SCOPE OF WORK
2. DDC to submit the detailed comparative study report for all the
above 3 options and submit its recommendations for the best
option, based on which DMRC may decide the system to be
followed for OHE and power supply.
i. 25 KV ac system
a) The designer shall submit the detail design of OHE using
conventional mast as used in Indian railways as well as tubular
poles on aesthetic consideration.
b) The designer shall also give the details of fitting components
required for flexible OHE for both the systems i.e. conventional
mast & tubular mast. DMRC reserves the rights to select any type
of structures.
ii. Sub-stations
a) In Mumbai Metro, RSS (Receiving substation) comprises 25 KV
Ac traction substation for feeding 25 KV power supply to OHE &
33 KV AMS (Auxiliary Main substation) feeding power supply at
33KV to various metro station to feed 440/230 to various
subsystems.
Note:
1. Not Used
a. DDC shall carry out the studies, and suggest the capacity of
Traction Transformers & Auxiliary Power transformers, and
associated other equipments. DMRC on recommendations of
DDC based on the results of Simulation Study, may take the
decision for change in capacity of transformers and associated
other equipments, in the contract for works of Receiving
Substations (being floated), if required.
Task 1
This would involve working out power requirement (both traction & auxiliary)
for above Corridors. The power required for property development is also be
worked out based on inputs by DMRC. The requirement of Phase-I, II of
Delhi metro rail network based on details already worked out earlier would
be made available to the DDC by the Employer for guidance purpose

c) The above power supply systems will be designed by using
outdoors transformer using GIS switchgear systems
While making the power supply study, the requirements shall be taking
into account as under:
Power for traction This will be worked out by DDC by the Simulation
Study using validated softwares e.g. Esmeralda (M/s
SNCF), SIMNET and FABEL (M/s ENOTRAC) or
equivalent. This will take into consideration of
regenerative braking.
Power for auxiliaries at This will be worked out by the DDC based on station
stations, depots and E&M design and inputs from Employer based on
along the line Phase-I,II of Delhi Metro experience.
Power for property This will be worked out by DDC based on inputs given
development by Employer. The PD work will be in the footprint of
station building or in the vicinity of the structure.
The DDC shall also carry out the Traction Simulation Sizing Study to determine the catenary
voltage, catenary current, rail voltage, Contact wire temperature, equipment sizing etc.
taking into consideration the extended feed conditions.
The DDC shall carry out Integrated system study, Optimization study, Interconnection study,
traction power requirement and sizing study etc (as mentioned above), keeping location of
various RSSs into consideration and decide the feeding points.
As a part of this Task 1 (a) Report on Power Supply arrangement, DDC shall be required to
develop and supply to DMRC, a Simulation study to calculate the power requirements under
varying train running conditions and headway in Normal operating conditions, Emergency
operating conditions (DMRC will furnish), and designed headway as explained in Clause 2.5
of Appendix-D - Outline Design criteria, and validate these jointly with DMRC.
Simulation to be carried out for different headway and time of starting of train services
and train composition in a particular corridor, to ascertain the amount of regenerative
braking power and energy generated in the system and also utilized, to reach to state
of "Optimum Energy Consumption Mode" of the system.
The idea is to operate trains in a scenario where all the regenerative braking energy
generated by trains is consumed within the system by other trains and a minimum
input energy is required.
Study and calculation methods and control mechanism are to be developed to achieve
the above state of Optimum Energy Consumption Mode".
(b) Preparation of pegging plans and furnishing detailed OHE plans and cross
section plans.
Based on the track plans and layout plans of stations and other structures,
DDC shall prepare OHE layout plans for main line & depot, on format
already adopted for Line-1 to Line-6 of Delhi Metro network. The OHE layout
plans shall be submitted as soon as sectioning diagrams are approved by
Employers Representative. Cross section drawings will be prepared for
adequate number of typical cases (say 40 or 50), which will cover all
individual locations. DDC shall, covers all locations and the location km
number (mast number) is clearly marked on the typical cross section
drawings. It should also be ensured that no location is left uncovered.
DDC will suitably interface with the designers/contractors of the Civil,
structural, architectural, E&M, VAC, S&T, RSS, etc and provide and collect
all details as are necessary, so that all the interface issues are in the
designs and drawings
are addressed.
Task 2
Study as per standards already adopted over in Phase-I and II in Delhi Metro
for limiting the induction effect to the adjoining telecommunication circuits
residential and commercial areas and recommend the design, requirement,
capacity and spacing the Booster Transformers (BT) (if required), and
arrangement of return conductor and its connection to traction rails and
current flow back to substation. Study shall also indicate the stretches
where EMC/EMP can be controlled by using only return conductor
without Booster Transformer and Telecommunication screened cable.
Task 3
Detailed design of structure foundations for OHE, BT, FP, SP and SSP and
the arrangement of electrical connection from BT/FP/SP/SSP to OHE
matching with the skyline of city shall be furnished by DDC.
Task 4
The DDC shall prepare detailed earthing and bonding plan for all the corridors
to ensure safety of equipment and human beings. For collection of data and
drawings regarding structures requiring earthing, reinforcement bars and
tracks, track-circuiting and signaling plans, the DDC shall interface with
concerned designer/contractor. The details relevant to boundary between
elevated and underground portion will however be fully included.
Task 5(a)
To prepare the detailed equipment layout and other drawings & specification
pertaining to ASS as per the land availability, site conditions, and track layouts
keeping in view the various clearances to be observed, and checking of same
for RSS.
Task 5(b)
Selection and sizing of Power and Control cables, lightning arresters, isolators
, bus bar arrangement, circuit breakers, CTs , PTs, metering panels and
other equipment at each ASS, and checking of same for RSS.
Task 6(a)
Designing of earthing system for ASS and plan for structures, gantries and
foundations of these installations, and checking of same for RSS.
Task 6 (b)
Designing of protection and interlocking scheme for each ASS, and checking
of same for RSS.

