized through following
mitigation measures:
The borrow areas will be selected with the assistance of the Engineer and the
Environmentalist with specific approvals and permission for the excavation and on
completion the borrow area shall be trimmed, graded and left in a tidy condition and further
earthworks required to prevent accumulation of water in the area should be carried out. Strip
borrow areas shall incorporate a ten feet wide unexcavated strip for every 200 feet length of
excavation to prevent the formation of a continuous channel. Borrow areas in cultivable land
shall be avoided where possible. Where required, pits shall be as shallow (not more than 3
feet deep) as is practicable so that land may be subsequently brought under cultivation. The
top 06 inches soil shall be removed prior to excavation and replaced on completion of
excavation. Following reinstatement, the maximum depth of excavation shall not exceed one
foot.
EXCAVATION WORKS
The impacts will be minimized through suggested mitigation measures given as under:
Any unsuitable material will be disposed of in spoil heaps which shall be leveled, sloped and
trimmed to reasonably regular lines. Where instructed by the Engineer, designated parts of
the disposal area will be finished with a view to enhancing the natural habitat, including
provision of wet or damp areas, gullies and bluffs. Excess material shall not be spread over
the road, but within road adjacent to the shoulder, as per the designs, in a manner as to
minimize loss of reed beds generally found along shoulders.
USE OF WATER
Optimum use of water will be made and the wastage of water will be avoided with the help
maintain the water supply line and water supply line preserve from overriding the equipment.
