ENVIRONMENTAL AND SOCIAL MITIGATION PLAN

Management of Adverse Social and Environmental Impacts

It will be achieved by preparation for and identification of possible problem areas and
addressing these during assessment stage. This includes technical solutions for social and
environmental problems as well as socio-technical combined solutions. Prevention and
protection are the common techniques largely used for combating such problems.

The Contractor will monitor and control the project through the following project management
processes/systems:

safety audit by an independent safety auditor;

The Contractor will apply its Environmental Management Policy as per Pakistan Government
and Tender Documents guidelines to continually access and manage the effects of its
activities in order to reduce adverse environmental impacts. This process will assist in
identifying any construction procedures which adversely impact the environment and
workers or which benefit the environment.

Environmental Management
Health and Safety Management
Risk management Principles and guidelines

Attack by Animal

It is reported that wild animals are available in the river and its surrounding, such as
crocodile, snake etc. It may happen that the working staff is attacked by the animal. For this
problem the following measures will be taken to decrease such risk.

Hunting is not allowed. This will be clearly required in the training

session. The staff who violate will be punished. Animal, as the
friend of human being, are normally very cautious and will not
attack human if they are not attacked firstly.

Staff will be suggested not to go to the location outside the working

area and camp to decrease the possibility of having interaction with
the wild animals.
Fence around the Camp

In order to ensure the security of the site, Fencing will be done all around the camp & site
area, Main Fencing will be of MS jail type erected between steel poles having RCC footings.
Fencing for labor & staff accommodations will be of barbed wire type.

PRECAUTION MEASURE TO ALL RISK OF HEALTH AND SAFETY

TRAINING AND EDUCATION.

Training and education will be held to bring up staffs sense of health and safety. In such
training and education all types of health and safety risks will be shown to the staff and the
measures and procedures to decrease or avoid such risk will also be shown to the staff.

HEALTH AND SAFETY CHECK

All rules and instructions regarding health and safety measures and procedures will be
checked whether it is followed or not, on regular basis. Punishment will be given to the staff
that always violates the regulations.

MEDICAL CARE FACILITIES

One doctor should be employed at the project. One office will be arranged as medical care
room. All first aid facilities and initial treatment facilities of injury should be also deployed in
the medical care room. Ambulance vehicle should be kept at construction site and the
vehicle should not be borrowed for any other purpose at any time.

One record should be maintained for checking and information.

ENVIRONMENTAL MANAGEMENT APPROACH

GENERAL

All reasonable steps will be undertaking to ensure to limit damage and

nuisance to people and property resulting from pollution, noise and others etc.
from execution of work at and around the site.
It will be ensured that the emissions, surface discharges and effluent from the
contractor activities are not exceeding from the values stated in the
specifications or prescribed in the relevant applicable laws.
Damage to trees will be avoided as far as possible.
Sprinkling of water will be ensured to curtail the dust
nuisance/trees/emissions.
Damage to life and property will be avoided as far as possible.

NOISE & VIBRATION CONTROL

All noise Generated during Site & Ancillary operations will be ensured to meet
the minimum permissible limit (dB) as per applicable codes of practice, and in
any case these should not exceed the back ground noise levels.
No explosives are to be used on site without proper arrangements required as
per instructions of the Engineer In charge.
The use of radios on-site is to be controlled so that it does not cause a
Nuisance.

AIR QUALITY/POLLUTION CONTROL

It will be ensured that the planned construction activities do not give rise to a
serious risk for air quality. China Railway First Group (CRFG) will take
measures to minimize the presence of air borne dust during the construction
activity.
It will be ensured that the construction activities are kept/ Planned at a
maximum possible distance away from the site perimeter to avoid
contamination to neighboring properties & infrastructures.
Operation of the equipment causing the air borne dust shall be precise to
reduce the air borne dust & smoke silencers shall be well maintained to
reduce the smoke evolution from the equipment.
Completed earthworks are to be vegetated/ paved as soon as practicable.
The site is to be regularly inspected and site boundaries checked for dust
deposits and removed as necessary. In addition local roads are to be
checked and cleaned as & when necessary.
In any case burning of material will not be allowed on site.

VISUAL IMPACT CONTROL

pollution to water resources.
Special care is to be taken during deliveries, especially when fuels and
hazardous materials are being handled. All deliveries are to be supervised by
a responsible person so that storage tank levels are checked before delivery
to prevent overfilling and that the product is delivered to the required tank.
All employees are to be briefed on the actions that are required in the event of
a spillage of oil/lubricant or hazardous materials, any spillages if occur, are to
be recorded and advised to the Client.
All fuel, oil and chemical storage must be sited on an impervious base within
a bund and secured. The base and bund walls must be impermeable to the
material stored.
Leaking or empty oil drums must be removed from the site immediately. The
contents of any tank are to be clearly marked on the tank, and a notice
displayed requiring that valves and trigger guns be locked when not in use.
In the event of a spillage on site, the material must be contained (using an
absorbent material such as sand or soil.

WASTE MATERIALS DISPOSAL (HUMAN & CONSTRUCTION WASTE)

A Site Waste Management Plan will be submitted by JV that includes the

following:

Organizational responsibility for the preparation and implementation of the

plan
The types and quantity of waste anticipated
The available options for waste management and preferences