Plan Power and control cable run layout in the ASS premises, control room,
cable trenches, supporting and clamping arrangement, cable termination etc.,
and checking of same for RSS.
Task 9
As per study in task 1 and task 2 the employer may be required to set
up their own internal power supply network for reliability, voltage
regulation, feasibility of supply sources and flexibility considerations.
This would include finalization of single line diagrams, cross section &
specifications of cables, their laying on the viaduct/at grade/tunnel.
The specifications, drawings & calculations (particularly those related
to derating factors) required for executing this network are also
included in the scope of work.

Plan, detail design control, co-ordinate and execute the design phase
of the contract of production of drawings, documents and reports to
meet the key Schedule dates included in the Agreement and as
directed by the Employers Representative.

The power cable layout and its design shall be audited for its
compliance of IEEE 575 and deficiency if any shall be pointed out in
contractors proposal before the time of execution.
Note:
The Tasks 3 to 13 are generally defined for 25 kV BT system, in
case DMRC chooses the 25 kV AT system in that case the Detailed
Design Consultant is required to submit the design drawings for
25 kV AT system.
Task 15
Design of Provision of Static Frequency converter in RSS for
Traction Power Supply, along with technical and financial
comparison. The study should include the results in terms of
capacity required, space, connection arrangements, etc. Same
shall be worked out through the simulation study.
The DDC shall study and take guidance from all the available
information including those made available during design and DPR of
Mumbai Metro and drawings issued or made available to it in the scope
of services, carry out all necessary analysis, and request any further
information or data which is necessary for its design development from
the Employers Representative which will be provided if available. Any
data, information, standards not available with the Employer shall have
to be collected by the DDC at their own cost.
The DDC shall, if so required carry out field survey and soil
investigations wherever required. The cost of these services shall be
included in the Lump sum set forth in the Agreement.
1.4 The DDC shall prepare detailed designs based on the principles for
Phase-I, II Project of Delhi Metro and Design Criteria. Any critical
difficulty identified shall be immediately brought to the attention of
employers representative, but not withstanding that, the DDC shall
remain totally committed to the overall integrity of the design, if
necessary actively seeking advice, information and clarification so as to
avoid abortive work.
The DDCs design shall take into account the installation requirements
of the system wide information. The DDC shall prepare detailed
designs based on the principles for programme for the inclusion of
these requirements at a later date as these may not be finally
determined until after the award of the system wide contracts. The

The DDC shall review and furnish following typical drawings for

Cross Section drawings for each structure showing guy rods, if any,
indicating the cross section of formation/via duct, height and nature of
bank, whether new or old, nature of soil, type of foundation block,
structure proposed, reverse deflection of the structure and all
necessary particular for erection of the foundation.

Dropper Schedule
The DDC shall submit dropper schedule for various span lengths and
encumbrances covering overlaps neutral sections turnouts crossovers
and any other typical locations after reviewing the dropper schedule
adopted over Phase-I,II for Delhi Metro .
Power and control cables run layout diagram, including cross section
drawing.
These drawings shall indicate the power and control cables run ASS
and switching stations premises and power cables run layout
along the section. The layout drawing for cable run along the section
would include cross section drawing for each typical location showing
erection arrangement, spacing and also space for S&T and other
system wide cable. The drawing shall indicate the details of cable
trenches/cable-ducts/basement trays/conduits/trough/under platform
voids/cable hangers and other cable supports. The cable joints and
Foundation layout and cross section drawings for each ASS, switching
stations and BT locations shall be prepared indicating the layout of all
the foundations in plan, transverse cross-section of various foundations
through center line of structures and all equipments. The drawing shall
show the details of foundation of various structures, gantries,
equipment mounting structures, circuit breakers, interrupters,
transformers etc. cable trenches and fencing uprights. All foundations
shall be marked serially on the drawing and listed in a schedule on the
drawing indicating the volume of concrete for each foundation blocks.
DDC shall check the above mentioned drawings, details for RSS.
The diagram shall indicate the physical layout of various control and
protection panels e.g. transformer protection panel, circuit breaker and
interrupter control panel, SCADA panel, 415 V LT distribution control
panel of ASS, traction feeding post panel, AC/DC power supply
distribution board, incoming and outgoing power supply control panels,
battery sets and chargers and any other such
equipments/boards/panels inside the substations and other switching
posts building/control room. The drawing shall mention the size
(length, width and height) of panels, location, distances from the
walls/trenches and other such measurements details. For indoor
Drawings for control, protection scheme in all the ASS and metering
arrangement of ASS shall be prepared in detail so as to facilitate award
of construction contract, and checking of same for RSS.
Miscellaneous drawing
Dropper schedule.
Sag tension charts for cross feeders for various spans and
tensions.
The DDC shall co-ordinate its design with the relevant agencies
and interfacing DDCs and contractors.
During design and continuing through the construction phase, the DDC
shall revise completed or partially completed drawings to incorporate
the additional system wide requirements.
The DDC shall co-ordinate all design work with various system wide
consultants/contractors/utilities including but not limited to:
The DDC shall provide such further pertinent information not included in
the Tender Documents as may be required by the Employers
Representative. This shall include, but not be limited to:
The DDC shall incorporate full and final information relating to system
wide equipment and services into suitable drawings. The timing for issue
of these drawings will be determined by the Employers Representative
dependent upon the award of the system wide Contracts. Final system
wide requirements defined by system wide contractors shall be
incorporated into the drawings for construction. The DDC shall prepare
and issue intermediate submissions of the drawings as necessary to
meet the constructions schedule.
At the request of the Employers Representative the DDC shall visit the
site to provide his expert opinion on the performance, quality, progress
etc of the Works and to report whether the work is progressing generally
as designed. The result of such visits shall be reported to the
Employers Representative immediately, if urgent actions are required.
The DDC shall review the contract record drawings and as-built drawings
information submitted by the contractors to the Employer Representative
on a continuous basis prior to the issuance of the Certificate of
Completion for the construction contract. The DDC shall prepare relevant
calculations reconciled with as-built conditions, and information
necessary for the maintenance of the works.
3.1 General
The DDC shall establish an efficient organization for carrying out all
services according to programme requirements. The organization shall
provide effective management of the tasks of the contract including those
that must be carried out concurrently by separate disciplines and teams.
The organization shall also ensure that all information that becomes
available during the design period is directed to the appropriate design
teams and effective checking procedures are continuously maintained to
ensure that required standards are met.
Upon its appointment, the DDC shall promptly commence setting up its
organization to the satisfaction of the Employers Representative which
shall be same as mentioned in Clause 1.1.4.6 of NIT.
3.2 Performance
4 STANDARD OF SERVICES
4.1 General
The DDC shall be responsible for correctness and technical merit of its
design, calculations, drawings and all other documentation prepared by it
in carrying out the services.
The DDC shall ensure that qualified and experienced staff are employed
in sufficient number and that accurate, consistent, clear and easily read
drawings and documents are produced in time.
The DDC shall comply with the provisions and procedures covering
standards and codes, drawings and calculations outlined in section 4.2
below. The DDC shall also comply with the checking procedures in
section 5 hereof.
4.4 Calculations
Each set of calculations shall be bound and shall include a cover sheet and
index. A statement certified by the DDCS authorized representative that the
accepted checking procedures, as defined in section 5, have been carried out
in full shall be attached to each set of calculations submitted to the Employers
Representative.
Original calculations shall be submitted to the Employers Representative for
proof checking. Each sheet shall be signed in accordance with the
requirements of section 5. Original calculations shall be returned and retained
by the DDC and shall be produced at such times as may be required by the
Employers Representative. The original calculations shall then be handed to
the Employers Representative on completion of the services.
All drawings shall be prepared in A-1 size and shall be produced by CAD
graphic system compatible with the DMRC system and as approved by the
Employers Representative. Drawings are defined as:
The drawings excluded from the DDCs scope above are to prepared by
the construction contractor. DDC shall however assist the employer in
their scrutiny/comments.
4.7 Documents
The DDC shall submit details and verification of all computer programs it
intends for use to the Employers Representative for acceptance prior to
use in making calculations. These shall include the computer program
manuals, input and output printout of a typical example and previous
records of its use by the DDC. The DDC may also be required to perform
test calculations using the program so that the results may be compared
with those obtained by other means.
5. CHECKING PROCEDURES
5.1 General
2. The Auditor shall submit a report summarizing the requirements of the Various IEC
and other relevant standards applicable to the systems and the standard practices
followed in other similar installations in metros or main line railways and shall further
demonstrate the fulfillment of those requirements in the design prepared by the
Designer.
4. The Auditor shall be required to submit the Installation Validation report to DMRC and
prepare a presentation as per the reports. Kindly note that the presentation may be
required to made several times till the report has been explained to the Employer for
Design and Installation part.
NOTE: - The Auditor shall be arranged by the DDC contract and shall be a reputed
Third Party Auditor, who has already undertaken similar job(s) in part of other Metro
system.
5.4 Certification
The DDC shall also identify the requirements of Quality Level List
in the QAP for the contract.
5.6 Not used.
5.7 Responsibility
Notwithstanding acceptance by the Employers Representative, the
DDC shall remain responsible for the quality of the documents.
The DDC shall submit all the technical documents necessary for
DMRC to request approval from the Ministry of Railways for use of the
Delhi MRTS. Documents shall include:
When the design and drawings and other details required are
substantially complete, the DDC shall submit the documents for the
Final Review to Employers Representative. The quality of this
submission shall be such that the entire work can be executed using
these documents & all items indicated in scope of service of DDC are
covered. The final proposal of DDC after duly modifying/updating all
7 SUBMISSION OF DOCUMENTS
The DDC shall deliver the drawings and documents as listed to the
Employers Representative, and packaged as directed by the
Employers Representative.
